Gr. 6 - 7 Curriculum Connections: Social Studies; History; Geography; Language; Mathematics; Art In the less than one yearsince being elected theAjax MPP, Patrice Barnes is already making a namefor herself. When voters chose Barnes in last June's pro-vincial election, she be-came the first Black mem-ber of provincial parlia- ment for Ajax, and joinedthe first slate of Black can-didates ever elected to theProgressive Conservative(PC) caucus.Although Barnes hasexperience as a Durham District School Boardtrustee — where she wasthe only Black trustee —she's still getting used to the new responsibilitiesthat accompany her new role."The learning curve, ofcourse, is steep," she says. "There's so much."MPPs got to work rightaway, so it was a little over- whelming."Learning the familybalance, constituency bal-ance and legislative bal- ance, I'm still working onthat," she says. "I haven'tquite hit my stride yet. But it's been an amazing expe-rience."These challengeshaven't stopped Barnes from taking on new respon-sibilities.She's now the parlia-mentary assistant to the Minister of Education andwas elected as the firstblack female deputy speak- er of the Legislative As-sembly of Ontario."This is the first timewe've had four females as deputy speaker of thehouse," Barnes said. The very big and verypublic portfolio that is edu- cation is not always metwith a lot of love, she ad- mits. "But I love education, though," she says. "I lovebeing able to impact kids ... and creating a systemwhere students succeed ...Because that's a genera- tional piece. Because whatyou do now will show ingenerations to come." Barnes's advice forthose looking to succeed intheir own right is "don'tsort of get caught up in the status quo of what thingsshould be or where youshould be. I think always challenging yourself, al-ways just stopping tocheck, self-check, what youwant to do and what you want to do to get there."She admits she had nev-er thought of running formember of provincial par- liament until the opportu-nity arose last year."It's not missing oppor- tunities, it's sort of beingready for opportunities,"she says. When it comes to im- proving the experience ofthe local Black community, she's pleased with "Themere fact that we can actu-ally have these conversa- tions around anti-Blackracism. Before when wehad them, it was not given any merit or any kind ofwillingness to have the con-versations and move for-ward. I'm happy that we are doing that in the munici-palities."She says she'd really like to see the leaders of the lo-cal task forces work togeth-er as well."I'm always open for any kind of discussions," add-ing she is willing to bringconcerns to Queen's Park. She wants to see Black students and marginalizedstudents of any ethnicity ofsocioeconomic back- ground succeed in educa-tion. She also believes men-tal health and "makingsure that our kids are OK" is a key piece in studentsuccess as well. AJAX MPP BLAZING NEW TRAILS AT QUEEN'S PARK Ajax MPP Patrice Barnes is one of the first Black candidates to be elected to the PC Party of Ontario. In her first half year of service, she has also become parliamentary assistant to the minister of education and was elected as the first Black female deputy speaker of the Legislative Assembly of Ontario. dcnimages photo KRISTEN CALIS KCalis@durhamregion.com NEWS NEW MPP TAKING ON NEW ROLES dur h a m r e g i o n . c o m New s A d v e r t i s e r | Th u r s d a y , F e b r u a r y 2 3 , 2 0 2 3 | 6 ABOUT USThis newspaper, published everyThursday, is a division of the Met-roland Media Group Ltd., a wholly-owned subsidiary of Torstar Corpora-tion. "On Feb. 14, 2022, I sold ahome in north Oshawa, itwas 2,200 square feet andsold for $1.6 million. In about October, the ownerof the home two doors tothe east of that house called and said, 'We want to sellour house.'"It was the exact samemodel, same square foot- age, the first one was a lit-tle bit nicer, but still, itshould have sold within $20,000 or $30,000 of thefirst one in February. Wesold it in December, 10months later, for $1.085 mil- lion. The market had ad-justed a half-a-million dol-lars in just that amount of time," he said.Smith said it all had to do with the economy —specifically, the Bank ofCanada's attempt to tamerising inflation by increas- ing interest rates. Those in-terest rate increasesprompted mortgage rate increases."The housing market, which had been strong be-fore, didn't react in a nega-tive way until the ratesstarted moving upwards," said Smith. But when the housingmarket reacted, it was swift. Smith said the aver-age home in Oshawa went for $1.218 million in Febru-ary 2022 and was all theway down to $815,000 by Ju-ly 2022. "People freaked out, yousee people fence-sitting,values are dropping, inven- tory is building, and thebuyers started sitting onthe sidelines," Smith saidof the decline in housing values. For Smith, the light atthe end of the tunnel ap-pears to be the Bank of Canada's indication it like-ly won't raise interest ratesin the near future. "We've seen a turn-around. It's more benefi-cial to make the move now, because whenever there's a correction, the higher-priced homes take the hitthe hardest. When you see the lower-priced homes, bungalows, semi-detached,they didn't take the price hit as much as the homes inthe $1M to $1.5M range. This could be a really goodtime to move up," he said. Smith said he doesn't ex-pect home values to reachthe sky-high numbers theyhit at the very beginning of2022."I don't suspect they willgo up to where they were at the beginning of last year. But as rates begin to dropdown eventually, the val-ues will go up. Everything cycles and it's usually inthree-year terms."–With files from Torstar STORY BEHIND THESTORY: The drop in Dur-ham home prices from 2022 to 2023 was a steep declineof at least 25 per cent andled to questions about where the market could gonext. We asked an expertabout what to expect. This includes a current bud- get, also known as an operating budget, which covers the day-to-day expenses re-quired to deliver service, and a capital bud-get, which is used for long-term invest- ments, like infrastructure, facilities, andequipment, that are paid off over time. "Whether you're running a household, abusiness, or a government administration, we're all tasked with managing our finan-cial priorities while facing pressures frominflation and lasting impacts of the pan- demic," said Mayor Kevin Ashe. "It is im-portant that we make Pickering's budgetinformation and process accessible, high-light opportunities for participation, and encourage residents to have their say, to ul-timately support council's deliberations and determination of the 2023 municipalbudget." A Durham police officerhas been penalized 60hours without pay afterpleading guilty to neglect of duty in relation to his in-vestigation into the assaultof a young Black man by an off-duty Toronto cop.Det.-Const. Craig Wil-lis's investigation into theincident involving Whitby teen Dafonte Miller andbrothers Michael andChristian Theriault did notmeet the standards expec-ted by the police serviceand the community, ac-cording to a recent ruling. Hearing officer MorrisElbers found Willis, as-signed to investigate whatwould become a high-pro- file case that touched on is-sues of institutional racismand police accountability, failed to pursue all avenuesopen to him and relied al-most solely on evidenceprovided by the Theriaults. "The investigationlacked professionalismand credibility below the standards of the DurhamRegional Police Service,"Elbers said in the decision.Dafonte Miller, then 19, was blinded in one eye andsustained other injuries af-ter a confrontation with the Theriault brothers inWhitby in December of2016. The Theriaultscaught Miller and other youths stealing items fromvehicles in the driveway ofthe family home and gavechase, eventually becom- ing embroiled in a brawlwith Miller, according toevidence heard at trial. Durham police initiallycharged Miller with offenc-es including theft, whichwere later dropped. The Theriaults were chargedmonths later following aninvestigation by the Spe- cial Investigations Unit, which was informed of theincident by a lawyer re- tained by Miller's family. When the Theriaultbrothers went to trial inOshawa in 2019, Miller tes-tified he was in retreat and at the front door of a resi-dence, calling out for help, when Michael Theriault smashed him in the facewith a metal pole, causingthe injury that led to theloss of his eye. Superior Court JusticeJoseph Di Luca acquittedboth men of aggravated as- sault and lying to police, but convicted Michael The-riault of the lesser chargeof common assault. Michael Theriault wassentenced to nine monthsin jail and, after losing a se- ries of appeals, has now re-signed from the Torontopolice service.Willis, who was working with the Durham policeCriminal InvestigativeUnit at the time of the inci-dent in 2016, was assigned to the investigation, ac-cording to an agreed state-ment of facts entered at his disciplinary tribunal. "Detective ConstableWillis was aware, as soonas he was assigned the file, that Mr. Miller had suf-fered an eye injury," thestatement of facts says. "Despite the lack of detailabout how Mr. Miller cameto sustain a serious eye in- jury, Detective Constable Willis never questioned thenarrative provided by theTheriault brothers."A review by a provincial police oversight bodyfound that "there was suffi-cient evidence available ... to potentially refute thenarrative provided by theTheriault brothers," thedocument states. Willis failed to question if Millermay have acted in self-de-fence while being assault- ed, and "never appeared toconsider whether the force(the Theriaults) used in de-fending themselves was proportionate to the threatMr. Miller posed or wheth-er it was excessive," thestatement of facts says. The investigation alsofailed to follow up with wit-nesses who called 911 dur- ing the incident, the docu-ment says.In assessing the case, El-bers found the investiga- tion may have been affect-ed by the involvement ofMichael Theriault, an off- duty officer.Elbers also noted thatWillis, a veteran of morethan 20 years with Durham police, had an exemplaryrecord prior to this in-stance and has distin- guished himself as a "dedi-cated, diligent and thor-ough investigator." Katherine Ross, Waste Management Technician for the Region of Durham talks everything Waste. Send your waste related questions or comments to waste@durham.ca If you require this information in an accessible format, please call 1-800-372-1102 •durham.ca/waste Rediscover the value of food We’re all guilty of throwing out perfectly good food. While we may have had the best intentions of eating it, it was left to spoil instead. Although this may seem harmless, it happens all too often. In 2022, the National Zero Waste Council conducted research on household food waste in Canada, and the results are shocking! • 63 per cent of the food Canadians throw away could have been eaten. • The average Canadian household wastes about 140 kilograms of food per year—at a cost of more than $1,300 per year! • For Canada as a whole, that amounts to almost 2.3 million tonnes of edible food wasted each year, costing Canadians more than $20 billion! Not only are we wasting money by throwing away food, but we are also wasting all the inputs that go into producing that food, including the soil, water, energy, fertilizer, and labour. Certainly, some food waste is unavoidable – this is the food that can’t typically be eaten, such as bones, vegetable peelings, eggshells, tea bags and coffee grounds. Avoidable food waste is the edible food that ends up in the Green Bin or even worse in the garbage. Unfortunately, we often waste good food because we buy too much, cook too much, or don’t store food properly. Reducing food waste at home is quick and easy and can help you get more out of your food and save you money. Plan meals, use grocery lists and avoid impulse buys. This way you’re less likely to buy things you don’t need and that you’re unlikely to consume. Next week’s meals get their start in the fridge. See what needs to be used up and then plan your meals to make with those items. Check your pantry for the rest of the ingredients and add missing pieces to your shopping list. Practice FIFO - First In, First Out. When unpacking groceries, move older products or those with the soonest date markings to the front of the fridge/freezer/pantry and put new products in the back. This way, you will be more likely to use up the older items first. Store food properly in the fridge. The fridge temperature should be set to 4°C or lower to keep produce fresh. Keep vegetables that tend to wilt like lettuce or spinach in the produce drawer with high humidity. You can also keep fruits and vegetables like cucumbers, peppers, apples, and carrots in the low humidity produce drawer. To preserve freshness and nutrition, use up perishable items like dairy, seafood, and meat first and save staples like pasta and rice for later in the week. There are different date markings depending on the food products. The most common are “best before” dates and “expiration” dates. “Best before” dates on unopened food products refer to freshness, flavour, texture, and nutritional value. “Expiration” dates are required on certain food products such as infant formulas, nutritional supplements, and meal replacements. Don’t eat food past its expiration date. Instead, put it into your green bin and try to plan to prevent waste next time. Learn more about date labels and packaging at durham.ca/BuyItEatIt. Freezing food can make it last longer. Things like soups, vegetables, muffins, and bread can last up to six months in the freezer. Encourage children to help plan, prepare and pack their own school lunches and snacks. Use suitable portions for your child to reduce food waste. Use ice packs to avoid food spoilage. Inspect lunch boxes after school for uneaten food. Ask your child if it was too much or what else they may like to eat. Make changes to future lunches to prevent waste. Keeping food waste out of the garbage is good for our environment and our wallets. Visit durham.ca/BuyItEatIt for more information and tips.
