When he didn't get the re-sponse from the city he was hop- ing for, he researched how to getrid of the pests and some neigh-bours got to work.Arborist Scott McKay, Picker- ing's co-ordinator of forestrymanagement, said the areas mostimpacted are in the western part of the city, close to the park, gener- ally west of Rosebank Road in theurban area of Pickering.The city has connected withresidents who have questions and concerns and posted informationon the city website and throughsocial media regarding the infes-tation. A post on the city's Facebookpage explains the culprits, Ly-mantria dispar dispar (commonly known as European gypsy* moths), are invasive pests thatprefer oak tree leaves, but will eatthe leaves or needles of maple,birch, linden, poplar, pine, and spruce trees."Egg masses have been ob-served on some street trees overthe past winter and summer, which caterpillars have nowemerged from," it said. By the year 2041, our population is expected to grow to approximately 1 million people. More residents will mean more waste for the Region to manage. To plan for this growth, the Region is building a Mixed Waste Pre-sort (MWP) and Anaerobic Digestion (AD) facility that will convert organic waste into a renewable natural gas as a source of energy and digestate (a compost-like product), a beneficial agricultural fertilizer. The MWP part of the facility will remove materials—such as food scraps and recyclables—from garbage collected at the curb and from multi-residential buildings. This will not replace or eliminate the current Green Bin or Blue Box programs. Instead, the MWP will sort out organics and recyclables from the garbage bags that should have gone into the green bin or blue box. This will be helpful for residents of multi-residential buildings who currently do not have access to these programs. This will significantly, improve Durham’s diversion of food waste. AD is a natural process that uses microbes found in the environment to break down waste in the absence of oxygen. This process naturally produces methane, which will be collected and cleaned for use as renewable natural gas (RNG); essentially converting organic materials, such as food scraps, into an energy source. This will assist in our battle against Climate Change. As estimated in the Region’s Climate Change Action Plan, the RNG generation from the facility has the potential to reduce corporate Green House Gas (GHG) emissions by up to 7,500 tonnes of carbon dioxide equivalent by the year 2025. This is the most significant short-term solution for reducing the Region’s GHG emissions. Increasing diversion of organic waste in this facility and generating RNG will result in the production of up to approximately 4 million cubic metres of RNG annually by capturing methane that would otherwise be released into the environment. An Ajax man with former ties to the Boy Scouts program hasbeen sentenced to two and a halfyears in prison after being foundguilty of charges relating to child pornography and counsellingsexual interference of minors.The charges arose from an in-vestigation by Toronto police intosocial media posts made by Rob-ert Ratcliffe in the fall of 2017, ac-cording to a recently released court ruling. It was alleged thatduring subsequent chats with anundercover police officer the ac-cused man made arrangements to meet with a person he believedto be a woman named Sara withtwo young children. During the online conversa-tions Ratcliffe talked with the of-ficer about initiating sex withchildren and requested nude pic- tures of the girls, according to aruling by Ontario Court judgeRussell Silverstein. Ratcliffe also shared images ofchild pornography during thechats, court heard.The acts were criminal even though Ratcliffe was unwittinglycorresponding with an undercov-er officer, the judge said. "The fact that the children didnot exist does not mitigate the se-riousness of this conduct," Silver-stein wrote in the ruling, released June 3."The ... chats make it clear tome that he indeed intended to be-come sexually involved with her children," the judge wrote. "It isalso clear that he intended to con-vince Sara to sexually abuse her children. Mr. Ratcliffe believedthat Sara's children were real." The judge noted that a policesearch of Ratcliffe's computer re- vealed he had child pornography,but that none of the images pre-dated his chats with the officer heknew as Sara. Since his arrest Ratcliffe hasundergone counselling and "hasmade significant efforts toward confronting his demons," thejudge said.At the time of his arrest policesaid they believed Ratcliffe had close association with childrensince 2010 through his volunteerwork. On his LinkedIn page, he was listed as a former scout lead-er for Scouts Canada.The organization confirmed atthe time that Ratcliffe served as a volunteer in the organizationfrom September 2010 to August2014. Ratcliffe was convicted follow- ing a trial in late 2020. In additionto time in custody, he'll be listedon the national sex offender reg- istry for life, according to the rul-ing. Again, improved federalhealth-care funding is ahigher priority item forOntarians and Canadians.JIM MCEWEN,CLARINGTON It's Momma Turtle time,and many a person I've talked to has a tale to tell about seeing one crossing a road near a wetland,searching for a sandy spot to lay her eggs. Nikki Spensieri's story is the best this year. She volunteers in three differ- ent turtle-protection ef- forts, so she often getshands-on and personal with everyone's favourite reptiles. A Fleming College stu- dent pursuing ecosystems management, she has a summer job battling inva-sive species at the Thick- son's Woods Nature Re- serve in Whitby, which is how I met her. In her spare time, she patrols a stretch of wet- lands near her home onLake Scugog, giving tur- tles a helping hand with dangerous road crossings and watching over any shefinds laying eggs. She's also on call with the Ontario Turtle Conservation Cen-tre in Peterborough, trans- porting injured ones there for emergency treatment and rehabilitation, part ofa crucial provincewide res- cue operation. "It was my grandma who taught me about na- ture. She was an avid gar- dener and loved snakes, butterflies, bats — every-thing but caterpillars, for some strange reason," Nik- ki says with a laugh. "She'd get me to come move them for her." Nikki fell in love with sea turtles — and sharks — at age 13,while scuba diving in the British Virgin Islands with other young people eager to explore oceanic life. A loving aunt paid for diving lessons and her par- ents gladly financed whatturned out to be a life-alter- ing adventure. "After that, I wasn't the same," she says thoughtful-ly, before mentioning how she's helped research wood turtles in Huron County,Ontario, and bull sharks and groupers in Fiji. She's firmly focused now on do- ing all she can to save manyglobally threatened spe- cies. Her advice to motorists: slow down! When you see a turtle on the road, pull over if it's safe to do so, and move thevulnerable creature off the pavement in the direction it was heading. Her advice to kids: get involved with the Adopt-A- Pond Wetland Conserva- tion Program, to report ev- ery turtle you see, learn about their habitats and life cycles, and become apartner in tracking popu- lations. All eight Ontario turtles are now species at risk, dueto habitat loss and road col- lisions. These amazing shelled reptiles, whichhave lived on Planet Earth some 214 million years lon- ger than our earliest hu- man ancestors, are on thebrink of disappearing — because of us. The City of Pickering is cur-rently conducting a ward bound-ary review to ensure that resi- dents receive fair representationat the local council table.Currently, Ward 3 has 47,000residents, Ward 2 has 23,000 and Ward 1 has 30,000. Ward 3 is fourtimes the area of the other twowards combined. Each ward is re- presented by a local councillorand a regional councillor. The report by Watson and As-sociates Economists Ltd. and Robert J. Williams found the cur-rent boundaries fail to meet twomain challenges: providing for population parity — in which ev-ery councillor generally repre-sents an equal number of constit-uents within their ward — be- tween wards, and accommodat-ing future population trends.Ward 1 city Coun. Maurice Brenner suggested going withOption 2 — which met most of thecriteria set out by the consul- tants. This configuration is fore-casted to achieve population par-ity for the 2030 municipal elec- tion.The boundary lines would beConcession Road 3 (everythingnorth is Ward 3) and Dixie Road, which would divide Wards 1 and2.This would take the Ward 1 population up to 49,000, the Ward2 population to 39,000 and theWard 3 population down to 11,000.The numbers are expected to bal- ance out as the population growsby 2030.Two other options, which alsoinvolved new boundary lines, were not considered by council. Ifcouncil takes no action, the oldboundary system will remain in place.Ward 1 regional Coun. KevinAshe said hiring consultants costtaxpayers $65,000 and felt it nec- essary to go with one of the rec-ommendations."The current system is flawed," he said.He noted the consultantsscored options of changing theboundaries very well, but the score for keeping the status quowas dismal.Mayor Dave Ryan felt even if council couldn't agree on newboundaries, the money wouldbenefit future work on the mat-ter. "It's not a waste of money," hesaid. "It's a good piece of work."The consultants said the cur- rent system fails to meet four ofthe five areas used to score thedifferent options. Effective re- presentation is hindered by un-even population distribution andthe inclusion of rural residents in a ward with a predominantly ur-ban population.In Option 2, consultants saideffective representation is hin- dered in the short term by un-even population distribution, butaccommodates demands oncouncillors brought on by large- scale development."This is the vision about equi-ty and effective representation," said Brenner, who supported theoption.Ward 3 regional Coun. DavidPickles said after the meeting that in finding a better balance ofpopulation in the three wards, itisn't ideal to go with a new option where one ward only has 10 percent of the population in the nextelection and does not reach pop-ulation equality until 2030. "This would be more inequita-ble than what we have now, whichwould not make sense," he said. "I will continue to talk to my col-leagues about a reasonable solu-tion for the 2022 election."Only Brenner, Ashe and McLean voted for Option 2. He then picks them off anddestroys them with boiling wa-ter. "(The trees) will make it againthrough this one year, but if theyget hit again next year, they're allgoing to die," he said. McKay said spraying is not anoption as the caterpillars are toomature to be impacted. The city is compiling information to for-mulate a comprehensive ap-proach to manage a possible in- festation in 2022.
