Members of the Blackcommunity are slammingarecent move by DurhamCatholic District SchoolBoard trustees to removedefinitions and wordingfrom a new anti-racism policy.The policy approved bytrustees on May 9 removedmany definitions that had originally appeared in thedraft version of the docu-ment including: anti-Black racism, colonialism, whitesupremacy, microaggres-sion, reparation, intersec-tionality and restorative justice. Some trustees andmembers of the public raised concerns that thedefinitions were too reflec-tive of critical race theory.Roxanne Francis, a lo- cal social worker, psycho-therapist and equity con-sultant whose children at- tend a DCDSB school, saysshe is shocked and angeredby the situation. "What is says to me is my children are not safe inyour board," she says. "Ifthey experience racismfrom a student or a teacheror a member of the admin-istration, there is no soundpolicy that protects them." Francis, who wrote acolumn for byblacks.comoutlining her concernswith the amended policy, wants to see more trainingfor trustees and boardstaff. "What we are realizingis that, while organizationsare trying to make thechange, for some it's a change of substance andfor others it's performa-tive. The trustees, and by extension the schoolboard, are really showingwhich camp they're in."Ellinore Grant was con- sidering enrolling herdaughter in kindergartenat the DCDSB for the com- ing school year. She is nowhesitant and consideringthe French Catholic board. "How could you take 'an- ti-black racism' out of ananti-racism policy? As aBlack family, what doesthis say to us when we see that these words have beenremoved from the policy? Itsays 'we don't think your experiences matter.'" shesays. "How can I, as a moth-er, feel confident puttingmy young child in this en- vironment?"Concerns are also beingshared widely on social media. Trustees referred ques-tions about the communi-ty's reaction to board chair Morgan Ste. Marie. "Ultimately, it is our du-ty and vocation to serve the needs of our students, es-pecially those who aremore vulnerable," Ste. Ma-rie said in a statement. "To do this, we need to listencarefully to the voices inour community and thoughtfully discern ourway forward. We are grate-ful for the continued con-versations that we hope will guide the decision-making process and our re-lationship with the com-munity." The board also issued astatement, noting "theDCDSB remains genuine- ly and irrevocably commit-ted to equity, the elimina-tion of all forms of racismand discrimination in the board. Having seen andheard the comments regar-ding the interim policy ... we understand that thishas hurt students, fami-lies, staff and the commu-nity. Knowing that 'when one of us suffers we all suf- fer' (1 Corinthians 12:26-27)—we are sorry to have hurtmembers of our communi- ty and we deeply regretthis."In addition to removingdefinitions, trustees also voted to remove a para-graph from the draft policythat said the board "recog- nizes the presence of bias-es, barriers, and power dy-namics that have histori-cally excluded Black and racialized students andstaff. It is important to ac-knowledge the legacy of co- lonialism and the role ofwhite supremacy in sys-temically embedding rac-ism, and allowing practic- es and approaches rootedin dominant culture to re-inforce the prioritization ofprivileged voices, con- cerns, potentials andachievements over others."At the board's May pol- icy committee meeting,trustees committed to fur-ther reviewing the anti-racism policy in fall 2022.
