Thesource of ignition for thefire has been traced to oneof two cars that had been placed in the CourticeCourt building earlier inthe day, according to the re-port. "The ignition sequenceresulted from a fault of one of the vehicles' electricalsystem components result-ing from the collision," the report concludes.The fire was reportedjust after 6 p.m. on July 17 and destroyed the sprawl-ing structure. The buildingwas used by the service'stactical, R.I.D.E. program and K9 units, and storedfirearms, uniforms andfleet vehicles, as well as ve- hicles involved in seriouscollisions. Evidence gath-ered to be used as exhibitsin court cases was also stored there, police con-firmed.Clarington firefighters,arriving within minutes of a 911 call, found the build-ing fully engulfed inflames. Smoke from the blaze was so intense that itinterrupted traffic on near-by Hwy. 401.Although police an- nounced in the days afterthe incident that the fire was not suspicious in ori-gin, no confirmation of acause has since been re-leased. The Fire Marshal's report was not made pub-lic; it was obtained through an access to informationrequest to the provincialSolicitor General's minis-try. No estimate of the val-ue of losses sustained in the fire has been released;the information has beenredacted from the report obtained by durhamre-gion.com.According to the report, the fire began in a vehiclebay where earlier in theday two cars that had beeninvolved in a collision had been stored. Both vehicleshad sustained front-enddamage and were left in a bay at the north side of thebuilding as of about 2:30p.m. Firefighters who at- tended the scene of the caraccident — the crash didnot occur in Courtice —confirmed that the vehicle batteries "were not termi-nated or disconnected be-cause of the classification of the collision," the reportnotes.Once it began the firewas fuelled by upholstery and polyurethane foampadding of the seats in the vehicles, causing flamesthat shot upward and dam-aged the ceiling, the report says. "The energy releasedfrom the area containing the two vehicles resultedin a large enough fireplume to contact the un-derside of the ceiling di- rectly above, resulting inits partial collapse," thereport states.The fire spread to othervehicles parked in the bayand throughout the northsection of the building and beyond, investigatorsfound."The fire continued tospread into the north sec- tion of the buildingthrough portions of theconcrete block wall sepa- rating the two portions ofthe building, as well asthrough spaces around thedoors between the north and south section," the re-port says. Cornerstone op- erates a 40-bed emergencyshelter on Simcoe Street inOshawa as well as 88 hous-ing units, of which nine units are transitional andthe remainder are perma-nent. The nine transitional units include the five mi-cro-home units on DrewStreet in Oshawa.He said the number of people experiencing home-lessness in Durham in thepast decade has only in- creased."There's definitely beenan increase numerically,definitely an increase in unsheltered and on thestreet and an increase inmental health and addic-tions (challenges) and the nature of addictions haschanged where opiates area huge, huge part of it now." In that decade, he's seena spike in the use of opiateslike fentanyl and other syn-thetic opiates. "We average about anoverdose every two weeksand last weekend we had a death," Brglez said on May9. "He overdosed in theshelter and we and EMS couldn't get a pulse and they took him to hospitaland he was pronounceddead."Cornerstone has 40 emergency beds at its Sim-coe Street shelter, whichcan be increased duringthe colder months."Typically over theyears we've run anywherefrom 75 to 80 per cent occu- pancy and lately it's been 90to 100 per cent. We rarelyhave beds available. It'sconsistently full. Another change is we're seeingmore seniors."The impact of homeless- ness is felt not just in Osha-wa, but regionwide."Ajax has been dealingwith homelessness pre- pandemic but certainlysince the pandemic we'veseen a large increase in de- mand for services," said Sa-mantha Paterson, govern-ment relations and strate- gic initiatives co-ordinator for the Town of Ajax.Paterson said the townis working with the region,community organizations, DRPS and more to addressthe issue. That work includes pro-viding space for an emer-gency shelter at 27 StationSt. for a 30-bed facility inwhat was once a real estate sales pavilion.The region funds the op-eration of the facility andit's managed by the Chris- tian Faith Outreach Cen-tre.It opened in mid-Decem- ber and the number of peo-ple using the facility variesby month with 80 individu-als accessing it in January, the highest number so far,and 61 people using theshelter in April. Last month, the average personstayed at the shelter for 13nights and users included 44 adults, 11 seniors and six youth aged 16 to 24.Paterson said residentsare seeing evidence ofhomelessness in their com- munity that weren't visiblea few years ago."We are hearing fromour residents, it's a changeso we're trying to be verytransparent about what'shappening in the commu- nity, what we're doing toaddress it. We held our firstcommunity drop-in ses-sion in January to give resi- dents an opportunity tocome, ask their questionsdirectly to us and our com- munity partners." A second session wasscheduled for May 11."Part of the challenge is people don't know there'swork being done all thetime." When it comes to fullyaddressing the issue, Hen-ry is adamant it can't be done at the municipal level."The federal govern-ment's complete inactionaround mental health, opi- ates, homelessness and ad-diction-related issues ischallenging for all of us, ev- ery municipality in thecountry," he said. "It's a na-tional crisis. It's not a Dur-ham crisis, it's bigger than that."Henry said he doesn'tbelieve the services thatcan be provided at the mu-nicipal level will ever fullyaddress the homelessnesscrisis. "For us, you're trying tomanage the challenges ofmental health on thestreets of Oshawa utilizing social workers and para-medics," said Henry. "It'sonly a Band-Aid on a hem- orrhage. You know wepartner mental healthnurses with police officers,but that isn't a solution if there isn't a place to takethat person that's in crisis.I know Lakeridge Health does its best to manage allthis but the numbers arefar greater than the capac-ity in the system." Henry said both the pro-vincial and federal govern-ments have to step up. "If this is a problem inevery community in thecountry, should it be calleda crisis? If you have the same problem in Vancou-ver, Toronto, Calgary,Montreal ... deal with it.This country built a rail-road coast-to-coast in atime when technology waslimited 150-some years ago and they did it in less thanfive years, don't you think ifwe put the same effort intomanaging the challenges we're having today, that wecouldn't solve these prob-lems?
