Despite suggesting nu- merous times the provincewould not be rushing intoStep 3 of its reopening plan due to concerns over theDelta variant, the Ministryof Health has confirmedOntario will enter into Step 3 on July 16 — five days ear-lier than expected.Last week, when asked about the possibility of be-ginning the third and finalstep of the reopening pro-cess prior to the date ini- tially planned, Health Min-ister Christine Elliott said,"We have just recentlymoved into Step 2 and, as you know, the Delta vari-ant is still out there. It isstill very active, and that is why we really need to takea very cautious approachto opening up further."She added that the de- tails regarding Step 3 of re-opening would be released"well in advance," to give businesses the necessarytime to prepare.On July 9, the province announced it will be mov-ing into Step 3 as of 12:01a.m. on Friday, July 16. Here's what will be per-mitted:• Outdoor social gather-ings and events will be per- mitted with up to 100 peo-ple.• Indoor social gather- ings and events will be per-mitted with up to 25 people.• Indoor religious ser-vices, rites and ceremonies will be allowed (with phys-ical distancing in place).• Indoor dining will re- sume with no seating lim-its per table (physical dis-tancing will remain in ef- fect).• Indoor sports and rec-reational fitness facilitieswill resume at 50-per-cent capacity. (The capacity forindoor spectators will beeither 50 per cent of the usual capacity or a maxi-mum of 1,000 people. Thecapacity for outdoor spec-tators will be 75 per cent of the usual capacity or amaximum of 15,000 people.)• Indoor meeting and event spaces will be per-mitted to operate at 50-per-cent capacity or 1,000 peo-ple (with physical distanc- ing in place).• Essential and non-es-sential retail will continueto operate with capacity limits.• Personal care serviceswill be permitted, includ- ing those that require theremoval of face masks (ca-pacity will be limited to thenumber of people that can maintain two metres of dis-tance).• Museums, galleries, historic sites, aquariums,zoos, landmarks, botanicalgardens, science centres, casinos, bingo halls,amusement parks, fairs,rural exhibitions and festi-vals will resume, with ca- pacity limited to 50 per centindoors and 75 per cent out-doors. • Concert venues, cine-mas, and theatres will bepermitted to operate at upto 50-per-cent capacity in- doors or a maximum limitof 1,000 people. These ven-ues will be permitted to op- erate at up to 75-per-centcapacity outdoors or amaximum of 5,000 peoplefor unseated events, and up to 75-per-cent capacity out-doors or a maximum of15,000 people for seatedevents. • Real-estate open hous-es will resume with physi-cal distancing in place. • Nightclubs, loungesand restobars will reopenat 25-per-cent capacity orup to 250 people maximum. When asked about thedecision to move up thestart date of Step 3, the province's chief medical of-ficer of health, Dr. KieranMoore, said, "I didn't see any reason to hold us backgiven that so many Ontari-ans have come forward —over 200,000 a day are com- ing forward — to get immu-nized."Moore said, as of July 9, 78.9 per cent of Ontarioadults have received theirfirst dose of a COVID-19vaccine and 52.7 per cent have received their seconddose, adding that the rate ofsecond doses goes up by al-most 10 per cent each week.The criteria to move in-to Step 3 includes having 70to 80 per cent of adults vac- cinated with one dose of aCOVID-19 vaccine and 25per cent vaccinated withtwo doses. It is also required thatthe province sees improve-ments in other public health indicators, such ashospital and ICU capaci-ties. "The number of people in our intensive care unitsis also trending in the rightdirection," Moore said, not- ing the province will re-main in Step 3 for a mini-mum of 21 days. Theemails appear to come fromsomeone known to the vic- tim, who says they are awayand in an emergency situa-tion. They'll request money through Google Play giftcards, Amazon,Visa orsome other form of gift cardor cryptocurrency, police noted.Money or gift cardsshouldn't be sent until the receiver of the email canconfirm the sender is some-one they know and are in an emergency situation, policeadded.If the sender can't be reached, police advise try-ing to contact someone youknow who also knows thesender and can validate the story."You will probably findout the person is not away,there is no emergency and they have no idea what youare talking about. Thisscam is usually an indicator that someone in your con-tact list has had their emailhacked. Stop responding tothe originating email ad- dress," DRPS said in a state-ment.Actions people can take to protect themselves in-clude copying your list ofcontacts in the email ac- count and the delete theemail account.Create a new email ac- count with a different pro-vider, such as switchingyour email from Gmail go toOutlook. Create a complete- ly different email handle.Do not use your previoushandle. Also, limit the infor-mation you provide in the application. Ensure there isstrong account protection.Use a passphrase that is 14- characters or more, a com-bination of numbers, lowercase and capital letters aswell as figures versus a password.When creating an emailaccount do not use any part of your name (first or sur-name) in the account ad-dress. Be innovative and create something obscure.Upload your contact in-formation and send an email to those on your con-tact list, without the emailaddress of the originating correspondence, advisingof the scam and your newemail address. Police noted that sendingan email correspondence tothe address that originally wrote, then you have nowjust advised the 'scammers'of your new email. Continuously monitoryour email traffic for'scams.'
