New COVID-19 contact tracing mea- sures quietly implemented earlier thismonth by Durham Region's top doctor re-quire anyone who hosts a social gathering to compile information for those in atten-dance - and provide the information to theregion on demand, under threat of heftyfines. The rules, implemented through an or-der by Medical Officer of Health Dr. RobertKyle, apply to homeowners, tenants andbusiness operators. They require "all per-sons responsible for hosting a social gath-ering" to create a list of names and contactinformation for all persons in attendance, regardless of age, and provide the informa-tion to the region within 24 hours of a re-quest being made.The order was made under section 22 (5.0.1) of the Health Protection and Promo-tion Act, according to the health depart-ment. A social gathering is defined as a gather-ing or two or more people who do not residein the same household. The new rules cameinto effect at midnight Sept. 11 and will re- main in place until the medical officer ofhealth deems them to be no longer re-quired, according to the health department. The "class order" issued by Dr. Kyle wasa response to rising numbers of peoplecontracting the virus in the region, infor-mation posted online by the health depart- ment says. The document claims thatwhile most residents have been compliantwith restrictions imposed during the pan- demic - including complying with contacttracing investigations by public health -not everyone is."While the majority of hosts are compli- ant with the requirements to provide Dur-ham Region Health Department informa-tion regarding attendees at social gather-ings during a COVID-19 investigation or outbreak, there are some who do not co-op-erate," the online documents says. "Thisclass order is a legal tool to help ensure that all hosts of social gatherings follow(health department) requirements to pro-tect the health of the community," the doc-ument declares. Failure to comply with demands forcontact tracing information could lead to a$5,000 per day fine for individuals and daily penalties of $25,000 for businesses, accord-ing to information provided by the healthdepartment. For officers in Whitby, Osha- wa and Clarington, the BWC will come lat-er.The police service conducted a year-long pilot project to see if the cameras had value on such items as collecting evidence,trust, transparency, accountability andservice effectiveness.Once the pilot -- which included com-munity engagement -- was done, the policeservices board endorsed the BWC programand Durham Regional Council approved funding. In the 2021 budget, regional coun-cil approved $2 million in the first year of athree-year phase-in program.A comprehensive training program was then begun to prepare for the deploy-ment. In July, the DRPS announced it hadreached a five-year agreement with AXONPublic Safety Canada Inc. to provide thecameras. The agreement began on June 29of this year and will provide up to 600 cam- eras and related software to officers. No kid- ding, the whole leafy green row in my garden, planted between the carrots and to- matoes. Carefully situatedfor easy access, right where I climb over the chicken-wire rabbit fence. It didn't touch the lettuce, beans, broccoli or any of the herbs. Only my kale, which I learned about andstarted growing just a few years ago. I'm part of the half of the world that loves kale. I likeadding it to pesto for tex- ture, bulk and nutrients, and "hiding" it from my hus-band in salads, massaging it with olive oil to soften it up. Last year, I had enough to share with neighboursright up until Christmas, fresh curly leaves without a single bite or nibble. Butthis season one little striped critter developed a taste for it and wiped out my entire crop, plant after plant. Wetalked about live traps, and I imagined myself lying out there under the asparagus ferns with a butterfly net or ray gun, kind of like Mr. McGregor waiting for Peter Rabbit. But there's so muchelse to do in the great garden of life. Eastern chipmunks' fa- vourite foods are acorns, seeds, nuts and fungi, which they're busily stash-ing in their underground larders right now, getting ready for winter. Accord-ing to my top field guide, "The Natural History of Ca- nadian Mammals" by Don- na Naughton, they're car-nivorous as well, taking slugs — a good thing! — and earthworms, plus anysmall animal they can get their teeth into. In summer, they eat fruits and berries — I've seen them high inour chokecherry tree; I know they love cherry pits — as well as flowers and buds. And leaves! Leaves and stems of my kale plants, obviously. I asked around amongmy gardening buddies if they had a "chipmunk is- sue" and not a single one did. Meadow voles, the usu- al suspects, sampling beets and biting into tomatoes, yes, but there's lots of food togo around for all of us. One friend told me about a fox sitting in her backyard, a natural deterrent for chip-munks. I'd like one of those! When I dropped in on anoth- er friend, in Brooklin, hehappily introduced me, by name, to four chipmunks living in his sizable yard, each with its own entranceholes, burrows and tunnel system. As we stood visit- ing, they chased each other right past our toes, boldly squabbling over territories. So I figure the problem's just mine, with my one lit-tle rascal. We have no time to waste. Canada is doing morethan ever to act on climatechange, yet our climate tar- gets are still critically in-sufficient, and are amongthe least ambitious targetscompared to other devel- oped countries. I just recently returnedfrom a visit to my daughter in Kelowna and wasshocked and frightenedwith the severe forest fires.The air was so smoky that we couldn't see the moun-tains, the clouds or thestars at night. The smoke burned our throats and forced us tostay indoors.This is a tragedy that we have to address now.
