The change was ap-proved by a vote of 5 to 3 at aspecial board meeting on Jan. 5."There are conflictingviews on masking. Thereare conflicting views on masking of smaller chil-dren in particular," saidWhitby trustee Niki Lund-quist, who moved the mo-tion. "We have health and safety obligations ... relatedto students and to staff. The youngest learners in oursystem are largely unvacci-nated. Many of them cannot be vaccinated, so there isgreater risk there in termsof acquiring and transmit-ting disease." Lundquist said that be-ing in the middle of a "mas-sive COVID wave" that is putting intense pressure onthe local health-care systemmakes the move all themore important. The province currentlyrequires masks for studentsin Grades 1 to 12. "I just feelvery strongly that we need to be proactive with this ... When Ron Northropbrought an elderly familymember to the LakeridgeHealth Oshawa emergencydepartment on Jan. 5, itnever occurred to him that he wouldn't be able to stayby their side. The Whitby residentwas shocked when he was told to leave and says hepleaded with staff citingthe fact that his relative was "extremely sick andvulnerable and disorient-ed."Still, Northrup says he was told it wasn't possiblefor support people to re-main with patients. "I understand that weare in a pandemic andthings are serious rightnow. But to force me to leave a very vulnerableperson all alone withoutanyone to advocate for them or comfort them...Iwas just absolutely sickwith worry," Northropsays. Several concerned resi-dents have contacted dur-hamregion.com to sharesimilar experiences. With long wait times in busyemergency departments, there are worries that vul- nerable patients left ontheir own may not be ableto speak up for themselvesor ask for help if they need it."Is someone even watch-ing these people left sitting there alone for hours? What if they need to go tothe bathroom or their con- dition is getting worse? Some people aren't evenmobile to go ask for help ontheir own," says Heather Demers who had to leaveher "frail" father-in-lawalone in the Oshawa ER earlier this week. Lakeridge Health up-dated its visitor policy onDec. 22 in response to the Omicron variant surge. It notes that people at-tending an outpatient ap-pointment or visiting the emergency department areallowed to have one "essen-tial partner-in-care" with them — unless "volumesare high and care areashave reached maximumcapacity." In a statement to dur-hamregion.com, Lake-ridge Health says its emer- gency departments are "ex-periencing extremely highvolumes" and that effortsneed to be made to mini- mize overcrowding and en-sure the safety of patientsand staff. "The (emergency de-partment) team is careful-ly considering each pa-tient's circumstance to en- sure the most vulnerablepatients are supported bytheir essential partner-in- care during times of in-creased volumes. All other(essential partners in care)will be welcomed to the bedside as soon as it is safeto do so," the statementsays. The visitor policy also notes that all inpatients ad-mitted to a LakeridgeHealth hospital are al- lowed to have two visitorswho can rotate in for dailyvisits, while pregnant peo-ple in labour are allowed to have one support person. Many hospitals in Onta-rio have tightened visitor policies as the Omicronvariant surges. For example, Unity Health Toronto — which includes St. Joseph'sHealth Centre and St. Mi-chael's Hospital — is not al- lowing inpatients to havevisitors at all if their stay isexpected to be less thanseven days and will only al- low support people to ac-company an ER patient incertain circumstances.Lakeridge Health Chief of Staff Dr. Tony Stone saidlocal hospitals are under"enormous pressure." "I'm going to be honestand say the staff is exhaus-ted. Who hasn't hadenough of this pandemic. Even our leaders are ex-hausted," he said. "Mostimportantly, our front-line is tired. We are doing ev-erything we can to supportthem and we'll continue to work on that, including trying to talk to them andlisten to them. We have ev-ery intention of figuringour way through this. We'lldo it together, but they'retired."On Dec. 24, there were seven patients with CO-VID-19 at Lakeridge Healthsites. On Friday, Jan. 7,there were 92. It’s ri- diculous.”There is no clear planfor rapid antigen tests for children and staff, Powellsaid in a letter to the prov-ince, which she wrote on behalf of AECEO and alongwith the Ontario Coalition for Better Child Care. The province has alsosuspended reporting posi- tive COVID-19 cases inchild care settings and ele-mentary schools.“How do you know if measures are working ifyou’re not tracking num-bers?” said Jen Sims, aWhitby resident with twochildren in the DurhamDistrict School Board(DDSB). “How do you know if the Hepa filters are work-ing? How do you know ifthe N95 masks are work-ing? You don’t.” She applauded theDDSB for a decision onJan. 5 to report school CO- VID-19 data to whatever ex-tent is possible.“It kind of makes sense that they’re not going totalk about the numbers be- cause there aren’t anynumbers,” said Olan-Mac-lean. That’s partly why childcare workers want them-selves, children and theirfamilies to have access to timely, publicly-fundedPCR tests and immediateaccess to rapid teststhrough their child careprogram. They also wantthe continued reporting ofCOVID-19 cases in the child care sector, quicker accessto N95 masks, and deliveryof the air filters that havebeen promised. “The thing that reallyirks us is, the schools havethem, and they’re closed,” Olan-Maclean said.On Jan. 6, Minister ofEducation Stephen Lecce announced the provincewill provide optional non- fit-tested N95 masks forstaff in licensed child caresettings starting Jan. 10; and update and enhancechild care screening mea-sures to help limit thespread of COVID-19. “Based on publiclyavailable information On-tario is the only province tobe supplying N95s for edu-cation and child care staff,”said ministry spokes-person Caitlin Clark. The news release notedthe province is working tomake more rapid-antigentests available to support child care centres’ ongoingoperations and schoolswhen they return to in-per- son learning. The provinceis also working to providebetter access to booster shots for child care and ed-ucation staff. Staff also want to see ex-tra funding for the childcare sector. Olan-Maclean said ex-tra staff for cleaning andscreening, for example, areadding up. She added the Canada Emergency WageSubsidy has dried up. "That was sort of a safe-ty net for us last year,” she said. “We don’t have thatsafety net fiscally thisyear.” Since workers can't gettested, they must assumethey have COVID-19 if theyare symptomatic, and iso- late for five days. This leadsto potential staff shortages.“We’ve been sort of real- ly ringing the bell of thisworkplace crisis for a num-ber of years without the province taking steps to ad-dress it long-term," Powell said. Reduced hours, clo-sures, and limits on chil- dren allowed into daycarecentres are some of thebleak scenarios offeredwhen staff are either sick with COVID-19, caring forsomeone with it, or have toself-isolate.“To have to turn a family away at the door is justheartbreaking,” Olan-Maclean said. STORY BEHIND THESTORY: As the number ofcases of the Omicron vari- ant surges across the prov-ince, we wanted to find outwhat the impact is at day- care centres, which areremaining open eventhough schools are closing. A site in north Whitbyhas been chosen as the lo- cation for a possible newhospital.Lakeridge Health an-nounced on Jan. 6 that an expert panel recom-mended a site in Whitby beprotected for a proposed fu- ture hospital in Durhamregion. The site covers 50 acresof land south of Highway 407, west of Highway 412,east of Lake Ridge Roadand north of Highway 7/Winchester Road.Whitby had been vyingfor the new hospital sitewith Pickering and Oshawa. We are pleased to acceptthe expert panel's recom-mendation regarding the Whitby site — this is an im-portant step in advancingthe development of a new hospital as envisioned inour master planning pro-cess." Whitby Mayor DonMitchell said, "Today is anexciting day for residentsfrom across the entire Dur- ham region. I want tothank the site selection in-dependent expert panel and Lakeridge Health fortheir due diligence, trans-parency and effortsthroughout this process." The provincial govern-ment hasn't approved anew hospital for Durham,so Lakeridge Health offi- cials will soon be meetingthe Ministry of Health offi-cials to discuss the matter, the hospital said."Lakeridge Health willcommence discussionswith the Ministry of Health for a new hospital on thebasis set out in its masterplan and advance the next steps in the ministry's mul-ti-stage approval process-es," the hospital said in a release. The master plan identi- fies capital investmentsneeded over the next 25years to meet projected de- mand in Durham region, including a proposed new hospital.Pickering Mayor DaveRyan was disappointed the hospital site proposed inthe Seaton area of the citywas rejected by the panel. "We were informed(Wednesday, Jan. 5) thatLakeridge Health made the disappointing decision topass on Pickering as thesite of its new hospital.Pickering will have the largest population in Dur-ham region and is the onlycity in the region to not have a major health-carefacility."Cynthia Davis, the pres-ident and CEO of Lake- ridge Health, said, "Theidentification of a site is animportant step in support-ing the future of health- care delivery in Durhamregion."We thank the expert panel for their work, andmembers of the communi-ty and subject matter ex-perts who provided their valuable input throughoutthis process," she added.Lakeridge Health will start discussions withWhitby on the next steps inthe process, as well as fur- ther consultations withcommunity stakeholdersas required. Meanwhile, Oshawamayor Dan Carter believesthat it's not too late for a change and says other pro-posed hospital sites in On-tario have changed in thepast. He plans to continue making the case for Osha-wa both provincially andlocally. He points out that a newhospital needs provincialfunding to the tune of $1.5billion and hospital offi- cials will look to the Regionof Durham to secure an ad-ditional $300 million insupport. "I look forward to thenext 10 years of a battle thathas just begun, because the reality is a shovel's not go-ing in the ground in thenext 10 years."For additional details about the site selectionprocess, visit the Lake-ridge Health website at www.lh.ca.–with files from RekaSzekely WHITBY SITE CHOSEN FOR NEXT DURHAM HOSPITAL Whitby Mayor Don Mitchell is pleased his community has been chosen as the site of a possible new hospital in Durham Region. Just in your judgment, always right; honest and liberal, ever upright; loved by your friends and all whom you knew. Our wonderful friend – that person was you. Honour life’s milestones with a published announcement. Do not stand at my grave and weep, I am not there, I do not sleep, I am a thousand winds that blow, I am the diamond glint on snow, I am the sunlight on ripened grain, I am the gentle autumn’s rain.
