PICKERING -MODEL OF CANADA
Pickering Township, a municipality which stretches approximately 11 miles east to west,
from the Whitby Town Line to the Metropolitan Toronto border, and about 16 miles north to
south, from the Uxbridge Township border to the shores of Lake Ontario, could be described
as a model of Canada as a whole.
The geography of the area alone provides an infinite variety of features. Although there are
no massive rivers, the many streams and creeks in the Township meander here and there
from Uxbridge Sandhills in the north, and their valleys are fine examples of the U-shaped
formation caused by the ancient glaciers which once covered the continent. Sometimes
these streams flow across flat land and sometimes, as seen in the Rouge Valley, they flow
through beautiful ravines, where the steep cliff-like banks are studded with trees of every kind.
Thousands of years ago Lake Ontario was much larger than it is today and extended to a
point some five miles north of Highway 2. A trip down the Brock Road, the central north-south
artery in the Township, can show one where the lake came to. The road descends in a series
of hills and, just north of the Fourth Concession, one is at the site where the old shoreline
once was. This shoreline ran from the Scarborough Bluffs to a spot just north of Highway 7,
then curved sharply south as far as the Fifth Concession near Greenwood, before running
again in an easterly direction. There is fertile soil where the old lake bed lay and the glaciers
in even earlier times left large deposits of sand and gravel in the area, which have been
extensively worked in recent years.
Thus, we have in the Township areas of rolling plain, almost like miniature prairies; wooded
valleys, miniature replicas of the great river valleys and areas resembling miniature
mountains, as can be seen from the Lookout in Greenwood Conservation Park, where one
stands looking down a sheer cliff face to the river so far below. Then, of course, there is a
share of North America's Great Lakes, which also makes this a frontier community since the
International Boundary between Canada and the United States runs through Lake Ontario.
Pickering Township therefore does serve as a geographical example of the country, but can
also claim many other unique aspects. In fact, historically, the gamut runs from Stone Age
articles 4,000 years old to the Atomic Age. Indian artifacts, such as arrowheads, net sinkers
and stone knives, found near the mouth of Duffin's Creek have been identified as having
been made by native tribes about 2,000 B.C. Yet, only a mile away from where these items
were found we now have, partially in operation, the Pickering Nuclear Station, where the
result of man's great strides in scientific progress will eventually provide electricity for
thousands of homes by the most modern of methods.
In between these two vastly contrasting periods of history we find hundreds of years of
comparitive quiet until 1799 when the first white settler took up permanent residence in the
newly surveyed Township. The population did not grow very quickly at first, having risen to
only 675 persons by 1823, but in 1835 it had grown to 2,642 and by this time prosperous
farms and businesses, such as grist and lumber mills, were well established. To serve this
burgeoning community roads had to be built, the most important of which were the Kingston
and Brock Roads which carried traffic from all points. By 1856 the Grand Trunk Railway
crossed the Township, thus affording even greater opportunity for the trading of goods from
the area, and a bustling harbour at Frenchman's Bay also served as an outlet for produce.
During this period schools soon sprang up so that universal education became a positive
fact. Churches, of every denomination, were built between 1850 and 1870, at least two of
which, built close to 1850, are still in use today. They are St. George's Anglican Church and
St. Francis De Sales Roman Catholic Church, both in Pickering Village.
As a mainly farming community Pickering Township continued to prosper until the 1870's,
but then the gradual opening up of the Canadian and American West and subsequent
development of huge wheat acreages dealt a hard blow to eastern farmers. However,
several in Pickering turned to dairy and fruit farming, finding a ready market for such
produce in the rapidly growing city of Toronto. But many people left the area and the
population declined until 1915. At that date it began a small upward trend, but it was not
until 1952 that the number equaled that of 1860.
Today, Pickering Township provides a fascinating study in contrasts, for there is now, in the
southern section, a broad urban band consisting of West Rouge, Rouge Hills, Rosebank,
West Shore and Bay Ridges, which enjoys all modern conveniences, such as serviced land,
shopping plazas and large schools, plus a growing industrial belt to provide needed tax
dollars. Yet, further north there still exists a great rural area where one can discover
picturesque villages such as Whitevale, Cherrywood, Greenwood, Brougham, Claremont,
Kinsale and Audley. Here, too, farms dot the landscape, some of which are still maintained
by descendents of early settlers and where one can find much of the peace and beauty so
often associated with the "Good Old Days." The farmer's lot, however, is still not an easy one
and, unfortunately more and more farms are being sold to land speculators who plan new
urban areas for the future. Sadly, many who love the quiet country lanes that still intersect a
lovely countryside, must accept progress, but still hope for a miracle of conservation that may
possibly preserve and restore rural areas for the enjoyment of future generations. The land is
so fertile that a world where food shortages are no uncommon thing may still have great
need of the crops this Township can produce.
Pickering Township lies between the cities of Toronto and Oshawa and has everything
needed to give city dwellers the chance to return to natural surroundings for refreshment.
The older residents are well aware of the loveliness of this area and many a newer resident
has come to love its beauty. Well serviced now with roads such as 401 and GO transport for
easy access to the neighbouring cosmopolitan centre, the people of the Township can truly
claim to have the best of two worlds. Work, entertainment and all the trappings of an exciting
city are within easy reach, yet one can come home to peace and tranquility in this
municipality. Pickering has been referred to as a dormitory area, but it should perhaps be
called a "Restoration Centre," for here anyone can surround himself with good friends and
neighbours, or, if he so wishes, find absolute solitude within five miles of his front door, which
can be reached without even having to rage through heavy traffic.
Even in politics one finds an extraordinary situation in this Township. The Federal Member of
Parliament is a Liberal; the provincial Member of Parliament is a Conservative and, while
party politics do not enter into local government yet, it is well known that the Reeve of the
Township is an NDP supporter, having run, at one time, the nomination as that party's
candidate for the riding. It could be said that Pickering has an unbiased population, or else,
perhaps, that some people still believe in the individual and vote across party lines.
Whatever conclusions are drawn the fact remains that even national political complexities
are well represented in this community.
Possibly the hardest task in Pickering falls to Council which has faced monumental problems
in trying to reconcile rapid urban growth and rural administration. Yet, dedicated men and
women have come forth who have somehow managed not only to face these problems, but al
so to prove that such a complex community can be feasible. This accomplishment once
again serves as an example of how this municipality has all the components necessary to be
viewed as an exciting capsule depicting the many points of view which make Canda such a
diversified whole.
Pickering Township offers something for everyone and to live within its environs can be a
most stimulating experience.
