The project was approved and is a key component of the Region’s long-term waste management plan. Unfortunately, due to the rapid rise in material, shipping and labour costs being experienced in the marketplace, Regional Council has agreed to revisit the short and long-term organics strategy with a staff report to Council in early 2023. Regional staff and Council are committed to a sustainable long-term waste management strategy, finding cost effective and environmentally sustainable methods for the Region’s projected waste management needs. Although the Region may proceed with the project in the future, it has been paused considering current unsettled market conditions—recognizing that waiting for market stabilization may result in a significant benefit financially to the project, should it proceed in the future. While the project is reviewed, the Region will continue to rely on existing processing contracts and will review its short term needs and long-term requirements to ensure waste and organics are processed in a cost effective and environmentally responsible manner. AD remains the preferred solution for Durham Region due to its many benefits, including: • A reduction in greenhouse gas emissions. • Being a source of renewable natural gas. • Ensuring compliance with anticipated regulations banning organic materials from landfill. • Increasing diversion rates. • Deferring the need to expand the Durham York Energy Centre. Gibbons said the totalcapital cost of building above-ground, attack-re-sistant, reinforced con-crete vaults at the Picker- ing, Darlington (in Claring-ton) and Bruce nuclear sta-tions would beapproximately $1 billion. "The good news is OPGhas more than enoughmoney to pay for this better interim waste solutionnow," he said, adding OPGhas more than $11 billion inits nuclear waste fund. Gibbons said the Inter-national Joint Commis-sion's Great Lakes WaterQuality Board is calling for OPG's storage facilities tobe "hardened" and locatedaway from shorelines to prevent them from becom-ing compromised by flood- ing and erosion."OPG's corner-cuttingwaste storage is nowherenear good enough," said OCAA's director AngelaBischoff. "We need properhardened and fail-safe fa- cilities now."Kelly said the nuclearindustry accounts for all ofits byproducts, which are small in volume, safelystored, closely tracked, rig-orously regulated, and well managed. "The storage is fullyfunded," Kelly said.He said OPG has de- cades of experience in safe-ly handling nuclear mate-rials, focusing on minimiz-ing volumes, investing in innovations in sorting andprocessing and emphasiz-ing reducing, reusing and recycling."At the same time, we are working with our in-dustry partners toward asafe permanent solutionfor what remains," he said. Uxbridge resident DougMoffat, the former mayorof Scugog and former Dur- ham East MPP, spent hisearly years living in Picker-ing. He was worried about nuclear waste storage be-fore the plant even opened. "We never should have gone to the nuclear optionuntil we figure this out," hesaid.Unconvinced there's a safe option for nuclearstorage, he does feel theone OCAA recommends isthe best option. OCAA is calling on On-tario Premier Doug Ford toorder OPG to order an al- ternate storage solution."Despite the fact they were privatized, they arestill accountable to the leg-islature," Moffatt said ofOPG. "I'm not sure the currentgovernment has the guts totake it on." After Labour Day,OCAA will send a question-naire to municipal electioncandidates and ask them if they support a safer inter-im storage solution forPickering's nuclear waste."We're hoping that thelocal municipalities likePickering and Ajax willtake the lead," he said. NEWS Continued from page 1 CRITICS HOPE AJAX AND PICKERING SUPPORT SAFER STORAGE An Ajax doctor has hadhis medical licence sus-pended for nine months af- ter being disciplined fornot following public healthguidelines.Dr. Jeffrey Matheson had his licence suspendedby the College of Physi-cians and Surgeons of On- tario for not wearing amask when meeting withpatients, despite being toldby the college he had to wear one."Dr. Matheson ignoredCOVID-19 public health di-rectives about mask wear- ing," a ruling from the col-lege noted.In addition to the li- cence suspension, he alsohad to pay a $6,000 fine tocover the hearing costs.The college's ruling came out on June 14 andthe suspension was effec-tive that day. According to the Col-lege, he had met with a per-son identified as Patient B, and he wore a mask butthen took it off.During her appoint-ment on Aug. 17, 2020, Matheson said a maskwould not help with CO-VID-19, and COVID-19 was a media conspiracy and amoney-making scheme in-volving Bill Gates.During a March 15, 2021 appointment, he saidmasks do not work andhave potentially severe side effects, children can-not contract COVID-19 andshould not be made to wearmasks and COVID-19 tests are being sold to China forDNA sequencing. He told his patient, ateacher, that he recom- mended to parents thatthey send their children toschool without masks and threaten to sue principalsif challenged.Early in the pandemic,Ontario's Chief Medical Of- ficer of Health (CMOH) is-sued a directive that allhealth-care providers had to wear a mask when meet-ing a patient in-person. Pa-tients were also to wear a mask when meeting ahealth-care provider inperson.According to the Col- lege, on Feb. 8, 2021, Mathe-son met with Patient A andhe didn't wear a mask and told the patient she didn'tneed one if she didn't wantto. He only put on his maskwhen the patient asked him to. The patient complainedto the college and when contacted, Matheson saidon March 3 that he wouldcomply with the mask-wearing requirement. According to the Col-lege, during the March 15,2021, appointment with Pa-tient B, Matheson was wearing a mask when hemet the patient in the re-ception area but removed it when they entered the ex-amination room.Joint submissions fromthe college and Matheson's side were presented to theruling panel overseeing thematter. "Dr. Matheson's actionswere disgraceful, disho-nourable and unprofes- sional. The CMOH issuesdirectives like those at is-sue here when there is ormay be an immediate risk to the health of Ontarians.All health care providers,including physicians, are required by law to comply,"the ruling noted."In seeing patients with-out wearing a mask and telling patients they did notneed to do so themselves,Dr. Matheson broke thelaw. He put his patients, thepublic and his staff at riskby not following measuresthat the CMOH had decid- ed were necessary to pro-tect Ontarians from risk,"the ruling stated."Patients and the public look to what physicians doand say during this pan-demic. It is unprecedented in most of our lifetimes,and people may feel uncer-tain about what advice totake. When they see a phy- sician ignoring and contra-dicting public health direc-tives, it has a particular im- pact. Dr. Matheson wilfullyspread misinformationabout COVID -19. He should have been a rolemodel, and he was not," theruling added. Matheson was suspend-ed in April 2021 when thecollege began its investiga-tion. Matheson graduatedfrom the McGill UniversityFaculty of Medicine in 1991 and he operates the Head-ache Migraine and Concus-sion Centre at 555 KingstonRd. in Ajax. This run-in with the col-lege is not the first timeMatheson has been in hotwater.From July 2013 to Octo-ber 2014, four pharmacistsnotified the college about Matheson's prescribing ofopioids to patients. An in-vestigation found Mathe-son wasn't following Cana- dian guidelines in pre-scribing the drugs."Dr. Matheson's pre- scribing of opioids and fail-ure to follow any standardsof care beyond opioidagreements is nothing short of reckless," the col-lege noted.In May 2015, Matheson signed an agreement withthe college to stop prescrib-ing opioids. FOUR INJURED IN ACCIDENT IN PICKERING Despite some direction by council to help alleviateparking problems nearPickering's waterfront, a Nautical Village businessowner says the paid park-ing pilot problem is stillhurting her bottom line. "It's absolutely not get-ting any better," said Mi-chlynn Walton, owner ofGrandDad's Old FashionIce Cream Parlour.In May, the citylaunched a paid waterfront parking program, whichresidents are exempt fromif they register their vehi-cle. Out-of-towners have topay $5 per hour — exceptfor Nautical Village, where it's $2.50 per hour — to parkat the lake. Violators aresubject to tickets."It's about all the busi- nesses," Walton said."Somebody went for a cof-fee and came back to a $75 ticket. They're not comingback."At the June councilmeeting, business owners shared their concerns,claiming clients werechoosing to go elsewhere rather than pay to park.Walton had to let someof her summer employeesgo, including two with spe- cial needs. She makes apoint of hiring specialneeds workers every sum-mer. "This is not only impor-tant to these kids ... but to their parents too," she said.To help ease frustra-tions, council directed staffto allow customers a two- hour grace period, but Wal-ton said it hasn't helped."They're not puttingsigns up," she said.Fiaz Jadoon, director ofeconomic development andstrategic projects at the city, explained advertisingthe grace period throughsignage would likely havebeachgoers parking in Nautical Village and walk-ing to the water, taking theparking spots away from customers.He said it was discussedat the council meeting thatbusinesses should relay the grace-period message totheir clients through theirown communications, but noted staff were going tosend reminders to them."I can appreciate and re-spect the frustration," he said of the business owners'concerns. "This is a pilotparking program. Our No. 1 priority is to help our busi-ness out, but at the sametime we need to find ways tocontrol the parking situa- tion in the Nautical Vil-lage."Business owners who donot live in Pickering are not exempt from the parkingrules.
