The Town of Ajax, in ameeting earlier this week, unanimously voted to haveall its councillors declare their vaccination status bySept. 7 and mandated that all its staff disclose and pro- vide proof of their vaccina-tion status. OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM LETTERS & COMMENTARY "I've seen dragonflies inmy backyard before, but never a whole swarm of them," a Whitby resident living near Brock and Man- ning told me in an email. "I walked around the yard and couldn't see mosqui-toes or any other small fly- ing insects, so I don't know if they were actually eating something or just having their own private party. There could have easily been 50 dragonflies, maybemore, each one beefy looking, about three-and-a- half inches long. I was sur- prised they didn't bump in-to me at some point, there were so many." Flying ants! I thought tomyself. And hungry drag- onflies! My reader said there had been a 20-minute shower shortly before, andflying ants often emerge af- ter a rain . Pouring out of theearth and taking to the air, winged males and females have one thing in mind: mating, preferably with apartner from another colo- ny, to mix up the genes. Which is why many winged ants tend to come out on the same day. A bo- nanza for late-summer dragonflies, but too manyat once to eat them all. Mother Nature planned it that way.Delores Willis, who lives south of Newtonville, de- scribed pretty much the same scene over the phone. Her husband, Peter, called her to the yard with the news that flying ants wereout and dragonflies were chasing after them. Hundreds, apparently, zooming about overhead. She couldn't see any colour, with them dark against the sky, but they were big, andI'd be willing to bet they were darners, a family of large dragonflies that are known to swarm like that. They get their name from their long, straight abdo- mens, which reminded ear- ly entomologists of darning needles. Though solitary by na- ture, darners have suchgreat vision through their bulging compound eyes that they can keep close track of each other. And when one or two find a good source of food and go for it, it doesn't take longfor others to hone in and join them, like a flock of vultures drawn to carrion. A dragonfly expert friendof mine thinks that it's vi- sual clues rather than ol- factory ones operating inthe case of these swift-fly- ing predators. And they're not all the same species. Swinging hisnet through a swarm (then safely releasing them!) my friend ended up identify- ing four different darners, told apart by the array of blue, green or yellow mark- ings on segments of theirabdomens, and stripes on the sides of their thorax. Each individual more handsome than the last. Margaret Carney is a nature appreciation col-umnist for MetrolandDurham newspapers. 'SWARM' OF LARGE DRAGONFLIES STARTLES WHITBY RESIDENT COLUMNISTMARGARET CARNEY'SINFORMED GUESS:MUST BE DARNERS MARGARET CARNEY Column An unidentified darner stares into Mike McEvoy's camera lens. But what does it see? From a family of large dragonflies with excellent vision, darners have two compound eyes, each with thousands of lenses, and five eyes in all. Mike McEvoy photo YOU TALKIN' TO ME? 'CODED VACCINATION CERTIFICATE' NEEDED To the editor: At the urging of civic au-thorities and medical offi-cers of health, we hear of many organizations imple-menting COVID-19 poli-cies. Physical barriers and cleaning protocols havebeen introduced at mostarenas, stores and restau- rants to protect their per-sonnel against the spreadof COVID-19. Their staffs are likely required to wear personalprotective equipmentwhen dealing with the pub- lic at large. To overcome this pan-demic, individual mem-bers of the public also must comply with protocols rec-ommended by civic leadersand the health community. However, one element ismissing in this whole pro-cess: the ability of an indi-vidual to easily assure any legitimate public access point as to their immuniza-tion status. What is needed is a gov-ernment-issued certifi-cate. Upon completion of a short questionnaire, whichpermits verification of in-formation the ministry ofhealth already has on file, a QR code or bar-code (likethose used for shoppingand banking) could then be downloaded to an individu-al's cell phone.Showing this coded im-age would provide assur- ance to the public accesspoints without revealingany personal information. For those who rely on wal- let cards, a paper equiva-lent with a printed bar-code could be available. Of course, individualsstill may choose not toshow the image containedon their cell phone. But then, public accesspoints such as arenas, stores and restaurants would retain the ability todeny them access.A coded vaccination cer- tificate is worth consideringand I would like to see such a system implemented.PETER J. BERWICKOSHAWA NO TAXES ON PSYCH SERVICES To the editor:The provision of psycho-therapy services is a formof medical healthcare and should not be subject toPST and GST. Such patients are al- ready struggling financial-ly and they should not besubject to such taxes whenreceiving this healthcare in Ontario. We are not taxed whenwe visit our family doctorand Canadians should not be taxed when they visittheir psychotherapist. The Ford government and a new federal govern-ment should immediatelyremove HST for psycho-therapy services in Onta- rio.JIM MCEWENCLARINGTON 7 | Ne w s A d v e r t i s e r | Th u r s d a y , S e p t e m b e r 9 , 2 0 2 1 dur h a m r e g i o n . c o m Be Wise, Cannabis and Older Adults is factual information about cannabis for older adults. Pickering is proposing a hospital on land locatednear Salem Road and High-way 407."It is somewhatcentrally located but at thesame time it's adjacent tothe Seaton development, which is the largest devel- opment in Durham Regionwith 70,000 residents mov-ing in and we're well under-way with that," explained Mayor Dave Ryan. The 70-acre site is being donated bythe NEPLG Inc. Ryan said the landown-ers see it as a contributionto the community they'rebuilding. "We have the unanimoussupport of Pickering coun- cil for this initiative," hesaid. "Council sees this as something that's beneficialto the region as a whole andspecifically for Pickering." PICKERING'S PITCH: "The hospital is neededfor the region as a whole,"for the region as a whole,"f Ryan said. "Wherever itgoes we're very pleased forthat initiative, but we thinkPickering is the best spotfor it for a number of rea-for it for a number of rea-fsons. We are the fastestgrowing city in Durham Re- gion and the only Lake-shore municipality thatcurrently does not have amajor health care asset. WHAT DOES THE PUBLIC THINK? Residents who spoke at the council meeting see thebenefit of a hospital, butdon't agree with the pro- posed location."The Salem Road site isnot only on the CarruthersCreek headwaters but is in a Prime Agricultural Areaaccording to the DurhamRegion Official Plan," resi- dent Mike Borie told coun-cil.He compared the pro-posal to council's recent re- quest for a ministerial zon-ing order to allow develop-ment on the Duffins Creek wetlands complex, whichwas approved by the prov-ince but later reversed afterpublic outcry. He said "council eitherhas very limited short-termmemory or is choosing tohave what I would refer to as a 'selective memory.'" Phil Pothen, a land useplanning and environmen-tal lawyer with Environ-mental Defence, said devel- oping on this "catastrophi-cally poor location" for ahospital would increase loss of prime agriculturallands, worsen flooding anderosion and threaten wild-life. He said this hospitalcould be the starting-offpoint for more development in the area, which is consid-ered 'whitebelt lands'- land between the Greenbelt and developed areas."This proposal should berejected outright today,"Pothen said. THE COMPETITION: Oshawa is proposing the hospital be located onthe northerly portion ofOshawa's Major Urban Ar- ea (the exact location hasn'tbeen revealed yet). Oshawaargues it is centrally locat-ed for all Durham munici- palities and it's located nearHwy. 407. Whitby has slated a 160-acre site in the southeast quadrant, below Hwy. 407,next to Highway 412, southof Winchester Road andnext to Lakeridge Road. Whitby argues the pro-posed site is located in theheart of Durham and closeto major highways. WHAT'S NEXT? An independent expertpanel will recommend thelocation for the hospital tothe Lakeridge Health board to make a final decision. The site selection processshould be completed by theend of 2021. -With files from RekaSzekelySzekelyS STORY BEHIND THESTORY:With a growingand aging population,Durham municipalities want to host the next bighospital. French Catholic elementary schools havebecome the first in Durham to make masksmandatory for kindergarten students.Conseil scolaire catholique MonAvenir has announced masks will be required forstudents in kindergarten to Grade 12 for the2021-22 school year. Last year, the board mandated masks for kindergarten studentsin Toronto and Peel only. "This requirement is in response to rec-ommendations received, to date, from nineof the 13 public health units that serve Mo- nAvenir schools," the board said in a letter toparents. "It is possible that others will make simi- lar recommendations before the start of theschool year. With illness rates increasing, public health units are advising of enhancedhealth precautions." Masks will be mandatory everywhere in-side school buildings, as well as on schoolbuses. Students will be allowed to remove masksduring outdoor recess "if physical separa-tion can be maintained" the board says.MonAvenir has three elementary schools in Durham — École élémentaire catholiqueCorpus-Christi in Oshawa, École élémen-taire catholique Jean-Paul II in Whitby and École élémentaire catholique Notre-Dame-de-la-Jeunesse in Ajax.
