DURHAMREGION.COM/EVENTSEvery candidate running inthe provincial election in Dur- ham should work to understandthe region's health-care challeng-es, says Regional Chair John Henry. Henry said massive growth in the area, with the population ex-pected to double by 2051, meansthat health-care services mustcontinue to grow. "When you double your popula-tion, you need to think about theinfrastructure that is needed to meet that increase in population and that's health care, long-term care, there's a number of movingpieces that have to be addressed."A good news story for Durhamwas the rapid 13-month construc- tion of a new long-term-carehome in Ajax, adjacent to theAjax-Pickering hospital, that added 320 beds to a region with some of the longest long-term- care wait-lists in Ontario."I was very proud to be there, and from start to finish, it wasabout 18 month. Jane Pfeil photo The Pickering Panthersare the North-West Confer- ence Champions and nowplaying for the BucklandCup and the Ontario Ju- nior Hockey League title. The last time the Pan-thers battled for the leaguechampionship was in 1985, when the team played inthe Metro Junior B HockeyLeague. The Panthers knockedoff the Milton Menace inthree straight games, win-ning the third game 7-2 on Wednesday, April 27.Coach and GeneralManager Rob Pearson said, "We got ourselves a win, which is nice.""They actually came out and played very physical, very fast. They had a great game plan and they endedup getting up on us 2-0. Wewere really back on our heels and maybe quite notready for that first period. They outplayed us," Pear-son said. "Then we stuck to it. Gotback to our game plan, gotour legs going and we pushed back in the secondperiod and end up tying at2-2. Then we took it over inthe third," he noted. The league finals wasset to start on Monday, May2 and it's a best-of-seven se- ries. The Toronto Junior Ca-nadiens led the Cobourg Cougars 2-1 in the other con-ference final, heading into Game 4 Friday in Cobourg.Pearson doesn't have apreference on which team his will play."I think both are qualityteams and they're evenlymatched, so either one would be evenly matched. It's going to be a good fi-nals, a good grind, so, no, I don't really have a prefer-ence," he said.Going into the league fi-nals, the Panthers have yet to lose a game in the play-offs.The first two rounds were best-of-three, and theconference finals best-of-five. "We've got a team ofgood veterans that can play the game," Pearson said."They can play fast. Theycan play many styles of games that have been help-ing us. The last two serieshave been fairly physicaland just heavy and rough, but they've been great.""We had a good teamfrom the get-go. We have a great goalie in Zach Roy and(Andrew) Ballantyne, sowe've been very fortunatethere. (Roy) came from the OHL, from Hamilton, to fin-ish his junior career out. Tohave a big backstopper like that is fantastic for us. Itgives us confidence," Pear-son noted. In the lineup, there's vet-eran players, he said. "Starting with (Mat-thew) Altomare, who's a lo-cal boy, Pickering local boywho's been with the team for a long time, and (Bren-dan) Tomilson, who camefrom the Q (Quebec Major Junior Hockey League)and is a Lindsay boy. Theykind of run the back end forus quite well," he said. The team has four solidlines with good depth,Pearson said. Pearson was also namedOJHL Coach of the Year, while Tomilson was namedDefenceman of the Year. "It's a great honour, ob-viously with 22 teams, some quality teams and coaches out there. I'm veryhonoured to have been se-lected," Pearson said. As for Tomilson, Pear-son said, "He's been a huge factor for us. He came inright from the get-go. Wemade a trade (with Lind-say) once he was released from the Quebec league ...and he came in as leader. He's never looked back. He's a guy that works hardin practice and in gamesand he really pushed him-self. He didn't come down, sometimes you get playerswho come down a level andkind of give up. He is just pushing forward and show-ing he's a true leader andhe's well deserving of win-ning that award." HERE ARE SOME HIGHLIGHTS • Council approved anew committee of adjust-ment (COA) decisions poli-cy, after a number of resi- dents were concerned thatthe City of Pickering is notdefending decisions made by the committee, whichdeals mostly with mattersof minor variance. Afterthe COA makes a decision, applicants have an optionto challenge it at the Onta-rio Land Tribunal (OLT). When Ward 1 city Coun.Maurice Brenner asked di-rector of city developmentKyle Bentley how many of those challenges have been defended by staff in thepast three years, he saidnone. The city's director of corporate services and citysolicitor, Paul Bigioni, saidthe policy ensures the COA chair is given notice to anyappeals being made to a de-cision by the committee, and enables the chief plan- ner or a member of councilto call for a special in-cam-era meeting to bring an ap- peal of any decision infront of council for consid-eration. Later in the meeting, Brenner introduced a mo-tion to abolish the commit-tee, considering its deci-sions were not being de- fended by the city at theOLT anyway. However, council felt that overall the COA is ef-fective and decided it willremain.• Council approved a proposal submitted by SGLPlanning and Design Inc. to undertake the NortheastPickering CommunityPlan, at a cost of $628,577.The plan will establish the planning frameworkfor the development of anew urban area in north- east Pickering. The work isbeing undertaken in an ef-fort to support the city's re-quest that these lands be included in a "settlementarea expansion" through the region's comprehen-sive review of its officialplan.Seventy-one per cent of the funding is set to comefrom the North East Pick-ering Landowners Group, and 29 per cent from devel-opment charges.• Regarding the Regionof Durham's land needs as- sessment - which will de-cide how much land is needed to accommodate fu-ture growth - council rec-ommended a modified Sce-nario 2, of the five different options the region is con-sidering."I believe that the modi- fied Scenario 2 is out ofstep," Brenner said. "I feelthat we are out of step withother municipalities across Ontario when itcomes to the environmentas it relates to this particu- lar item."Ward 3 regional coun.David Pickles noted staff'srecommendations were a blend of Scenarios 2 and 3,as follows: 40 to 45 per centmedium-density units; 20to 25 high density; and 35 to 40 per cent low density. The next day, the regionreleased its own staff's com- ments, which recommendScenario 4: 28 per cent low-density units; 28 per centmedium density; and 41 per cent high density.• In an effort to support more affordable housing in Pickering, council ap-proved a motion directingstaff to implement a quar- terly reporting mechanismfor the tracking of afford-able housing options with-in Pickering. The motion, presented by Brenner, alsoasks staff to develop a list ofall existing, approved and/ or pending private rentalapartment buildings.• Council approved amotion by Pickles asking the province to reconsiderthe designation of a formergravel pit in Whitevale, which has become a natu-ralized space, as either"Hamlet Heritage OpenSpace System" or "Natural Heritage System." It's cur-rently up for sale and couldbe developed as part ofSeaton. Council also asked that an additional trailhead, with parking, for theSeaton Hiking Trail, be es- tablished on these lands.Mayor Dave Ryan hadsent a letter to the Ministerof Government and Con- sumer Services with thisrequest in the past. Durham's median homeprices have skyrocketed inthe past year and the real estate industry is predict-ing continued, but slightlymore moderate, growth.Released on April 19, the Royal LePage HousePrice Survey found theprice of a home increased 25 per cent year-over-yearin Canada in the firstquarter of 2022.The aggregate price of a home in the GTA was 27.7per cent, bringing the me-dian price to $1.27 millionin the first quarter. That'sthe highest year-over-yeargain since Royal LePagebegan tracking aggregate prices.Broken down by hous-ing type, the median priceof a single-detached house was up 29.7 per cent in theGTA in the first quarter, clocking in at almost $1.59 million, and the medianprice of condos was up 21.7per cent to $764,200.Although homes in Dur- ham's largest communitiesremain lower than GTAaverages, prices are rising faster than in the GTAoverall. PICKERING Pickering had the high-est median price for single- family homes in Durhamcommunities at nearly$1.57 million in the firstquarter. That's a 29.2 per cent increase from $1.2 mil-lion at the same time in2021. At the time, Pickeringwas the only Durham com- munity with median pricesabove $1 million for single- family homes. Ajax, Whit-by and Oshawa have all hit that benchmark. The medi-an price for condos in Pick-ering was $$656,900, up 30.6 per cent. The aggregateprice increase on all homessat at 25.4 per cent in Pick-ering. AJAX The median price of a single detached home inAjax jumped to just shy of $1.35 million in the firstquarter. That's a 36.2 per cent increase over thesame period in 2021, whenit was $990,000. Royal LeP- age did not list aggregateprices for condos, but themedian price of all homessold in Ajax was $1.2 mil- lion, up 32 per cent. WHITBY The aggregate price ofsingle-family homes in Whitby rose 43.1 per cent —the biggest jump amongDurham's large lakeshoremunicipalities — hitting a median of $1.38 million inearly 2022. That was upfrom $965,500 in the first quarter of 2021. At $736,200,the median price of condosrose 29.7 per cent and over-all the median price of all homes in Whitby was up34.2 per cent in the pastyear. OSHAWA Durham's largest city saw the median price of asingle-family home top-ping $1 million, sitting at$1.08 million in the first quarter, up 33.3 per centfrom the previous year.Condos in Oshawa were the most affordable optionin Durham, with a medianprice of $543,700, but thatfigure was up 27.3 per cent. Overall the median price ofhomes in Oshawa rose 29.4per cent and sat at $993,400. WHAT'S NEXT? Royal LePage is predict- ing more moderate growthat the end of the year in theGTA and forecasts a 16.5per cent increase in medi- an prices of all homes inthe fourth quarter.CEO Phil Soper said his company had predicted astrong first half to 2022 andmoderating prices later inthe year. "Call it buyer fatigue oreasing demand, these peri-ods of uncomfortably high home price appreciation dorun their course," he said."We are seeing the firstsigns of moderation in some regions, as more in-ventory is becoming avail-able and competition easesslightly.""The first quarter ofthe year was so strong, however, that we are bumping up our 2022 out-look. And, home priceswill continue to climb inthe months ahead as a re- sult of our relentless lowsupply-high demand im-balance." Royal LePage does notexpect Ontario's new hous-ing policies to impact themarket significantly. Regarding a temporarytwo-year ban on foreignbuyers, Royal LePage does not anticipate the policywill provide material reliefto potential homebuyers,as this group does not make up a significant por-tion of homeowners inCanada. In addition, recre- ational properties are ex-empt from the ban. Vegetation on railway right-of-way, if left uncontrolled, can contribute to trackside fires and impair proper inspection of track infrastructure. The spray program is not being done for aesthetic reasons. For safe railway operations, CN will conduct its annual spray program on its rail lines in the province of Ontario. A certified professional will be applying herbicides on and around the railway tracks (primarily along the 16 - 24 feet graveled area/ballast). All product requirements for setbacks in the vicinity of dwellings, aquatic environments and municipal water supplies will be met. CN may use the following herbicides and active ingredients: VP480 (Dow), Esplanade (Bayer), Detail (BASF), Arsenal Powerline (BASF), Navius Flex (Bayer), Gateway (Corteva), Hasten NT (Norac), VisionMax (Bayer) using Glyphosate (480g/L or 540g/L), Indaziflam (200 g/L), Saflufenacil (29.74%), Imazapyr isopropylamine (26.7%), Metsulfuron-methyl (12.6%), Aminocyclopyrachlor (39.5%), Paraffinic Oil (586 g/L), Alkoxylated alcohol non-ionic surfactants (242 g/L), Methyl and Ethyl oleate (esterified vegetable oil) 75.20% CN only uses herbicides that have been approved for use in Canada and in the Province within which they are applied. The program is expected to take place from May to October 2022. Visit www.cn.ca/vegetation to see the list of cities as well as the updated schedule. The issue was heardacross Ontario among the nearly 400 community leaders participating, andto address the growingneed, Torstar is launching a special program to pro-vide local charities andnon-profits with $2,022,000in free advertising in the next calendar year."This is a massive un-dertaking and commit-ment for us, but we heardfrom every advisory coun-cil the challenge that small-and medium-size charities have in reaching the peoplewho need their services. We're hoping to helpchange that," Jordan Bi- tove, co-owner of Torstarand publisher of the Toron- to Star, shared in a newslet- ter to community advisorymembers. The program will assist Ontario charities and non-profits through the provi-sion of $2.022 million in freeTorstar advertising in 2022 to help communities ad-dress issues that surfacedthrough Torstar's networkof Community AdvisoryCouncils.Readers of Metrolandpublications in Durham Region can keep an eye onlocal advertising in yourcommunity paper promot-ing this initiative and are encouraged to apply bysending an email to Tor- starGivesBack@tor-star.com, indicating inwhich newspaper(s) they would like promotion.Applications will be re-viewed, and once a selectedorganization has been ap- proved, they will be allot-ted a nominal budget andwill work directly with a lo-cal advertising department to book ads. This is an ex-citing program that weknow will make a differ- ence in our communities. Robyn Wilkinson is themanaging editor of Tor- star Community Brands inWaterloo, Cambridge, Guelph and New Hamburgand a member of the Tor-star Community Brandstrust committee.
