During an interview this week, Herrema said the federal government is conducting a review of air traffic in Southern Ontario. Of particular concern is ever-increasing demands at Toronto's Pearson International Airport. The country's busiest airport has virtually reached its limit. Further expansion can't be done. So the long-time region chairman hopes the government will take another look at locating an airport on 18,000 acres of federally -owned lands in north Pickering. "I think wed want something big enough to take (air traffic from) Buttonville, all of Oshawa and some of Pearson traffic," Herrema told The Bay News. $ billions "I'm encouraging it. If I thought there was a way to do it now, rd be banging on every door in Ottawa." A major local airport would create a totally buoyant economy within the region, the chairman said. He cited the example of Pearson International which injects approximately $40 billion into the Toronto economy west of Yonge Street. If the plan was realized, Durham Region would no longer have to rely on Metro Toronto or General Motors for its economic stability, Herrema said. However, despite Herremas enthusiasm, Pickering Maya Wayne Arthurs says his council has traditionally not supported the idea. There's never been a demanstrated need for a second major airport. It has not been judged cost-effective, nor has the community expressed its desire for an airport, Arthurs said The Pickering Chamber of Commerce membership is on record as being in favor of having the airport. A M&nng airport would drastically change the ural nature of north Pickering into a much stronger urban setting. Arthurs said he has an obligation to oppose the idea until he is mandated by residents to do otherwise. "rm yet to be convinced there is a strong desire to shift that focus," he said in an interview. "I don't see people indicating they want to make that shift and foal in the municipality." The primary example was a vote recommending former councillor George Martin be appointed to the Durham Region land division committee. This vote happened unannounced at the end of the meeting. Martin failed to win election at last week's executive meeting. Instead, that meeting deferred the item to Feb. 10 with a plan to advertise the position. Although the itern was discussed at length in a private meeting last week, the discussion was not listed among the six items discussed at the private "in camera" meeting. The item was discussed "in camera" again this week as councillors emerged 20 minutes late for the regular council meeting. Unanimous Although the appointment was not on the agenda, in a flurry of votes at the end of the meeting council voted to reconsider it. Another major item which did not appear on the agenda was a notice of motion by Councillor Elaine Higdon to save the Bay Ridges Library. Although all councillors had typewritten copies of the notice of motion, no copies were provided to the press gallery or the general public. In fact, each councillor had two copies of the typed resolution. One was passed out Friday, referring to the intention of the Public Library Board to close the branch. Another was passed out at the "in, camera" meeting on Monday. Options Monday's motion, which the Press scrambled to collect frau. depaning councillors at the end of the meeting, referred to the downsizing of the branch, and called on the new library board to examine other options. Ten delegations spoke to council (none was listed on the agenda). Citizens suggested options like staggering the Bay Ridges hours with the Rougemount Library, using volunteers, or using reserve funds. Judy Robbins, the only member of the previous Library board still serving, said the downsizing came as a realistic response to requests from council for the library to live within its budget. Success at the new central branch had called for more staff there. This meant less staff elsewhere. She was not optimistic that collective bargaining agreements would allow the use of volunteers. 3 Durham promotion efforts win awards When it comes to promoting Durham Region as a great place, the region's economic development department has an award-winning approach. Three promotional efforts received awards at the Ontario Marketing Awards Competition hosted by the Economic Developers Council of Ontario (EDCO), Jan. 21 to 23. Sport fishing study and tourism videos captured first place awards for research report and general video categories respectively. An advertising campaign designed to promote and generate prospective business interest in Durham Region earned a third place award in media advertising category. The award program recognizes superior performance in categories such as literature, advertising and marketing. A total of 16 awards were offered. Durham Region's economic development department submitted five entries. The region's efforts were stacked up against those of much larger municipalities, including Metropolitan Toronto and Hamilton -Wentworth. Economic Development Commissioner Pat Olive said he 140 W. Mayor Wayne Arthurs and Councillor Doug Wellman spoke against violating the normal budget process. Councillor Maurice Brenner said he supported options. But he was ruled out of order when he tried a motion that would enact the options without affecting taxes. Councillor Rick Johnson said he supported options but also supported the mayor's position. Both Johnson and Brenner voted against the motion,, and it was defeated. But Perhaps, like George Martin's appointment, it will rise again next week, after some more "in camera" meetings. was pleased the efforts of his department were honored. "I think our showing is particularly impressive because the budget we have is not major." The town's total promotional budget is approximately $100,000 a year. The total economic development budget amounts to approximately $500,000 annually. By comparison, Metro Toronto spends more than $3 million a year on economic development. Canucks Real Canadians put the unity of their country and love for their fellowmen far, far ahead of prejudices and bigotries. Such real Canadians are the vast majority here in Ajax - Pickering -Whitby and across the nation from sea to sea, we are sure. But here, anyway, in our three local towns of southwest Durham Region with their nearly 200,000 people you certainly wouldn't know it. Our real Canadian majority better wake up before it's too late to repair the damage the language bigots, both French and English, have done to the unity of our homeland. The other day in Paris, France, the real French mustered and paraded in their multitude of thousands against the developing threat of the racial and cultural bigots. What are the real Canadians and the real human beings of Whitby, Pickering and Ajax doing about the similar threat to our Country? Nothing noticeable! For some reason which seems beyond understanding, our thousands upon thousands of real Canadians seem to be in some kind of spiritless, numb stupor. What's the matter with them, anyway? Our people have every opportunity to take some kind of action to repair the wounds the nasty bigots have inflicted on our French-speaking fellow Canadians. Almost anything would be a highly useful and effective :action to bridge the divide our apathy :has allowed the bigots to build. :Yet indifference reigns here. his as V our Ajacians, Pickans and -Whitbyans were .completely indifferent, stupified. - ,:Local ,governments do virtually nothing to counteract entrenched pro -English :biases that hurt the Frerich. In spite of the recession, the residents of Ajax and Pickering showed theL• generosity at a time when so many of our neighbors were in need. We not only reached our goal, but we surpassed :t! This was due to an outstanding effort on the part of so many. Today I would like to take this opportunity to thank everyone who participated in the 1991 campaign, for indeed it was a team effort. Witty, chairman 1991 Ajax -Pickering United My Substantial charity gap frequent Dear Editor: Referring to your editorial of Jan. 29 entitled -Plethora of Charities Becoming a Nuisance", I am writing to express my displeasure and to raise a few questions. As one who has joined others in our community in gMng up valuable time to help raise furls for charitable organizations, I take offence at the tone of distaste in your article. Let me ask you to consider what would happen in our communities of Ajax and Pickering if agencies and non-profit organizations had to rely solely on funds from the United Way, and sometimes government funds. The sad reality is there is frequently a substantial gap between the funds required and what is received. . - Yet, the rent and the utility costs still must be paid, not to mention the usually low salaries of people who work in the social service field. The answer is obvious: much needed services would no longer be able to carry on, and our communities would suffer as a result. You, yourself, pointed out the United Way fund goal was not even increased last year. This means, then, that budgets for this year will be severely restricted. It is fine to urge people to increase their contributions to the United Way. 1 could not agree more. However, looking at the situation pragmatically, the increase, if any, especially in these difficult times, is likely to be mfnfmal. Let us welcome those who — seeing a fund and awareness -raising booth in a mall — give a little bit more, perhaps to "top up" their United Way contribution. Let us urge them, if they have not given, to remember the United Way during campaign time. But please, do not implicitly label those of us who are trying to help our community by fiord raising as public nuisances. It would mean a savings of approximately $11,000 for first year residents affected. Property owners would still be required to pay $4,768 for sanitary sewer costs. Wasmund expressed confidence local politicians will work to resolve the matter this year. 1 think they realize something `:as got to be done," he said d•.:nng an interview. Wasmund nas been a Pickering Beach resident since 1983. He owns two properties in the area. He admits owning an aging septic system that will ultimately require major overhaul or replacing. The issue has been a source of divisiveness among Pickering Beach residents. Existing residents who own functioning septic systems don't support installing storm sewers since it will be a significant cost for a service many feel they don't need. However, approximately one- third of the community is made up of property owners who are unable to build because of a town -imposed holding bylaw. As a result, approximately 60 families cannot construct homes. Nor can existing residents improve their properties. A formal petition conducted by Wasmund and his group in 1990 concluded 74 per cent of area property owners were in favor of installing the town services. The most imposing hurdle in the way of ultimately approving the plan may be the total cost. Ward 5 Councillor Pat Brown admits she still needs to be convinced. "I have an open mind that I haven't made a decision," she told The Bay News, adding she won't support the scheme if it has an impact on the general tax levy. Brown is also somewhat skeptical of the impact. For $500,000 the town will be servicing 16 homes, seven vacant lots and 12 potential severances in the programs first year.
