A member of young ladies, both single and married. are enjoying some
keen intermediate softball these nice evenings. Both Bay Ridges and West
Shore have teams in a local Pickering league.

The Veteran
Today most Canadians couldn't distinguish a
veteran from a non -veteran With the exception
of the wounded, there are no distinguishing
characteristics. 1 he assimilation of the veteran
into political economic and social life has been
so successful that they blend completely with
their env romment. But this wasn't always the
case.
Ilvfore World War 1 the Canadian veteran oc-
cupied a status similar to Kipling's "Tommy
Atkins' Ile was a good man to have around
when the; guns began to shoot, but a bit of a
problem in peacetime.
Somewhere between 1914 avid 1918 the oldcan-
cepts of the veteran died. however. Improved
metlmds of warfare meant more casualties and
the demand for manpower grew. Anew premium
was placed on th•_ soldier.
I he vvernme-t in 1918, assumed the
responsibility fur the welfare of dependents of
over 60.000 war dead and for the rehabilitation
of n_•srly 70.000 disabled veterans and for the
re-t•stablishment of some 628.000returningman.
Rehabilitation measures were hampered by lack
of experience and about the only thing open to
a physically fit man under the rehabilitation
program was farming under the Soldiers' Settle-
ment Act. Loans were provided to selected
veterans.
By 1919, over half a million men had been
dumped on zne labor market in a matter of
m--)nths. This set the stage for the recession
of 1920 21 and Canadian v�terans entered a
period of frustration and bitterness.
In 1925 :he Canadian Legion evo'ved from an
amalgamation of several veterans' groups and
during World War 11 the Legion was thinking
about a man's rehabilitation even before he
joined the service. After World War 11 the veter-
an came back and fared much better. He received
a gratuity, clothing allowance. pension, medical
treatment, preference in civil service and voca-
tional training and because of this he was more
easily absorbed into the economy.
In 1951 the Korean veterans were brought into
the terms of the various rehabilitation acts
and Feensions for the disabled, widows, orphans
and dependents have increased six times since
1917.
Of the 1,045.000 surviving Canadian Veterans,
14 1. 000 get disability pensions and about 55,000
receive War Veterans Allowance. Assistance
is also paid to some 30,000 dependents.
This week is Veterans' Week in Canada, and
a salute goes to them for the service they have
given to this country.

What Surplus He Asks
Dear Sir:
At the June 12th. Council Meeting there were
two matters brought before council that were
hurriedly disposed of. I refer specifically to the
1966 Surplus and the Regional Survey Study.
How many residents of the township are aware
that we had a surplus in 1966? How large was
it? Where did it suddenly come from? The ques-
tion was put to the council, all hands were
raised and no one claimed the credit. I feel
that it council had been responsible, due to
efficient administration or trimming excess
from the budget etc. that we would have heard
from them.
Was this surplus a surprise dropped into their
laps by the auditors? I do hope that the Audi-
tors Report & Financial Statement for the town-
ship of Pickering will soon be published in the
local papers. Such publication will enable all in-
terested ratepayers to study it for themselves.
Then there were the four ratepayers repre-
sentatives urging council to request a Regional
Survey Study but somehow I got the impression
that these requests were neatly side-tracked.
Instead of keeping to the subject at hand our
attention was drawn to:
a) Three or four studies presently under way
are costing several thousand dollars &
we just couldn't afford another. The im-
pression was given that all of these sur-
veys would have to be paid out of current
years income. Surely if a survey takes more
than a year the cost is spread over that
period of time. Therefore if the regional
survey took 2-3 years to complete & 4-5
years to influent the $30,000 (our approxi-
mate share) it would be spread over at least
a three year period.
b) The percentage of educational costs that
should be borne by the province as dis-
cussed at the recent meeting of Ontario
Mayors & Reeves. Was it to be 50'j�or 80P%?
c) We couldn't really expect help before the
Smith Report was presented & who knows
when that will be. Also the Smith Report
could gather dust like the Goldenberg Report.
It was interesting to notice how few members
of council participated in the discussion of the
regional survey, in fact it could be called a
dialogue between the reeve & the ratepayers
representatives.
The interest that was shown by the rate-
payers in council meetings a few months ago
has disappeared. It should re -appear so that
a well informed electorate will take the neces-
sary action before the end of the year.

More than 200 tons of hospital equipment and
medical supplies are ready for shipment to the
hospitals in the West Indies. "Operation
Hospital" is a joint foreign aid project of the
Ontario Dept. of Health and the Dept. of Ex-
ternal Affairs. Canadian Steamship Lines will
take the supplies to Montreal from Toronto for
shipping by Saguenay Shipping Ltd., to the various
Islands of the Caribbean.
A new 35 ft. police patrol boat is to be stationed
at Midland Ont., to serve the Georgian Bay area.
The new boat "General Williams" is named
after the OPP's 3rd. Commanding Officer, Com-
missioner Maj. Gen. Victor Arthur Seymour
Williams CMG.

was rained out on Sat-
urday and the whole
effort was something
of a failure. The throe
day event which was
held on three nights
June 15th, 16th and l7th
started off wrongwhen
the truck with the
equipment got lost on
Thursday evening.
Friday evening, the
Carnival went along
fairly well, but on Sat-
urday the rain started
shortly after the
booths and other acti-
vities got underway at
1 o'clock. The Bingo
tent which had been
rented for the occasion
might have saved the
day, but it was leaking
so. bad that the players
mght have been sitting
outside in the rain.

from the West Shore
Glen Park. This will
take place at dusk and
a special number of
Fire - works are in-
cluded in the display.
The entrance to the
Park is off lyssa Cres-
cent just north of
Breezy Drive. The
fireworks will be set
off over the bay.
Admission for the
fireworks is $1. per
family and the pro-
ceeds will go to help
the ball teams.
Tickets are available
from any member of
the executive or base-
ball committee, or the
park entrance.
The swimming pro-
gramme will com-
mence on Tues. July
4th. All children six
years and over by July
1st. are invited to par-
ticipate in an afternoon
swim each Tuesday
during July and August

levels of swimming

John Kruger of West Rouge addressed a letter
to the Township of Pickering this week question-
ing the $1,000 expenditure on a full page ad-
vertisement which appeared in the recent Lions'
Club Centennial publication.
At an earlier council meeting this expenditure
was approved for the purpose of circulating a
suitable 'centennial message' to all ratepayers
in the township. The Centennial Committee had
initially been approached about this but ob-
jected to the idea, feeling that the money could
be put to a more worthwhile cause. Council,
however, overrode the Committee's decision,
and agreed to expend $500 from the Centennial
Committee funds and $500 from another source.
Having received a copy of the Lions' publica-
tion, Mr. Kruger was surprised to see the full-
page spread containing ads for forthcoming cen-
tennial events. He went on to explain that other
local newspapers would have carried notice of
these events at no cost to the township. There
had been no "massage" as had been approved
by Council.
At the same time it was also noted that the
page had been sponsored jointly by Pickering
Township and Pickering Village -- thus assuming
that they too had shared the cost. For $1,000
it would be possible to obtain a full page ad
in one of th a large daily newspapers whose
circulation would be far greater than the Lions'
publication and by which advertising costs are
determined, Mr. Kruger wrote.
Although finding no fault with the publication
itself, Mr. Kruger stated that he felt the town-
ship had been grossly overcharged and the
taxpayers derived no actual benefit from the ex-
penditure.
