With more growth ex- pected in York Region, theprovincial governmenthopes to introduce new leg- islation that would expandthe sewage system linkedto the Pickering-based fa-cility that treats its sewage. In a news release onTuesday, Oct. 25, the prov-ince said through the pro-posed Supporting Growthand Housing in York andDurham Act, 2022, Ontariowould facilitate expedited improvements to the exist-ing York-Durham sewagesystem network connectedto the Pickering plant, that is co-owned and operated by York and Durham re- gions.Following recommen-dations of the York RegionWastewater Advisory Pan- el, the proposed legislation accommodates regional growth by leveraging anexisting wastewater infra-structure service agree-ment between York and Durham regions that deliv- ers high-quality, treatedwater into Lake Ontario."Expansion of thisshared critical wastewater infrastructure for York andDurham regions is neededto support their significant population housing, andeconomic growth," said Da-vid Piccini, Minister of theEnvironment, Conserva- tion and Parks in a state-ment. "Our government isproposing a solution that ensures the most robustwastewater treatment asthese communities contin-ue to grow. The Duffin Creek treat- ment facility has a capacityto process 630 million litresper day. Today, this facility operates at around 50 percent capacity and the pro-posal would add an addi-tional 12 per cent to the cur- rent flow levels."With expansion of theexisting York Durham Sewage System infrastruc-ture, Ajax council remainscommitted to the protec-tion of our nearshore," said Ajax Mayor Shaun Collierin a statement. "The townis reviewing the impacts of the decision and will havemore to say within the leg-islative comment period."Over the past 25 years, governments at all levelshave invested more than$850 million in the plant.The province says phos- phoros limits at the plantare significantly lowerthan those at other waste- water facilities in Ontarioand will continue to be re-duced as the facility imple-ments additional upgrades between now and 2030. After nearly two de- cades of leading Pickeringthrough ups and downs,growing pains, and accom- plishments, mayor DaveRyan looks fondly on thepast 19 years."Looking back, I can't believe it's been 19 years al-ready," he says. "Every dayis a little bit different. There's always somethinggoing on so you're alwaysbusy. I've enjoyed justabout every bit of it. It's been great."His feelings are bitter-sweet."There's so much going on in Pickering," Ryansays. "There are so manythings that are on the hori- zon that I'm going to missbeing a part of."The family man in himsays it's time to say goodbye. but the Ryans will remain apart of the community."We'll continue to live here in Pickering," he says."We're invested here. Ourkids live here. We're not go-ing anywhere." Ryan was first elected tocouncil as a Ward 1 citycouncillor in 1994, and he became mayor in 2003 andin each election since. Hewill remain on the job until the next mayor is sworn inat the November councilmeeting.He believes staff and council have been a big partof what's been accomplishedin his time as mayor. WHAT ARE HIS GREATEST AC- COMPLISHMENTS?Despite its growth,Ryan's pleased that Picker- ing has managed to stayclose-knit."We're a city in name and intention and at thesame time we have main-tained our feeling of com-munity," he says. OTHER ACCOMPLISHMENTS HE'S PROUD OF?The Pickering Pedestri-an Bridge, the French- man's Bay Harbour En-trance Reconstruction Pro-ject and the Seaton Devel- opment are some bigprojects Ryan was proud tosee come to fruition."The Seaton develop- ment, that was years, liter-ally years, of negotiationswith the province and the Region of Durham. to getSeaton to a point that it wassomething that we could beproud of, and I believe go- ing forward we will be," hesays.He's equally pleased with the target of 35,000new jobs to Seaton's 75,000people. WHAT WERE THE CHALLENG- ES?Ryan says the biggestchallenge has been the re- sistance to growth."Even though you aretrying to get to the same place not everybody seesthe same route, so it takes alot of work to bring all ofthat together," he says. HIS BIGGEST SURPRISE ON THE JOB?Despite nine years of ex- perience on council, Ryanwas not prepared for thesheer volume of work andthe very high level of re- sponsibility and expecta-tions required for the job ofmayor."I've said a number of times the mayor's job is notan entry-level position andI mean that," he says. ADVICE FOR THE NEXT MAY- OR?"Get to know and trustyour staff," he says. Ryan also says while thenext mayor must be con-nected to the community, "at the same time we haveto be careful not to involveourselves in grievance pop-ulism driven through so- cial media. I'm seeing moreand more of that rightacross the political spec- trum." WORDS OF WISDOM FOR THE NEXT TERM OF COUNCIL? "I think council is going to be preoccupied as itshould be with the oppor-tunity and challenges of growth," Ryan says. Both Pickering and Dur-ham are expected to doublein size over the next 30 years."That presents signifi-cant challenges, but huge opportunities at the sametime," he says. "Council hasto be focused on finding theright mix of development. Stay focused on economicdevelopment."Specifically, Ryan would like to see the devel-opment of the City Centreproject well underway. WHAT WILL RETIREMENT LOOK LIKE?Ryan and his wife Anneare seeking out volunteer opportunities, and heplans to make up for somelost time on jobs aroundthe house. "Anne says I have a 28-year honey-do list we haveto catch up on," he laughs. ONE LAST MESSAGE?"It almost sounds cliché,but truly this has been awonderful experience, and in many ways a humblingexperience, and it has beena complete honour to not only serve but to be a veryreal part of our communi-ty," Ryan says. Sabrina Byrnes/Metroland How many voters inDurham cast a ballot inthe municipal election? The numbers are lowoverall but vary from onemunicipality to another. Voter turnout in Dur-ham was the lowest inOshawa and Scugog at 18.42 per cent and 18.34 percent respectively, and the highest in Uxbridge at 39.6per cent. In the last municipalelection in 2018, 38.3 per cent of eligible votersacross Ontario cast a bal-lot, which was the lowest number reported by theprovince since 1982. The Association of Mu- nicipalities of Ontario (AMO) is reporting an un-official voter turnout of37 per cent in Ontario forthe 2022 municipal elec-tion.AMO says the numberof municipalities using online or phone voting asaway to make it easier tovote increased by 24 percent — from 175 munici- palities in 2018 to 217 in2022. Unless revoked, there must be changes to the paidparking program at the wa-terfront, she said, andmore opportunities to make the Nautical Villagea community gatheringpoint throughout the year.Nagy also wants to see a lobbyist registry in Picker-ing.This is something close to Maurice Brenner, who ismoving up from Ward 1 citycouncillor to Ward 1 re-gional councillor in the next term. He plans to reintroduce his motion to create a lob-byist registry. Brenner also wants to undo what he feels was abig wrong in the last termof council — reversingcouncil's decision to go against the staff recom-mendation for EnvisionDurham. "To me that's critical, toreverse option 2A back tothe staff recommended,which was option 4, and I think we have a good op-portunity to do that now,"he said, adding this belief is based on reviewing theplatforms of the new re-gional council.Brenner also wants to revisit OPA 38, re-establisha waterfront co-ordinatingcommittee to guide the fi-nal stages of the nautical village and park masterplans."It was a committee that was scrapped," he said. "I'mlooking to see that reestab-lished."He'd also like to see the creation of a community safety and well-being com- mittee to address mattersaround safety."We need to address homelessness as a priorityand we need to move for-ward with that as well," hesaid. He also wants to imple-ment an Office of Afford-ability as part of the plan- ning department to createopportunities for a range ofaffordable housing.Nagy, Brenner and Pickles all said they hope toput a focus on getting theCity Centre project off the ground, a matter coming tocouncil in January."I'm very excited aboutthe reimagining of the downtown and gettingsome more public facilitiesin there, making it more ofa people place, a mixed-use place," he said when askedwhich projects he'd like tosee take shape in the up- coming term of council.Brenner said it's imper-ative that members of thepublic provide input in the City Centre vision. He was also the loving great-grandfather of Tessa Moore, Greyson Moore, and Colton Hug. Alfred will be so greatly missed by his loving family, dear friends, and his loyal companion, Tucker.
