More than 200 asylum seekers arrived in Durham in July, most travelling from Toronto after finding local services at capacity. "The challenge is not just about people that are coming now; every municipality is also struggling with homelessness, mental health and addictions, so this just added to that challenge," said Durham Region Chair John Henry. "It just happened so in- credibly fast; we were shocked." Henry cites the closing of Que- bec's Roxham Road border cross- ing earlier this spring as one con- tributor, as many migrants crossed by air to Toronto's Pear- son airport, where local supports Robert Brglez is the executive director of Cornerstone Community Association, which offers emergency shelter, transitional and permanent housing services for Durham residents. In the wake of a stinging auditor general's report re- leased last week that heavi- ly criticized the Ford's gov- ernment decision to re- lease 15 parcels of Green- belt land — 57 per cent of which is in Pickering's for- mer Durham Agricultural Preserve (DRAP) — pro- testers rallied outside MPP and Finance Minister Peter Bethlenfalvy's constituen- cy office on Kingston Road. They came with colour- ful, handmade signs mak- ing their feelings clear. "Pickering wants to stop being the utility shed for outsiders coming here try- ing to dump everything on us," said longtime Picker- ing resident Frank Threl- keld. The decision to release the lands, made last fall, was investigated by auditor general Bonnie Lysyk after all three opposition leaders called for her to look into how it was made. She ultimately found that the process was not "fair, transparent" or "ob- jective." She also pointed out that regional planners in Hamilton, York and Dur- ham regions, where the Greenbelt lands were re- moved, told her the lands weren't necessary for their municipalities to meet On- tario government's target of building 1.5 million homes by 2031. Premier Doug Ford said he would accept 14 of the 15 recommendations made in the Auditor General's re- port, but would not revisit or change the decision to open up the Greenbelt lands. "This is beyond trees and forests, this is about the principals and the eth- ics of it," said Abdullah Mir, a spokesperson for Stop the Sprawl, which or- ganized the weekend pro- test. "The government is coming in and fleecing all of us, taking our hard- earned tax dollars and giv- ing it to their friends, as op- posed to spending it on things that benefit all of us like hospitals, the educa- tion system, the incredible amount of potholes on our roads. You could spend $8 billion fixing our roads up," said Mir, in reference to the increase in the value of the land developers are expec- ted to earn after it was re- moved from the Greenbelt by the province. Susan Eckersley of Whitby said she thought removing the land from the Greenbelt "really is dis- gusting. With the continu- ous 500,000 people being brought in each year, there has to be more condos and more vertical being built. Many years ago, people were quite happy in a 1,500- square-foot home. Now, people want more space, now two kids, four people in a 4,000 or 3,500 square foot home is unnecessary." Threlkeld fired a warn- ing shot across the bow of governments and develop- ers. "In 1972, the province and the federal govern- ment took eight square miles for the airport, and it hasn't been built yet. What does that tell you?" Two questions have been bugging me lately. What in the world is a "flower fly?" And how did I live so long totally igno- rant about one of the most interesting family of polli- nators on the planet? Sometimes you have to shake your head and won- der. It all started on a back country road about a month ago. Dennis and I were birding near a little wetland in a woods when he called, "Come see this hover fly!" Which I did. Nearly an inch long, and looking much like a bee, it was doing what he'd said — hovering in place in a shaft of sunlight, about waist high to me. Every once in a while it would zip ahead, swing in a circle and come back to the exact same spot, swift wings a blur, like those of a humming- bird. For as long as I stood there watching. The burning question: why? Why was it hanging out there endlessly, at that precise elevation and loca- tion? After fumbling through insect books and browsing websites, I've de- cided it may have been staking out a territory to attract a mate. Sorry to say I didn't take note of any flowers along the roadside, or other horticultural de- tails, so that remains a mystery. But my woodland encounter opened up a new world for me. I'd seen other hover flies, of course, and had a vague awareness of "sweat bees" hanging in the air, benign little guys not at all interested in tasting hu- man blood, happily enough. Then found out entomologists call them "flower flies" because of their keen interest in nec- tar and pollen, leading to their great service polli- nating plants across the planet — 39 per cent of all agricultural crops, for ex- ample, and who knows how many in the wild? The more than 6,000 species of flower flies — 400-plus in Ontario — are even more useful to us in their larval stage, preying on aphids, scales and other pests, or helping out with sewage recycling (don't ask about the rat-tailed mag- got!) Some live in old- growth forests and some in newly degraded habitats, which just goes to show how adroitly life shapes it- self through evolution. Most intriguing of all is how, so miraculously, most hover flies mimic bees and wasps, sporting black-and- yellow bands or fuzzy gold- en "fur" without the sting- ing mouth parts to protect themselves. An effective warning to stay away, fool- ing everyone who comes by. Including me. No wonder I didn't take notice of them before now. They were hidden in plain sight. Mike McEvoy photo OPINION 'IT ALL STARTED ON A BACK COUNTRY ROAD,' WRITES MARGARET CARNEY MARGARET CARNEY Column Average rents for a one- bedroom apartment in Oshawa, Whitby and Cla- rington have climbed to $1,912 per month, a 14.3 per cent increase over the same amount in July 2022. That figure comes from the national rent report, compiled by Urbanation and Rentals.ca, which gather data from across the country to come up with the numbers. The Oshawa CMA num- bers (Oshawa, Clarington and Whitby) are among the highest increases for one- bedroom apartments in Canada, with annual in- creases only higher in Van- couver, Calgary, Burnaby, Mississauga and Bramp- ton. The average rent for two-bedrooms in the Osha- wa CMA was $2,184 and for three-bedrooms it was $2,411. Those amounts were up 6.9 and 4.6 per cent re- spectively over July 2022 average prices. Compared to July 2021, average asking rents in Canada have increased by 21 per cent, translating to an additional $354 per month on average. Several factors have contributed to this rise, including a surge in post-secondary students signing leases before the fall term, population growth at an unprecedent- ed level, and homebuyers temporarily sidelined by the Bank of Canada's latest interest rate increase to a 22-year high. "Canada's rental mar- ket is currently facing a perfect storm of factors driving rents to new highs," said Shaun Hilde- brand, president of Ur- banation. "These include the peak season for lease activity, an open border policy for new residents, quickly rising incomes, and the worst-ev- er home ownership afford- ability conditions." "Since the crossing in Quebec was closed, people coming into the country by air have been landing in Toronto, but since Toronto is at capacity, they were looking for safe places with capacity, and that brought them to Durham Region," said Henry, noting the main issue isn't just space, but expertise as well. "When they land here, they don't have benefits, or health care, and some don't even have the ability to speak English or French," he continued. "That has been really demanding on our staff here and our agencies that we partner with. It wears on them too because we want to help, but it's not just about ca- pacity, it's about having people that are able to do what we need to do." To that end, the region is asking for assistance from the federal government, with an estimated $20 mil- lion needed to meet cur- rent needs around hous- ing, staffing and supports through the end of the year. The region is currently supporting 206 individuals at area motels as a tempo- rary measure. The move to motels was made after shelter capacity was over- whelmed, and temporary housing at Durham Col- lege ended to make way for returning students. "We're accessing a lot of supports through referrals and partnerships with our homelessness team, which was the first to respond to the uptick," said Jonathan Dixon, director, business affairs and financial man- agement for the Region of Durham. "We also have emergency social services staff on the ground provid- ing support." The region partnered with the Christian Faith Outreach Centre (CFOC) in Ajax, which has seen the highest number of new- comers, to provide intake for arriving asylum seek- ers, especially since many arrive outside of normal business hours. Dixon said the request- ed funding would help to address current needs, but that the region is hoping more permanent supports will be put in place moving forward. "We are able to capture the cost, and hopefully that will be reimbursed, but go- ing forward we're not sure how long this is going to last, so that's a concern as well; co-ordination across governments is really key," said Dixon, noting the tide of arrivals has stemmed in recent weeks after an an- nouncement of more than $200 million in additional funding for the federal In- terim Housing Assistance Program was announced on July 18. Of that, $97 mil- lion was allocated to To- ronto, creating more ca- pacity that helped deter in- dividuals from seeking ser- vices in Durham. There is no word yet on how much, if any, of the new funding may be allo- cated to Durham. "Years ago, this wasn't even on our radar in terms of asylum seekers coming into Durham, it was more something you would see in Toronto or Ottawa, so it was a surprise for us," said Dixon. "For the future, we would be looking at having a resettlement assistance program locally, which is where you would see in- come supports and wrap- around supports being pro- vided to this population in Durham," he continued. "That would be more of a long-term approach, but the municipalities are ob- viously not funded for this type of support so we would be looking for more stable funding going forward. This might be a future pressure for Durham and for our different communi- ties, so having a straight line to the federal govern- ment and resettlement as- sistance programs is im- portant." The influx came at a particularly tough time as area shelters struggled to meet increasing demand amid rising homelessness in Durham. "It's a perfect storm," said Robert Brglez, execu- tive director of Corner- stone Community Associa- tion in Oshawa. Brglez said Corner- stone's shelter facility, which has historically run at about 80 to 85 per cent ca- pacity, has been running at 95 to 100 per cent capacity for the last two years. "I think a lot of people are aware that the system, the housing system, the health system, social ser- vices, all the support infra- structure is overloaded al- ready, it's at a breaking point; since we got through COVID, we have seen the shelters almost constantly full," he said. "It was quite a shock to us when we started to see these refugees and asylum seekers arriving in Dur- ham and it put the region in a bit of a panic trying to find shelter, so shelters were approached and if any beds were available, they were given to those asylum seekers and imme- diately the shelters were full," he continued. "All these things combined to- gether are creating a per- fect storm, and then to turn to shelters in this critical moment and say, 'you need to pick up the slack for these newcomers arriving', it's too much." While the asylum seek- ers were moved to other ac- commodations, Brglez said the situation was a good ba- rometer test for the system itself. "Services are very hard to access; we are seeing an increase in homelessness among our own population and significant issues in terms of mental health, ad- dictions and housing is- sues," he said, noting many are looking to the federal government to increase supports for newcomers rather than depending on the already struggling so- cial support network. As for the other chal- lenges the system is facing, those may require a more systemic approach. "I think ideally the thing to do is look at what are some of the root causes of people ending up homeless and look at how to those things could be addresses," said Brglez. "We're so busy pulling drowning people out of the water, but at some point, we need to go upstream and figure out why they're fall- ing in." "I just want to help her find her son," Diana Trep- kov said in a phone inter- view. "It's really, really hard to find missing peo- ple." Prince George resident Phyllis Fleury has been looking for her son since he went missing five years ago at the age of 16. Because of Trepkov's podcast "Can I Help Find Your Missing Loved One?" she got a call from someone asking if she could help Phyllis find Colten. "We connected right away," she said. Trepkov went on a Face- book page devoted to the search and saw a video of Phyllis looking for Colten. "I just looked into his eyes," she said. "I looked in- to her eyes. I can't stand to see people suffer. I see so many parents — but it's the moms I get close to." Trepkov age progressed Colten to 21 in the drawing by removing his baby fat, and defining his chin, jaw- line more defined and Ad- am's apple. "I really praise Diana for that," Phyllis said. Trepkov recently com- pleted the drawing and showed it to Phyllis. "When she saw it, she just stared and started cry- ing and didn't know what to say," Trepkov said. Colten was last seen on May 3, 2018 after leaving his residence in Prince George at 7:30 a.m. He was living at the mo- tel his mother worked at and the cameras caught Colten on foot wearing a red hoodie and black jeans, with no bag. "That was the last time I ever seen him," said his tearful mother, now an outreach worker, during a phone interview over her lunch break. "He just came back for one day with me." Colten had gotten into some trouble and had been discharged from a local group home just the day be- fore. He had gone to bed un- usually early the night be- fore and left at an hour that was early for him the next day. "I've made flyers, I've made posters," Phyllis said. She hopes if people won't talk to the RCMP, who are investigating the case, they'll talk to her. She travels several times every year to the places she be- lieves Colten could have ended up, such as down- town Vancouver. She's put a cigarette and business cards in snack bags to hand out to the homeless community. "I made labels that go behind the phone," she said. "And all of this all started saying 'missing men matter too.'" There have been report- ed sightings of her son but Phyllis is asking people who believe they've see Colten to take a photo- graph and send it to her cellphone. "I'm the mother and I will know if that's my son," she said. This is Trepkov's 243rd law enforcement cold case. "The most important thing ... is to keep the cases current, keep putting them out there," she said. Her own brother went missing shortly after he was born and she knows firsthand the anguish a parent goes through. "Nobody wants to think of their child going miss- ing," Trepkov said. "They don't think it will happen to them. That's when I think if we all work together, we can help ease the pain and help bring the missing home." A man was arrested by the Durham Regional Police Service Special Victims Unit after a youth reported a social worker had inappro- priately touched them. Police say that between June and July 2023, the so- cial worker would pick up the youth in his personal car for their sessions and would allegedly touch the victim inappropriately on various occasions. The sus- pect works for the DDSB and Durham Alternative Secondary School. A 41-year-old from Kleinburg is charged with three counts of sexual as- sault and three counts of sexual exploitation. He was released on an undertak- ing. The charges have not been proven in court. Anyone with new infor- mation about this incident is asked to contact Det.- Const. CRIME BOWMANVILLE PHYSICIAN FACING SEXUAL ASSAULT CHARGES POLICE WANT TO ENSURE THERE ARE NO OTHER VICTIMS A nurse at a Whitby mental health hospital has been charged with sexual- ly assaulting an in-patient in an adolescent program, say Durham police. Investigators with the Durham force's special in- vestigations unit arrested a 24-year-old Whitby man in connection with a sexual assault complaint dating back to 2022 that allegedly took place at Ontario Shores Centre for Mental Health Sciences, say po- lice. During a six-month pe- riod, the victim was en- rolled in an adolescent pro- gram and claimed that they were sexually assaulted "on a number of occasions" by a nurse who also worked in the program, say police. The victim came for- ward in June 2023 to report the assaults. The man has been charged with eight counts each of sexual assault and sexual interference, as well as three counts of invita- tion to sexual touching. He was released on an undertaking.
