The province has im- posed a moratorium thatprevents boards from doingaccommodation reviews,the process used to close or consolidate a school.While school closings can be controversial, theycan be helpful in balancingenrolment pressures.School boards have repeat- edly called for the freeze tobe lifted, so has the OntarioPublic School Boards Asso- ciation."It makes it very diffi-cult for us to plan," AjaxTrustee Donna Edwards said at the DDSB's Juneboard meeting. "How muchmore boundary reviews are we going to be able todo, compared to actuallyreally pushing this, gettingthe ministry to allow us to look at accommodation re-views?"DDSB staff told trusteesthey have asked the Minis-try of Education aboutwhen accommodation re-views will be allowed again and there has been "no fur-ther direction provided."A new DDSB reportnotes the board's total en- rolment will jump by 591students in 2022-23. School- by-school projections showmany will be over capacity this fall, some by a lot.The most dramatic ex-ample is Clara Hughes P.S.in Oshawa, which has a ca- pacity of 490 students andis projecting 913 for fall 2022. "Staff have been watch-ing the population at ClaraHughes quite closely, it hasbeen climbing," says Lisa Bianca, the DDSB's seniormanager of facilities ser-vices, noting two more por- tables will be added for2022-23. "Staff are lookingat options for what can bedone to alleviate the num- ber of students that are go-ing there."There is pressure in north Oshawa too — Ked-ron P.S. has a capacity of262 students and is project-ing 417 for fall 2022, while Northern Dancer P.S. isprojecting 865 students thisfall with capacity for 513.Elsewhere in Durham, E.A. Fairman P.S., an olderschool in Whitby with a ca-pacity of 256 students, is projected to have 365 thisfall."I'm a little bit worriedabout the numbers at Fair- man in particular ... It'squite small," Whitby Trust- ee Niki Lundquist says."An extra hundred kids ina school of that size is notan insignificant thing." There are similar exam-ples throughout the regionin areas where develop- ment is intensifying. On the flip side, thereare DDSB schools project-ed to be significantly under capacity for 2022-23. For example, Dr. Rober-ta Bondar P.S. in Ajax has capacity for 305 studentsand is projected to have 187in the fall, while HillsdaleP.S. in Oshawa has a capac- ity for 233 and is projectedto have 132.G.L. Beginning this May, theCity of Pickering, started charging out-of-town visi-tors $5 per hour — exceptfor Nautical Village, whereit's $2.50 per hour — to park at the lake. Businesses have beenfeeling the pinch and a number of shop, café andstudio owners spoke tocouncil about their con-cerns. Grant, a seasoned musi-cian who "fell in love" withMillennium Square andNautical Village 10 yearsago, said if losing revenueis an issue, he would playand host concerts to help pay for costs such as signs,labour and revitalizationprojects."Whatever money we make, we give it right backto the city," he said. "Why?Because we ask them to just scrap the pilot projectof the parking."In the end, council di- rected staff not to cancel the program, but to estab-lish a two-hour grace peri-od on Liverpool Road and issue passes to Pickeringresidents who do not havealicence.Charles Peralta, owner of barbershop FYF Studio,said the paid parking sys-tem puts his business at a disadvantage over otherswhere patrons don't haveto pay to park."We've had returning clients telling us they willnot be returning becausethey have to pay for park-ing and it's becoming toocostly," he said.Michlynn Walton, own-er of GrandDad's Old Fash- ion Ice Cream Parlour, ac-knowledged Ajax chargesfor parking, but said it's en-tirely different. "There are no smallbusinesses in Ajax (by thelake)," she said. She added Port Perry,which has its downtownnear the waterfront, does not charge for parking. "In a few short weeks,the new parking restric-tions have drastically im- pacted revenue," Waltonsaid in a letter to counciland city staff. "Some of ourbusinesses have seen drops of 75 to 80 per cent insales. We have lost custom-ers due to them receiving $75 tickets. We will not sur-vive if these restrictionscontinue as they are."Walton's had to lay off four summer students, andhiring them is somethingshe's proud of.Thanks to Ward 2 city Coun. Christine Doody-Hamilton's efforts, councildirected staff to establish a system to provide freeparking to Nautical Vil-lage employees who are 25or younger. "They're working forminimum wage," she said."They can't afford to work and pay that parking fee.That's not sustainable. Wehave to support our youth." The new two-hourgrace period, a move intro-duced by Ward 1 city Coun. Maurice Brenner, will beavailable to visitors for thelay-by parking spots in theNautical Village, extend- ing north of Wharf Street,and will include all lay-byparking on Liverpool Road.Also, staff will imple-ment a permit system thatallows Pickering residents who do not own a vehicleor have a driver's licence torequest a free caretaker orguest permit. Brenner had first intro-duced the idea of paidparking to address con- cerns of residents experi-encing problems parkingat Rotary Frenchman'sBay West Park. It was nev- er an intention to impedethe ability of residents whodo not drive or own a car from enjoying their water-front, which has proven tobe an issue, or to create hardships for businesses and customers, he said."Going forward, whatbecame obvious is that one shoe can not fit all and wemust always be flexibleand willing to pivot as is-sues are brought to our at- tention," he said.Ward 1 regional Coun.Kevin Ashe shared the rev- enue that the new parkingrules have already broughtthe city: $60,000 in parkingfees and $116,000 in parking fines. "So it's a concern," hesaid of the parking situa-tion, but added the relief for Liverpool businessesand customers needs to beaddressed in the short- and long-term. She adored her grandchildren Rob Fletcher (Karen Jarvis), Stewart Fletcher, Amanda Fletcher (Adam Thompson), Patrick Pellegrino and Elizabeth Pellegrino and her great-grandchildren Connor and Taylor Fletcher and Isabelle Avery Thompson. Predeceased by her husband Nick Pellegrino and her son Patrick Pellegrino (Karen). Born Evelyn Tomlin, in Toronto, she worked at Bell Canada before raising her sons Robert and John, then worked in several administrative posi- tions in Toronto/Don Mills before retiring to spend more time with family and traveling with Nick. For her final 13 years she lived at Chartwell Pickering City Centre Retire- ment Residence where she was an active participant in their social programming, encouraging others to join the fun whenever there was music or dancing on offer. She was part of their writing club and for years cared for not only her canaries but also the finches in the lobby of the residence.
