OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM You never know quitewhen or where, but it's bound to happen any day now. Hundreds of broad- winged hawks streaming through our skies on their way south for the winter, most of them all the way to South America. I always feel lucky when I spot one of these reclusive forest birds perched on a hydro line in a wooded stretch of cottage country, the best view I ever get of their barred tails, brown backs and rusty breast feathers. Smaller than their red- tailed and red-shouldered buteo cousins -- even small-er than crows -- they're well-suited for flying among trees and feed on frogs, mice, voles, snakes, insects and small birds in Canadian Shield country throughout the breedingseason. Then, for some mysterious reason, they leave all at once in great numbers, as if someoneblew a whistle and yelled "Go!" at the start of a race. And you see massive flocks of them, dots and blotches traveling together across the sky. So heads up! Lookingskyward on any late-Sep- tember day with a north wind and strong enough sunlight to warm the earth and create rising air cur- rents, you could witness dozens -- hundreds!-- ofbroad-winged hawks cir- cling and soaring, moving ever southward toward theLake Ontario shore. There they veer westward, riding on thermals, to make their way around the far end ofLake Erie and south through Ohio and beyond. We humans miss so much, staring down at cell phones! Most other migrating raptors follow the same route, but take their ownsweet time about it, travel- ing singly or in small groups. American kestrels are early migrants, usually flying low over the treetops like blue jays do. Ospreys are moving now as well, the bend in their wings and black "elbows" good field marks from below. Sharp- shinned and Cooper's hawks could be either flap- ping low and determinedly or circling higher andhigher in kettles with oth- er raptors, then peeling off westward one by one. Turkey vultures are on the move, too, of course, grace personified as they float in the air, wings in awide V, making their digni- fied retreat from winter's realm. Big chunky red- tailed hawks are recog-nized by their flap-flap- flap-soar flying pattern, and bald eagles by theirhuge wedge wings spread flat against the clouds. While you might see mi- grating raptors anywhere, you up your chances of viewing some along the Lake Ontario shoreline, along the rim of the ancient Lake Iroquois shoreline at Heber Down Conservation Area or the 4th Concessionin Clarington between Lib- erty and Courtice, or atop the spine of the Oak Ridges Moraine. Margaret Carney is a nature-appreciation col-umnist for MetrolandDurham newspapers. HEADS UP! DURHAM'S BROAD-WINGED HAWKS ON THE MOVE MARGARET CARNEY Column Durham raptors such as the Cooper's hawk are on the move as the cold weather approaches, massing in great numbers for a long trip, with most heading to South America. Skillful fliers, these raptors prefer wooded areas from southern Canada to Mexico. Mike McEvoy photo SILENT AND WATCHFUL WHAT IS THE PLAN TO ADDRESS DEFICITS? To the editor: I know I was kiddingwhen I said I have a newfull-time job criticizing the government when I re-tired. But I don't think I amthe only citizen who is puz- zled by the spending habitsof our federal and provin-cial governments. For months I have writ-ten my MPs and MPPsabout what the plan is toaddress the growing defi- cits.If $49.6 billion (projecteddebt interest payments by the federal governmentand provinces in 2020/21,according to the Fraser In-stitute) is being spent just to service the debt, youhave to ask yourself howthat money could be spenton health care, educationor growing the economy.Their responses speakabout "plans" and "inten- tions" but no specifics. There are no measurablegoals. I worked proudly forseveral government-fund-ed entities my whole work- ing career. We were held toaccount for every taxpayerdollar. If we did not makeour numbers funding could be pulled. The man-tra was, "if you are not mea-suring it then you are not doing it." The bottom lineis, nationally, governmentsare doing a bad job manag-ing taxpayers' dollars. We have a prime minis-ter who has decided, mid-term, in the midst of a pan-demic, that this would be a good time to spend $500million on an unnecessaryand dangerous election. Is this in the best interests ofCanadians? Is there a critical issuebefore us that we needed to go to the polls over? Is this agood thing to spend moneyon right now? It's disappointing thathaving the will to govern inthe best interests of Cana-dians would be such an ex- citing, fulfilling thing to do.How much government isenough and how much do we need to run our countryefficiently?I pray that everyonevotes and holds our elected officials to account. That'sthe only consequence tobad unaccountable gover-nance. So, if you want to feel powerful, please re-view the issues and voteyour gut. AUTOMATED SPEED ENFORCE- MENT (ASE) CAMERASCurrently, the Region ofDurham has ASE cameras rotating in school zones.Ajax and Pickering are inthe process of getting their own cameras. Pickering has budgeted$385,000 for two cameras.Ajax will have three cam- eras by the end of the yearto rotate through schooland community safetyzones. The mobile camerastake a photo of the licenceplate of speeding vehicles. Drivers photographedspeeding will get a ticket. "Drivers do respond tothose, typically," said Ajax supervisor of transporta-tion John Grieve. FLEXIBLE ROAD-MOUNTED SIGNSAround schools, Cla-rington has signs mountedin the road, close to the flow of traffic, to narrowthe road and slow downdrivers. The traffic calm- ing program was so suc-cessful when first installedaround schools, it has beenexpanded to several loca- tions outside school zones. "We found that the flexsigns, when strategically placed, help keep stoppedtraffic further away fromthe crossing, providing more distance, giving ourcrossing guards moreroom to ensure that chil- dren cross safely," DuncanAnderson, manager of Mu-nicipal Law Enforcement, said via email. CROSSING GUARDSCrossing guards work tokeep school zones safer for everyone. Drivers are re-minded to support them bystopping and remaining fully stopped until every-one — all pedestrians andthe guard — are safely off the road."If every motoristobeyed the laws we wouldn't need as manycrossing guards," said Sim-ic. "We need crossing guards to give kids thatsafety." PARKING RESTRICTIONSCars parked around schools reduces the line ofsight, putting the crossingguard and students in dan- ger. Parking is restricted inschool areas so pedestriansand motorists can see one another. "When guards can't seefirst-hand, they're sneak- ing out behind a truck tosee if there is traffic com-ing," said Simic. COMMUNITY SAFETY ZONESAround schools, munic-ipalities designate commu-nity safety zones. That in- cludes the communitysafety zones near the Dur-ham College and OntarioTech University campus. In these areas, speed lim-its are reduced and there are increased penalties for vio-lations — including speed-ing and careless driving re- lated offences."All city streets that areadjacent to a school have a speed limit of 40 km/hwithin the school propertylimits," Michael Sluggett,Oshawa's manager of Traf- fic, Streetlighting andParking said via email. POLICE AND BYLAW OFFICERSIn early September, theheat is on around Durhamschools. Durham Regional Police Service focus onschool zones to stop andticket speeding drivers.Municipal bylaw enforce- ment officers fine illegalparking at schools. "Our Traffic Services Branch and Divisionaltraffic officers will be en-forcing speeding and otherHighway Traffic Act in- fractions as we normallydo, focusing in and aroundschool zones," DRPS Const.George Tudos said viaemail.Youth are at a higherrisk to be struck by a vehi- cle — they're probably themajority of pedestrians outon the roads and also theones who may take more risks, Simic explained. "All these measures, it'sjust to keep our children safe," said Simic. "Justimagine how many livesare impacted if a tragedyhappens? It's family, friends, the whole school, the motorist and their fam-ily as well." STORY BEHIND THESTORY: As school resumes, your community newspa- per looked at the tacticsused — some innovative(speed cameras and road mounted signs) and otherstime-tested (crossingguards and bylaw officers)— to keep students safe. Our rela-tionship with our readers isbuilt on transparency, hon- esty and integrity. As such,we have launched a trustinitiative to tell you who we are and how and why we dowhat we do. This article ispart of that project.Over the years I have been surprised at the num-ber of people who call on aThursday morning want- ing something in 'that day'spaper.' I try, patiently, to ex-plain that while our news- papers are published onThursday, that doesn'tmean we put the newspa- per together on a Thurs-day. In fact, we put our edi-tions together much earli-er in the week. Of course, this puts usinto a difficult situationwhen covering ongoingevents where the informa- tion is changing, rapidly. Case in point, the up-coming federal election. The election takes placeMonday, Sept. 20. Our next edition comes out Thursday, Sept. 23. Three days. But a life-time for an editor of a com- munity newspaper. There is a very real pos-sibility that our editionnext week will not have the local results from the elec-tion. Here's why: • Of the eight newspa-pers that we publish inDurham region, seven are sent to the press on Tues-day afternoon, while the eighth is actually sent topress Monday morning(Election Day). • Polls consistently show this to be a neck-and-neck race so it may be tooclose to call Monday night. Will we know Tuesdaymorning? How about Tues-day afternoon?• Due in part to COVID, we can expect an increasein the number of peoplewho vote by mail. At this point, we're not sure howmany will choose that op-tion or when those voteswill be tallied. Will it cause a delay in final results? All of which are reasonswhy I am not sleeping well these days and there is achance that next Thurs-day's edition may not fea- ture information on the lo-cal federal election win-ners. Now, that does not mean we are not covering elec-tion night. We definitelyare at www.durhamregion- .com.We will have live resultsfor each of Durham's rid-ings. And regardless of whenresults come in, nextweek's editions will pro-vide a breakdown of what Durham needs from thenext federal government. Mike Lacey is manag-ing editor of durham-region.com.
