for high schoolers, to
be held sometime this
year in Dunbarton High
School is in the plan-
ning stages, according
to Committee Chair-
man Mrs. L. Bilton of
Woodlands Road Pi-
ckering.
'There are a lot of
17 and 18 year olds in
our high schools who
would be glad to give
blood,' said Mrs. Bil-
ton. Seventeen is the
lowest age at which a
person may donate,
and at this age, must
have parental consent.
F rom 18 on up, it is
a personal decision.
There is a new plan
for handling the needs
of patients having one
of the rare types of
blood. Donors having
one of these types are
notified when surgery
Is imminent for some-
one of matchingclass-
1fication. Also, these
types are given special
notification when a
clinic will be held.
'At present, Pick-
ering Township has a-
bout 20 people able
to fill these particular
requirements,' stated
the lady who has a
great deal to do
with seeing this area

there were 114 donors.
For those who would
like to be donors but
have transportation or
babysitting problems,
that might prohobit
them doing so, Mrs.
Bilton stated that tran-
sportation will be ar-
ranged on request; and
that babysitters are
on hand at all clinics.

City Weather
It's not just your imagination playing tricks
on you when the weather in the city seems mach
more uncomfortable than the weather in the
country, according to the Federation of Ontario
Naturalists. Now there is scientific evidence to
prove what sweltering city dw-llers have known
by feel" all the time: the city is hotter than
the country.
I always thought that the city was hotter be-
cause the tall buildings keep the wind from
coolingthings off. Apparently that isonefactor,
but there are many others of equal or greater
i m portance.
In the August issue of Scientific American,
William P. Lowry of Oregon State University
gives several other good reasons why the cli-
mate of a city is basically different from the
climate of fields and woods.
First, the rockline material in city buildings
and streets absorbs and stores mire heat
energy than soil does.
Second, the walls, roofs and streets of a city
act like a maze of reflectors. bouncing the heat
back anf forth to be absorbed by the various
shapes of the city.
Third. a city generates a great deal of its own
heat, not only from tars, trucks and factories.
but also from Beating buildings in the winter
and air conditioning buildings in the summer.
(Air conditioners pump out hot air.)
Fourth. city rain water does not remaintocool
the land. but is quickly drained off into storm
sewers ... much of the snow is cleared away be-
fore it melts.
And fifth, the air in cities carries a heavy load
of solid. liquid and gas,uus contaminants which
retard the outflow of heat in addition to having
other unpleasant effects.
fhw net result is a `heat island" --a self-per-
petuating local subzlimate which bads to such
w_ather forecasts as the familar 'Low tonight.

Another familiar effect is w:iat scientists call
the 'dust dome' or 'haze hood". w;lieh is just
waat the name implies, a dome of smog hanging
low over the city. becoming worse and worse as
more p-allutants fill the air, until eventually a
strong wind or heavy rain clears it away.
Other interesting effects of the city's self-
created climate are 10 per cent more rain
( mostly in extra drizzle). 10 per cent more cloud-
iness. 25 per cent lower average wind speed.

Business Men Suggest Economy
'A thorough and challenging revenue blueprint
for Ontario , was the reaction today of the Pres-
ident of the Ontario Chamber of Commerce to-
ward the Smith Committee Report.
`The Report forecasts an alarming and ever
widening revenue expenditure gap', said Mr. F.
H. Howard, `which emphasizes the immediate
need to observe priorities on public expend-
iture programmes; and to minimize government
administrative costs. In this latter connection,
the Chamber proposes the establishment of a
Glassco type commission for Ontario'.
'Close Federal -Provincial fiscal co-operation
is requested by the Committee but the report
fails to suggest an agency to carry this out'.
The Chamber President stated.
'We are pleased to see that the Report includes
many specific policy proposals made by the
Chamber' Mr. Howard said. These include:
meeting revenue needs by broadening the sales
tax base; reforming business assessment on
real property; seeking uniformity of assessment
throughout Ontario; taxing public properties, and
removing the current duplication of death taxes.'
'We are concerned, however, with the impli-
cations of certain recommendations,' Mr. How-
ard added, 'such as the danger of placing our
mining industry in a less competitive position;
and the practicality of continually re -assessing
real property at current market values.'
'The Chamber supports the Report's endorse-
ment of Regional Government but cautions that
such revisions to local government structure
should preserve democracy as well as intro-
ducing greater efficiency.
`The Report presents in sharp focus the harsh
fact that the rising cost of government can only
be met by increasing demands on the individual
tax payer.
`For example% Mr. Howard said, 'the Govern-
ment has already announced that two major
proposals of the Report will be implemented with
out immediately increasing taxes, and the Cham-
ber questions how long these tax increases will
be delayed.'
The Ontario Chamber of Commerce is the
federated body of community Board of Trade and
Chambers of Commerce representing over
50,000 business men and women throughout the
Province.
Smith Report Sorry Says Brewin
The Smith report is a sorry document, says
John Brewin, ND? candidate for Scarborough
North.
The Basic Shelter Exemption is a good short-
term measure, but unless a totally new ap-
proach is used we'll all be back in the same
position a year from now as we are today.
For most homeowners the basic exemptionwill
be eaten up by increases in personal income
taxes and sales taxes.
As usual the Conservatives are trying to stick
the wage earner with the bill for a modern soc-
iety. The people who pay now zontirwe to pay
at higher rates.
The report also provides for:
...tripling assessments with no guarantee mun-
icipal councils wall reduce mill rates by one-
third.
...increasing the share of taxes paid by the

The Carter Commission reported they were es-
caping mc+re than $100,000,000 taxes. There is
no increase for insurance companies, again
targets for M:. Carter's proposals.
Instead, hospitals, churches, universities,
charities and the individual family man get
nicked for the increases. It is a sorry election
document.
The New Democratic Party proposes:
--limit municipal taxes to services on land
such as sewers, snowplowing. lighting and soon.
--shift major share of education costs to the
province;
--broaden tax base along lines of Carter Com-
mission report, including tax on so-called capital
gains;
--end to tax benefits for big mining companies
and life insurance companies.
--road transports pay fair share of road costs;
--expanded provincial economy;
--increased tax revenue now going to Ottawa.
The New Democratic Party proposals will ef-
fect a real change in the tax structure of Ont-
ario and result in a fairer. more equitable and
more econom_caUy sound structure.

What happens when a music school
gets successful?
It starts teaching art, languages, drama,
dancing, and children's acting
Four years ago, the Don Mills Academy of Music opened
its doors. We felt there was a need in the area for a school
which could offer all sorts of people - children and grown-
ups - music tuition at various levels on various Instru-
ments.
Apparently, it was a good idea. We offered group les-
sons and private tuition. We taught piano, guitar,
clarinet, recorder, trumpet - and practically every other
instrument in the orchestra as well.
The school grew and grew. The studios were expanded.
Hundreds of students came to us and made progress in
their musical training. Our teaching staff grew under the
direction of the school's founder, Franz Loesgen.
Then some of our students (and some of their parents)
began to ask us why we didn't expand into other arts
areas. It was a good question. And so we are now
offering courses in dance (ballet, modern jazz, chore-
ography), theatre arts, children's theatre, painting, and
modern languages. And we now call ourselves the Don
Milk Academy of Music and Fine Arts.
The leachers? Some of the best available in their
respective fields. Boris Volkoff directs the dance course,
actor Rex Sevenoaks teaches theatre arts, and Mrs. Mary
Schneider directs art classes. The premises? We've
taken still more space at 1460 Don Mills Road, and we're
opening a branch studio in Ajax. The courses? As com-
plete and comprehensive as we can make them. And,
as in our musical courses, group and private tuition will
be available.
As your family's plans for fall, winter, and spring start
to fall into place, now's the time to consider arts tuition,
either for yourself or the younger members of your
family.
