"How did they miss us for sixweeks?" asked resident Janet Co- ros, who went from early May to early June without a yard wastecollection at her home. "There's still so many other areas thathaven't had a pick up in weeks.This is becoming a big problem."Brown bags sat at the curb for days and were soaked throughnumerous times in rainstormsand knocked over in high winds, Coros explained. She said her neighbours had to clean up andrebag the yard waste several times over the weeks home-owners waited for collection thatdid not come."People are going out and hav- ing to clean up. It's a safety con-cern," said Coros. The yard waste pickup prob- lems began before the large dere- cho storm hit the region in lateMay. From January - May last year (2021)there were 215 vehicles stolen in the Re-gion," police said. "This year, we have al- ready received reports of 318 thefts of vehi-cles over the same time period." Several major local em-ployers have significantlyexpanded their workforce recruitment recently,which has particularly im-pacted Durham's waste management operations,explained the Waste Man-agement Staff at the Regionof Durham. This is making the local labour shortageharder, as the region'swaste collection contrac-tors compete with localcompanies for qualifiedemployees.There has also been sev- eral staff absent due to CO-VID-19 isolation protocols(still in place based onguidance from the Durham Health Department andthe Ministry of Health).Due to the worker short- ages, waste collection wasimpacted and delayed for many Durham residents. When driver shortageswill cause collection de-lays, the region gives prior- ity to the core services —blue box, green bin andgarbage collections. Priori-tizing those pickups re- sults in delays in leaf andyard waste collection. "Leaf and yard waste material can stay uncol-lected longer than the oth-er materials withouthealth and safety risks," the Region said via email. WHAT SOLUTIONS ARE BEING ATTEMPTED? The region's waste con- tractors are finding avail-able sub-contractors andtransferring in licensed drivers from other south-ern Ontario contracts thatare not as impacted by thecurrent labour shortages. Saturdays and Mondays,which are non-collectiondays, are now being used as catch-up days. "We will continue to lookfor alternatives to collect the yard waste as soon as possi-ble," said Waste staff. WHAT SHOULD RESIDENTSDO? Place all waste at thecurb for collection by 7 a.m.the morning of scheduled collection. If yard waste isnot collected, leave it at thecurb until it is collected.The region will provide regular collection updatesthrough the DurhamWaste app, and through so- cial media and the region'swebsite. Leaf and yard wastebags are made of two layers of reinforced kraft paperand are weather resistant.However with the current collection delays and the frequent rain, the bags maybe falling apart. Collectors have been asked to clean upany broken yard wastebags or debris during pick- up."As the bags — somedouble or triple bagged —were soaked, the yard waste guys had bags fallingapart and had to shovel thedebris into the truck. Theydid this for halfway around the site and then stopped.There were wet leaves,branches, etc., blocking the drains and some in themiddle of the road wherecars have to pass through,"Janine Wallace-Rivard, the property manager of aCourtice townhouse com-plex, said via email. "We have no guarantee that thiswill not happen next time." WHEN IS YARD WASTECOLLECTION EXPECTED TORETURN TO NORMAL? The delays could contin-ue until the end of 2022 asthe region deals with the pandemic and the ongoinglabour shortages. "We apologize to resi-dents for being behind in collections," the Regionadded. Black communitieshave been an importantpart of Durham Region for some time. Archives showthat in 1851, a small, butthriving Black community had settled in what is nowknown as Oshawa. The latest Canadian census has noted that morethan 51,000 Black people are living in Durham Re-gion (about eight per centof the population). In fact, the Town of Ajax has thehighest Black populationpercentage of any majorCanadian city. We are proud of the con-tributions these individu-als have made, helping toshape the Durham Regionof today. LIMITED-TIMEOFFER! 52%OFF SPRING BONUSGIFT After realizing the de-cades-old practice of charg-ing users for overdue books was only creatingbarriers, the PickeringPublic Library dropped both historical and futurefees.Ajax, Clarington andScugog are among the group of libraries that havealready joined the growingmovement of dropping latefees. This new policy ismeant to help make libraryservices more inclusiveand welcoming to all. In ad- dition to permanently end-ing late fees, the library hasforgiven all historical fineson library accounts. "We are closing thechapter on late fees and want to welcome back any-one who has not used their Picking Public Library re-cently," says library CEOJackie Flowers. "Stop byany library location and staff will be happy to getyou a new library card soyou can start using your li- brary."In a response to the CO-VID-19 pandemic, the li-brary temporarily sus- pended charging late feesin March 2020. This provid-ed them with a trial run forpermanently ending the collection of late fees. Research found theamounts charged for over- due books were not steepenough to cause financialhardship for the average li-brary user. But for individuals liv-ing on a fixed income or with financial vulnerabili-ties, the charges created barriers to accessing the li-brary when they were un-able to pay. Often the peo-ple who need the library most cannot afford to paylate fees. Flowers says staff have reviewed data from the lastthree years to see if latefees affected whether peo-ple returned their items on time. "We compared the da-ta from 2019 when wecharged fees, with datafrom the two years of the pandemic when we didn'tcharge fees," she says. "Itwas fascinating to see that more items were returnedon time when we stoppedcharging late fees!"Overdue fees are only charged on physical itemsborrowed; digital items such as ebooks and e-au- diobooks are automatical-ly returned on their duedate. As a result of the in- creasing use of digital col-lections, Pickering PublicLibrary saw a 40 per centreduction in late fees col- lected from 2015 to 2019.In 2019, late fees collect- ed from overdue items re- presented less than one percent of the annual budget.Library clients are still responsible for returningtheir items on time; the li-brary will continue tocharge replacement costs for lost or damaged items.Clients, who keep library items well past their due date, will be charged a re-placement or lost itemamount on their account. January 7, 1941 - May 26, 2022 ------------------ In the early afternoon of Thursday, May 26, 2022, Arne Linquist of Ajax, ON, passed away at the age of 81. Raised on a farm in Bruce Mines, Ontario, Arne was a kind-hearted, generous soul who always greeted you with a smile and a crushing handshake. He could (and would) quote Shakespeare and Dr. Seuss with equal accuracy and enthusiasm. A dedicated family man, loyal friend and neighbor, he was a Toronto Police Officer who served and protected his community for 28 years. He made a profound impact on the lives of all who knew him and even quite literally saved a few lives. He is loved and missed dearly by his wife Jacklyn, whom he was married to for 57 incredible years. Together they raised 2 beautiful daughters, Kerry and Lori, and he was a proud Grandpa to Mikaela, Meaghan and Nolan. He looked forward every year to returning to Northern Ontario to camp, fish, and spend time with his parents, younger brother Victor and older sisters Miriam and Eila and their family's to which he was a cousin, uncle and great-uncle to so many. He enjoyed time on the golf course, camping all over North America, traveling to Florida and on cruise ships all around the world. He also spent a significant amount of time in the Muskoka's with Jacklyn's side of the family where he will be laid to rest in August in a private ceremony. "Don't cry because it's over.
