The cats they rescue might be abandoned, orphaned, stray orferal. Many are sick or injuredand are suffering. The problem has been there for decades, but rescuers acrossDurham say things have becomedramatically worse since the pandemic. "We're running ourselves ragged and we're not gettingahead. It feels like running on atreadmill; we're running as fastas we can but we're not fixing the problem. It has to be fixed on ahigher level," says Kelli Geer, founder of Barn Cat Co-op, a pri- vate cat rescue in Durham that works to find safe barns for feral cats and safe homes for domesticcats. She has been a private rescuersince 2009 and has been running Barn Cat Co-op since 2017.Her group alone has helpedmore than 1,200 cats so far in 2022.At any given time, they have 100- plus cats and kittens in fosterhomes and that number has Kelli Geer with her rescue cat, Kitty. Geer is the founder of Barn Cat Co-op, one of many cat rescue groups in Durham struggling to keep up with the number of sick, injured, orphaned and feral cats in need of care. Rescuers say since the pandemic the situation has become a crisis. More than a dozen Dur- ham Region residents areamong 107 people chargedin a provincewide policeinitiative targeting the making and distribution ofchild pornography.Conducted during the month of October and in-volving 27 police servicesincluding Durham Region-al Police and the OPP, Pro- ject Maverick was com-prised of 255 distinct inves-tigations, mostly sur-rounding the distributionof child porn online, ac-cording to a statement re-leased Wednesday, Nov. 30. More than 121 young vic-tims and vulnerable chil-dren were also identified, according to police. "During the investiga- tions, 61 victims were iden-tified and referred to ap- propriate community-based resources for assis-tance, while an additional 60 children were safe-guarded," the statementsaid. Res- cuers say it's a "perfectstorm" of factors. Durham doesn't have apermanent, sustainable option for low-cost spayingand neutering of cats, mak-ing it difficult to control the cat population. When the pandemic hit, rescuers began to seethings escalate. People found it more challengingto access veterinary careduring lockdowns so didn'thave their cats spayed or neutered — or, people'sjobs and incomes were im-pacted by the pandemic and they couldn't afford vetcosts. The pandemic also sawaspike in people acquiring new pets — in some cases, those animals were aban-doned or surrendered once people went back to workin-person, or faced clim- bing vet costs due to infla-tion. "All of this has causedan explosion of cats and kit- tens outside," says Jen Ed-wards, founder of EdwardsAnimal Sanctuary, a cat rescue based in Uxbridge. At any given time, Ed-wards has 140 to 150 catsand kittens in her care through a network of vol-unteer foster homes. She says a lot of the work falls to volunteer rescuers, because municipal shel-ters often won't take sick orinjured cats, feral cats, cats with special needs — orshelters close to intakewhen they reach capacityor have illness outbreaks. "The money that wespend is astronomical; itshouldn't fall to private res- cuers," Edwards says. There are some initia-tives in place in Durham tohelp manage cat popula- tions, but people on thefront lines say it's notenough. For example, the Hu-mane Society of Durham Region provides vouchersfor cat spay or neuter — butthey are available only tolow-income residents who can provide proof of gov-ernment assistance, whilethe City of Oshawa has a Trap Neuter Return Man-age Program aimed at con-trolling the feral cat popu-lation. For decades, advocateshave been calling for a well-funded, sustainable low- cost spay and neuter clinicin Durham, as well as mu-nicipal trap/neuter/re-lease programs through- out the region. Without those things inplace, Linda Power, a long-time animal activist in Oshawa, says volunteersstruggle to tackle thisdaunting and expensive problem. And it's burningthem out."Rescue groups are run-ning up huge, impossible to pay vet bills. Some of themare closing, they can't car-ry on and that means we're going to be left with an evenbigger mess," Power says. Cat rescuers across Dur-ham say the same thingwhen they're asked whatneeds to be done to address this crisis."We should have beendoing trap, neuter, release 20 or 30 years ago and thenwe wouldn't be dealingwith this, but that was nev-er a priority," says Nicola Ransom-Brown founder ofUxbridge Cat Rescue. "Wewere already strugglingprior to the pandemic ... Ididn't think cat rescuecould get any worse, but itcertainly did." Melinda Diebel is thefounder of Uxbridge Scu-gog Pet Food Bank — whichfeeds about 700 animals a week — as well as a mem-ber of the Oshawa AnimalCare Advisory Committee and a longtime animal res-cuer who has worked inmany roles. She agrees the core of the solution is having fewercats, which can only beachieved by spaying and neutering. "If we can't get spay neu- ter sorted out we can never ever get ahead of it," shesays.Diebel says it can be an uphill battle to get politi-cians and the public to careabout stray, abandonedand feral cats — "some- times people don't connectwith these cats, they seethem as different from their cat at home" she says, stressing that no cats aremeant to be living outside."What we're doing right now, this is triage — we'rejust trying to save as manyas we can," she says. "Wecan't change the tide untilwe figure out a way to re-duce the number of ani-mals in need." A fundraiser is under-way to raise money for alow cost spay and neuterclinic in Durham, click here to donate. STORY BEHIND THE STORY: For decades, ani-mal advocates in Durhamhave been seeking a low-cost, permanent, sustain- able spay and neuter clinicin the region. Front-linecat rescuers say things have become dramaticallyworse since the pandemic. NEWS Continued from page 3 'I HAVE NEVER...SEEN ANYTHING LIKE THIS' What makes an intelli-gent community? Real Estate *Sales representative **Broker ***Broker of record ADVERTISING FEATURE Intergenerational homes can take many forms, from a building where each person has their own unit to a large residence with shared com- mon spaces. The idea is to bring together more than one generation under the same roof. Here are three reasons why this concept has been gaining in popular- ity. 1. Care for elderly par- ents Many people are in- creasingly questioning the standard model within west- ern society in which seniors live apart from their families. Stories of loneliness, neglect and even abuse have prompted more people to take their elderly parents or grandparents under their wings. 2. Assist with everyday life Living with your parents or grandparents comes with responsibilities. However, it also offers significant bene- fits. Young families can ben- efit from the experience of their elders, both in terms of practical knowledge and life lessons. Grandparents can also participate in the family dynamic by babysitting and helping with daily chores. 3. Ease family finances As real estate prices continue to rise, intergener- ational homes are an ap- pealing option for young families who want to own their own place. In fact, cohabitation can be finan- cially beneficial for both parties. For example, the mortgage payments and other expenses like grocer- ies and transportation can be shared. Of course, opting for this type of shared living ar- rangement can also lead to conflict. It’s therefore es- sential to think it through and establish rules to gov- ern daily life. Are you interested in buying an intergenerational home? Contact a real estate broker to discuss the possi- bilities. The Pickering parcel is the Duffins Rou-ge Agricultural Preserve(DRAP), which is 4,950 acres.Ajax council unani-mously approved a motionon Tuesday, Nov. 29, asking the provincial governmentto engage in meaningful dis-cussion with municipalitiesand adopt amendments to Bill 23 that will mitigate"unintended consequences"of the bill "including finan- cial burdens and negativeenvironmental impacts."Ajax staff believe the an-ticipated financial impact on development chargesduring a 10-year periodwould be a reduction of ap- proximately $19.3 million.Mayor Shaun Colliersaid this is in line with the same recommendationsfrom Ontario Big City'sMayors. "We are all on the same page," Collier said.Pickering Mayor KevinAshe wants the province to"sit down with municipali- ties so we can figure outhow to increase housingsupply while also ensuring there will be the necessaryinfrastructure in place tosupport it."He acknowledged that, increasing supply will havethe greatest impact towardlowering prices, but Picker- ing has "serious concernswith Bill 23's changes to theDevelopment Charges Act,which will freeze and re- duce development fees thatmunicipalities can chargedevelopers." "Development chargesare needed to help pay forgrowth, and go toward crit-ical infrastructure such as roads, transit, water andsewer infrastructure, com-munity centres and fire sta-tions," Ashe said. The Association of Mu-nicipalities of Ontario fore-casts these changes could cost Ontario municipalitiesupwards of $5 billion. "Municipalities can't ab-sorb these shortfalls, which would result in taxpayersfooting the bill eitherthrough higher property taxes or significant cuts toservice," Ashe said.A Pickering staff report states what is being pro-posed by the province couldresult in a loss of approxi- mately $12.3 million for thefour-year phase-in of themaximum developmentcharge rates. But despite heavy oppo-sition from the community,Ashe agrees with the prov- ince on another matter:opening up the DRAP fordevelopment. In a report foraspecial meeting on Mon- day, Dec. 5, staff also statesit supports removing thisparcel of land from the Greenbelt."This will allow the im-plementation of an urbanarea boundary expansion on these lands," the reportsays. The land removal is con-sistent with requests fromPickering council in 2016,the former mayor in 2019and 2022, and Ashe on Nov. 16.While Ajax supports ad-dressing the housing crisis,it has taken steps to address the issue locally, focusingon redeveloping land ratherthan expanding into green- field. "I understand there's acrisis in housing, we all seethat," said Ajax Ward 3 re- gional Coun. Joanne Dies. But added, "the gap reallyexists in affordability." She noted that her fami-ly's life was devastated about 10 years ago after her sister was killed by an im-paired driver."I was in a car crashwith my eight-month-old daughter and my sister, who was seven monthspregnant. One moment we were talking about what todo for dinner and the nextmoment, I was waking upin a hospital in an incred- ible amount of pain," DosajMakarov said. Her brother told her she had been in a crash and hersister and unborn childdidn't make it."Our car was T-boned by a drunk driver. My preg-nant, 31-year-old sister'sbody took the brunt of thatimpact and neither she nor her baby survived," DosajMakarov added. She and her daughter were injured, but survived."We were forever changed and there is forev- er a hole in our hearts. Mysister and niece are gone, but never forgotten, andtheir legacy will live on through my efforts withMADD," she said.Durham Regional Po- lice Chief Todd Rollauersaid, "As the holiday sea-son begins, social gather-ings increase. Our Festive RIDE team will be out en-suring our roadways in theDurham Region are safe. Our message is clear — im-paired driving will not betolerated."In the campaign last year, almost 7,000 vehicleswere stopped and the cam-paign resulted in 65 im-paired drivers being taken off the road and 104 crimi-nal charges being laid."He urged anyone who knows of a suspecteddrunk driver to call 911. The plan includes 84,000new homes for Durham Re- gion. What are the housingtargets for Durham?Oshawa — 23,000 Ajax — 17,000Whitby — 18,000Pickering — 13,000 Clarington — 13,000How were the housingtargets set?According to the prov- ince, the targets were setbased on population sizeand growth. Each munici-pality will be required to de- velop pledges explaininghow they will kick-start de- velopment to meet the tar-get. What's changing forhomeowners?Homes with three units per building per residentiallot will be allowed "as ofright," meaning that no fur-ther bylaw amendments would be required. Thatcould mean subdividing ahome into two or three units or having a garden or lane-way unit. A FOCUS ON DENSITY NEARTRANSIT Major transit hubs willbe the focus for more densi-ty with planned minimumdensity targets near sta- tions and reduced approvaltimes for new projects.Once the Ontario housing minister approves key de-velopment policies, munici-palities would have one yearto comply. In Durham, this would apply to areas around GO Transit sta- tions. What about affordablehousing? The province is lookingat exempting affordable andnon-profit housing from de-velopment charges and parkland dedication levies.Rental construction wouldhave reduced development charges with bigger dis-counts for family-sizedunits. As well, the provincewill explore reducing prop- erty taxes for affordablehousing. Currently, munici-palities choose to waive de- velopment charges for af-fordable housing on a case-by-case basis. What else? The government is alsolooking at a vacant hometax, changes to the OntarioHeritage Act, which would increase the criteria for her-itage designation andchanges to the Ontario Land Tribunal aimed at re-ducing delays due "NIMBY"appeals. That includes dis-missing appeals due to un- reasonable delay or a fail-ure to comply with an order. HOW MANY NEW HOMES DOES PROVINCE WANT IN DURHAM? Germaine was born in Ansonville, Ontario on October 24, 1926 and grew up in Timmins, Ontario where she met her beloved husband of 65 years, Leslie Arthur Pearce (sadly Les passed in 2014). Predeceased by her parents Peter and Lucy, her sisters Louise and Jeannette and her brothers Ray and Louis. Germaine is survived by her brother Peter and sisters Evelyn and Annette. Germaine was the loving mother of four children, James (Vicki), Ray (Lyn), Susan and Elaine (Richard), grandmother (Nanny) of Lesley, Rachel, Jeffrey, Stephen, Aaron, Heather, Anne, Will and Sophie and great-grandmother of Max, Nicholas, Abby, Alex, David, Oliver, Andrew, Henry and Kate. As the eldest of eight children, Germaine often joked that she started her nursing career at a very young age. In her early twenties she graduated from St. Mary's School of Nursing in Timmins, married Les, and worked as a pediatric nurse until she started a family of her own. Les and Germaine settled in Ajax over 70 years ago. When her children were old enough, Germaine returned to nursing for 20 years, where she cared tirelessly for her patients. Germaine gave generously of her time to the community, with involvement in the Canadian Red Cross, The VON Friendly Visitors and the Ajax Lioness Club. She was a long time parishioner of St. Bernadette's Catholic Church and participated in their euchre club and craft group. Germaine and Les travelled the world on their "vacations" and spent many "holidays" camping and spending time with their children and grandchildren. Germaine will be dearly missed by her family, friends and neighbours. Friends are invited to join Germaine's family in celebrating her life. Visitation will be held at MCEACHNIE FUNERAL HOME, 28 Old Kingston Road, Pickering on Saturday, December 10, 2022. Visitation is at 1:00 p.m., followed by a service at 2:00 p.m. and a reception from 3:00 - 6:00 p.m. In lieu of flowers, donations to a charity of your choice would be appreciated. Online condolences may be offered at www.mceachniefuneral.ca WOODS, Merilyn Jean (nee Hudson) March 9, 1944 - December 1, 2022 "Life is Good" ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ It is with profound sadness that we announce the peaceful passing of Merilyn, after a short battle with cancer, surrounded by her loving family, on Thursday, December 1st, at Oak Ridges Hospice in Port Perry. Devoted wife of 58 years to John, mother to Leanne (Douglas), Lisa (Scott), grandmother to Kirsten (Nicholas), Lindsay (Josh), Roland and Claire, great- grandmother to Anthony, Audalina, Ethan and Emmett, devoted sister to Shelagh (Brian) aunt to Kathleen, and great-aunt to Aidan. Born in Yorkshire, England, daughter of Roland and Evaleen Hudson, Merilyn immigrated to Canada in 1952 with her family, settling in Uxbridge where her father was a teacher and vice- principal for many years. She attended elementary and high school there, graduating in 1961. In that same year she met John, who would become the love of her life, marrying at St. Paul's Anglican Church in Uxbridge on May the 2nd, 1964. She attended Shaw Business College, which led to her lifetime career in the travel industry. Two years after their marriage, John was transferred to Regina, where Leanne was born in 1967. After a short stay, they moved to Winnipeg and then on to Ottawa, where Lisa was born in 1970, and where they spent 15 wonderful years, meeting many of their close lifelong friends. It was in Ottawa where Merilyn's passion for travel was kindled, and she was employed in various capacities in the industry. In 1984, John was again transferred for the final time back to Toronto, settling in Pickering and where they live to this day. Merilyn was employed for more than a decade by American Express Platinum Travel, which gave Merilyn and John the opportunity to continue traveling the world. She retired in 1999, but her passion for travel did not cease. She and John continued to explore the world and she was very proud of the fact that she had visited over 140 countries. Volunteering was another passion of Merilyn's, and she spent more than 20 years dedicating her time to Canadian Blood Services and Community Care Meals on Wheels. She was particularly proud of her more than 180 blood donations. Merilyn enjoyed playing bridge, scrabble, sudoku, reading, gardening, and cooking, and needless to say, planning their next trip. Above all, she was happiest when she was spending time with her family, when she was often heard to use her favourite expression, "Life is good". Family and friends are invited to attend a visitation at Low and Low Funeral Home in Uxbridge on Friday, December 9th from 3-5 p.m. and 7-9 p.m., and a funeral service at St. Paul's Anglican Church in Uxbridge on Saturday, December 10th at 11 a.m., to be followed by a reception at the church. In lieu of flowers, donations to Oak Ridges Hospice in Port Perry or the Canadian Cancer Society would be greatly appreciated.
