While Durham’s population continues to grow—with an expectancy to reach more than 1 million people in the next decade—more residents will mean more organics waste, recyclables, and garbage. The new Mixed Waste Pre-sort and Anaerobic Digestion (AD) Facility will remove organics, non-combustible materials, and recyclables from garbage bags to further increase diversion and free up capacity at the Durham York Energy Centre (DYEC) for garbage that can be incinerated to create electricity. AD will be used to convert organic waste like food scrapes into renewable natural gas - used to heat homes and power natural gas barbeques and vehicles. Residuals from this process will also be used to generate electrical energy that can be used in a variety of applications. Watch our video at durham.ca/ADProject to see how the Mixed Waste Pre-sort and Anaerobic Digestion Facility will work with Durham’s waste management program. There are many environmental benefits with a new Mixed Waste Pre-sort and Anaerobic Digestion Facility: More Renewable Energy The new facility is anticipated to generate approximately 4 million cubic metres of valuable renewable natural gas by capturing methane that would otherwise be released into the environment. Greenhouse Gas Reduction The renewable natural gas generated has the potential to reduce greenhouse gas (GHG) emissions by up to 7,500 tonnes of carbon dioxide equivalent by the year 2025. This is the single most significant reduction of GHG from the short-term initiatives currently proposed by the Region. Attraction of Low-Carbon Industries The new facility will create a local opportunity within the Energy Park and Clarington to attract future clean-energy and low-carbon innovative industries. More Diversion By sending Durham’s garbage to the new facility first, to remove items that should not be in the garbage, we will send less garbage to the DYEC. This will increase diversion rates and defer the need to expand the DYEC. Learn more about this project and the environmental leadership underway in Durham Region at durham.ca/ADProject. OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM LETTERS & COMMENTARY Once again, we're into a federal election campaign, and again there needs to be a frank discussion about the opiate crisis gripping the country. In September of 2019, dur-ing the election campaign, I began to advocate to the fed- eral government that it needed to take the issue of opiates seriously. During the federal election cam- paign, little was said aboutthe opiate crisis by the ma- jor political parties, which was disappointing and con- cerning given the signifi-cant impact this issue is having across the country. With approximately5,000 deaths occurring each year in Canada, the opiate health crisis re- mains a national health ep-idemic. Once again, I am imploring the federal gov- ernment to take a leader-ship role immediately be- cause the opiate crisis is af- fecting more and more Ca- nadians each day. In Oshawa and Durham, the number of deaths asso- ciated with opiates has steadily increased over the past few years. In 2017, the number of suspected over- dose calls in Oshawa was249. Last year that number was 478, which represents 66 per cent of all calls in Durham Region. I am continuing to advo- cate for a series of actionsthat Ottawa needs to take to help resolve our nation- al health crisis:• Develop a strategic path forward working with provincial governments, municipal governmentsand health professionals to address the complex issues associated with opiate ad-diction; • Review innovative pro- grams across North Amer- ica that could be beneficialin addressing the opiate health crisis in Canada; • Investment and stable funding for long-term treatment beds to cover 60- to-90 day programs as cur- rently, people seeking im-mediate assistance are not always able to access a long-term treatment bed; • Create supportive transitional housing with on-site support to assist in- dividuals in their return tothe community; • Impose tougher penal- ties for those convicted of trafficking in illicit sub-stances; • Enhance public educa- tion and information onthe impact opioids have on residents, communities, the health-care system and the economy. Every day this national health crisis is ignored and allowed to continue is an- other lost day in Oshawa, Durham Region and every community across Canada. The new federal govern-ment must recognize and make the national opiate crisis a priority. Dan Carter is the mayorof Oshawa and a member of Metroland DurhamRegion's Durham AdvisoryCouncil. I am hopeful this endeavour willextend to Durham Region-al Police, as there is little or no enforcement of this na-ture in this area. At anytime of the day or night, our hearing can be assault- ed by so-called musclecars, sports cars, big pick-up trucks and motorcycles, all of which are constantlyroaring around the city, with exhaust systemsgreatly modified to the point I am sure they are il-legal. Drivers of these vehiclesalso seem to delight in put-ting the foot to the floor atstoplights to make as muchnoise as possible. In addition, there is a new fad for this set, that is,to modify the vehicle so it constantly backfires ormakes popping noises. "There is an added di-mension of engagement when people interact face-to-face, and as such, welook forward to the returnof in-person council meet- ings," Mayor Dave Ryansaid via emailWhitby plans to contin- ue virtual meetings, untilthe COVID-19 case countsallow the town to permitin-person attendance. Clarington has beenrunning hybrid meetings—with the mayor and some staff in the cham-bers and the rest of coun- cil and the public joining virtually — since Septem-ber 2020."Throughout this pan- demic, the work of counciland the municipality hascontinued," said Claring-ton Mayor Adrian Foster. "Of course, as a society, weare eager to get back to'normal,' whatever thatmay be. We continue to as- sess the situation."Ajax will continue fullyvirtual meetings for the rest of 2021. The town iscurrently upgrading thetechnology in councilchambers to facilitate liv- estreaming for hybridmeetings. The town will be considering ongoing regu- lar virtual meetings, saidDeputy Clerk AlexanderHarras. "Council and staff havebeen very satisfied withthe virtual meeting for-mat, and have found that it has increased public en-gagement," Harras saidvia email. This pandemic has cre- ated a shift in how resi-dents interact with theirelected officials — for bet- ter and worse. HERE'S WHAT WORKS ABOUT VIRTUAL MEETINGS: •Many members of the public welcome the ability to speak at meetings and make presentations fromhome, explained Foster.•Residents with acces- sibility issues, child-careresponsibilities or wholive far from councilchambers can stay in- formed and participate incouncil meetings. •Residents don't have todrive to the meeting, which reduces the carbonfootprint and saves time. •The public can drop in and out of meetings whilewaiting for items of inter-est.•Potential for improved community engagement.Whitby has seen an in- crease in community en- gagement numbers sinceit launched its new "Con-nect Whitby" platform last summer. "Residents can shareideas and feedback on themunicipal decisions and projects that matter tothem," said Mitchell.Virtual meetings can also make participationimpossible for some citi-zens. Not every residenthas a computer or is com- puter literate. Not all resi-dents can afford a comput-er and internet service.Broadband internet ac-cess is not equal acrossDurham; some areas havelimited or no high-speed internet access at all. Vir-tual meetings don't meetall needs. HERE'S WHY MANY RESIDENTS AND POLITICIANS CAN'T WAIT TO GET THE PUBLIC BACKIN THE ROOM: •Limited facial expres- sions, body language andnonverbal communica-tion during meetings. •Fewer questions from councillors at RegionalCouncil during virtualmeetings as opposed to in- person meetings, noticedresident Linda Gasser, anavid participant in localgovernment. •Background distrac-tions, technical difficul-ties and a range of comput- er literacy skills can limitthe quality of virtualmeetings and waste time.•It's difficult to gauge the number of residentsconcerned about an issue. "For some meetings, where I don't delegate, watching the live streamcan be sufficient for run ofthe mill issues but for im- portant issues nothinggets the interest of all in-volved, including the me-dia, as a full council cham- bers," Gasser explainedvia email. STORY BEHIND THESTORY: As council meet-ings resume, Durhammunicipalities try to offer open meetings from closedchambers. NEWS Continued from page 1 ‘WE ARE EAGER TO GET BACK TO ‘NORMAL’ "There is an added dimension of engagement when people interact face-to-face, and as such, we look forward to the return of in-person council meetings." Three times. The car ulti-mately broke through thedoor and ended up in thegarage. "We just kind of had togo over and see, 'What'sthis about?' We wanted to defuse any ... situation thatwas going to happen," saidAnthony Colasuonno. But the next 20 minutes unfolded in ways that no-body expected, and fellowcontractor Adam West turned on his phone andcaptured the situation onvideo, all while doing whathe could to help. He later uploaded the video to You-Tube simply so Colasuon-no could view it, and it reached nearly 42,000views by the time this storywas filed at 4 p.m. on Aug.25. Here are the highlights: 10 SECONDS: The video re- cords somebody smashingtheir vehicle into a garagedoor and reversing. Pass- ersby begin to gather andtry to figure out what ishappening. 3:35:West runs to the car and can see there is a fireinside of it. "Hey!" he yells."You gotta get out of the car, honey. You got to get out.Please."He tries to open the door but it's locked.West then leaves the ga-rage and says, "She's smok-ing a joint in there and she's lighting her (exple-tive) car on fire."He's coughing as he ex- its. 4:30:People, includingColasuonno, can be heardon the phone with the 911 operator. 6:30:Witnesses pleadwith the woman to leaveher vehicle. 8:02: "I lunged for herand dragged her out," Cola-suonno later said. "I didn't care at that point. You canfight all you want but youcan't stay in there." 8:15: West knocks on the front door of the house asthe fire in the garage hasspread to it. "Excuse me! The house is on fire! Hello?Anybody home?" 9:40: West starts knock-ing on neighbouring homes to inform them ofthe fire."There was damage sus- tained to the homes on ei-ther side of it," Deputy Firechief Stephen Boyd laterconfirmed. 10:21:The house is com-pletely engulfed in flames 11:15: West continues to knock on doors. "You've gotto get out of your house. The house two doors downis on fire and it's coming fast .... Grab your stuff.Hurry up," he said at onepoint. 11:49:Durham police are on the scene. 16:22: Pickering FireServices arrives. Despite criticism fromvideo viewers about thelength of time it took for firefighters to respond,West said "I thought the re- sponse time wasn't that badconsidering."Boyd said, "I think thecrews did a great job, espe- cially considering the heat. It's very difficult in thatgear to do anything for any amount of time withoutfeeling it."Twenty firefighters were at the scene, as well asfive trucks and one com- mand vehicle."We had the fire undercontrol within 20 minutesto half hour by the time we got there," Boyd said. "Un-fortunately, the fire hadgrown quite large. It didn't take long at all." Colasuonno said he andWest simply acted in the best way they knew how. "We talked about it," hesaid. "Maybe we shouldhave done more. We don't look at each other as he-roes," he said.In the end, the womanwho had been driving the car could not be located bythe time the video ended.News reports later saidone person was trans-ferred to hospital, but itcould not be confirmedwho that person was. And while you lie in peaceful sleep, your memory we shall always keep. We are sad within our memory, lonely are our hearts today; for the one we loved so dearly has forever been called away. We think of you in silence, no eye may see us weep; but many silent tears are shed when others are asleep. The rolling stream of life rolls on. But still the vacant chair recalls the love, the voice, the smile of the one who once sat there. In my heart your memory lingers, always tender, fond and true; there’s not a day, dear friend, I do not think of you.
