When an officer arrived,a motorcycle was driven upto the cruiser from behindat a high rate of speed on a sidewalk. It is important that we meet strict regulations while operating the Durham York Energy Centre (DYEC) to protect the environment. Located in Courtice and owned by the Regions of Durham and York, the DYEC is a waste management facility, designed to safely produce energy from the combustion of garbage, while reducing the volume and methane potential of the residual material being sent to landfill. Our emissions limits continue to be among the most stringent limits in the world. These environmental monitoring conditions are in place to protect human health and the environment. The DYEC uses pollution control systems and proven, reliable, energy-from-waste technology to monitor and mitigate emissions including dioxins and furans. While some emissions are measured continuously to monitor DYEC performance, all emissions are measured through annual spring and fall stack testing. The following table compares how the DYEC is performing compared to the dioxins and furans emissions limit as set out in the facility’s Environmental Compliance Approval (ECA). The results show the DYEC continues to operate safely below the strict limits. Spring 2021 Source Test Results for Dioxins and Furans *Note: preliminary results for Spring 2021 under verification. Results and report to follow and will be posted on DurhamYorkWaste.ca. The DYEC is also equipped with a Long-term Sampling System (LTSS) for dioxins and furans. This system draws a continuous sample through a filter cartridge, which is analysed monthly in a laboratory for dioxins and furans. While this testing is not done for compliance purposes, it is used to determine dioxins and furans emission trends and/or fluctuations, as well as demonstrating the ongoing performance of the Air Pollution Control Equipment. The Region has committed to providing quarterly reports on the LTSS which will include the sampling results and will be posted on DurhamYorkWaste.ca when available. Local air quality surrounding the DYEC is also monitored through two ambient air sampling stations. All monitoring results from our stack testing program and our ambient air monitoring program are submitted to the Ministry of Environment, Conservation and Parks (MECP) and are available to the public at DurhamYorkWaste.ca. The MECP has confirmed that air quality in Clarington is similar to that of other urban communities in southern Ontario and the Greater Toronto Area. The unit, along with the Gun andGang Enforcement Unit, the Tactical Sup- port Unit and the East Division Responseteam executed 28 search warrants in theGTA, arrested 44 people and laid 295 Crimi-nal Code and Controlled Drug and Sub- stance Act charges, Durham police noted.Investigators seized 5.8 kilograms of fentanyl, 4.2 kilograms of cocaine, 205grams of methamphetamine, 3,000 oxyco- done pills, 30 kilograms of illicit cannabisand a quantity of hydromorphone, GHB,MDMA with an approximate street valueof $2.5 million. Police also seized eight handguns and more than $300,000 in cash. In a release, the DRPS said the investi-gations have disrupted multiple smallertrafficking cells and deterred traffickersfrom dealing drugs within Durham. The classic promise from film "Field of Dreams" works for morethan baseball diamonds, obviously. When his wife wanted a waterfall in their backyard in Newcastle, Phill Holder designed and built her one, curious about what wildlife mightshow up. They were both pleased when a green frog moved in and, prince of the pond, nearly doubled in size over the summer. Frogs and toads are born in water, tadpoleshatched from egg masses laid by mom and fertilized by dad in early spring, amid a lot of splashing,peeping, croaking and clutching. But when, mag- ically, gills change to lungsfor breathing and limbs re- place tails for locomotion, froglets are free to hop off across the land looking fora good place to grow up in, a safe situation with a steady supply of nutritiousfood. Some species wander far from streams and wet- lands, like American toadsin your garden and leopard frogs leaping from under- foot when you cross grassy meadows. Green frogs al- ways stay close to water, however, so the one in New- castle must have thought itwas in heaven when it heard that waterfall. My friend Dianne Paza- ratz, butterfly gardener ex- traordinaire, has a small pond with a bubbler in her beautiful backyard in Osh-awa and often mentions mallards and other wildlife visiting. It was mid-August when her son, David, spot-ted a small green frog among the vegetation, a newcomer he namedSpook Frogg when it decid- ed to stick around. Their latest experiment is deliv- ering earthworms andwatching the instanta- neous response — a leap across the pond, a gulp. Afroggy grin. My gifted photographer friend, Mike McEvoy, who so generously providesspectacular wildlife pic- tures for my column The Great Outdoors, has a size- able pond in his own back- yard in Oshawa, where he regularly snaps images of damselflies, back-swim-mers and water striders. He's had green and leopard frogs in residence various years, and one spring, a toad laid strings of eggs that resulted in a lot of cute wriggling tadpoles.But the warmth of sum- mer comes to an end at our latitude, and ectotherms have to go with the flow. In-stead of maintaining a con- stant body heat as mam- mals and birds do, frogs getlethargic at about 10 Cel- sius. Slowly, sleepily, they make their way to the bot-tom of a pond or burrow in- to leaf litter, hopefully safe from harm until spring. Shallow ponds that freeze right to the bottom could be fatal for overwin- tering amphibians, so mycaring, conscientious friends are considering ways to keep that from hap- pening. Vaccinations are nowcompulsory for many whogo to work, school or attendevents. All people who gather in crowds must bevaccinated. This action isto help protect all of us from this modern-dayplague. It is an old, but true, say-ing that a chain is only as strong as its weakest link.If we grant vaccination ex-emptions for any reason we have created a weaklink in the chain. Thatweak link could lead to theinfection and possible death of dozens, or evenhundreds of fellow citi-zens. That must not be al-lowed. There will be some whowill choose not to followthe rules, and some who will state health reasons and expect exceptions.They then must be forced to self-isolate, or find a dif-ferent line of work, per-haps working from home. Durham's school boards are reporting varying levels of compliance with recom-mendations that staff and others involvedwith students be vaccinated against CO- VID-19.While the Durham District SchoolBoard (DDSB) reports just under 70 percent of staff and trustees attest to being ful- ly vaccinated, the rate of inoculationamong employees of the Durham CatholicDistrict School Board (DCDSB) is about 87 per cent, according to data released thisweek.The DDSB's vaccination protocol appliesto a total of 11,021 people, 9,623 of whom are school board employees and trustees. The re-maining 1,398 "other individuals" are definedas people who may come into direct contactwith students, such as school bus drivers, vol-unteers and contractors.As of Sept. 15, there are 6,688 schoolboard employees attesting to be fully vacci- nated — 69.5 per cent. Data shows that 1,075 other individuals under the mandate — al-most 77 per cent — attest to being fully vac-cinated.The board reports that 24 employees have presented a documented medical rea-son for not being fully vaccinated, while 11non-employees under the mandate have produced such documentation.Meanwhile, 491 school board staffers —a little over five per cent — have indicatedthey are not fully vaccinated without med- ical exemption, or have refused to disclosetheir status, according to DDSB. More than22 per cent of non-employees who fall under the protocol have either identified them-selves as not fully vaccinated, or have notdisclosed their status, according to the da-ta. More than a quarter of board staff, 2,420people, have not yet complied with the re-porting protocol, according to the DDSB."Those who have not yet submitted an at- testation form and those who have indicat-ed that they are not vaccinated with nomedical condition and/or who wish not to disclose are required to take an educational session about the benefits of COVID-19 vac- cination and are required to take two rapidantigen tests per week, with the DDSB ver-ifying completion," the board reports. The DCDSB reports that the vaccination protocol applies to 2,878 employees andtrustees and another 564 individuals whoare frequently in schools or have contactwith students. The board reports that among employees, 2,383, or nearly 83 percent, attest to being fully vaccinated andhave presented documentation supporting their claims, while another 125, or just overfour per cent, attest to being fully vaccinat-ed but have not provided documentation. The DCDSB reports seven employees have submitted proof of medical exemptionto inoculation and that 257 employees haveeither declared they are unvaccinated or have not disclosed their status. Those indi-viduals have been required to complete aneducational session about the benefits ofbeing vaccinated, the board reports. Of the other individuals covered by theprotocol, 377 have provided proof of full vac-cination and another 82 attest to vaccina-tion without documentation, according to the board. Another 105 unvaccinated per-sons have completed education sessions onthe benefits of inoculation, the board re- ports. Theboard reports that amongemployees, 2,383, or nearly 83 per cent, attest to beingfully vaccinated and havepresented documentationsupporting their claims, while another 125, or justover four per cent, attest tobeing fully vaccinated buthave not provided docu- mentation. The DCDSB reports sev-en employees have submit- ted proof of medical exemp-tion to inoculation and that257 employees have eitherdeclared they are unvacci- nated or have not disclosedtheir status. Those individ-uals have been required to complete an educationalsession about the benefitsof being vaccinated, theboard reports. Of the other individualscovered by the protocol, 377have provided proof of full vaccination and another 82attest to vaccination with-out documentation, ac-cording to the board. An- other 105 unvaccinated per-sons have completed edu-cation sessions on thebenefits of inoculation, theboard reports. They migrated together from Manila, Philippines to Pickering, ON, Canada in 1998 when he was at the age of 60. Buenaventura is a faithful Catholic, Mother of Perpetual Help devotee. He is known for his appreciation of colorful, fashionable clothes, shoes, great food, and - most importantly - for his kindness, generosity and sense of humor. He lived his life as full as he could, travelled the world working as a chef on inter- national cruise, cargo, and military ships for many years. Finally retiring in Pickering with his devoted wife where he lived out the rest of his days enjoying gardening, following sports, basketball and baseball, and spending time with his loving family and friends.
