More than 150 residents attended including teams of local children involved in hockey and figure skating and another group ; organized by Ontario Taxpayers' Coalition, who want a zero tax Increase. Thirty delegations spoke in a meeting that stretched to 1 a.m. ; The children and their organizers wanted councillors to go ahead s with a proposed $3.5 million ice rink. The taxpayers group wanted a zero tax increase and attacked a plan to put $400,000 of this years taxes into reserve funds. If the move were cancelled, taxes would increase by 1 per_ cent — not 4 per cent now budgetted Phil Frampton, an organizer of the taxpayers coalition, said council could not justify putting taxes into a savings account when so many residents have to spend their savings to get through tough times. His concern was echoed by other speakers. 1992 is not the time to be saving for a rainy day. The rainy day is here and we're soaked," lamented one speaker. You budget is Utopia. As a manager, we've been looking at laying off people with 20 years experience," said another. The boom is over. AQ are cutting back. All are learning to live with less. Get aboard This is the frugal '90s." Walter Kitchener, a former president of Pickering Hockey % Association said he sympathized with young people but seniors just can't afford any more. He asked why things built in Pickering always had to be first class. 'They've got to have a fancy arena, not playing on the creeks." Len Quigley, president of Pickering Hockey Association, stressed humhdreds of kids are on waiting lists for teams. Evert those on teams only play for 10 minutes a week. For the time being, the ice arena passed. Councillor Kip Van Kempen proposed a motion that would tie the arena to a guarantee of provincial fundirhg. However, the motion was defeated. Councillors Elaine Higdon, Maurice Brenner and Rick Johnson supported another motion to cut the reserves contribution by $400,000. Councillor Doug Weldon said he could not support the motion because town treasurer Jim Walk warned in a now that the town's capital sperdirg program would not Woely recover from such a cut. Councillor Van Kempen said reserves were added to and subtracted from each year to spread capital costs, rather than hitting :Ugayers in the year of a particular project. It was impossible to have nothing going into reserves, build an ice arena and have a zero increase in taxes. Councillor Enrico Pistritto said little, voted against the motion, and it was lost. But when it came time to accept the entire budget. Councillors Van Kempen, Brenner and Wellman voted against. Because Councillor Higdon had to leave for her 1 a.m. shift at work. a ro the tie vote meant the budget was not accepted. And for that very reason, committee members are opposed to granting an application for a liquor licence for a shooting range on Barr Road in south Ajax. The town clerk's department brought the matter forward during a committee meeting Feb. 7. Deputy Clerk Joe Tierney said he felt council would want to make some comment on the application. Committee members whole- heartedly agreed a liquor licence should not be granted. They recommended staff oppose the application. Only advise While the town cannot refuse a liquor licence, it can advise the Ontario Liquor Control Board, Tierney said. "1 don't know of any shooting range that allows alcohol,' said Region Councillor Roger Anderson, an ex -Durham Region police officer "Personally, I'm totally s don't mix opposed to this and we should let them know." The shooting range is an indoor location that has a lounge in the front area and a shootinq range in the back of the building. Easily Mayor Jim Witty said if members of the shooting range chose to, they could easily go to a nearby establishment for alcoholic beverages. However, Anderson said he would hope the owners of the shooting range would restrict members from firing their guns if they suspected they had been drinking. "Let's not make it any easier," the region councillor said. "1 think we should say we're opposed for the obvious reason — that alcohol and guns don't mix." No doubt the situation is just as bad here in Ajax -Pickering -Whitby as it is elsewhere. If some of these television, radio, mob arena and sometimes even written -word independent evangelists are genuine and admirably motivated at least in the beginning, the temptation of a boundless money bonanza without reliable controls and supervision tends to corrupt. It's just an unacceptable, dangerous situation altogether. Absolutely countless are the innocent, unsuspecting, impressionable, aged or infirm people who are getting bilked of their worldly goods. Then again, people in some of the agony and pain of life unfortunately tend to reach out and grasp at any form of solace offered. The best rule people can follow to be sure their money goes to good purpose is to give only to a church or religion organized, established, butt in the local community, and administered by responsible officers answerable in some reliable way to a known local membership. If there is to be media evangelism and preaching, it should be run by a locally responsible organization. .Of course, individuals must have the :right to communicate freely in the media in religious matters, as in anything else. Shut ins, the aged and many others annot otherwise participate in religious 4enices and activities. Others may wish to freely choose the media route. So to avoid abuse, scandal and crime the public must be forewarned to beware and stay completely away from .;potentially irresponsible and unreliable elilgious communication coming at them Ahrough the media — whatever its form .and no matter how beautiful, attractive Nand persuasive it may seem. The rule for all should be, "Don't ;:give a cent to a media appeal for money -dor religious reasons unless a known, 'focally responsible religious :organization is imrolved." ,a, Yor ne The setting sun casts its light on the bare trees near Ajax as the recent fall of snow melts away. Protests Bay Ridges Library closure Dear Editor: On behalf of concerned parents ,and neighbors of Bay Ridges, I would like to express shock at the apparent failure of our elected officials to help keep our library open. _ These are the same elected officials who think nothing of taking $3.5 r-illion out of capital savings to build a new indoor hockey rink, but who cannot agree to instruct the new library board to reconsider the closure while staying in the approved budget and keeping open a current and viable facility. The Bay Ridges Library is a part of our community, providing programs for all ages. From storytime programs for young children, reading groups for older children and books, magazines, videotapes, audio tapes and CDs for aduks, we use and enjoy our library. At a town council meeting Feb. 3 our Ward 2 councillors Eileen Higdon and Kip Van Kempen put forth a motion asking the newly appointed library board to review the previous board's decision and try to find an alternative to dosing the library. While many members of the community came forward and expressed outrage, it all seemed to be in vain. While the majority of council during discussions seemed to agree with the proposal, when the vote came only our two councillors and Enrico Pistritto of Ward 3 voted yes for the library. These same officials, who voted against a library, also voted for a fancy hodkey rink and an expensive retreat in Peterborough. Do they want to make an investment in the future of Pickering, or to turn out hockey stars? Not everyone can be a hockey star, but everyone should have the opportunity to read. When all other levels of government are increasing the fight against illiteracy, we are making a very sad statement in closing a community library. Sue Passmore, 1235 Radom St., Unit 89, Pickering, Ont. LIW IJ3 Library closing arbitrary, no consultation Dear Editor: After attending Pickering council on Feb. 3, 1 feel I must comment on the Bay Ridges Library situation. I guess I am very naive. It shocked me to hear Mayor Arthurs and some of the other councillors speak with such blatantly forked tongues. There was a motion on the floor to keep the Bay Ridges Library open until the newly appointed library board could review other options for lowering expenses in 1992. During discissions of alternatives to dosing our library, or turning it into a senior citizens library, Mayor Arthurs and other councillors spoke as though the last thing they wanted was to see Bay Ridges Library dose. However, when it came to voting, they were against the motion to save ft. Perhaps the motion was not clearly stated We are not asking council for more money. What we do want is for the incoming library board to reconsider allocation of funds. The Central Library is open 63 hours per week Our library is open 45 hours per week. It has been stated by Sandy Cameron, CEO of the Pickering Library, that the only alternative to dosing Bay Ridges library would be to dose the Central Library one-half day per week. Central branch should have 63 hours while we have nothing! Let's be fair! Surely between Central and other branches we could share hours and not be dosed completely. One reason given for dosing our library is its proximity to the Central Library. But walling to Central is not feasible for most Bay Ridges residents. Before arbitrarily deciding to close our library, shouldn't there have been some dialogue between the library board, council, and the Bay Ridges community? Mention was made by several speakers of the exorbitant funds allocated towards a new arena. Councillor Johnson mentioned the fund-raising activities of local hockey associations (raising minimal amounts) towards this arena. He asked if the Bay Ridges community participated in any fund raising events for our library. Tom Mohr, president of PESCA, replied that until a few weeks ago we were completely unaware of proposed plans for our library. Why should Bay Ridges community have to raise funds to keep our library open? We are taxed the same as all other Pickering residents and should have access to our fair share of public services in our community. If our branch is forced to dose, which one will be next? June Burtch, 1235 Radom St., Pickering, Ont. LIW 1J3 Letters to the editor U of T researchers study Brock West capacity By Dan McLean A local environmental group has enlisted the services of University of Toronto professors and students to determine the remaining capacity at Brock West dump. Pickering and Ajax Citizens Together (PACT) chairman Lloyd Thomas made the announcement during the group's annual meeting Feb. 6. Thomas told The Bay News PACT held recent discussions with University of Toronto representatives. Although he is not certain now long the study will take, Thomas said researchers will begin as soon as possible. Two university professors will spearhead the project designed as a practical class exercise for students. Hazards The University of Toronto group will measure what capacity is left at the local landfill and recommend whether or not it should be closed. PACT have gone on record stating Brock West should not be kept open beyond capacity because of inherent hazards. "We've heard some horror stories about what's going into it," Thomas said in an interview. The PACT chairman said leachate from the site is not being collected properly and three carcinogenic gases have been identified emanating from the dump. The Brock West landfill was targeted to have reached its capacity by the end of the year. However, last November the region's works chairman said the site could be used for an additional year because of settling which has created more space. "Last year we had a crisis. Now we're being told it might be good till 1996 or 1997," Thomas said. "it seems a little hard to believe so we're going to find out for ourselves." As of press time, the PACT chairman said his group and University of Toronto representatives have only met once. However, those involved in the study seem anxious to begin their work, according to Thomas. "The professors are very excited about doing it." BAVRID(S FLORISTS 1215 Bayly St. IGA Plaza Pickering ? At last we have a councillor who actually believes an airport in Pickering would be good for the town and the region! it's about time the mayor and Pickering Town council moved into the 20th Century (or should it be the 21st), instead of living in the past as they appear to be doing. Keep up the pressure, Gary!
