It Will Be Colourful
The biggest show in the nation this week will
not be Expo nor the CNE, but the colourful con-
vention of the federal Progressive Conser-
v at ive s.
Held to select a leader, some nine candidates
plus perhaps, dark -horse John Diefenbaker, will
jockey for support and the job of leading the
national party.
Local Conservative party supporters are full of
keen spirit and hope that a new leader can be
chosen and party unity and enthusiasm sparked
ready for an anticipated federal election next
year.
All Canadians. whether supporters of the Con-
servatives or not, hope that the convention does
not result in chaos and disunity as a conse-
quence of any major split. This country needs
national parties. --ones which can say that they
have support in each and every province. Recent
elections have tended to indicate that no one
party has good support in every province.
Leadership of the party has been in two camps
for some time --the pro -and anti-Diefenbaker
factiuns. It is not that the :antis- dislike Die-
fenbaker. but they genuinely feel that votes will
come only to a party under new and less "old
time' leadership. If these two factions clash at
Maple Leaf Gardens this week the P.C.'s may not
recover for some time.
The Smith Report
Well the very, long-awaited Smith Report has
been made public.
The Report does contain some valuable con-
clusions about them )dernization of Ontario local
government. A new set of regional local govern -
m !nts such as proposed in this report will hardly
find argument.
It is interesting to note that the Smith Report
does nut suggest any changes in Metro Toronto.
Of course. the downtown Toronto dailies have
been waiting, hopefully, to find some report or
official pronouncement which would aid their
campaign to mske Metro Toronto one govern-
ment.
But what m _)st residents of Ontario were looking
for in the Report was a recommendation that
educational costs would be taken from the prop-
erty and put at the provincial level where fairer
income taxes would pay for education. The Re-
port did not appear to go all out on this score
but offered a sort of half -way measure. And to
top it off it suggests that the money should
come for all of this expanded provincial expend-
iture from expanded demands upon the federal
treasury or higher provincial [axes. What ever
happened to the old-fashioned idea of cutting our
cloth to suit our pocketbook? The Report does not
suggest that the government look at its cost of
operation and try to economize. This is an area
which we think could successfully roundup quite
a few million dollars which could be nicely ap-
plied to the costs of education.
If recommendations of the Smith Report are
fully implemented one gets the impression that
the province would take the money from our poc-
ket on one hand and give it back to us with the
other. It is to be hoped that such is not the case.
Property taxpayers are looking for a REAL sav-
ings.

Canada's 'sheep -cow' joins the ranks of the
African elephant and the Siberian tiger as a big -
game trophy animal next year.
The Northwest Territories Council announced
recently that it would issue 32 hunting permits
for $4,000 apiece, to gun down the inoffensive
and placid muskoxen.
Hunting the 'sheep -cow" will be about as ex-
citing as shooting a barn -yard cow. "The only
skill required," said one game expert, 'is to
select the biggest one.
Included in the announcement was the usual
cliche that this was being done to bring more
revenue to the Eskimos. As far as this writer
is aware there is no Eskimo Airways and no
Eskimo Hilton Hotel --so how much ofthe $4,000
will end up in the packets of the Eskimos?
When the first explorers reached the Canadian
north, they found bands of m lskoxen distributed
over most of the continental barrens and Arctic
islands. Since then, their numbers have been

greatly reduced, and the Canadian Government
found it necessary to declare a continued close
season in an attempt to preserve the species
from total extinction.
Now, a political, rather than biological, de-
cision will again subject the muskoxen to ex-
ploitation. Thirty-two in 1968, but how many in
69 or '70 or .....?
The Federation of Ontario Naturalists believes
that Canada, the western world's most affluent
country can surely afford to allow one or two
species of mammal to live in our great country
In peace. More than just the muskoxen is at
stake --this is a measure of oar civilization.
We deplore the slaughter of animals in Africa
and South America, but too often not at home.
We must set an example for the rest of the world
let the muskoxen alone, let the trophy hunters
go elsewhere.
Aggressiveness Needed Says Bank
The aggressiveness which Canadian manufact-
urers display in exploiting new market opport-
unities will determine the degree of success they
may have in capturing a larger share of ex-
panding world markets.
In its Business Review for July, the Bank of
Montreal stresses that this attitude will set
the pattern of Canadian development for years
to come.
Tax environment, the nature and scope of any
assistance the government may give in the
transition period, and the whole complex question
of controlling costs and increasing productivity
also are seen as influences on the country's
economy insofar as results of the Kennedy Round
of trade negotiations are concerned.
The B of M's review gives a preliminary an-
alysis of the outcome of the recently -completed
trade talks and briefly outlines the possible ef-
fects on Canada.
The bank says the substantial lowering of tariff
barriers which was agreed to is likely to provide
a real stimulus to, and stronger competition
in, international trade.
`Assuming this to be the case, the main issues
for this country, speaking generally, are whether
Canada will be axle to maintain or increase its
share of expanding world trade and whether the
Kennedy Round will, in fact, prove to be a
turning point in Canada's transformation from
a natural resources -oriented economy to a more
industrialized one."
The B of M says the trade talks provided
Canadian manufacturers with easier access to
the major industrial markets of the world.
'At the same time, a relatively high degree of
protection has been retained for large segments
of the Canadian market. For other Canadian
manufacturers who have lost protection to a
significant degree there are offsets in the form
of reduction of duties on materials, inter-
mediate products and machinery."

World University
The Canadian Home & School and the Parent-
Teacher Federation are promoting the idea of
having Expo transformed into a World Univer-
sity when the World Fair comes to an end
this F all. The idea has been discussed with Prim
Minister Pearson and a brief prepared for Ex-
ternal Affairs Minister Paul Martin.
The idea is that Canada wou)d donate the land
as a gift from Canada to all nations, as a Cen-
tennial gesture. The University would be ad-
ministered by an agency of the United Nations
and buildings would be donated by nations par-
ticipating at Expo. Capital and working funds
would be subscribed by various contries. The
estimated capital cost of the project would be
over $50 million.

Ratepayers Meet Tuesday
Bay Ridges Ratepayers' Association will meet
on Tues. Sept. 12th at the Sir John A. Macdonald
Public School to hear council representatives
tell its members about future residential dev-
elopments in the area.
A newsletter published by the Association on
August 26th. detailed three different resolutions
of Pickering Township Council which would allow
more housing developments without accomp-
anying industrial and commercial assessment.
The Association has given briefs to Council
pointing out the need for a 40yo industrial/
commercial building program in order to bring
property taxes down.
It is estimated that if there were a 40 per cent
industrial/commercial assessment in Picker-
ing, the present taxes of $588.50 a home as-
sessed for $5000 would be reduced to $395.50
a savings per house of 192.00.
Both southern ward councillors Chatten and
Williams have opposed the resolutions at the
Pickering Council meetings, but were outvoted
by the rest of the Council.

In Pickering League
The Pickering Township Hockey Association
is expecting to have 500 boys playing in 40 teams
this year.
The big increase in participation is anticipated
to result from the use of the new Ajax Arena
for games rather than the one at Cannington.
Officials point out, though, that the cost at
Ajax to hold games will be more than twice what
the fee has been in the past.
However, they are confident that the youngsters
will get much more vlue out of this new ar-

rangement.
The executive is looking for more coaches,
managers, timekeepers and referees to handle
the load this year. Information about this in-
teresting part-time fun can be obtained from Pat
Burns at 839-2833 or Walter Dunning 839-5565

House league games are scheduled for Monday
and Wednesday nights starting at 6 p.m. and on
Sunday mornings till 2 p.m- Each player player
will again be equipped with a sweater and all
new goalie equipment will be provided.
A 23 game schedule including playoffs is now in
preparation.
A breakdown of the player's fee of $15 is cal-
culated to be only 54 cents per game.
Registration dates have been set for Sept. 16th
:3rd. and 30th to be held in three locations on
teach day.

Taxes Concern Of Everyone—Ward
"I have travelled a-
cross the riding and
knocked on doors in
each area and taxes
have been the main
concern of everyone to
whom I have spoken,"
said Ontario South
Liberal Candidate Al -
bon Ward this week.
Mr. Ward was re-
porting on the prog-
ress of his campaign
to a meeting of party
workers.
Mr. Ward said, "that
the people want relief
from oppressive tax-
ation and I am happy
to say that this has
been the number one
plank in our campaign
since last January.
Our pledge to assume
80°jo of the educational
costs is the only ans-
wer to the problem.
I am certain the Smith
Report will vindicate
our position% he said.
'The - 'you've never
had it so good' --cam-
paign being mounted by
the Conservative, is
made ludicrous in light
of the problems that
confront the people of
Pickering and Whitby
townships. Many
farmers are finding it
more and more diffi-
cult to make a living.
They are unable to
compete for labour.

strikes. They want

"These are bread and
butter issues', Mr.
Ward said, 'and the
efforts of the Robart's
Government to pacify
us by appointing a
