Ve-nellia was found with serious in- juries and rushed to hospital,where she later died.A key piece of evidencedeemed admissible by the judge last week was a video interviewconducted by police on March 15, the day after Fenn's arrest wherehe admitted to the killings,though he claimed to be in a "co-caine psychosis" and said he had gaps in his memory.The Crown called several wit-nesses including police officers who handled Fenn after his ar-rest. They testified he didn't seemimpaired and he was able to fol-low orders. A forensic psychiatrist castdoubts on some of Fenn's claims,particularly those related to gapsin his memory. Dr. Philip Klassentestified that cocaine was not as-sociated with memory loss andthat people would generally re- member their actions while psy-chotic.Court also heard from a teengirl who was in the home for a sleepover at the time of the mur-ders. Sylvia Verestoy, now 17, was 13at the time and recalled she andVenellia were awoken by Venel- lia's cellphone on March 14.It was Venellia's sister, Victo-ria, asking her to check on hermom. Venellia went downstairs at around 10:30 a.m. and that wasthe last time Sylvia would eversee her friend, she testified.Shortly after, Sylvia heard loud footsteps and heavy breath-ing coming up the stairs, she toldthe court. "It sounded like someone justwent on a run," Sylvia said. "Itwas Cory."He looked into Venellia's room and asked where Victoria was.Sylvia responded that she wasn't sure. Asked to describe his de-meanour, Sylvia said Fenn"seemed normal." Fenn then went downstairs,she said, and she heard a maleand a female voice."Then I heard someone yelling into the house where Krissy(Krassimira) was and if she wasOK."Krassimira's boss, Sherry Robinson, showed up at the homeconcerned when Krassimiradidn't report for work. "Next, I heard Durham policecalling into the house," said Syl-via. The teen left the home in apolice car, and it was only later that she learned what had hap-pened to her friend. First responders found Roy's body in a bedroom on the mainfloor of the home. Forensic pa-thologist Dr. Christopher Ball testified Roy was killed by manu-al strangulation.Police found Venellia in thebasement apartment of the home — where Fenn lived — shortly af-ter. First responders worked tosave her, rushing her to hospital, where she would later die.The pathologist testified thatVenellia died after being stabbedin the neck and chest and said earlier medical intervention mayhave saved her. Before her death,she was badly beaten. A butter knife with Venellia's blood on itwas found in the basement.Krassimira, who was founddead in the garage, hidden under a pile of tires, was also severelybeaten before she died of stabwounds to her chest.She suffered multiple frac- tures to her face and ribs, stabwounds, and there was a "pat-terned" injury on her neck and upper chest from a running shoe.A serrated knife with Krassimi-ra's blood on it was found in thegarage. Closing arguments in the caseare expected to begin next week. Resident Eileen Higdontold council at a specialmeeting on Wednesday, Oct. 6, "to build over theheadwaters of CarruthersCreek would destroy thenormal flow of the creek, changing storm watermanagement plans of thecreek, and threateningbuildings and roads intheir path."Higdon said DurhamRegion and the Town of Ajax might think differ-ently about this plan. Ajaxis downstream from Car-ruthers Creek and is often concerned about what happens with the headwa-ters, which are located inPickering and on what is considered 'whitebelt'land, land between theGreenbelt and developed land.The site is owned by de-veloper Dorsay (Picker-ing) Limited (Dorsay), which is planning a majordevelopment in the area.Dorsay is willing to donate the site for the purposes ofthe new hospital. By enter-ing into a new joint ven-ture agreement, which was passed unanimouslyby council in the end, thecity obtains the legal rightto have the site trans- ferred to LakeridgeHealth. This is a necessary step in order for Pickering toput forward its bid to La-keridge, Mayor Dave Ryannoted. While Dorsay is donat- ing the land, Pickeringwill be responsible for allrelated costs including consultants, studies andexpert reports.Ward 1 regional coun- cillor Kevin Ashe, who is amember of the Torontoand Region ConservationAuthority (TRCA) board of directors, addressedsome of the concerns atthe meeting. "Most councillorswould know that theTRCA board of directors,the Region of Durham, in the last 30 days have all ap-proved the CarruthersCreek Watershed Plan," hesaid. He said the study con-cluded that were there wasan opportunity for devel- opment, there would beopportunities that anyconcerns would be miti-gated. He noted Ajax council recently approved the Me-dallion development pro-posal immediately adja- cent to Carruthers Creek,with the mindset that itwanted to protect Car- ruthers and put in mitiga-tion measures such asstorm water management.Beyond what was said at the meeting, the city isunable to speak further onthe matter. A letter sent out by Expert Panel ChairAltaf Stationwala remind-ed all municipalities thatthe proposal call contains an article that is meant toprotect the process "bypreventing lobbying ofmembers of Lakeridge Health and the expert pan-el either by direct contactor indirectly by communi- cations through social orother media."Land Over Landingshas also stated its opposi- tion to the proposed site and called on residents toact.It noted the site is on prime farmland, milesfrom urban Pickering, andwith no sewer, water, proper road infrastruc-ture or transit connec-tions."So, why there? Be- cause it meshes with thecity's push for a majorhousing development inthe same area and an air-port next door. It's déjà vuall over again," it stated.Ward 2 regional coun- cillor Bill McLean noted itis not unusual for develop-ers to contribute land to-ward hospitals. Ryan said there is a lotof misinformation beingcirculated regarding the proposal "and it's detri-mental to everything thatgoes on not just here in thecity of Pickering but to de- mocracy as a whole." Police are trying toidentify a suspect who de-frauded a Pickering seniorof thousands of dollars in a phone scam.There have been sever-al incidents of the scam, in which a suspect claims tobe a relative in need ofmoney to get out of trou-ble, reported in the region over the past few weeks,Durham police said.They're calling on the pub-lic for help in identifyingthe perpetrator.In the Sept. 24 incident aman called a 77-year-old Pickering woman, identi-fying himself as her grand-son and claiming to be injail, police said. The sus- pect then put another manon the phone who identi- fied himself as a court offi- cial and instructed the vic-tim to provide $9,000 forbail money.The woman withdrewcash from the bank, thenmet a suspect to make pay-ment, police said. The suspect in the inci-dent is described as asouth Asian man in his 20sor 30s with a medium build, black hair andbrown eyes. He wore dark clothing and an Adidas face mask.There have been five in-cidents involving the so-called Grandparent scam reported within the lastthree weeks, police said. Goodbye to greenery and growing things as leaves flutter one by one to the ground, their chlorophyll sugar factories brokendown in the shorter days and lessening light, expos- ing gaudy carotenoid and anthocyanin pigments that lie beneath, a last hurrah. But wait a minute. It's not over, not at all! What may feel like a loss for folks who love summer (me!!) is surely a windfall for millions of tiny crea-tures living in the leaf lit- ter, delighted to have fresh, lush layers carpeting theearth. For them, autumn is the best of times. Earthworms, for start- ers. Beetles, mites andspringtails. Millipedes, centipedes, snails, ants and spiders. And every bit as impor- tant, fungi and bacteria. All these life forms, the basis of the food chain, arekey to health in the soils we humans rely on for our own daily bread. Not to mention our fruits, vegetables and leafy greens. Planet Earth has been producing vibrant,fertile soils for millions of years, long before humans figured out agriculture. We'd be wise, in this time of climate crisis and soil ex- haustion, to take notice and let it continue.As soon as a leaf falls, the recyclers start to work on it, slowly breaking up the cellulose and lignans,decomposing and dissolv- ing all the way down to the cellular level and beyond,producing a soluble organ- ic mix of sugars, hydrocar- bons, phenols and glycer- ides. The end result is a rich, spongy humus filled with available nutrients — ni- trogen, phosphorus, calci- um, and many trace miner- als tree roots draw from deep underground.So these leaves we're "losing" now aren't lost at all, but of huge value in ev- ery ecosystem. Including flower beds and gardens. Spread them around the base of trees and shrubs forwinter insulation, plus a good dose of natural fertil- izer when buds burst open in spring. Leaf litter retains mois- ture and protects vulnera- ble seedlings from frost, afree, attractive mulch. It's important for birds, vital habitat where wood thrushes, white-throatedsparrows, towhees and brown thrashers can for- age. It's home to a huge vari- ety of life, including cater- pillars, insect eggs and the chrysalides of butterflies.It shelters multitudes of beautiful moths curled up in their cocoons, waiting for April's light and warmth before they emerge, flit about and mate, and start next year'sgeneration. In her Sept. 23 letter, Ms.Shafir agonizes over "ourenvironment" and howflawed and critically insuf- ficient Canada's climatetargets are. Her fear isbased on a recently re- leased report by the WorldHealth Organization — thesame group that has shownthemselves incompetent (or worse) in the currentpandemic situation — agroup that has appeared to be helping cover for theChinese government.She uses catch phraseslike "according to the best available science," but shemust be aware that scien- tific groups often are in er-ror which is why the narra- tive around the pandemickeeps changing. Even theIPCC (Intergovernmental Panel on Climate Change)was caught red-handed inthe past fudging the num-bers of this "best available science" to fit their partic-ular agenda.She then expresses how "shocked and frightened"she was on a recent trip toKelowna by the forest firesituation — by insinuation attributing it to climatechange and demanding im-mediate action. Neither Ms. Shafir nor Iare scientists so we have torely on others. I would direct her atten- tion to a trained scientistwith a proven track record. Patrick Moore, environ-mental activist and co- founder of Greenpeace, inhis book, 'Fake Invisible Catastrophes and Threatsof Doom', debunks the falseclaims that climate change is the cause of forest fires. He produces data show-ing that in the early 1900sthe forest fire situation in the U.S. was far worse thanit is now. So, to use this as an ar- gument for increased gov-ernment action is just non-sense. The Durham CatholicDistrict School Board alsostated its objection to theproposed tower at Rick Johnson Memorial Park, due to the tower's proxim-ity to elementary school- aged children. The Project The Durham-Scarborough Bus Rapid Transit corridor is a proposed transportation corridor connecting people through Durham Region and Scarborough. With rapid growth in the past decade and an expectation for this growth to continue in the future, demand for travel along the corridor will continue to increase and a higher capacity form of transit will link communities and employment on both sides of the Toronto-Durham boundary. An Initial Business Case was completed in Spring 2018 to define the corridor and identify initial project costs, benefits and direction. Metrolinx is committed to continued community engagement on this project and is now studying the potential environmental impacts and proposed mitigation measures for the Durham-Scarborough Bus Rapid Transit corridor. The Durham-Scarborough Bus Rapid Transit Project proposes approximately 36 kilometres of dedicated transit infrastructure, connecting Oshawa, Whitby, Ajax, Pickering and Scarborough. This project builds on the existing PULSE service and will provide more dedicated infrastructure along Highway 2 and Ellesmere Road to connect to Scarborough Centre. The proposed project will include dedicated bus lanes, road expansion and modifications, and bus shelters/platforms and infrastructure to support the new Bus Rapid Transit. The Process The Transit Project Assessment Process (TPAP), as prescribed in Ontario Regulation 231/08 made under theEnvironmental Assessment Act,is now commencing for the proposed Durham-Scarborough Bus Rapid Transit project. The TPAP is a proponent-driven, self-assessment process that provides a defined framework to follow to complete the accelerated assessment of the potential environmental effects and decision-making within the up to 120-day regulated assessment timeline. As part of the TPAP, an Environmental Project Report (EPR) is being prepared. Following this period, interested persons will have an opportunity to review the EPR during a regulated 30-day period, followed by a regulated 35-day review period by the Minister of the Environment, Conservation and Parks. Regional officials alsomet with Brock counciland local residents to "help shape and provideinput into the process" pri-or to filing the lawsuit, but"the health and well-being of residents waiting forsupportive housing is at stake and, while efforts continue to reach a resolu-tion with the Township ofBrock, we must continue with legal action to movethis project forward," add-ed Baxter-Trahair.According to the court documents, in order forthe project to qualify forprovincial funding plans must be submitted to On-tario by Nov. 30, 2021, andaconstruction permitmust be issued by March 31, 2021."The uncertainty creat-ed by the bylaw does not allow for Durham to sub-mit the project for approv-al (under the Ontario Pri-orities Housing Initia- tive)," said Alan Robins,the region's director ofhousing services, in thelawsuit. "I believe that one of thepurposes of the bylaw is todelay the commencement of the project until suchtime as (provincial fundsare) withdrawn and theproject is effectively killed," wrote Robins.It's surprising, said Mi- chael Jubb, Brock's Ward 1 councillor, that Durhamwould launch legal actionagainst the township while the two sides werecontinuing to negotiate anamicable agreement."We're negotiating right now in good faith andthen for the region to hitus with a lawsuit when we are acting in good faith isvery, very disappointing,"he said. I see that coming fromBrock Township."The Ontario HumanRights Commission (OHRC) has also weighedin on the matter, calling onBrock to allow the housing project to proceed.In an Oct. 6 letter to thetownship, Chief Commis-sioner Patricia DeGuire said that the OHRC is "con-cerned that (the interimcontrol) by-law createsbarriers to establishingand accessing supportivehousing, which may bediscriminatory under the Human Rights Code.Added DeGuire in theletter: "The OHRC calls oncouncil to remove any bar- riers that have a discrim-inatory effect as soon aspossible and to allow such supportive housing pro-jects to proceed."The Ontario HumanRights Code is quasi-con- stitutional legislation thathas primacy over all other laws in Ontario, including the Municipal Act and thePlanning Act. The codeprohibits actions that dis- criminate based on cer-tain grounds in providinghousing and services."The Township of Brock has a legal obliga-tion to make sure it doesnot impose unnecessary restrictions on supportivehousing that could breachthe (Ontario HumanRights) code," wrote De- Guire.
