you know it. it will be
time to go back to
school to all those
smiling and wonderful
school teachers.
But there is one other
thing that the fall sea-
son brings with it and
that is another Hockey
Season.
There is good news
this year for young
bockey players. The
Pickering Twp. Hoc-
key Association games
will be played in the
new Ajax arena. So
we can all say good-
bye to the buses and
that long trying ride
to C annington.
At the time of this
writing it is expected
that play will be at
Ajax arena on Mon-
day nights, Wednesday
nights and Sunday
mornings.
This year with the
Arena in Ajax it is
expected that a reg-
istration of more than
500 Boys of 40 teams
will be needed. With
this increased reg-
istration the Assoc-
iation will be in need
of more coaches, man-
agers, timekeepers,
referees etc.
The Executive of the
P.T.H.A. extends a
warm welcome to any
one who feels that he
can contirbute a couple
of hours per week to
provide the type of
Hockey program that
these boys deserve.

Dairy Princess, Dolly Anne Edmunds, Renfrew County seems to have
caught the electronic eye and melted the pounding metal heart of this

Pickering Township Councillor N. Waller and
Deputy Reeve Mrs. J. L. McPherson objected
to the payment plan for the proposed reservoir
and watermains devised by the Public Utilities
Commission at last Monday's meeting, and the
issue was sent back for further consideration.
The matter became a heated discussion when
members of Council were asked to approve the
third reading of By-law x#3191 authorizing cons-
truction of the new facilities under the pro-
visions of The Local Improvement Act.
Reeve C. W. Laycox explained that when Bay
Ridges 'became a reality," the existing public
water system was not sufficient.
Many sections of the township are not able to
take advantage of the water service and must
provide their own wells. Until the proposal
for a new reservoir came up, these people did
not expect to be able to have public water
service for another 20 years. Engineers claim
that implementation of this service will bring
water to many of these families within five years.
The total cost of residents of the township is
estimated at $628.000., of which according to
the PUC payment plan, deferred areas will be
expected to pay $250,000.
Mrs. McPherson and Mr. Waller claimed that
It was unfair for non-users to have to pay the
increase in tax assessment predicted necessary
to cover their share of the cost.
The estimated increase in tax rates is 2.6
mills --approximately $6 per year.
.Mr. Waller believed that this mill rate would
Increase as time goes by. Reeve Laycox dis-
agreed. The councillor said the rate should be
set at $6 per year indefinitely rather than a
changeable mill rate.

'Yes it can.' retorted Mr. Waller.
Mrs. McPherson said the issue should be
studied by solicitors before making a decision.
Furthermore, she stated. it had not been ad-
vertised. 'Some people in deferred areas may
never get water,' she predicted. "It is unfair
for them to have to pay $6 a year so that others
can wash their cars and fill their swimming
p,sols.' Her speech was interrupted by laughter
from spectators. 'We can't even--' the aud-
ience comment was silenced by the Reeve's
gavel.

Fairport Folk Question Story
A Fairport Beach resident has called the BAY
REPORTER questioning a story in last week's
edition which stated that Pickering Township
is relatively quiet `except for the Fairport
Beach area."
The resident has suggested that the officials
conception of Fairport s boundaries might differ
from those of the residents. He feels that the
culprits mentioned if their acts were committed
in the Fairport area, were probably from another
area.
The BAY REPORTER checked with Pickering
Police this week regarding the home -base loc-
ation of six youths in custody a week ago (the
controversial item).
According to a spokesman of the police, three
of them were from Fairport Beach, one from
Fairport Rd., itself, one was from Bay Ridges,
and the sixth's address was not available.
The Fairport caller gave his version of the
areas boundaries as Moores Rd. on the west,
Fairport Rd. on the east, and the north -south
boundaries were from Oklahoma Dr. to the Bay.
We asked the official what he considered to
be the area's boundaries. The answer was the
same.
The caller pointed out that many youths in his
area are gainfully employed during this vac-
ation period. The BAY REPORTER does not
doubt this, and w_- would be very happy to hear
from and about young people from 311 over Pic-
kering Township who are making profitable use
of the summer.
It is agreed that six youngsters and their.
companions do not make a community any more
than six trees could make a forest. Let's hear
from the rest of the trees.

West Rouge Brief
Asks Protection
(This brief was presented to Pickering Town-
ship Council this week).
We refer to Resolution No. 266/67 which pro-
poses to amend Bylaw 2511. We also refer to
Planning Report No. 26/4 dated August 8, 1967.
Under the terms of Resolution 266/67, another
Bylaw is now to be prepared which will have
the effect of sterilizing Bylaw 2511 -Section 6.10
thereof.
The Planning Report clearly sets out the pos-
sible effect of this action and outlines that un-
restricted development could result as a conse-
quence. Allowing for 50 -foot lots (singlefamily
dwellings) on existing roads, the maximum dwel-
lings which could be erected in the area af-
fected is 2.316. Some 747 units are already in
existence and thus, 1.569 new units represent
potential new development. When future road
patterns are considered, it is reasonable to con-
jecture that m-ich in excess of 1,569 new units
could be involved.
The effect of the amendment to Bylaw 25U
which this Council has stated it will pass looms
before the ratepayers of this Township as a
gigantic hole. A hold through which land spec-
ulators, land developers or builders can pass
untouched by any requirement to either service
the land with water or sewers or to contribute
in any manner towards the cost of schooling
or other essential services in Pickering. A
hole so large that its corrosive effect could
spread like a cancer and create a patchwork of
undisciplined land development so aesthetically
obnoxious that it would reflect discredit on all
of Pickering.
A hole so unnecessary that as taxpayers, it
causes us to stand before this Council in per-
plexed wonder at your insensitivity to the needs
of this Township and your demonstrated unwill-
ingness to listen to the ratepayer pleas tocease
permitting this type of undesirable Infill.
The Planning Report qualifies this potential
development by stating their figures (the ones
quoted above) are maximum. In the penultimate
and last paragraph of their Report, they expound
the thesis that many years could pass before
the additional development might occur and it
would be further slower down if the Committee
of Adjustment did not grant consents. On the
other hand if consents were granted the Planning
Report shrugs off a potential 210;," increase in
development by claiming that time is one our
side because "this development would not occur
immediately but would be spread over several
years .
Well, this is the Planning Board's opinion. You
will forgive us if we disagree and if we suggest
to you that one or two land speculators let
loose in the area could compress several years
into a couple of months with amazing alacrity.
Consider the position in which you place the
Committee of Adjustment by eliminating Section
6.10. The Committee mist base its adjustments
on interpretation of existing laws including By-
laws. Council gives teeth to the Committee of
Adjustment by ensuring that Bylaws are worded
precisely and Section 6.10 has a lot of teeth.
If you eliminate this Section, and if you do not
replace it in some form either elsewhere in
Bylaw 2511 or in some other Bylaw, you have
made the job of the Committee of Adjustment
quite difficult. It is questionable how suc-
cessful the Committee might be in resisting
consents if you continue to weaken its hand in
this manner.
In principle, we sympathize with the desire of
the Planning Board to clean up Bylaw 2511 and
from an academic point of view, we can see
validity in their recommendation to sterilize
Section 6.10. But to permit this sterilization
without incorporating the intent of Section 6.10
elsewhere in Bylaw 2511, or in som- other By-
law (such as a building bylaw) to our mind is
unthinkable. It is to quote a now famous Can-
adian term - it is unacceptable.
We urge Council to reflect on its decision,
sterilize 6.10 if you mist, but in the gaping
hole you have opened please roll in another
legislative boulder. Let us not make the mistake
of giving developers another Bay Ridges.

What Williams Said At Council
August 11th.
The attached is a true copy of a statement which
I made at the Pickering Township Council Meet-
ing of August 8th.
The statement which was directed against a
resolution of Council instructing the Clerk of the
Municipality to advise the Minister of Municipal
Affairs that all conditions as laid down by the
Minister in his draft approvals of Block P and
Block HZ Plans of Subdivision had been met by
the developer.
The resolution after presentation of the at-
tached statement and further discussion was
passed by a vote of 5-2 with Laycox, McPherson
Spang, Beer and Waller voting in favour and
Chatten and Williams voting against.
At a previous Council Meeting a resolution to
advise the Minister that these two Plans of
Subdivision did not conform with the Official
Plan of the Township was defeated by Laycox,
McPherson, Spang, Beer and Waller with Chat -
ten and Williams being the only ones supporting
that resolution.
It is the opinion of Chatten and Williams that
these two subdivisions and the Eastridge Dev-
elopment and the Dalmeco Construction sub-
divisions conflict with the section of the Of-
ficials Plan dealing with Land Use Proposals
which is on Page 6 of the Official Plan.
This section states that no plan of Subdivision
will be recommended by the Council to the
Minister unless it is accompanied by compens-
tating industrial development to offset any ad-
verse tax balance.

It would appear that regardless of the amount
of discussion pro and con on future subdivision
Plans :hat there are on this Council a sufficient
number of members to carry the vote in favour
of residential development.
I would consider it a complete neglect of my
duty however, if I did not continue to oppose
this and any other plan of subdivision which
does not conform to the Official Plan and other
pieces of legislation designed as a guide to
members of Council and Planning Boards.
Block P and Block HZ in the Bay Ridges sub-
division do not in my opinion conform to this
Township's Official Plan, and I do not part-
icularly care If our Planning Director has a
different opinion.

or some mernters of it, together with the Reeve
Deputy Reeve and some Councillors are reading
Residential Bldg.
Must Stop
Says Councillor Chatten
For several years municipal councils and com-
munity leaders in Pickering Township have be-
mjaned th a fact that residential construction
has been the cause of high municipal taxation.
The ratepayers have, on numerous occasions,
presented briefs to the Township Council and
Provincial Government demanding that home
building be halted until a more equitable balance
between residential and Industrial assessment
is attained.
The water restriction by-law is indicative of the
increased consumption demand created by new
development. The extension of the m%inicipal
water supply is imminent and will have to be
paid for by the taxpayers.
The extension of the Sewage Treatment Plant
is also under consideration and you, the tax-
payers, are going to be asked to pay the ex-
pansion cost.
The Area #2 Public School Board is presently
constructing a new school on Whites Sideroad,
and an extension to the Rouge Hill School. This
is in addition to the William G. Davis School
( West Rouge) which will open this fall. The
Pickering High School Board are engaged in pre-
paration for constructing an addition to Dun-
barton High School, and a totally new school to
be commenced sometime in the near future.
This school and servicing construction program
is generated by residential development and
m 1st be paid for by you, the taxpayers.
A total 67y, of your tax bill is spent on education.
But, don't blame the school board entirely. The
school board doesn't issue building permits.

Every building permit issued by them creates
a further liability that all taxpayers m-.ist bear.

there.
They claim that these subdivisions are infilling;
could the Reeve, Deputy Reeve or Planning Dir-
ector tell me where the reference is made in
the Plan to infilling subdivisions?
Could any of these individuals show me where
these so called infilling subdivisions are ex-
cluded from the Provision of the 4070-6090
Lidustrial ratio requirements?
The other claim of the residentialist is that
these two subdivisions are a part of the old
agreement, how cozy, and how idiotic.
The original agreemtn covered a maximum of
3100 units on the blocks covered by the agree-
ment, it did not cover the two blocks in question.
If the Planning Director would care to check
he will find that after deducting the lands which
CBC has sold that they have just about com-
pleted that number of units less the amount they
could have constructed had they not sold some
land, and the units yet to be built.
Further evidence of the fact that they are not
part of the original agreemtn is the statement
from the Minister upon draft approval which
said, "subject to an agreement being entered
Into by the subdivider satisfactory to the Mun-
icipal Council."
I could go on Mr. Reeve about these two sub-
divisions the fact that the recent letter from the
Department of Municipal Affairs gave an opinion
and indicated that provided the Council was
satisfied and "no major" expenditure on the
part of the Municipality for school cost was in-
curred the plans would likely receive final ap-
proval.
Has anyone enquired as to whether or not there
will be any major expenditure for schools?
While on this subject of subdivisions I would
like to mention a "meeting of Council' which
took place in the Committee Room on the night
of July 24th, 1967 after the council had adjourned
from the Council Chambers.
It is my opinion that this Council Meeting was
Improperly held as it was not conducted at the
same place as the previously held meeting.
It is also my opinion that to instruct the Plan-
ning Director to answer a questionaire from the
Department of .X1unicipal Affairs in a manner
calculated to obtain draft approval of the East -
ridge Subdivision is fraudulent misrepresent-
ation.
The Eastridge Subdivision is not in conformity
With the Official Plan because it does not con-
tain the 60 - 40y0 Residential/Industrial Ratio
but here again the "Residentialists" on this
council have in my opinion represented a dev-
eloper instead of those taxpayers in the town-
ship who elected them.
I might add Mr. Reeve and Members of the
Council that this is not the end of my fight a-
gainst these subdivisions and any more like them
you may have.

Prepared Roman Style
3 lbs stewing beef (cubed 1")
2 oz cooking oil
1 teaspoon shortening
1 clove of garlic
2 Oxo beef bouillon cubes
2 medium size onions
2 fresh tomatoes sliced, or 2 tablespoons of
tomato paste
2 ox white wine (optional)
salt and pepper
Use a 2 quart pot. Fry onions in the cooking
oil until tender and then add one teaspoon
shortening, one clove of garlic, and your stew-
ing beef. Salt and pepper. Chef Fausto recom-
mends that you go "heavy on the pepper."
Cook at medium heat until the beef turns
brown in color. Add wine and continue cooking
for about three minutes.
The next step is to add your two freshly sliced
tomatoes, or two tablespoons of tomato paste,
and two cubes of Oxo beef bouillon which have
been dissolved in 16 ox of boiling water. Make
sure that the liquid is sufficient to cover the
meat.
Cover your pot and let simmer for 1 1/2
hours. Stir occasionally and if the liquid
evaporates then add one cup of boiling water.
Chef Fausto says you can judge by its color
when this Italian stew is done. It should be
a nice rich brown color before you serve it.

The present ratio of assessment is 13% In-
dustrial, 87% Residential, while the Town of
Ajax, I am informed, is closer to 50% - 50c/,
It seems obvious to me that residential con-
struction has to be temporarily halted. Un-
fortunately too many members of council dis-
agree. The Reeve states, quote "We must have
progress." unquote. When are these people
going to consider the homeowners who, each year
have to find $500 and upwards, for realty taxes?
On July 17th, 1967, Council passed a resolution
approving a 37 home subdivision in West Rouge
by a four to three vote. Yes: Laycox, Mc-
Pherson, Waller, and Beer. No: Chatten,
Williams and Spang.
On August 8th, Council passed a resolution
approving a 51 home subdivision by a five to
two vote. Yes: Laycox, McPherson, Waller,
Beer, and Spang. No: Chatten and Williams. None
of these proposals require the developer to pro-
vide industrial assessment.
At the same Council meeting on August 8th,
Council instructed the Clerk to prepare a by-
law rescinding section 6-10 of by-law 2511.
This resolution carried, and the effect will be
to permit the construction of up to 1,570 homes
in the Rosebank, Squires Beach, Fairport and
Frenchman's Bay areas. The recorded vote
was, Yes: Laycox, McPherson, Waller, Beer,
and Spang. No: Chatten and Williams.
Was it your wish when you voted forthis coun-
cil in 1965 -.o encourage more and more res-
idential construction? Was it your wish for
Council to ignore the lessons learned from the
Bay Ridges development? And ignore the stead-
ily increasing tax levy that ensued?
Councillor Williams and myself are convinced
that the only financially sound basis upon which
we can permit residential construction, is when
the developer provides adequate compensating
industrial assessment.
This is our reason for opposing residential
Plans of subdivision. I sincerely hope we have
your support.

Some Torontonian!
The program had two
very powerful female
singers who were both
Canadian. But Lorne
had to bring his own
16 year oldggal to sing
with him. Ot course,
she was from the great
Canadian city of St.
Louis. Missouri.
But let's talk about
the Canadettes. Those
girls are always ter-
rific -- and this year
was no exception. Not
one of the girls verb-
ally proclaimed that
she was a born Can-
adian. but we in the
audience knew that it
is a good group from
right here in Toronto.
Near the end of the
show when Mr.
Greene's acts were
giving us the yawns,
the whole continuity
nearly fell apart as
Canadettes were left
standing on the stage
and Art Linkletter took
over and described the
moving big stage as it
shifted to the right.
Lorne Greene sort of
faded out and on came
the Mounties.
No matter how you
look at the Mounties,
they are great! Not
once did they pro-
claim that they have
all lived in Canada, but
we KNOW that they are
