"We're really excited that fam-ilies are finally getting that breakthat they need for child care,"said Sheila Olan-MacLean, CEO at Compass Early Learning andCare, which has child-care cen-tres in Durham Region. "While there have been many signs ofoptimism and progress, the latest data sug-gests that we are in yet another wave of the COVID-19 pandemic, as cases begin to riseonce more," Henry said in a statement."Although it is not mandated by the Pro-vincial government, and while I respect your right to choose, I, along with the Dur-ham Region Health Department, stronglyencourage you to wear masks in shared in- door spaces. Regardless of mask require-ments in the setting you are in, wearing amask is an additional public health mea-sure that may prevent the spread of CO- VID-19 within the community — protect-ing you, your loved ones, and our most vul-nerable residents," he added.The province removed mandatory masking in indoor spaces on Monday,March 14. However, since then, COVIDcases have been rising, as have hospitaliza- tions.On Tuesday, April14, Dr. Theresa Tam,Canada's chief public health officer, ad-vised people to continue wearing a mask, regardless of guidelines. The minimum wagewould rise $1 an hour everyyear until reaching a cap of $25."I certainly think thestarting wage should be$25," she said. She feels the ceilingshould be $35."We're losing staff likecrazy because the wagesare just not enough to liveon," she said.She noted the govern- ment funds early child edu-cators in the education sys-tem and they start at $30 anhour. Adele Chatten photo A new partnership isgiving future teachers a chance to learn about theneeds of Durham studentsat schools in low-income ar- eas.Ontario Tech Universityand the Durham DistrictSchool Board (DDSB) have teamed up to offer studentsin the university's Bachelorof Education program thechance to complete a "prior-ity schools certificate" fo-cusing on the unique needsof schools in low-income ar- eas."Data in Ontario andmore broadly in NorthAmerica ... clearly demon- strates that students inschools in low-incomesneighbourhoods are under- served," says DDSB Super-intendent Jack Nigro. The new program sees teacher candidates spend time in DDSB "priorityschools" and receive train-ing on topics such as Indige-nous education, classism and how race and povertyrelate to education. Sue Simeon, an instruc- tor at Ontario Tech, saysthe new program allows fu-ture teachers to "take a re-ally close look at the barri- ers students that studentsin priority schools face ontheir educational journey."This is the first year forthe certificate program,which started with 20 Onta-rio Tech students and eight DDSB schools."It's a unique opportuni-ty that has not only benefit-ed the teacher candidates, but also our staff and schoolcommunity," says Jona-than Ross, principal at Vil- lage Union P.S. whereteacher candidates shad-owed staff at recess, lead guided reading groups in classrooms and learnedhow to facilitate literacy in-tervention programs.Teacher candidate Sa- rah Lyon has a backgroundworking with low-incomeand high-needs children in a summer camp programand says she is "so grateful"for the opportunity to learnabout their needs in a class- room setting.Lyon recently did aplacement in a Grade 6class in Pickering and spent time with a student whowas struggling academical-ly and with behaviour. Michelle Grant is anoth- er student in the Bachelor of Education program atOntario Tech — she has 10years of experience as an education assistant withthe DDSB and is aiming toreturn to the board as ateacher. In her placement withGrade 4 students, Grantconnected with a child who often missed school andwas struggling academical-ly and socially. Building trust over time allowed her to make a con-nection."What I learned in this placement is that yes, wehave a curriculum stan-dard that I was expected toteach. But I needed to meet some of the students' needsfirst, develop a relationshipand then provide different ways to be successful inmeeting the curriculum,"Grant says. "Immigration is occur-ring and it's going to in-crease because of world sit-uations," Ryan said. "Where do you think peo-ple are going to come?They're going to come tothe GTA."The rest of the GTA isbuilt out, he said, and noteverybody wants to live in a condo building."We've always said it'sDurham's time, it's Picker-ing's time," Ryan said. ThisregulationlaysouttermsbywhichOntario’sentireBlueBoxrecyclingprogramwillbeoverhauled over the next few years and transitioned to full extended producer responsibility (EPR). This transition will be phased in between July 1, 2023, and December 31, 2025. Durham Region’s Blue Box Program will transition on July 1, 2024. Currently, municipalities and producers of the products and packaging recycled in the Blue Box split the costs of the Blue Box program 50/50 and municipalities are responsible for delivering these services to residents. The new regulation makes producers of designated products and packaging recycledintheBlueBoxfullyresponsibleforoperatingandfinancingtheBlueBoxprogram,including providing collection services, managing Blue Box materials, and achieving diversion targets to improve diversion, address plastic waste and recover resources for use in a circular economy. The intended outcome is to make producers responsible for the managing of the end of life for both their products and their packaging and while meeting specific diversion targets, they will make more conscious decisions about the materials used. This should result in less problematic recyclables in our Blue Box stream. To meet these targets, Producers can consider reuse, recycling, composting or anaerobic digestion, use of materials as aggregate (e.g. road building – limited to a certain percentage). Landfilling, landfill cover, incineration and energy from waste will not count towards achieving diversion targets. Producer Responsibility Organizations (PROs) are being established to organize what the new system will look like and to operate the new program on behalf of producers. The next steps in the development of the new program includes PROs finalizing the details about how they will be collecting recyclables, what containers may be used (Blue Boxes, carts or other), how materials may be processed and who will be doing the collecting. The new Blue Box program will include all single-family residences and multi-residential buildings, schools, not-for-profit long-term care and retirement homes and municipal public spaces/parks currently receiving municipal garbage collection as part of the initial transition. In 2026 and beyond, non-serviced multi-residential buildings, schools, long-term care homes can request to be added to the Blue Box program. Durham Region’s goals are to ensure that the transition of the Region’s Blue Box program to EPR is as seamless and as beneficial as possible. Regional and Municipal governments have been advocating for more producer responsibility in the disposal of the products they produce for more than a decade in an effort to increase provincial diversion rates and to support a circular economy.
