They were particularly Incensed because their Region Councillor Rick Johnson told the April 6 meeting he was consulting with them, and he has not. Apology Councillor Johnson asked residents to accept his apology. He arranged a meeting with them to hear their concerns. He said the incident was blown out of proportion, but if the resident meeting jmfified it, he would reconsider the decision. Following that meeting, Johnson brought a motion to council on April 20 to rescind the original two votes. This means the project, including road configurations and any other changes, will have to be approved by site plan committee — the normal process. Abnormal 8m what is not normal m the process is that the site plan must first be circulated to the new ratepayers' group. -- Johnson hailed the inrliwation as a new step forward in consulting with the local community. "This is a new direction we as a council are going to have to follow," he said, suggesting the process could be used in other projects where the public is deeply involved in issues. Councillor Kip Van Kempen proposed a friendly amendment to the process — that the site plan decision must come back before the entire council. This was also agreed- Fails greed Fails But the exchange was not so friendly later in the meeting when Van Kempen proposed another amendment. This would make it mandatory to construct the hotel before the developer could move on to other phases of the project. The amendment did not pass. "We keep sticking so much red tape in, tying up loopholes so tight," said Johnson, complaining developers choose instead to move to Whitby or North York. He said Van Kempen was hitting below the belt with innuendos that JUn.-son had inside knowledge about the pfd• An earlier meetings, the two collided over the project, with Johnson claiming Van Kempen is always putting up roadblocks. Finally What finally passed was the new site plan process: to bring site plan to the residents, and then to site plan committee, and then to coimdl. Council also required that the residential construction along Royal Road happen first to provide a buffer from later phases of large scale construction. The project could come before site plan committee as early as June. Conservation areas opening for It's time to check picnic, fishing and camper supplies — conservation areas in the Toronto region will soon be open for the summer operating season. Petticoat Creek in Pickering opens May 16. Albion Hills, Boyd, Bruce's Mill, Glen Haffy, Greenwood and Heart Lake opened to vehicle traffic Apr. 25. General admission at the conservation areas is adults $2, seniors $1.50, children $1 and pre-schoolers free. Campers and anglers will want to keep two more dates in mind. After five years of lengthy study and debate, committee approved a series of amendments providing a "mixed use" designation for properties on the north and south sides of Highway 2 between Church Street and Rotherglen Road. The planning and business development departments presented the proposals during a public session of committee. The approval allows both residential and limited commercial uses for properties along this section of the Highway 2 corridor. Additional Official Plan amendments allow for specialized retail and personal service shops along a smaller area on Highway 2 from Church to Duffin Streets. Division Public and political opinion was split on what impact these Is Village - highway 'Of f icial Plan w.Durharri Region Police approvals would have on the character of the Pickering Village community and many of the area's historic homes. David Percival of Ajax Local Architectural and Conservation Advisory Committee (LACAC) expressed concern some historic homes could be demolished in order to accommodate commercial use. "There really is no protection for the buildings themselves," he said. Percival questioned the intent of the plan. It is designed to create an area of transition in the Pickering Village community. "Everything, in fact, consists of residential and commercial uses. 1 don't really see it as a transition." Impact Highway 2 resident Gordon Zimmerman agreed the area's historic homes won't be protected by the amendments to the Official Plan. He asked committee members to consider the impact. "I really question whether there is protection against the demolition of any structure," Zimmerman argued. "Older buildings should be preserved as private dwellings." However, Highway 2 resident Michael Gray suggested the area along the busy roadway is no longer an appropriate place for families to live, and is a more appropriate commercial -type area. "1 think retail is the only thing that's coin to keep the heritage there," he told the committee. Intelligent Resident Bill Davidson called the amendments to the Official Plan inteCigent planting that will create tremendous opportunities. Local councillors Frank Schaper and Pat Brown suggested staff consider arguments presented by residents and report back to committee with additional information at a later date. However, a motion to defer was rejected by the committee. "1 feel this is the correct route to go," Brown. said. "There will be pushes to move that line further east. What will happen to these homes as the retail starts marching east — and I can assure you it will happen." "If this town wishes to preserve any heritage at all, this is the area to do it," Schaper said. There are few other places in town where "ancient homes" exist. However, local councillor Jim McMaster questioned how retail business would destroy the dtaracter of Pickering Village. There are controls in place to ensure preservation of historic homes and no assurance the area is a burgeoning iocation for commercial growth, he said. The amendments to the Official Plan were approved by a vote of 4-2. Councillors Schaper and Brown voted to reject it. manpower cuts next By Dan McLean The Police Services Board last week trimmed an additional $650,000 from the approximately $50 million police budget presented to a Durham Region committee. Region council must decide this week during its budget deliberations scheduled for today, whether the cut is enough. Ajax Mayor Jim Witty, the Police Services Board chairman, believes it is. He warns any more trimming will have a profound effect. "Any additional cuts would reduce manpower and I'm not prepared to endorse those kinds of cuts," he told The Bay News last week. Limit The region's economic strategy committee instructed the board to pare $850,000 from the police budget. Witty said the board went back and trimmed as much as it could without affecting staff size. The budget am already made will have some impact on policing services throughout the region, the Ajax mayor warned. "It will be marginally reduced," he said. For instance, some police calls considered low priority may not be answered during busy times, Witty said. Otherwise police should be able to maintain most service levels. Computer A key item in this year's police budget is a $200,000 computer modernization which Witty says is vital. If additional police manpower isn't going to be added, then current staff must be provided the proper equipment to do their jobs, he said. The latest budget request was well received by the region's finance committee last week, Witty said. The region must make an effort to pass its 1992 budget, since most towns and school boards have already approved theirs. "We've got to get something approved soon," Witty said. But Pickering Councillor Rick Johnson served notice on Monday that he will introduce a motion at next week's council meeting to re -introduce the development. His decision came after town planners presented a report saying nothing has changed appreciably since 1990, and that they continue to support the development. Opposition It was in December, 1990, that council faced hordes of environmentalists, schoolchildren and residents opposed to the plan by Bramalea to build a subdivision in the 330 -acre forest. The town -approved plan called for preserving 66 acres of forest and valley, and manicuring another 18 acres for schools and neighborhood parks. Council never voted on the project, instead sending it to the province for help. Provincial responses were outlined in the report from town planners: Responses — Ministry of natural resources wants 202 acres preserved, not 84 acres as in the of Altona Forest battle looms town -approved plan.
