Three Durham Region municipalitiesare in the top 10 of a measure of the health of local democracy in large Ontario com-munities.Whitby is second, while Clarington is third in the study of 32 municipalities, acollaboration between Armstrong Strat-egy Group and Unlock Democracy Cana-da. Ajax finished in fifth, while Oshawa was 25th and Pickering 26th.The City of Peterborough came infirst, while Richmond Hill was last. The municipalities were measuredagainst four metrics to determine thestrongest local democracy. The metricswere voter turnout; gender balance; re- presentation for Black, Indigenous andpeople of colour; and user experiencewithin the system.The study's author, Dave Meslin, a se- nior associate for democratic innovationwith Armstrong Strategy Group, saidthat based on the four metrics, local de- mocracy measures need improvement."There are some standout communi-ties in Ontario, and it's a positive sign tosee local democracy flourishing in com- munities like Peterborough," Meslinsaid.In terms of voter turnout, Ajax ranked 22nd, ahead of all other Durham commu-nities. Pickering was 25th, Clarington26th, Whitby 31st and Oshawa 32nd.Whitby was third when it came to gen- der balance on council, as five of the ninecouncil members are women. Ajax wasninth, with three of seven council mem- bers women. Clarington was 11th, whileOshawa was 27th and Pickering was deadlast at 32, as all council members aremen. Pickering was the only municipal- ity in the survey with an all-male coun-cil.On diversity on a council, Clarington ranked the lowest in Durham, while Ajaxand Pickering both had the highest ra-tios of Durham municipalities.The user experience had several com- ponents, including civics, budget partici-pation, an election finance subsidy, theelectoral system used, voting optionsand hospitality, such as allowing food and drinks during a council meeting.On civics, Pickering was praised forits Pickering 101 program. Director of EducationNorah Marsh told trusteesat the October standingcommittee meeting that the absences "are due mostly toCOVID-19 management"and noted it's a challengebeing seen across the prov-ince."We are getting danger-ously close in some situa- tions in terms of having tomake the tough decisionthat the school cannot oper-ate on that particular day due to high staff absentee-ism. Of course, that's going to be a last resort," Marshsaid. In normal circumstanc-es, two classes could be merged if a school wasshort on teachers, but pan-demic protocols mean dif-ferent cohorts of students can't be combined at the ele-mentary level.Compounding the situa-tion is the fact that retired educators have a limit onhow many days they canwork each school year. "Once they've met thatthreshold and they come offour list, the teacher short-age across the province is going to become even moredire," Marsh says. Great crops of acorns I saw along the shores of Lake Huron in August suggested jays would be happy in Ontario for months. Plump green acorns I couldn't resist col-lecting for a little "guerril- la planting" back here in Durham Region. Native red oaks are valuable to many animals besides blue jays. But then Tyler Hoarsent out his Winter Finch Forecast, reporting sparse beechnuts and hazelnuts, other jay favourites,throughout northeastern forests. Plus I started hear- ing about big jay flocksstreaming by, at least five reports in as many days. Cyndy Fournier sent me an amazing video of morethan a dozen mobbing her feeder in south Oshawa, and told me of hundreds flying over her house every morning that week. So I changed my mind and put blue jay migrationback on the roster for a Great Outdoors column, even though by the time this appears most of the big blue-and-white corvids that decided to go south will already be well ontheir way. Migrating by day, in long, low, strung-out flocks, jays fly from wood- lot to woodlot, where they can hide from predators in the tree canopy. Goes toshow how smart they are, timing their long journey before leaves fall. Some sharp-shinnedhawks seem to time their own migration to that of blue jays, for they're oftenseen following them. Fe- male sharpies, larger than males, have more of a chance of grabbing an un-wary jay for lunch along the route. Food availability is a big factor in the timing of other raptors' migration as well. American kestrels leave early, before all the grasshoppers, cicadas anddragonflies they feed on disappear. Broad-winged hawks take off before frogs and snakes retire from sight due to dropping tem- peratures. But there are lots of red-tailed hawks still to come, pausing along their route to hunt for meadow voles, field mice and other small animals in roadside vege- tation. As winter settles in some of these big open-country buteos will still be stationed in trees along Durham roads and high- ways, peering down intent-ly for any rustling in the grass. And while thousands ofturkey vultures have al- ready soared past Ontario hawk watch stations and are long gone to Mexico,more will be coming — great entertainment for anyone looking up to the skies on the right day, with the right winds. Some vul- tures stay on roadkill pa- trol up until snowfall.Then it's up to the ravens. BIG FLOCKS OF BLUE JAYS STREAMING BY MARGARET CARNEYNOTES HUNDREDS OFBLUE JAYSMIGRATING SOUTH OSHAWA AIRPORT SHOULD BE SHUT DOWN To the editor: It is past 10 p.m. on Sept.29, 2021 and about time forresidents of Whitby andOshawa to go to sleep. But we can't as propellerplanes are taking to the skyevery five minutes. This is a constant with the Osha-wa Executive Airport. It doesn't matter if it isday or night or the season, the noise from these planesis deafening. We can't sleepor enjoy our properties in the daytime. These planesfly low, fly in circles andtake off every few minutes. There are two primary concerns with the opera-tion of the airport: noiseand safety. Noise disruptsthe life of residents livingin a large radius from theairport.I asked Transportation Canada (TC) and the Min- istry of Transportation(MOT) to take firm actions. The airport in a crowdedneighbourhood does notserve any purpose andtherefore should be shut down for good. Fifty-one MPs qualifyfor a severance chequeworth half their salary, some $92,900 or more ifthey were a cabinet minis- ter or chaired a committee.I am flabbergasted at this figures. Why are theygetting severance in thefirst place? If an MP stooddown to me it is like quit- ting your job. In the realworld there would be noseverance. These MPs are getting apretty hefty salary and ex-pense money as it is. The Project The Durham-Scarborough Bus Rapid Transit corridor is a proposed transportation corridor connecting people through Durham Region and Scarborough. With rapid growth in the past decade and an expectation for this growth to continue in the future, demand for travel along the corridor will continue to increase and a higher capacity form of transit will link communities and employment on both sides of the Toronto-Durham boundary. An Initial Business Case was completed in Spring 2018 to define the corridor and identify initial project costs, benefits and direction. Metrolinx is committed to continued community engagement on this project and is now studying the potential environmental impacts and proposed mitigation measures for the Durham-Scarborough Bus Rapid Transit corridor. The Durham-Scarborough Bus Rapid Transit Project proposes approximately 36 kilometres of dedicated transit infrastructure, connecting Oshawa, Whitby, Ajax, Pickering and Scarborough. This project builds on the existing PULSE service and will provide more dedicated infrastructure along Highway 2 and Ellesmere Road to connect to Scarborough Centre. The proposed project will include dedicated bus lanes, road expansion and modifications, and bus shelters/platforms and infrastructure to support the new Bus Rapid Transit. The Process The Transit Project Assessment Process (TPAP), as prescribed in Ontario Regulation 231/08 made under theEnvironmental Assessment Act,is now commencing for the proposed Durham-Scarborough Bus Rapid Transit project. The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow to complete the accelerated assessment of the potential environmental effects and decision-making within the up to 120-day regulated assessment timeline. "The extent of Constable Sowa's mis-conduct was to such a degree that the suit-ability of him remaining a police officer onthis service has been nullified," tribunal hearing officer Terence Kelly, a retireddeputy chief with York Regional Police,wrote in a Sept. 27 ruling. Sowa, who pleaded not guilty to allega-tions of discreditable conduct arising fromthe allegations, was found guilty on allcounts in November of 2017. "The public does not expect an officer tobehave in the way Constable Sowa didwhen dealing with the complainants in this matter," Kelly commented. "Membersof the community expect more from policeofficers and his actions created the poten- tial to damage the reputation of the Dur- ham Regional Police Service."Sowa's disciplinary process has beenongoing for years. According to an agreed statement of facts read into the record, theincidents that led to complaints against So-wa took place in 2016, and followed a simi-lar pattern. In one instance, a woman and her fathercame to the front desk at the Oshawa policestation to report a sexual assault. Sowa re- plied that he was not a sexual assault in-vestigator and provided the two with thegeneral phone number for Durham police.Sowa urged the two to go home and call the number he'd provided, according to thefacts read into the record.In an incident two days later two women came to the front desk to report a threaten-ing incident, the tribunal heard. Sowa pro-vided the women with the police phonenumber. The women, who had children with them, chose to remain in the lobby at the sta-tion but were advised by Sowa to leave."He stated they should consider goinghome because their children were too loud and it was likely to be some time before anofficer could assist them," the agreed factsstated. In another incident, when a complain-ant came to the station to report a suicidalperson, Sowa "would not provide assis-tance" and sent the person away with a number to call, according to charges filedby the service.Testifying in his own defence in 2017, So- wa rejected the notion he had given thecomplainants short shrift. He contendedthat providing them with the dispatchnumber ensured they would be put in touch with officers who could directly ad-dress their issues.Sowa explained that as an officer staff- ing the front desk at the station, he didn'thave the ability to track down suspects orintervene in a mental health crisis.
