According to data fromRATESDOTCA, Ajax hadthe second highest auto in-surance rates in Ontario in 2021, while Pickering wassixth, Oshawa eighth andWhitby ninth. Auto insurance premi-ums in Ajax totalled $2,104,which is a 1.7 per cent de-crease over 2020. In Pickering, the premi-ums were $1,959, a drop of0.1 per cent from 2020.The Oshawa premiumwas $1,833, a 12.1 per cent in-crease, while the Whitbypremium was $1,792, a 0.9 per cent increase.Vaughan had the high-est premiums at $2,179.Others in the top 10 were Richmond Hill, Brampton,Mississauga, Toronto and Nobleton, Schomberg, Or-angeville and King City. The average Ontario es- timated auto insurancepremium in 2021 was $1,555,a 3.8-per cent decreasefrom 2020, when the aver- age was $1,616.The cheapest rates werein the Cornwall, Elizabeth- town, Amherstview, Gana-noque, Martintown, Iro-quois, Brockville andKingston areas, at $1,132. In a statement, TanishaKishan, a RATESDOTCAexpert and chartered in-surance professional, said, "In insurance, the losses ofthe few are absorbed by the many."Over the past twoyears, many Ontarians have been driving muchless than they used to, dueto pandemic-induced life-style changes such as re- mote work. There has beena corresponding drop in ac-cidents and claims, which means fewer losses to beabsorbed. This could con-tribute to the continued de-crease in premiums we are seeing now. But it won't lastforever. When Ontariansbegin driving more, it islikely we could see a corre- sponding rise in rates,"Kishan added. OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM LETTERS & COMMENTARY We're a water planet, all right. And on this time of year, in Canada, an icy one.Sure, we all have water pumping inside our hot bodies — us, birds, squir- rels, cottontails and deer. We wouldn't be here, or alive, without it. But the "solid" phase of this myste-rious life-giving element comes into its own now in winter, and we can appreci- ate water in a whole new way as a thing of wonder and delight. Dripping icicles. Six-sided crystals fall from the sky, each one unique. Pris- tine blankets cover yards and roadsides. Whiteslopes call out for skis, snowboards, crazy carpets, and glassy ponds to be skat-ed on. Driving these days might not be fun, but you've got to admit winteris beautiful. I fell in love with Jack Frost again, that first deeptemperature plunge in ear- ly January. When I woke up in the morning, to find half the windows sculpted withsilver ferns and flowers that turned to gold when the rising sun touched them. It transported me straight back to my child- hood when winter morn- ings always produced suchwonders, ephemeral lace as fancy as the runners and doilies my grandmother crocheted. And little kids had time to stop and be amazed at this "fairyland." I felt thatsame thrill as I ran around the house, trying to cap- ture some of the crystalline artwork with my cellphone— having recently figured out how to use the camera. I say only "half" the win-dows, as the double-glazed ones in the sunroom stay clear and frost-free. This makes me feel a bit sorryfor folks living in modern residential areas, behind well-sealed, energy-effi-cient glass that never sees frost. Why should I be so lucky to live in a century-old winterized cottage with panes so antique some are wavy? Humans made glass beads and amulets in Meso- potamia 3,500 years ago, and Egyptians were blow-ing glass long centuries be- fore Venetians did. Still, we've been looking through frost-painted glass win- dows for a mere blink in history. Maybe Jack Frost, the artist, will become ob-solete after featuring prom- inently in northern climes and cultures since the 17th century when clear win-dow glass started replacing oiled paper and animal horn even in commoners'homes. And now, being clever inventors faced with a dire need for energy conserva-tion, we're making thermal panes that water vapour doesn't collect on and freeze. Good for global warming, yes indeed! Not so great for guileless souls like me who love surprises.Nature queries: mcar- ney1490@gmail.com or 905- 725-2116. Metroland columnistMargaret Carney finds so much to discover and mar-vel at exploring the greatoutdoors. FROST ON WINDOW BRINGS BACK MEMORIES MARGARET CARNEYRECALLS 'WHENWINTER MORNINGSALWAYS PRODUCEDSUCH WONDERS' MARGARET CARNEY Column Margaret Carney encountered this "surprise" one morning, frost on one of the old windows at her "century-old winterized cottage, with panes so antique some are wavy." It took her back to her childhood and served as a reminder: sure, we don't like driving in poor weather and having to shovel snow but, as Carney notes, "you've got to admit winter is beautiful." Margaret Carney photo FROSTY MORNING DON'T INSTITUTIONALIZE OLDER ADULTS To the editor: Minister of Long TermCare and Ajax MPP RodPhillips (he plans to resign his seat in February) isbringing 636 new institu-tional long-term-care bedsand 100 additional up- graded beds to Ajax, cour-tesy of Ontario taxpayers. This will result in the in- stitutionalization of hun-dreds more older adultsand people with disabili-ties. He seems proud of this— a feeling not shared bythose slated to be institu- tionalized. Seniors have said re-peatedly they want to agein their own homes and communities, not in long-term-care facilities, espe-cially after thousands diedthere in the pandemic. The only iron ringaround long-term care sofar has been an iron ring around the LTC corpora- tions, many of which arebenefiting financially through bed expansions inDurham region and acrossOntario. Examples include Or-chard Villa in Pickeringand Schlegel Villages at St.Clair in Windsor, where dozens died. Nevertheless, a Schle-gel facility is proposed for Ajax, and Orchard Villawants to expand in Picker-ing over protests from localresidents. And where are the stafffor all these new beds tocome from? Personal support work- ers have left the long-term-care institutional sector indroves. Why are alternativesnot being considered?Pay the $200 per personper day to caregivers in- stead of long-term-carecorporations. For $200 a day, families could purchase sevenhours of care per day forloved ones and pay staff more than the institutionscurrently pay, and have one-to-one staffing. Partner with the regionand municipalities to cre- ate small community resi-dences for people with de-mentia in each community.Create real homes where people from different cul-tural groups can eat famil-iar foods and speak their own language, not to men-tion be given personalized, not assembly-line care. Why are seniors and people with disabilitiesstill the only ones being in-stitutionalized besidesprisoners? Why uproot people to receive care in-stead of bringing care tothem? Ontario needs to do better! Do you know someone between the ages of 6 - 17 who is making a difference within their community? Nominate them for an ONTARIO JUNIOR CITIZEN AWARD DEADLINE IS FEBRUARY 11, 202240TH ANNIVERSARY Brought to you by Nomination forms are available from this newspaper, and at www.ocna.org/juniorcitizen. Email jr.citizen@ocna.org for more information.NOMINATIONS WANTED You might expect kids tobe reluctant to walkthrough the doors of aschool on a Saturday — but that's not the case for thoseattending a new Afrocen-tric Heritage Program in Durham. The Durham Black Edu-cators' Network (DBEN)launched the program at the end of October with a fo-cus on "enriching and af-firming Black identitiesthrough authentic learn-ing."It runs Saturdays from10 a.m. to 1 p.m. at Viola Des- mond P.S. in Ajax and in-cludes everything fromdrumming and painting tolessons on Black history and community building. About 90 students inkindergarten to Grade 8 at- tend on a regular basis, andthere is a growing wait list— affirmation that a pro-gram like this was long- awaited by the community. "Parents that have affili-ated with Durham Black Educators Network haveoften asked for mentorshipor for ongoing program-ming that they feel would help to boost student's well-being," says DBEN chairCheryl Rock. She notes that the pro-gram is also a "direct re-sponse" to action items list- ed in the Durham DistrictSchool Board's Compendi-um of Action for Black Stu-dent Success. "When they walk insidethis building ... they havethat sense of belonging. They feel welcome, theyfeel valued, their voices areheard," says Michel Jack-son-Stewart, acting vice- principal at Viola DesmondP.S. and lead for the Afro-centric Heritage Program. She notes students areoften greeted with inspir-ing quotes. A favourite is, "Iam my ancestor's wildest dreams — and still we rise."Last year, the DurhamDistrict School Board re- leased a report that ana-lyzed data from the 2019 stu-dent census. It showed an achievement gap for Blackstudents, which experts sayis influenced by systemicracism, implicit bias and gaps in expectation forBlack students. For those who don't see themselves reflected in thecurriculum or in their spe-cific school setting, a pro-gram that "centres their identity" can be powerful,Rock says."Students are able to be instructed and ... mentoredby people who look likethem. It does make a differ-ence." The Afrocentric Heri-tage Program runs untilJune, and organizers are planning for it to be an an-nual offering. Visit dbe-n.org for more information. Winner of the Diamond award for Best Hygienist in Pickering/Ajax 2020 and 2021 er alert, the Ajax Librarywelcomes members of thehomeless community, overnight, at its main branch, where it turns intoan overnight warming cen-tre from 7 p.m. until 9:30 a.m. the next day."We are not providingfood or bedding, but we areproviding a warm and safe space for people to literallyweather the storm," Vais-ler said. When the centre openedon Jan. 10, there was onevisitor; now, there nine to12 unique visitors each night that it's open. The Ajax Library, where the large room usedfor this purpose is directly accessible from the street,is ideal for an overnight warming centre. Picker-ing's is not. The Pickering CentralLibrary, as well as theGeorge Ashe Library, areavailable during cold alerts, but the doors closeat night — so does theChestnut Hill Develop- ments Recreation Com-plex, which also acts as awarming centre. But the organizer of a weekly meet-up for home-less people in Pickering,Darlene Walker, is gratefulfor Pickering's central branch, where a groupgathers every Wednesday."The library has been very accommodating withus," she said. Walker said there arecurrently eight or nine lo- cal people who are home-less. One person lives in their car by the lake. She started helping homeless people at the ga-zebo at Esplanade Park inthe summer of 2020, pro-viding snacks, non-perish- able goods, clothing, butmostly, a social connec-tion. "I always from the be-ginning wanted it to be asafe place for them to comeand forget about their wor- ries," Walker said. "I al-ways say it's like grand-ma's table."Pickering's chief admin- istrative officer/directorof public libraries JackieFlowers said councillors got in touch with her in fall2020, concerned the groupcould face problems meet-ing in the cold. "That's when we madethe connection to step in and provide the space tothe group so they can con- tinue to meet over the win-ter months," she said.Even as the library hasbeen shut down due to ev- er-changing COVID-19 re-strictions, the group is stillhappy to meet outside us- ing the chairs and tablesprovided by the library."We've done as much aswe could during the pan- demic to continue to offerspace," Flowers said.Pickering Ward 1 cityCoun. Maurice Brenner applauds the Pickering li-brary, pointing out "they'renot doing it because they have to."Brenner has been work-ing to find an overnightwarming location in Pick- ering, and has confirmedan emergency overnight centre at the Eastshore Community Centre willsoon open its doors. He said the region has agreed to support the pilotproject, which includessupplying cots as well atrained team to support homeless people."A temporary after-hours warming centre is not the solution to home-lessness, nor does it solvethe crisis of a lack of transi-tional housing that exists," Brenner said. "What isdoes do, however, is pro-vide a badly needed after- hours warming centre forthose who are on ourstreets to ensure they donot fall between the cracks."Erin Valant, Durham'smanager of affordablehousing and homeless- ness, noted when a coldweather alert is called, allhomeless shelters are able to expand their capacity, whether it's by providingmats, cots or hotel accom-modations. The region rolled out anew street outreach strate- gy at the end of December. Workers, as well as stafffrom other organizations, such as Carea Community Health Centre, often at-tend the warming centresto provide support.Valant said the region is looking for long-termhousing solutions to ad-dress homelessness. "We don't want to justmanage the symptoms ofhomelessness," she said."We want to have things in place to end homelessnessin the community, or we'lljust be spinning ourwheels."Walker is grateful forthe community's generosi-ty.
