Metrolinx, in collaboration with Durham Region and City of Toronto, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Durham-Scarborough Bus Rapid Transit Project. THE PROJECT The Durham-Scarborough Bus Rapid Transit corridor is a proposed transportation corridor connecting people through Durham Region and Scarborough. With rapid growth in the past decade and an expectation for this growth to continue in the future, demand for travel along the corridor will continue to increase and a higher capacity form of transit will link communities and employment on both sides of the Toronto-Durham boundary. An Initial Business Case was completed in Spring 2018 to define the corridor and identify initial project costs, benefits and direction. Metrolinx is committed to continued community engagement on this project and is now studying the potential environmental impacts and proposed mitigation measures for the Durham-Scarborough Bus Rapid Transit corridor. The Durham-Scarborough Bus Rapid Transit Project proposes approximately 36 kilometres of dedicated transit infrastructure, connecting Oshawa, Whitby, Ajax, Pickering and Scarborough. This project builds on the existing PULSE service and will provide more dedicated infrastructure along Highway 2 and Ellesmere Road to connect to Scarborough Centre. The proposed project will include dedicated bus lanes, road expansion and modifications, and bus shelters/platforms and infrastructure to support the new Bus Rapid Transit. THE PROCESS The environmental impact of the transit project was assessed during the Transit Project Assessment Process (TPAP) and an Environmental Project Report (EPR) was prepared in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act). The EPR for the Durham-Scarborough Bus Rapid Transit project is available for a 30-day public review period starting January 21, 2022 on the project website: https://www.metrolinxengage.com/dsbrt. Interested persons are encouraged to review the documents and provide comments by February 22, 2022 to: Stephen Linton Senior Manager, Community Engagement Metrolinx e-mail: DSBRT@metrolinx.com tel. : 416-202-7423 There are circumstances where the Minister of the Environment, Conservation and Parks has the authority to require further consideration of the transit project or impose conditions on it. These include if the Minister is of the opinion that: • The transit project may have a negative impact on a matter of provincial importance that is related to the natural environment or has cultural heritage value or interest; or • The transit project may have a negative impact on a constitutionally protected Aboriginal or treaty right. Before exercising the authority referred to above, the Minister is required to consider any written objections to the transit project that they may receive within 30 days of first publishing the Notice of Completion. If you have discussed your issues with the proponent(s) and you object to the project, you can provide a written submission to the Minister of the Environment, Conservation and Parks no later than February 22, 2022 to the contact provided below. All submissions must clearly indicate that an objection is being submitted and describe any negative impacts to matters of provincial importance (natural/cultural environment) or Aboriginal rights. OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM Remember that game, 20 questions? I had a great chat like that with an Orono reader trying to identify a wood-pecker at her feeder. Not the usual suspects, hairy and downy, which come in black and white, with asplash of red on males' heads. Not a ladderbacked or Nuttall's, southern and far western U.S. species that never show up in Canada — I assured her of that! A flicker, she wondered? But her daughter, living west of Enniskillen, had a similar bird visit her feed- er, and very few northern flickers, which mainly feed on ants, hang around Onta-rio when the ground freez- es. Too much of a coinci- dence that both family members should be solucky! Carol finally agreed her visitor must have been ared-bellied woodpecker, a beige-breasted, red-naped species ranging ever northward with globalwarming. One in our neighbour- hood comes sporadically to our suet cage, and we have fun watching its acrobatic bends and headstands as it stabs its beak through thebars. I envy my friend Mike McEvoy, who's had an amazing five species of woodpecker in his yard in Oshawa this winter, most coming by daily. Hairy, downy and red- bellied are regulars. He had a crow-sized pileated show up in fall from time totime, living as he does along a densely wooded creek valley. Wouldn't that be a dra-matic sight out your family room window — a big black woodpecker with a brightred crest and white- streaked face dominating your feeding station? And recently Mike'sbeen hosting that rarest of overwintering woodpeck- ers, a flicker. When I asked him, he shared with me one of his secrets: raw, shelled pea- nuts, which he puts in ametal tube feeder he's had for more than 20 years. The flicker can grab on and reach the holes, but more often clings to a slab of wood attached to the pole and leans over. Every bird that comes to the feast of sunflower seeds Mike also provides would just as soon eat peanuts, apparently. Cardinals, blue jays, chickadees and both nuthatches hone in on theplump, oil-rich ground nuts, practically fighting over them, as mourning doves do when he putsthem on his platform feed- er. I felt like a cheapskate, asking how he could afford it, and he assured me pea- nuts for birds come in 50- pound bags at many out-lets, at a bargain. And when he told me he'd just bought a heated bird bath, I asked if I could drop over and just sit in his yard someday, watching his flocks come and go.Nature queries: mcar- ney1490@gmail.com or 905- 725-2116. Metroland columnistMargaret Carney finds so much to discover and mar-vel at exploring the greatoutdoors. NAME THAT BIRD IN DURHAM MARGARET CARNEY Column Northern flickers mainly eat ants, notes columnist Margaret Carney, so to see one in the winter is unusual. Perhaps photographer Mike McEvoy knows the trick for keeping this type of woodpecker around, Carney notes: "raw, shelled peanuts, which he puts in a metal tube feeder he's had for more than 20 years. The flicker can grab on and reach the holes, but more often clings to a slab of wood attached to the pole and leans over." Mike McEvoy photo WINTER RARITY COUNCILLORS SHOVELLED SENIORS' PROPERTY To the editor:We had a snowfall onJan. 3 and I thought there was enough for Ajax opera-tions to shovel (for whichwe had paid the Town ofAjax). Ajax never sent a crewand we needed to put ourgarbage out. I did not want to fall, since I am 75 yearsold, and my husband, 78,was not feeling well. I contacted (Ward 1 Coun.) Rob Tyler-Morinand he came by our house.Rob phoned me back to say that he and (Regional Ward1 Coun.) Marilyn Crawfordwere coming over to shoveland after that they put our garbage out. My husband and I werevery grateful that twocouncillors came to shoveland put out our garbage. We have the best coun-cillors who are willing and able to help out seniors like ourselves.CAROLYN AND ALBERT SAUMUR,AJAX SLOW DOWN PEOPLE AND OBEY THE LAW' To the editor: First off, congrats to res-idents of Lambs Road ongetting your brand newshiny red stop signs. Don't bet your life onthose signs. Seven yearsago we got stop signs in- stalled at the intersectionin front of my house. Great. Not really. People don'tobey the all-way stop signs. I'd say more than 100 vehi-cles a day don't stop. Someslow down.Seven years of worryingabout if I'm going to get hitwhen I exit my driveway. Allowed Durham police 24/7 use of my driveway tocatch a few of these dum-mies. About 75 tickets later, I can see everyone who gotticketed does stop now.More than 100 a day don'tstop. So many commercial ve-hicles. I've got enough vid-eos to start my own You- Tube channel. I've lived in Oshawa for45 years; it's going downhill real fast. Way too many people in a hurry. Slowdown people and obey thelaw.I've read the city is going crack down on all sorts ofcomplaints. Maybe now, af-ter seven years, something gets done.BRIAN SNOW,OSHAWA LETTERS & COMMENTARY SIGN UP FOR OUR WEEKLY NEWSLETTER AT DURHAMREGION.COM 7 | Pic k e r i n g N e w s A d v e r t i s e r | P | T h u r s d a y , J a n u a r y 2 7 , 2 0 2 2 dur h a m r e g i o n . c o m @cityofpickering Weekly Community Page January 27 Customer Care Centre 905.683.7575 (24 hour line) customercare@pickering.capickering.ca COVID-19CityResponse GetthelatestinformationonCityservices, closures, businesssupports, communityresources, andmore atpickering.ca/covid19. A pair of soccer domes in Dur-ham Region are in need of repairsafter the Jan. 17 snowstorm. The Pickering Football Club dome and one of the two domes atthe Whitby Soccer Centre col-lapsed under the weight of the snow.Pickering FC Executive Direc-tor Matt Greenwood said crewswere to be on site on Jan. 18 to as- sess the damage. There were no injuries withthe Pickering dome collapse, as it was closed due to the pandemicrestrictions, Greenwood noted. The winter blast on Jan. 17saw up to 10 centimetres of snow falling each hour.Greenwood said, "Unfortu-nately, the weight of the snowcame quickly and didn't dispersefrom the top of the dome. The weight started to buckle it on thewest end of the bubble."The club contacted its con-tractor, The Farley Group, who told them to turn off the fans andthat would allow the dome tocome down in a controlled man- ner. That would limit furtherdamage, Greenwood added."It's completely down now."The office area wasn't dam- aged, Greenwood said."Any on-field practices, obvi-ously we were waiting for the provincial government to issuethe next phase of the pandemicand that would allow us to goback onto the field. We're going to work with the city to see if we canget some school gym space whenthat opens up," Greenwood add-ed. The competitive teams had moved to virtual meetings overthe Christmas holidays and thatwill continue for some time.As for when the dome would be back up, Greenwood said,"That's the million dollar ques-tion. We have an assessment coming (Tuesday, Jan. 18). Thecontractor is currently workinghis way across the GTA, becauseother domes have gone down." In the past, these have beenquick fixes, he noted, adding theyusually took two to three weeks. He doesn't know the cost to re-pair the dome, but it will be cov-ered by insurance. There we no injuries. The Pickering dome is onClements Road, while the Whitbydome is on Rossland Road, nextto Donald A. Wilson Secondary School. "The dome had been in fantas-tic condition and really wellmaintained," Greenwood said, noting it opened in November 2014.Bill Sidsworth, the executivedirector of the Whitby Football Club, said he thought the biggerdome would have been affectedinstead of the smaller one.Representatives from The Far- ley Group were on-site on Jan. 18."I made the decision, when itwas halfway down, I asked and they said it was probably betterto take it down," Sidsworth said. That would prevent furtherdamage and tearing to the cano- py."It's a shame."Sidsworth said he had a crewcoming on Jan. 19 to remove the snow and they were to try and in- flate it. "If it takes me a couple of daysto get the snow off, we'll be up inthree days. If it takes a week to getthe snow off, we'll be up in a week," he said. The collapsed dome has beenup for 12 years, while the biggerdome has been up for about three years. TWO DURHAM SOCCER DOMES COLLAPSE DURING BLIZZARD Two soccer domes, including the one used by the Pickering Football Club on Clements Road, collapsed during the blizzard on Monday, Jan. 17. The smaller dome at the Whitby Soccer Centre also collapsed on Monday. Brian McNair photo NEWS Hygge (pronounced hue- gah) is a Danish word that ex- presses a feeling of cosiness, comfort and well-being. It’s a way of life that was created to deal with the cold, dark win- ters in Denmark. Central to this lifestyle is an inviting home. Here are four ways to bring hygge into your living space. 1. Add soft lighting Lighting can impact the at- mosphere of a room in a big way. Replace bright, over- head fluorescent bulbs with soft side lighting. In addition, include plenty of candles. The flickering flames will create a relaxing ambiance that’s cen- tral to the spirit of hygge liv- ing. 2. Feature the fireplace The fireplace is a vital component of Danish culture. Make yours the centre of your home. To invoke that hygge feeling, light a fire and gather with your family around its toasty glow. If you don’t have a fireplace, many streaming services have fake fireplace channels that you can display on your television instead. 3. Choose warm colours Paint your space using warm or neutral colours, such as browns, creams and whites, and add natural wood furniture to create a serene and peaceful space. 4. Create a cosy seating area Hyggekrog means cosy nook. It’s the ideal spot to re- lax with a hot drink and a good book. All you need to create a comfortable seating area is a decent armchair, soft blan- kets and fluffy cushions to curl up against. Hygge is also about to- getherness and spending time with family and friends. A re-port on the matter was pre-sented to the executivecommittee in January. WHERE DID THE WEEDSCOME FROM? The PHC said in an exec-utive report, which was in- cluded in the city's execu-tive committee agenda,"This weed infestation is the direct result of storm-water and catchment prac-tices managed by the Cityof Pickering over several decades." Ward 1 city Coun. Mau- rice Brenner agreed,"They're right about thesilt and what's comingdownstream. But the mil- foil has nothing to do withstormwater. That has to dowith climate change." THE PLANS FOR LASTSUMMER According to a staff re-port, Pickering received word from Fisheries andOceans Canada last Julythat weed harvesting onFrenchman's Bay could oc- cur between July 16 and Sept. 14. The city planned to subcontract the weedharvester that OntarioPower Generation (OPG)uses to control weeds around the nuclear facili-ty's water intakes. Work could begin onAug. 9, but PHC had an ex- isting contract with a ven-dor to provide weed controlin the bay and preferred to use it. WORKING WITH PHC PHC has owned and op-erated Frenchman's Baysince 1853 through a feder- al charter. PHC maintains the wa-ter column and cuts weedsannually to allow for safenavigation of watercraft between the marina andthe breakwaters leading toLake Ontario. "We have to work withthem," Pickering's directorof operations, Brian Duf-field, said at the executive committee meeting. The city eventually paidPHC $50,000 in return for1.92 hectares of the bay be- ing cut and the weeds ema-ciated as part of the har-vesting process. Work be- gan on Aug. 31, with PHCusing a different vendordue to parts replacementand a harvesting method that did not include emaci-ation of the cut weeds. THERE WERE FURTHERDELAYS Delayed by equipmentbreakdowns, weed har- vesting was eventuallycompleted on Sept. 24, out-side of the dates recom-mended by Fisheries and Oceans Canada. The con-tractor spent a total of 27.5hours cutting weeds in des- ignated areas."The results of the pilotproject were inconclusiveas the weed cutting started too late in the season, al-lowing no assessment onweed regrowth levels," thestaff report said. THE PLANS GOING FORWARD Staff will repeat the pi- lot project with plans tostart early."What you're nowlooking at is money in the budget, the approval, andto get in there and to get atleast two cuts and then to be able to evaluate howwell it works," Brennersaid. But to Dickson, much like cutting grass, it will only grow back."They'll just sink to thebottom and take root again, and you've doubled yourproblem," he said.PHC said in its reportweed harvesting methods will cost the city more than$1.9 million per year in per-petuity. "There are better strate-gic long-term solutions toeliminating/minimizingthe weed problem that needs to be discussed inpreparation for the 2022season," the report said. STORY BEHIND THESTORY: Durhamregion-.com has been keeping an eye on this issue, and felt itwas important to give anupdate when the latestcame before the executive committee. NEWS Continued from page 3 WEED HARVESTING METHODS COULD COST MORE THAN $1.9M A YEAR Every year is worse. V A pair of soccer domes in Durham Re-gion are in need of repairs after the Jan. 17 snowstorm. The Pickering Football Club dome andone of the two domes at the Whitby SoccerCentre collapsed under the weight of the snow.Pickering FC Executive Director MattGreenwood said crews were to be on site on Jan. 18 to assess the damage. There were no injuries with the Picker-ing dome collapse, as it was closed due tothe pandemic restrictions, Greenwood noted. The winter blast on Jan. 17 saw up to 10centimetres of snow falling each hour.Greenwood said, "Unfortunately, theweight of the snow came quickly and didn'tdisperse from the top of the dome. Theweight started to buckle it on the west end of the bubble."The club contacted its contractor, TheFarley Group, who told them to turn off thefans and that would allow the dome to come down in a controlled manner. Thatwould limit further damage, Greenwoodadded. "It's completely down now."The office area wasn't damaged, Green-wood said."Any on-field practices, obviously we were waiting for the provincial govern-ment to issue the next phase of the pan-demic and that would allow us to go back onto the field. We're going to work with thecity to see if we can get some school gymspace when that opens up," Greenwoodadded. The competitive teams had moved tovirtual meetings over the Christmas holi-days and that will continue for some time. As for when the dome would be back up,Greenwood said, "That's the million dollarquestion. We have an assessment coming(Tuesday, Jan. 18). “The contractor is currently workinghis way across the GTA, because otherdomes have gone down."In the past, these have been quick fixes, he noted, adding they usually took two tothree weeks. He doesn't know the cost to repair the dome, but it will be covered by insurance. There we no injuries. The Pickering dome is on ClementsRoad, while the Whitby dome is on Ross- land Road, next to Donald A. Wilson Sec-ondary School."The dome had been in fantastic condi- tion and really well maintained," Green-wood said, noting it opened in November2014. He was loved by the community of Ajax. A gentle soul who gave so much to his community. He was an inspi- ration to us all. A loving father, he survives his children, Ratcliffe, Derrick and Jennifer, his sister Joanna Platt, all his nieces, nephews and all his grandchildren and great- grandchildren. He will be forever missed. NOBLE, Eileen (nee Butler) ¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯¯ It is with profound sadness that we announce the passing of Eileen Martha Noble on Wednesday, January 12, 2022 at Lakeridge Hospital at the age of 94. Eileen was the beloved wife of the late John Noble for 39 years and was predeceased by her daughter Ruth Anne. She will be forever loved and missed by her children Kerry (Shelagh), Sharon, Sandra (Vaughn), Kevin (Christina) and Brian (Elsy). She was the proud grandmother of Heather (Greg), Julia (Derek), Alison, Arthur, Nye, Alexander, Gabriella, Adrianna, Joshua, Blake and Josie. She was also a proud great grandmother to Lily, Emilia and Olivia. Eileen was a tireless volunteer in her community and, among her many accomplishments, she was a Girl Guide leader when her children were young. She volunteered with Community Care for 25 years delivering for Meals on Wheels. Eileen was very involved in her church and was president of the Ladies Auxiliary Group and later Clerk of Session for St Andrew's Church of Bowmanville. In her later years she enjoyed travelling to Europe, the Caribbean and Alaska. She was an avid fan of any sporting event where one of her children or grand- children were participants. She was also an avid bowler for 50 years. Incredibly social, there was scarcely a door she could walk through in her community where she didn't know someone. She was always at her happiest spending time with friends and family. Should you desire, memorial contributions may be made to the Durham Region Hospice. A funeral was held at Northcutt Elliott Funeral Home, 53 Division St. N., Bowmanville, Ontario in the chapel on Sunday, January 16, 2022 at 2:00 pm. The funeral service can be viewed and online condolences can be made at www.northcuttelliott.com WINTER, Ruth Loretta Mrs (Davey) December 15, 1929 - January 12, 2022 ------------------ Ruth Winter passed away peacefully at home with family by her side at the age of 92.
