"About four months later apost-surgical hernia started ap-pearing which is where the inci- sion opens up and your intestinesstart pushing out," he explains.As the hernia has grown larg-er, it has severely limited Laroc- que's activities. He now keep hisabdomen restrained at all times,airing the skin out a few hours a day to let any blisters or chafingheal."It's like carrying a basketballaround in a tube sock," he said. "It just keeps getting bigger and big-ger."He was initially referred to asurgeon in Toronto in January 2020 and was told he would havehis surgery in eight to 10 months. How-ever, I called his office last week to see how things aregoing because I'm retiredand I could be there in a day's notice if someonecancels."He was told that his sur- geon's office was alreadycancelling surgeries for the next two weeks."That tells me I am F'dagain for April and honest-ly it's wearing on me," said Larocque.There are multiple sto-ries across Durham Region of delayed surgeries deeplyimpacting residents, in-cluding a woman forced todelay fertility treatments as she waits for surgery ora five-year-old child withAutism left waiting fordental surgery for broken teeth.Kyla Brennan of PortPerry has been waiting two years for the surgical re-moval of an IUD. It wasscheduled for Jan. 11."Obviously it has been cancelled, so I continue towait (with) an IUD no lon-ger serving me ... it's obvi- ously not a major surgeryso I'm at the bottom of thelist once the ORs reopen aswell." According to data re-leased by the Canadian In-stitute for Health Informa- tion, there were 560,000fewer surgeries performedduring the COVID-19 pan-demic than would normal- ly be performed in Canada.That averages out to rough-ly 35,000 surgeries per month.The largest drop in sur-geries was during the first wave with 370,000 fewersurgeries while the drop was lower in the secondwave. Ontario, Manitoba,Saskatchewan and BritishColumbia delayed surger- ies again in the third waveand in Ontario for a fourthtime in early 2022. At Lakeridge Health,spokesperson Sharon Na-varro said the hospital sys-tem was ramping up sur- geries before the fifth waveof COVID-19 hit."While LakeridgeHealth continues to navi- gate capacity and staffingpressures during this fifthwave, we are committed and continue to focus onprioritizing surgical cases,including cancer services,to meet the ongoing needs of the Durham Region com-munity," she said, addingthat emergency surgeries are not impacted and non-emergency and electivesurgeries will resume fol-lowing the direction of the Ministry of Health.Michael Hurley, presi-dent of the Ontario Council of Hospital Unions withCUPE, is part of the Onta-rio Health Coalition whichhas called for both immedi- ate and long-term changesto Ontario's hospital sys-tem to address backlogs forsurgeries, diagnostics andother patient care.At Lakeridge Health, CUPE members includeregistered practical nurs- es, clerical staff, cleaningand maintenance staff, di-etary staff and more. "Going into the pandem- ic we had the fewest hospi-tal staff and fewest beds notjust of any province in Can-ada, but any jurisdictionwith a developed economyin the world," said Hurley."We're actually faring worse than quite a few ju-risdictions because wedon't have the capacity torespond to meeting the challenges of COVID andthe daily needs of peoplewho need surgery or ur- gent diagnostics."To address immediateneeds, the health coalitionis asking that the military be called in to help staffhospitals and long-termcare homes as well as fast- tracking licensing for in-ternationally trainedhealth care workers andwaiving licensing fees for retired health care workerswilling to re-enter theworkforce during the pan- demic.Longer term, Hurleysaid internal surveys showhospital staff are burned out and ready to leave thehealth care field."A lack of staff puts(workers) in a situationwhere they feel they are be-ing inadequate, they have not provided the care theyfeel the patients deserveand they realize the hospi-tal management accepts that, the provincial govern-ment accepts that."He believes Ontario needs to improve not onlystaffing levels and beds percapita to catch up followingthe pandemic, but to im- prove working conditionsfor existing health careworkers including remov-ing caps on pay increases,stopping the use of agencystaff who are less likely to work undesirable shifts in-cluding evenings andweekends and increasingthe proportion of workers that are full-time.Meanwhile for Laroc-que, waiting for his sur- gery has compounded thehardship caused by thepandemic. Rod Phillips is resigning as the MPP for Ajax Riding.Phillips tweeted out thathe has told Premier DougFord that he won't be run- ning for re-election in Juneand will be resigning nextmonth. Comments willhelp staff draft the final guidelines, which are ex-pected to go before councilfor approval in April. What is the GDEDG? • It's a municipal greenstandard rooted in existing best practices, commonstrategies, and progressivestandards and regulations to promote sustainable siteand building design. Metrolinx, in collaboration with Durham Region and City of Toronto, has completed an Environmental Project Report (EPR) in accordance with Ontario Regulation 231/08 for the Durham-Scarborough Bus Rapid Transit Project. THE PROJECT The Durham-Scarborough Bus Rapid Transit corridor is a proposed transportation corridor connecting people through Durham Region and Scarborough. With rapid growth in the past decade and an expectation for this growth to continue in the future, demand for travel along the corridor will continue to increase and a higher capacity form of transit will link communities and employment on both sides of the Toronto-Durham boundary. An Initial Business Case was completed in Spring 2018 to define the corridor and identify initial project costs, benefits and direction. Metrolinx is committed to continued community engagement on this project and is now studying the potential environmental impacts and proposed mitigation measures for the Durham-Scarborough Bus Rapid Transit corridor. The Durham-Scarborough Bus Rapid Transit Project proposes approximately 36 kilometres of dedicated transit infrastructure, connecting Oshawa, Whitby, Ajax, Pickering and Scarborough. This project builds on the existing PULSE service and will provide more dedicated infrastructure along Highway 2 and Ellesmere Road to connect to Scarborough Centre. The proposed project will include dedicated bus lanes, road expansion and modifications, and bus shelters/platforms and infrastructure to support the new Bus Rapid Transit. THE PROCESS The environmental impact of the transit project was assessed during the Transit Project Assessment Process (TPAP) and an Environmental Project Report (EPR) was prepared in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act). The EPR for the Durham-Scarborough Bus Rapid Transit project is available for a 30-day public review period starting January 21, 2022 on the project website: https://www.metrolinxengage.com/dsbrt.
