Recent stats suggestup to roughly 1.8 million Ontarians lack adequateaccess to a family physi-cian and appropriate com- prehensive primary care.Another 1.7 million Ontari-ans have a family doc whois 65 or older. There's a big problem," said Stone. It's not clear preciselyhow many residents in Dur-ham region do not have afamily doctor. The popula- tion of Ontario is 15 millionpeople, according to the lat-est available statistics, meaning about 12 per centof Ontarians don't have afamily doctor. Durham'spopulation is just over 700,000, which makes it safeto assume close to 85,000people don't have a familydoctor. The problem could be exacerbated in Durhamdue to the region's growth.Durham has expanded by 25 per cent in just 15 yearsfrom 2006 to 2021.However, an Angus Reidsurvey done in August 2022 suggests as many as 20 percent of Canadians do nothave a family doctor. The family doctor short-age increases pressures onemergency departments, al-ready overwhelmed due to staff shortages, and walk-inclinics since those without aprimary care physician have nowhere else to turn tofor medical care.Megan Lawrence, 27, isstruggling to find a family doctor after moving to Dur- ham from Toronto. Herfamily doctor in Toronto retired."At first, I hoped to finda female doctor and thenwhen I realized doctors were so few and far be-tween, I expanded mysearch and became open to finding a male doctor buthave had no success at find-ing either. I have probablycontacted close to 30 differ- ent medical centres, prac-tices, and have had zerosuccess," Lawrence said. "I don't have anyone Ican rely on for support if Ineed it," she said.Lawrence said she tried calling a medical centredown the street where shelives that she said just opened."I thought there's noway they wouldn't have avacancy for patients, but within a week they'd filled up and weren't acceptingany new patients." Like the situation withthe Mills family, many in-coming Durham residentsface the catch-22 of having to give up their family doc-tor outside of Durham be-fore they can even attempt to get a new family doctorin Durham.Fearful of being unableto find a family doctor in Durham, newcomers to theregion hold onto their cur-rent family doctor even if it means hours of commuting.Karla Cadario Moreno,who lives in Oshawa,moved to the city in July 2021. She and her husbandhave family doctors in To-ronto, but her husband's doctor is retiring, and she'sjust had a new baby son."The commute is faraway for appointments and I need a new family doctor for my baby and for mypartner," Moreno said."Whenever I call andthey ask if I have a family doctor and they find out Ihave one, they say 'no' —there are already too manypeople with a family doc-tor," Moreno added.She said she has an Ex-cel spreadsheet with 10 dif- ferent clinics listedthroughout Oshawa, Whit-by and Ajax that shechecks for openings. "When you call, they saythey have 2,000 applica-tions from people, so they are not taking anyonenow," Moreno said.Many have tried the Min-istry of Health website to find a family doctor throughHealth Care Connect, butsay it hasn't been successful in helping them get a localfamily doctor in Durham. The petitionstated OPA 38:• will drastically alter the character of KingstonRoad, thanks to skyscrap-ers along Kingston Road;• lacks social spaces, green spaces and publicspaces;• lacks a vision of a main street that provides desti-nation points; • will force many localbusinesses to close, unable to afford relocation duringconstruction or renting fu- ture commercial spaces. Send your waste related questions or comments to waste@durham.ca If you require this information in an accessible format, please call 1-800-372-1102 •durham.ca/waste Transition of Durham Region’s Blue Box program to Extended Producer Responsibility In 2016, the Province of Ontario passed the Resource Recovery and Circular Economy Act (RRCEA) as the enabling legislation for enacting Extended Producer Responsibility (EPR) in Ontario. On August 15, 2019, the Minister of Environment, Conservation and Parks announced that the Blue Box program will transition to full EPR. This means Durham Region will no longer be involved with collection, processing, or marketing Blue Box material. The Blue Box regulation identifies Durham Region’s transition date as July 1, 2024. The regulation makes producers of designated products and packaging recycled in the Blue Box fully responsible for operating and financing the Blue Box program, including providing collection services to local communities, managing Blue Box materials, and achieving diversion targets to improve diversion, address plastic waste and recover resources for use in a circular economy. The EPR regulation for the Blue Box program (Ontario Regulation 391/21) was finalized in June 2021. The focus of the regulation is on maintaining a convenient and accessible collection system for residents. One requirement is to identify a standardized list of materials to be collected in every community in Ontario. Producers (i.e. brand-owners, importers, marketers of products in Ontario) will be responsible for managing designated materials. Producers will work with Producer Responsibility Organizations (PROs) to manage these materials and ensure provincially mandated obligations are met. On July 1,2024, the producers will take over Blue Box collection services in the Region. While the details of how producers will run the program are not yet known, producers must operate the program similarly to the way Durham Region operates it until all Ontario municipalities have transitioned to full EPR by the end of 2025. The regulation includes all single-family residences and multi-residential buildings, schools, not-for-profits long-term care and retirement homes and municipal public spaces/parks currently receiving municipal garbage collection as part of the initial transition. In 2026 and beyond, non-serviced multi-residential buildings, schools, long-term care and retirement homes can request to be added to the services. The goal of EPR is to encourage producers to have greater participation in recycling and the circular economy. By making them responsible for the costs of recycling, producers will have greater incentives to reduce packaging and use materials that are more readily recyclable. As you can imagine there are many moving parts associated with this change, and the program rollout is still evolving with the province and producers. The province has emphasized that the change in responsibility should not impact resident services at all during transition. This is a positive step forward, one that municipalities have been advocating for many years. Our goal is a seamless transition to EPR that does not impact our residents. As the Region learns more details and the specific impacts to residents, these details will be shared. That'san increase of 525 such inci-dents for the reporting peri-od, a hike of 16 per cent. The violent crime num-bers are "driven by an in-crease in sexual assaults,simple assault and threat- ening," notes in the report explained.Rollauer, meanwhile, highlighted a number of vi-olent incidents investigat-ed by police, including:• The stabbing of a 78- year-old man during a rob-bery Oct. 27 near a Whitbymotel • The Nov. 4 killing of a56-year-old man at a resi-dence in Pickering, and• An incident in Oshawa over the weekend duringwhich an eight-year-oldchild was killed in what po-lice have deemed a murder- suicide.The report notes prop-erty crime, including vehi- cle thefts, was up by 795 in-cidents in Q3 for 2022 overthe same period in 2021, anine per cent increase. Auto thefts are a stand- out stat, Rollauer noted, telling the board that as ofthe end of October 2022,there have been 814 such in- cidents, and increase of 211over the same period in2021. In October alone, 113vehicle thefts were report- ed, Rollauer said.Meanwhile calls classi-fied as routine were down three per cent in Q3 for2022, the report indicates.The report also notes that"check on well-being" re- quests are the largest sin-gle call category. In addi-tion, the time officers spend at the scene of calls isincreasing, according tothe numbers. Kato, 51, said it's a relief hermother, Hijikata, 71, doesn't haveto make the longer trip thriceweekly. Hijikata began her ap- pointments at the Lakeridge Gar- dens hemodialysis clinic on Aug.24. The clinic opened for patientson Aug. 15.Hijikata has been on hemodi- alysis (which cleans the bloodfrom her kidneys because theycannot do so anymore) for nearly nine years and suffered twostrokes in 2019.Kato said her brother had totake her mother for her appoint- ments to Oshawa during the pan-demic, causing him to frequentlymiss time off work. "With the opening of the new di-alysis clinic, I can drop my motheroff, walk home and my mother hasmore freedom. Dialysis treat- ments are generally four hoursbut with the waiting, the treat-ment and the commute, it can bean all-day event," said Kato. "My mother is usually tired af-ter the treatment. But now (thatshe gets treatment in Ajax,) she's home in five minutes, which isless stress on her body," said Ka-to."Lakeridge Gardens is just the second long-term-care home in Ontario to host a dialysis unit onthe premises," said Rebecca Coo-per, vice-president of the Ontario Renal Network and Trillium Gift of Life Network, Clinical Insti-tutes and Quality Programs, On-tario Health. Clay Harnum's actions, which resulted inaflood of emails to ChiefTodd Rollauer, clearly ranafoul of the service's poli- cies, hearing officer Mor- ris Elbers said in a deci-sion released Nov. 16.Harnum displayed "a total lack of professional-ism, judgment and courte-sy" in taking to social me- dia to express his dissatis-faction with action the po-lice service took againsthis wife, Durham Const. Erin Howard, Elbers said."The rank structurewithin the Durham Re-gional Police Service is thebackbone of the organiza-tion," Elbers, a retired po-lice officer, said. "It must be respected."Harnum pleaded guiltyin October to a charge ofdiscreditable conduct. He was charged by the service after a social media post hemade in early 2022, accord-ing to the decision. Harnum took to socialmedia after his wife wascharged under the Police Act for posting a Facebookvideo that expressed sup-port for demonstrators asthey converged on Ottawa to protest COVID-19 mea-sures imposed by the gov-ernment. That protest be-came a siege of the city that led to the federal gov-ernment invoking theEmergency Measures Act to allow police to disperseprotesters.Harnum's Instagrampost featured a picture of Howard in her uniform and an exhortation to sup-porters: "Freedom is es-sential!" it read. The post urged supporters to sendmessages to Chief ToddRollauer, and provided his email address.Although Harnum had118 followers at the time ofthe post, Rollauer eventu- ally received more than500 emails about Howard,the decision says. Thatflood of messages prompt- ed Durham police to con-duct a "threat assess-ment," Elbers noted. Elbers found that theInstagram post breached aDurham police policy thatprohibits officers from jeopardizing the integrity or reputation of the force, or the safety of its mem-bers. He also concludedthe post echoed far beyond the reaches of Harnum'sown circle of followers."Const. Harnum un-leashed an Instagram that had 118 followers, howeverall those followers had fol-lowers," he wrote. "The waste of time that was cre-ated in the chief's office toaddress the emails andthen forward them for in- vestigation is certainly anaggravating factor to con-sider." The tribunal officer al-so found that while Har-num acknowledged his ac-tions were problematic, he failed to show remorse."I am not confident that... Harnum has learnedfrom his indiscretion and that he is fully prepared to take responsibility for hisactions," Elbers wrote."The conduct exhibited by this officer while on dutyin Durham Region willcause damage to the repu-tation of the Durham Re- gional Police Service."Harnum's 23-year re-cord with the service is otherwise unblemished bydisciplinary lapses, Elbersnoted in the decision."His emotions as a hus- band superseded his pro-fessionalism as a police of-ficer," the hearing officercommented.Harnum's wife, ErinHoward, is charged withdiscreditable conduct, in- subordination and breachof confidence. Her hearingis scheduled for early De-cember. By plan-ning your meals and mak-ing them in advance, you might be less likely toreach for foods that makemanaging your blood sug- ars difficult. If you are feel-ing overwhelmed or havingdifficulties with this task, speak with a dietitianabout developing a meal-snack pattern that worksfor you. • Choose a variety offoods rich in nutrients —Choosing nutrient-dense foods means enjoying a di-et that is higher in thingslike fibre, vitamins, miner-als and other nutrients. Look for variety whenchoosing foods: includefoods such as fruits and vegetables, whole grains,beans and legumes, dairyproducts, eggs, meat andfish. When possible, choose foods that are minimallyprocessed as they are morelikely to be higher in vita- mins, minerals and fibreand lower in sodium, addedsugar and added saturatedand trans fats than highly processed foods.• Satisfy your sweettooth with whole fruit plus protein — For people livingwith diabetes, monitoringblood sugar levels is top ofmind. While there are de- vices, such as blood sugarmeters and glucose moni-tors, which can help withmanaging diabetes, think- ing about sugar consump-tion can be valuable too.Next time you're looking for something sweet, tryopting for naturally sweetfoods like whole fruits.Whole fruits typically con- tain fibre, which will helpto reduce how quickly thesugar is absorbed into your bloodstream. This has causedmany buyers to sit on the sidelines waiting to seewhat will happen. This brings back a mem-ory from 2012, when I was on a jet flying to Phoenix. Iwas surrounded by Canadi-ans who were heading toArizona to purchase prop- erties given the collapse ofthe real estate market. TheCanadian dollar was abovepar and the values haddropped substantially. This"window of opportunity"lasted about a year and then prices started to peak andthe opportunity was gone.Could it be the same sce-nario is being played out now in Durham region? A buyer looking to enter the market will need to pay around $684,000 for a semi-detached home in Oshawa.The mortgage rates haverisen from about 2.5 per cent in January to today'srate of 5.32 per cent. Sowhere is the opportunity, you might ask? The lasttime the mortgage ratesjumped up similar to whatis happening today was in the early 1980s. From June1980 to September 1981, therates increased from 13 to21.75 per cent. Then theydropped, falling to 13 percent again after 18 months.In the end, rates returned to what they were withinthree years prior.When a buyer buys thatsemi-detached home and places a three-year mort-gage on it, it gives them the chance of renewing the mortgage at the future cur-rent rates. I have learnedthat everything cycles, andrecessionary times never last, so looking back intime, a three-year span willmost likely see our way to lower rates. If the ratesdrop to three per cent, thedifference in payments onthis semi would drop by over $800 a month. Mycrystal ball gives me the in-dication we are still in a"real estate crisis" and withover 700,000 immigrantsmoving into the GTA, thatthe prices are about to spike up again. Even with afive per cent yearly in-crease in values, the samesemi-detached home would sell for $800,000 in threeyears. With rates increasing, inflation and a war dis-tracting attention from re-al estate, when Canada gains more stability, I feel aturnaround will explode.My instincts are that theaverage home price in Dur- ham region, which sits atjust under $900,000, will bein the range of $1,100,000 to $1,200,000 in three years.Something I learned earlyin my career is that once abuying group gets used to a high price, they feel com-fortable paying up to thatprice and above. We have seen this in concert tickets,the price of new cars andprices for a dinner in a fan-cy restaurant. When what appeared to be high a fewyears ago is the standardprice, it becomes normal-ized. Buying now will allowyour home investment togrow like compounding in- terest. Who knows, mycrystal ball may be off themark, and may need somepolishing; however, when you "date the rate and mar-ry the house" — meaning buying the home and plac-ing a short-term mortgageon it — it allows you to "buy low" and bet on lower ratesin a few years. He died peacefully listening to Stevie Ray Vaughan with family by his side. Predeceased by his parents George and Fleurette O'Donoghue, he will be deeply missed by his wife Patricia, daughters Kellie and Megan, grandchildren Leah and Will, his siblings Deanne (Phil), Gregg (Larraine), Michelle (Will), Suzanne (Ray) and his nieces and nephews. Wally will also miss him dearly. Brian built strong friendships with many work colleagues and clients throughout his 40 years in real estate. His most favorite place to be was at the cottage with his Oak Lake family. Brian never took anything too seriously and his favourite saying was "I'm on it!"
