They settled on Canada, applying for study permits for Nataliia’s husband and their two children. Nataliia herself was accepted into the agricultural stream of the federal Temporary Foreign Worker (TFW) program and in August 2017, began working at Truly Green Farms in Chatham. With only limited English, she started as a packer at the tomato greenhouse and began taking courses at a local language centre. Today, she’s responsible for quality control before produce shipments leave the farm, and a year ago, the family gained permanent residency in Canada. “I came to Canada as a temporary worker, and last year we got permanent residency and bought a house,”she says.“I love Chatham, I love Canada and the people are so friendly and nice.” Foreign labour programs for agriculture are often criticized as not offering participants the option of staying in Canada permanently, but the country’s doors are definitely open to those migrant workers, notes Stefan Larrass, Senior Policy Advisor with the Ontario Fruit & Vegetable Growers’ Association. “You have to meet certain conditions set by the federal government, but if you want to come, you have opportunities to do so either through provincial or federal immigration programs,” Larrass explains. Year-round migrant workers can apply for permanent residency through a national pilot program provided they have at least one year of non-seasonal, full-time work experience in Canada. And both seasonal and year- round workers can apply for permanent residency through the Ontario Immigrant Nominee Program if they have up to nine months of work experience in Ontario in the last three years. Through both avenues, government rules stipulate that workers need an offer of a permanent, year-round job, demonstrate English or French language skills and have a high school education or equivalent. Regardless of whether a migrant worker pursues permanent residency, federal and provincial laws and regulations are in place to ensure all workers legally employed in Canada have the same workplace protections as Canadian employees doing the same work. This includes frequent federal, provincial and foreign government employer compliance inspections and a multilingual, 24/7 federal government support line workers can use to raise concerns and seek help relating to their current employment. And not all migrant farm workers want to move to Canada permanently; they look forward to returning to their families, jobs and businesses when the season is over. Efrain Romero Tellez runs a business at home in Mexico when he’s not working on a Niagara Region vineyard. For the last six years, he’s been coming to Canada and three years ago, he decided to start his own business selling fruits and vegetables. “That is what I do now when I am not here, and I am back in Mexico. The business is closed when I’m here and when I return home, we re-start it,”he explains. ROLLING STOP ON HWY. 401 HALTS AJAX CAR THEFT SUSPECT CRIME The Durham District School Board is once again tracking self-reported COVIDcases in schools. The board created its own tracker lastyear after the province stopped reporting data on COVID in schools — the tracker isback up and running for the 2022-23 schoolyear. It provides data on the number of ab-sences at each school due to a positive CO-VID test, as well as the number of absencesdue to illness in general and the absence rate due to illness.A typical absence rate for schools inDurham is five per cent, or between fiveand 10 per cent during months with higherrates of illness. There are limitations to the tracker be-cause it relies on families having access to COVID testing, choosing to test and choos-ing to report the results."It is meant to be a snapshot of the cur-rent COVID-19 situation and absences due to illness in schools and workplaces for theprevious school day," information from the DDSB notes. So far, many schools are reporting zero absences due to a positive COVID test. The most recent data posted to theDDSB tracker shows 95 absences due to apositive COVID test and 1,688 total absenc- es due to illness. The school with the highest number of reported COVID absences is MaxwellHeights Secondary School in Oshawa, with eight. That school also had the high-est number of absences due to illness ingeneral at 48.Trustees voted unanimously in Janu- ary 2022 to "take all reasonable steps" to re-port COVID cases in schools. MUNICIPAL ELECTION Continued from page 1 YOUR NAME MUST BE ON THE VOTERS LIST A judge in Durham Re-gion has declared a manwith a long history of vio-lent offences against wom-en a dangerous offender, sentencing him to a term inprison to be followed by acommunity supervisionorder. Brady Blair will serveeight-and-a-half years inprison and be under su- pervision for 10 years fol-lowing completion of hissentence, Superior Court judge Michelle Fuerstruled. In passing sen- tence, the judge notedBlair's history of violenceagainst intimate partners,including a woman he as-saulted repeatedly priorto his arrest in November2017. "A lengthy penitentiarysentence is required to pro-tect the public from Mr.Blair," Fuerst said in her decision, released in lateJuly."Brady Blair has an alarming history of aggres-sion against others, partic-ularly intimate female partners," the judge said. Blair, 29, pleaded guiltyto several charges relatingto offences against a wom- an, and did not contest theCrown's application tohave him declared a dan-gerous offender. The desig- nation often results in anindeterminate term of in-carceration.The woman involved inBlair's most recent offenc-es was subjected to "hor-rendous" abuse, most of it prompted by Blair's seem-ingly uncontrollable jeal-ousy and anger, Fuerstsaid in her ruling. In granting the dangerousoffender designationFuerst also considered Blair's lengthy criminalrecord, which includescriminal harassment and assault of former girl- friends, sexual interfer-ence involving a 14-year-old girl and multiple phys- ical assaults, including in-cidents in which a girl-friend's father wasassaulted with a hockey stick and assaults on hisown family members.While in custody await-ing sentencing on his latestset of charges, Blair threat-ened to harm a correction-al officer, the ruling also notes."I am satisfied beyond areasonable doubt after con-sidering all the evidence, including future treatmentprospects, that Mr. Blairposes a high likelihood of harmful recidivism andthat his violent/aggressivepattern of conduct is in- tractable, meaning beha- viour that he is unable tosurmount," Fuerst wrotein the ruling. The judge also notedthat an assessment con-cluded it's possible Blaircould be treated for his psy- chological issues: "There isevidence in this case oftreatability that is morethan an expression ofhope," she wrote. "He hassome support in the com-munity which will assist him in re-establishing him-self on his release undersupervision."Blair was given credit for four years of pretrialcustody, leaving him four-and-a-half years to serve in prison before entering acommunity supervisionprogram. Someone will callfrom Oshawa and say 'why are my rates so much high-er than somewhere else?'"said Kelly McKinney, man- ager at McDougall Insur-ance.RATESDOTCA maps out premiums by postalcode and found the averageOntario premium in 2021 went down 3.8 per centfrom 2020. In Oshawa, car insur-ance premiums went up 12.1 per cent from 2020 to2021. In rural Durham, resi-dents of Cannington, Sun-derland, Orono and Port Perry had a 9.5 per cent in-crease. For Whitby, car in-surance rates were up 0.9 per cent.The rest of Durham didsee a decrease. Ajax resi-dents, which have the high- est car insurance premi-ums in Durham (and thesecond highest in all Onta- rio), saw a 1.7 per cent de-crease. Pickering's rates(the second highest in Dur-ham and sixth highest in Ontario) went down 0.1 percent. Most Clarington resi- dents saw significant sav-ings with a 10.9 per cent de-crease in premiums in Courtice, Bowmanvilleand Newcastle. Kendal res-idents had a 7.6 decrease in rates in 2021.Across the province, thedecrease in auto insurancepremiums was caused by- several factors, mostly:• Professionals usingtheir cars less while work-ing from home. • Insurance providersoffering relief measuresthrough lowered rates and rebates.• Fewer new drivers be-hind the wheel because ofbacklogged testing. Overall, Durham resi-dents in rural areas andsmaller municipalities still pay less for car insurancepremiums than people liv-ing in the larger urban ar- eas. The average ratesrange from $1,175 in Kendalto $2,104 in Pickering. "I always want to tie intraffic congestion with in-surance. We tend to findthat when you get into ar- eas for Durham that arebusier, 5 o'clock on Taun-ton Road in Whitby is bru-tal," said Rorie McIntosh, president of McCam Insur-ance. "Areas that have pop-ulation growth and a lot more congestion, there's alot more hit and runs,small fender benders, a lotof more of that happens ... As Durham grows and weget more people in our ar-ea, unfortunately it chang- es the dynamic of driving."McKinney agreed itmakes sense when the cheapest rates of insuranceare those areas that haveless traffic and less cars on the road, which means few-er accidents. Other times,the variation in premiumsdoesn't make sense, he adds, like when someonemoves two blocks away andfinds their insurance costsgo up because they have a new postal code."Some call it postal codediscrimination. The insur- ance companies do have 50years of data they use," saidMcKinneyThe local insurance ex- perts have advice for driv-ers who want to get the bestrate: • When shopping for in-surance find a broker whoworks with a lot of insur-ance companies. "Every insurance com-pany does definitely have adifferent demographic; they have the ideal custom-er. Fortunately not everyinsurance company hasthe exact same picture of the ideal customer. Whichthen means that you havechoice," said McIntosh."Make sure you're with a company that really wantsyou."• When your life chang- es (if you move from an ur-ban area to a rural one, orupgrade your vehicle)check with your broker to make sure your current in-surance company is stillthe best fit. • Consider a new type ofpolicy. —Usage based insur- ance tracks how far youdrive and charges based onkilometres. Most traditional plans assume the driver istravelling 15,000 to 20,000 ki-lometres a year. For peoplewho now work remotely from home, it may be worthfrom home, it may be worthfasking your broker aboutusage based insurance.— Telematic based in- surance is more about set-ting the best rates for gooddrivers. SUMMER 2019 Several senior DDSBstaff are investigated inconnection with allega-tions of workplace harass-ment. The board does notmake this informationpublic. FEBRUARY 2020 DurhamRegion.com confirms DDSB director ofeducation Lisa Millar andformer associate directorof education David Visserwere the subjects of theworkplace harassment in-vestigation. A third senior official, former superin-tendent Silvia Peterson,was also implicated. Visserquietly left the board in fall 2019 and Peterson was placed on leave of absenceduring which she retired.The board declines to re-lease any information on the findings of the investi-gation. In light of the workplace harassment investigationbecoming public, trusteesvote behind closed doors tocontact the Ministry of Ed- ucation to request the"temporary support of anexternal facilitator/advi-sor," to help review and im- prove "practices and pro-cesses." APRIL 2020 The DDSB confirmsMillar has stepped down from her role as director ofeducation in the midst ofcontroversy over work-place bullying. Trustees allegedly meetbehind closed doors to dis-cuss "putting a stop" to an investigation by integritycommissioner SandhyaKohli, who is looking intowhether trustees violated their code of conduct dur-ing the workplace harass-ment investigation involv- ing Millar.Trustees vote behindclosed doors to fire Kohli,who is the board's first ever integrity commissioner.The day before she wasfired, Kohli sent trustees and the board's legal coun-sel an email warning themnot to muzzle her or ob-struct her work. SEPTEMBER 2020 Trustees find trusteeAshley Noble guilty ofbreaching the trustee codeof conduct. The board al- leges Noble is the one whogave Kohli a heads upabout the in camera discus-sion during which trustees allegedly discussed stop-ping Kohli's investigation. OCTOBER 2020 Noble resigns as DDSBtrustee saying recent con- troversy and board deci-sions have impacted hermental health. "For thepast 17 months I have felt overwhelming disappoint-ment in some of the actionsthe board has chosen to take," Noble says in herresignation letter. "I amdeeply concerned with thelack of transparency the board has given the pub-lic." NOVEMBER 2020 Linda Stone is appoint-ed to fill the seat left vacant by Noble's resignation.Stone had previouslyserved as a DDSB trusteefrom 2014 to 2018 before be- ing unseated in the 2018municipal election.
