"On the Backs of Fish" isan interactive sculpturethat forms a connection be-tween landscape, commu-nity and ecology. The art-work takes inspirationfrom salmon swimming upstream, by resemblingfish forms emerging fromMillpond Meadow, andmimicking the movement of the fish as they navigatethe current. For the past five years, the city and partners have supported a salmon hatch-ery at the Pickering Cen-tral Library. Library pa-trons and students from lo- cal schools get to observeand learn about the Atlan-tic salmon and the impor- tance of biodiversity. Thehatchery resulted in the re-lease of more than 400 At-lantic salmon into Duffins Creek. In addition, salmonhatchlings are released an-nually into Duffins Creekby the Toronto Region Con- servation Authority at themuseum site. The art will form a bridge between the learn-ing space of the museumand the watershed itself —an interactive work that encourages play and an un-derstanding of how the fish travel through the land- scape."(The artwork) drawsinspiration from the salm- on's upstream journey, andgracefully intertwines thevibrant tapestry of ourlandscape, community, and ecology," said MayorKevin Ashe. The $80,000 project is funded by the CommunityFoundation of Canada'sHealthy Communities Ini-tiative and the Govern- ment of Canada. With thisfunding, the city has alsomade a number of addi- tions to Millpond Meadowto increase usability andaccessibility of the site, in-cluding public artwork, stone seating and the plant-ing of sugar maple trees.Millpond Meadow is lo-cated adjacent to Duffins Creek alongside the Green-wood Conservation Area. The waterway supports a di- verse ecosystem, includingsalmon, and in the past wasasite that supported the his-toric mill that used to stand where the Millpond Mead-ow is now located. Const. David Duffy hasbeen demoted from first-class constable to second-class for a period of ninemonths, according to thedecision by hearing officerMorris Elbers. Duffy pleaded guilty to a count ofdiscreditable conduct un-der the Police Services Actin April, the decision notes.Duffy, a 21-year veteran of the Durham service, hadpreviously pleaded guiltyto a single count of exceed- ing the legal blood alcohollimit in Ontario court inOshawa in May of 2022. Duffy was fined $1,000 andwas prohibited from driv-ing for 12 months, the deci-sion notes. Elbers noted that thebehaviour of Duffy, whohas an otherwise unblem-ished disciplinary record, could bring disrepute tothe service."The discreditable con- duct displayed by this offi-cer has the potential todamage the reputation ofthis organization," Elbers said in the decision. "Hisactions are clearly unac- ceptable." According to a state-ment of facts read into therecord during the hearing, Durham police officersfound Duffy, 52 at the time,in his car by the side of theroad in Clarington with the motor running on Dec.7, 2020. Breath tests takenfollowing his arrest indi- cated his blood alcohol lev-el was in excess of the legallimit, according to the rul-ing. Elbers noted that Duffywas co-operative with offi-cers during his arrest and accepted responsibility forhis actions by pleadingguilty in court. In the decision, Elbers said police officers areheld to a high standard bythe public."The public observes and evaluates the police24-7," he wrote. "We, as in-dividuals and as a profes- sional organization, mustbe mindful of this fact. Ourmembers, while on or offduty, must conduct them- selves in a professionalmanner at all times." (DDSB) meetings. "Inciting this stuffagainst us is really harm-ful," said Jake Starratt- Farr, president of PflagDurham Region. "It's cross-ing the border from thesouth. It's now coming to Durham." There were protestersstationed in Oshawa and Pickering on June 3.Andrea Maenza, com-munications coordinatorfor Durham Children's Aid Society (CAS), said YouthPride Durham and CAShave been organizing dragqueen storytimes for five years. While there were someprotests in Uxbridge last year, they have ramped upsignificantly this year andnegative online commentshave increased significant- ly. Maenza has forwardedsome of the e-mails she re-ceived to Durham police. "It's mostly accusationsthat you're all a bunch ofpedophiles and stuff likethat," she said. Others support theevents. "We hear it from thepeople who do come, they love it and they know it'simportant and they wantus to keep doing it," Maen-za said. Pickering Ward 1 CityCoun. Lisa Robinson ismaking her thoughts on this topic clear.Robinson is trying to geta motion on the floor atPickering council that would keep children awayfrom Pride parades and ul-timately ban drag queenstorytime. "Both drag shows andPride parades are adult liveperformances and children of all ages are being ex-posed to these adult liveperformances," she said inan interview. Robinson wants "to pro-tect children and theirchildhood innocence from adult live performances."Drag queen storytime isnot the same as drag shows in clubs meant for adultsaged 19 and older, Starratt-Farr said. "Yes, some of them andmost of them will have anight life," he said. "Theygo to bars. They do their drag at night. It is an enter-tainment process. They arenot coming and doing that same process at the li-brary."He scoffs at the idea ofkeeping Pride events away from youth."We know 35 to 40 percent of youth who are home-less get kicked out becausethey're queer," he said, re-ferring to two studies. He applauds the DDSB for acknowledging that chil-dren have human rights. "We don't willy nilly thatstuff because that's how we get into trouble," he says.Robinson also wantschange regarding non-gov- ernment flags in Pickering, and policy change to uni-versal change rooms at theChestnut Hill Develop- ments Recreation Com-plex."The City of Pickering stands for diversity, itstands for equity and sup-porting inclusionary mea- sures," said Ward 2 CityCoun. Mara Nagy, whodoes not support Robin- son's motions. So far, none of the othercouncillors have secondedRobinson's motions, which is required to get a motionon the floor. "As elected officials, we all took an oath for publicoffice to uphold the laws ofCanada and Ontario, some-thing no other member of council was prepared tobreach," said PickeringWard 1 Regional Coun.Maurice Brenner.Starratt-Farr said theuniversal change room isnecessary for diverse fami- lies. He, for example, hasfour kids of mixed genders,as well as a mother in her80s. "There's rules in there,"he said, adding there areplenty of change stalls. "We're not coming out na-ked in the middle of theroom."But Robinson said she does not want to eliminatethem. She only wants to seefemale-only and male-only change room options forpeople under the age of 18.As for the government flags, she wants to see a banon any that are non-gov-ernment, aside from the veterans and poppy flags."She's after the Prideflag," Starratt-Farr said."She doesn't want to raise that."Robinson insists she isnot homophobic or tran- sphobic and " ... there is abelief that flying non-gov-ernmental flags creates ahierarchy of beliefs that may not be shared by all."She said she is speakingon behalf of concerned res-idents in her community."From a communitystandpoint, she doesn't re-present my community, she doesn't represent my neigh-bours," said Starratt-Farr,who sits on the PickeringWest Shore Community As- sociation (PWSCA). "Shecertainly doesn't representme and my family. I have a very diverse family."PWSCA and others havesigned petitions askingthat Robinson be removed from the Community Safe-ty Well-being AdvisoryCommittee. "I am going to defendmyself," she said. "Becausethis is the safety commit- tee."Pickering Ward 2 Re-gional Coun. Linda Cook said the existence of gay, trans, non-binary and anyother form of gender ex- pression that may not con-firm to religious beliefs ornorms is not up for debate. "Any suggestion or at- tempt to pervert these pro-tected human rights is hatespeech," she said. Robinson was filmedsharing her motions out-side of a DDSB meeting.Support for Robinson was clear on the DDSBConcerned Parents Face-book page, and can beheard in the background of the video."Thank you for protect-ing our children! I am not homophobic, but I believein letting kids be kids andstop (sexualizing) them. Ialso agree with no other flags on government build-ings. Did you all even knowthat June is actually (Indig- enous) History month, yetit has been hijacked byPride Month," said onegroup member. This incident promptedthree Pickering council-lors to request Robinson's actions to be investigatedby Pickering's integritycommissioner.Starratt-Farr is un- aware of other Durhamcouncillors with similarbeliefs, but he is seeingmore friction."I think it's obviouslybecoming a Durham-widething because we're seeing the drag storytime becomea hot topic," he said.He knows this story willgenerate negative com- ments."I can't make them stop, but all I can do is build com- munity," he said.–With files from Reka Szekely STORY BEHIND THESTORY: During PrideMonth, Durhamregion- .com is looking at variousissues involving theLGBTQ+ community. The exhibit is paired with anew education program forGrade 3 students. The museum also launched a new programabout the Upper CanadaRebellion of 1837, tailored to Grade 7 and 8 students. In 2024, students will beable to explore a new Re-bellion experience in the 1830s log house and see thepast from a Black history perspective in the log barn. The museum will offer anew interactive holiday program in November andDecember, Teddy's HolidayAdventure. The firstnine of those months will be under house arrest, where he will be forced toremain in his house at alltimes, other than under specific conditions. Justice Jonathan Dawe also banned Coates from driving for 30 months. The sentencing comesalmost four years after Coates struck Stuart Swee-ney, who was riding hismotorcycle on Hwy. 7, nearYork Durham line, in Sep- tember 2019.Coates was returning home from a softball tour- nament at Milliken Millspark in Markham.Following the collision, Coates drove 4-km away, leaving Sweeney lying in aditch to call 911. The Sweeney family is-sued a statement followingthe sentencing, criticizingCoates' actions as "arro- gant and thoughtless".The family expressedthanks to first responders, investigators and theCrown Attorney, but criti-cized the justice system inwhich the latter two oper- ate."This was our first expe-rience with the criminal judicial system, and it hasbeen very eye-opening,"the statement reads. "On-going victimization of Stu- art was a startling contrastto the accused being pro-vided every possible lati- tude. The diligent, compre-hensive work of the investi- gators was seemingly fornaught in the face of myri-ad unproven possibilitiessubmitted by defence counsel."The family goes on topraise Stuart for how he has dealt with the ordeal."Stuart is so much morethan this terrible thingthat was done to him — done to our entire family,"the statement reads. "Histremendous loses and vis- ible and emotional scarsare symbols of his incredi-ble strength — his strengthto not only heroically save himself and survive thishorrific experience, but al-so his amazing strength to continue to muster all hisresolve to move on; to keepstriving to create his bestlife despite the ongoing lifelong challenges thatthis unnecessary traumahas caused." The matter willcome before the planning and development commit-tee at a future date. "We're trying to address multiple crises that thiscountry is facing," saidCarly Forrester, develop-ment manager with Kin- dred Works, adding this in-cludes the housing crisis aswell as the climate crisis. According to the Unit-ed church's website, Kin-dred Works was created asan independent company by the United church to re-purpose its properties as aresponse to Canada'shousing crisis. Churchproperties are developedand managed as sustain-able and attainable rental housing and shared spac-es.The church is proposinga mixed-income residen- tial development consist-ing of 41 dwelling units. Roughly 391 square metres of the historic part of theexisting church is pro-posed to be retained in itscurrent location at the southeast corner of the siteand used as a place of wor-ship and daycare facility. The region announcedthat it has maintained therating, one of only eight Ca- nadian municipalities to beawarded such a rating byMoody's.Triple A is the highest credit rating and having itmeans lower borrowingcosts when the region takes on debt for capital projects.Regional ChairmanJohn Henry said in a state-ment, "Maintaining a Tri- ple-A credit rating fromMoody's demonstrates thatthe Region's finances arebeing managed responsi-bly and sustainably. TheRegion of Durham operateswithin a two-tiered govern- ment model that is fiscallyresponsible — a model thatdelivers vital servicesacross municipal borders, such as clean water, polic-ing, paramedics and more. "The accreditation is a testament to Durham's rep-utation as a leader in fiscalmanagement and gives ourstakeholders confidence that we are managing prop-erty tax and user rate dol-lars responsibly while con- tinuing to meet the growingneeds of our communities,"Henry added. In a release, the region said Moody's noted Dur-ham has a strong credit rat-ing due to its conservative fiscal management, whichincludes low debt levels, economic diversity and apositive operating profile. The accreditation alsorecognizes the Region'scommitment to multi-yearfinancial planning as a ma- jor credit strength in re-sponse to Durham's steadypopulation growth and in- creased demand for Re-gional programs and ser-vices, the release added.Finance commissioner Nancy Taylor said in astatement, "We have a Tri- ple A credit rating that ben- efits all our cities andtowns, residents and busi-nesses, regardless of mu-nicipal boundary. Our long-standing and disci-plined approach to finan-cial management and long- term financial planninggives us the financial flexi-bility to respond to pro-gram pressures, economic challenges and uncertain-ties."Upholding the key rat- ing factor outlined byMoody's reflects the princi-ples of our long-term finan-cial planning framework including financial sus-tainability, financial flexi-bility and affordability. This credit rating signals a forward-looking munici-pality that has a sustainedtrack record of strong fi- nancial results," Tayloradded. For more informationon Durham Region's Busi- ness Plans and Budget, vis-it durham.ca/Budget. Is thateven a real snack? How could itpossibly compare to them? Even popcorn, cookies and crackers are medal contendersin the Snack Olympics. And then I remembered the day turkey jerky saved my life. The sun was angry that day,my friend. It was March, but theArizona sun beat down relent- lessly on a mass of concertgoers.Having outrun a wave of GreenDay fans to claim a spot in the front row, we made our plan. After the second band of theday, we would venture to thefood vendors for nourishment, then hold down our spot for theremainder of the day and night. But when the last notes of TheGlorious Sons' set rang out, we turned to find an endless oceanof people stretching to the hori-zon (or at least to the row of Por-ta Potties at the back of the field). We were trapped. There was no way we'd make it back. Notwithout sacrificing our primepiece of real estate.Conversations were had. Plans were revised. Finally, thedecision was made. We wouldbrave the final eight hours with- out food. The first four hours passedquickly and the music drownedout my grumbling stomach. But an hour-long break was a test ofthe will. And then a lifeline. A kind soul behind us reached into hisknapsack and his hand emergedfrom the bag with a fistful ofjerky. Despite the sound of my mother's voice echoing in myears to never take cured, saltedmeats from strangers, I gladly accepted. It was dry. It was chewy. Itwas tougher than the leather onmy shoes. It was amazing! Tur- key jerky, where had you beenall my life? (Actually, I'm prettysure this particular jerky wasbeing packaged about the time I was born). Suddenly, I sprang to life, ready to face the last threehours. A half-dozen mini Ritzpeanut butter sandwiches from another kind, and much better-prepared stranger would get usover the finish line. We don't talk about the jerkyand that day in Arizona.
