The board received morethan 150 pieces of communi-cation from people on both sides of the issue and Tues-day's debate was at times in-tense and emotional. We sat down with DCDSB director of educa-tion Tracy Barill and boardchair Morgan Ste. Marie to talk about the decision. Theconversation has beenlightly edited for length andclarity. Q. How did you feel go-ing into the board meet-ing?Morgan Ste. Marie:Weknow that on both sides ofthe discussion there are some strongly held views. We received a lot of lettersand in these letters we saw opinions from all angles. Iwas just anxious about howthis would all play out at themeeting. But at the same time ... I was also excitedthat we got this point to dis-cuss it at a board meeting.Very soon through the de- bate it was apparent that Iwasn't alone in that feelingand then it turned to a feel- ing of excitement as it be-came apparent more andmore people felt the sameway. It was a range of emo- tions. Tracy Barill:This isperhaps one of the most im- portant reports that I haveever brought before theboard. I was feeling ner- vous ... I was hopeful. Through the weekend andleading up to this there wasa lot of internal dissonancein terms of how best to do this and what the rightthing is to do. As Morgansaid, there was lots of com- munication on both sides ofthings. I think that just be-fore the meeting I was ableto kind of feel — OK, we're bring forward somethinghere that is of matter of con-cern to our community. As a Catholic communi- ty we believe in the HolySpirit and we believe in thetrust that we have to place in God. We each are calledto do our very best. I feltconfident that I had put for-ward what I believed to be the best action for our stu-dents who are vulnerable. At that point I had to leave it up to trustees. I'm verygrateful that they debatedthe matter with such grav- ity and eloquence. It was very apparent to me that noone took this decision light-ly, that they had all thoughtvery deeply about all the opinions that had beenbrought forward and whatit means in light of our faith. Q: What kind of feed-back did you get from members of the commu-nity who were opposed toflying the flag?Morgan Ste. Marie: There were some thattalked about the idea of fly-ing the flag at the same time as the Canadian flag. Se-condly, there were othersthat talked about the sym-bol of the flag itself. There were other writers thattalked about our faith andCatholic values. They all believe that we need to loveone another, we accept ev-eryone. There was no de- bate on that. It was really just in terms of what weshould do — what wouldthe right symbol be? Whatwould the right message be? Tracy Barill:It wasclear that everybody whowrote us recognized theneed to support and includeour 2SLGBTQ students. Ithink the debate was more about what is the appropri-ate way to do that? In ourCatholic church the cross isthe universal symbol of in- clusion and acceptance andlove and many people feltthat in and of itself was suf- ficient. Q: Can you fly the rain-bow flag and still teach Catholic teachings inyour schools? Are the twothings compatible?Tracy Barill:If I did notthink they were compatibleI would not have brought forward these recommen- dations. I do believe thatthey are not only compati-ble, but that they supportand enhance one another. Our core beliefs as a Catho-lic Christian community isthat we love one anotherand we demonstrate thatlove through our actions. A few years ago therewas a document released on Catholic educationcalled "Renewing the Prom-ise" and it calls us to be acommunity that accompa- nies. To accompany meansto walk alongside someone. In Catholic schools that's a fundamental call for us towalk alongside out stu-dents. I do believe that issome desire ... to associate this with condoning of acertain type of lifestyle orsome types of actions that would be contrary to theCatholic church. For us,this is about clearly com- municating to our 2SLGBTQ students that weare a place of inclusion andlove. That we see them andwe love them for who they are.Morgan Ste. Marie:You can only say they're in-compatible if you posit cer-tain beliefs on the rainbowflag. That rainbow flag, forus it doesn't stand for anti- Catholic values that somepeople might suggest. Forexample, I asked my youngkids over the weekend what they see as the meaning ofthe rainbow flag. The oldestin Grade 9 said it means you accept everyone. My mid-dle child said that it's every-one is equal. My youngestjust said it's a pretty flag. Are they incompatible? Iguess for the people that seethe rainbow flag as mean- ing something else, per-haps they would ask thatquestion. Contract A (GWP 2146-20-00) involves the replacement of the Highway 401 / Wilson Road overpass including the lowering of Wilson Road and improvements to the associated embankments, retaining walls, noise barriers, drainage, illumination and signage to facilitate the replacement. Contract B (GWP 2106-19-00) involves the reconstruction of the Highway 401 Bloor Street/Harmony Road interchange and includes the replacement of the Bloor Street Underpass and the Highway 401/Farewell Creek Bridge, a new structure over Highway 401 to accommodate the reconfigured Highway 401 eastbound off and on-ramps, as well as improvements to retaining walls, noise barriers, drainage, illumination, traffic signals and signage to accommodate the reconfiguration of the interchange. The Recommended Plan for the above noted improvements was established through the Preliminary Design and EA Study (Group ‘B’) completed by the Ministry in 2015 for the segment of Highway 401 extending from Brock Road to Courtice Road and as documented in the Highway 401 Rehabilitation and Long-Term Widening Needs from Brock Road to Courtice Road Transportation Environmental Study Report (AECOM, 2015). The work is also being coordinated with the Region of Durham’s ongoing Municipal Class Environmental Assessment Study (MCEA) for the realignment and widening of Bloor Street from east of Harmony Road to Grandview Street. THE PROCESS This study is following the approved planning process for a Group ‘B’ in accordance with the MTO Class EA for Provincial Transportation Facilities (2000). A Design and Construction Report (DCR) will be prepared to document the study process including the recommended detail design improvements, anticipated environmental effects and proposed mitigation measures as well as the consultation undertaken throughout the process. Upon completion of this study, the DCR will be placed on the public record for a 30-day review period. The release of the DCR for review will be the subject of a future notice. OPINION TO LEARN HOW TO SUBMIT YOUR OWN CONTENT VISIT DURHAMREGION.COM LETTERS & COMMENTARY Best way to begin a sum- mer day — step outside anddraw a deep breath, glad to be alive in this Garden of Eden we call home. Then try to identify which per- fume is currently teasing your nostrils as trees, shrubs and other plantscome into bloom. There's bound to be something won- derful wafting on the breeze. From the first wild plum tree bursting into flower in April and spread- ing its sweet scent, southernOntario is awash with a pro- gression of great fragranc- es. I'm lucky to have whitepines growing behind my house, giving off piney, cit- rusy aerosol compoundsthat grow stronger as the day heats up. A cedar hedge on one side and spruce hedge on the other add tothe heady mix of potent ter- penes. I love nothing better than getting a whiff of bal-sam poplar leaves unfold- ing, also called Balm of Gile- ad. Like the medicinal plant mentioned in the Bible, I fig-ure it's a universal cure for what ails you — certainly for any sadness or depres- sion! And when the starry false Solomon's seal of the understory blooms, I some- times think I've died andgone to heaven. Early settlers brought many sweet-smelling plants with them for their new gar- dens. Any lilacs growing wild in a field or hedgerow means there was once ahomestead nearby. Hya- cinths, peonies, magnolias, mock orange, dianthus and roses are all traditional fa-vourites for fragrance, and later in the summer, laven- der and phlox. And you can'tbeat the pleasurable scent of butterfly bush, or buddleia, for attracting butterflies. I was out for a walk in thecool of the evening recently when, passing a neigh- bour's yard, I was met with awave of one of the most se- ductive scents I'd encoun- tered in ages, at least since smelling jasmine in India. Itwas too dark to see what might be producing it, so I rushed over the next morn- ing to solve the mystery, on- ly to find my friend didn't know the name of the creamy clusters growingwaist-high in her flower bed, either. Maybe Korean spice viburnum? Instead of sweet and flow- ery, some plants smell pun- gent, punky or even down- right unpleasant. How doyou describe the unique odour of red elderberry blossoms? Of nannyberry, or chokecherry leaves un-folding? I love planting to- matoes, which leave my hands smelling exactly likethem, and nothing else in the world. Seeing and hearing might be far more usefuland acute for us humans than our olfactory sense, compared to most of our fel- low mammals. But follow- ing our nose adds so much richness to our lives. Cur- rently Lakeridge hasroughly 820 beds."It really is about plan-ning for the Durham Re- gion and for our entire fu-ture and health-care deliv-ery throughout the entire region," said Cynthia Da-vis, president and chief ex-ecutive of LakeridgeHealth. The services that will beoffered at the new hospitalare to be determined."When we think aboutwhat's needed for the re-gion, it really is in thebroad context of the region, what we currently have, how we leverage some ofthat and then how we planfor the future so the details in terms of what will be in- cluded, we're not down tothat level yet, it's part ofour overall master plan-ning process," said Davis. "But the first step, themost important step for us,is really to think about where this new hospitalcan be located and the siteselection process."Davis said she's received formal communicationfrom Whitby and Pickeringabout their desire to play host and she has also haddiscussions with Oshawa. To make the processfair, an independent expert panel will be appointed tomake a recommendationon a site."Our expert panel will not be made up of peoplefrom the Durham Region. They'll be fully indepen- dent and have no conflictsof interests with DurhamRegion," said Davis. Lakeridge has appoint- ed Scott McLeod, an execu- tive with extensive experi-ence in health care includ-ing serving as CEO of theCentral West Local Health Integrated Network, as theexecutive lead and fairnessadviser to support the site selection process, which isexpected to take eight ornine months. The independent panel will consider proposalsand make a recommenda-tion to the Lakeridge Board of Trustees who will thenmake a recommendation tothe Ministry of Health.Matt Gaskell, chief ad- ministrative officer for theTown of Whitby, said he'spleased Lakeridge is mov-ing forward and pointed out that in Whitby the pop-ulation is expected to grow40 per cent in the next 11 years.Unlike neighbours inAjax and Oshawa, Whitbydoesn't currently have an acute care hospital. "We believe that the pre-ferred hospital site thatwas unanimously en-dorsed by our council this February is best positionedto serve the entire region,"said Gaskell. "The site is lo- cated between Hwy. 407,Hw. 412, Winchester Roadand Lake Ridge Road andmeets all of the criteria our Hospital Task Force hasidentified for an optimal lo-cation for the new hospitalto be built."That includes access totransportation, includinghighways, as well as space for air ambulance.Pickering is also lookingat a northern site north ofHwy. 407 between Westney Road and Salem Road."We think we're ideallysituated within the region. We will be the largest mu-nicipality in Durham Re-gion as you look outthrough 2050," said Picker- ing mayor Dave Ryan. "There is a pent-up de-mand currently for a newhospital within Pickering.Pickering residents are making their voice heardthat there is a need for ahospital today." Oshawa Mayor DanCarter acknowledges thatthere is already an acutecare hospital in his city but he says the partnershipsthe city will bring to the ta-ble including private andpost-secondary partner-ships will help make thecase for Oshawa."We have three different sites we have identified in-ternally. We haven't sharedthat externally yet, butwhat I can say is the geo- graphic location is in northOshawa and we believe thegeographic position wouldbe beneficial to the whole region," said Carter. The Oshawa mayor alsopraised Lakeridge's process. "I was pleased to hearhow they were setting up afairness committee to lookat the best proposal and the best all-around package tomeet the health-care needsfor the future." STORY BEHIND THESTORY:We looked atwhich municipalities are lobbying to host a newDurham hospital and whowill be selecting the newsite. NEWS Continued from page 1 ‘PENT-UP DEMAND ... The brother of an Oshawa man killed by adrunk driver is expressing disappointment atthe sentence handed to the woman whopleaded guilty in the case. Robert Lindsey says he wants to person-ally address Prime Minister Justin Trudeauin an effort to revise the country’s laws, which he calls too lenient. On Thursday, May 20, Melanie St. Louiswas sentenced to four and a half years in pris-on in connection with a crash in Ajax that killed 50-year-old Richard Lindsey, Robert’stwin brother. During a sentencing hearing inMarch, court heard St. Louis’s blood alcohollevel was at least two times the legal limit –perhaps significantly higher – when herBMW SUV slammed into the Chevy Equinoxbeing driven by Lindsey, an on-duty security guard, at the intersection of Salem Road andHwy. 401 around 3 a.m. on Nov. 19, 2018.The Crown had called for a five-year sen-tence for St. Louis, 44. Robert Lindsey said he and others wholoved Richard are left feeling the sentenceisn’t strict enough. “We need to change the laws for drinkingand driving causing death,” he said. “Themandatory sentence should be 10 years forfirst offense.” During an emotional sentencing hearingin March, Superior Court Justice Laura Birdheard statements from the loved ones Rich- ard left behind, including his 77-year-oldmother, Elaine Smith, who tearfully de-scribed the impact of the crash.“Sometimes I can’t get to sleep – all I think of is my son,” Smith said via video link. “Hewas a good son to me. I miss him so much.”Also adding emotional commentary was St. Louis herself, as she told the judge she’llnever forgive herself for the decision shemade to drink and drive. “I know what I did was wrong. I hate my- self. I am ashamed. I am embarrassed,” shesaid, weeping. “I will never be able to forgivemyself for what I have done.” The scene of the crash was one of devasta-tion. Both vehicles were destroyed in whatwitnesses described as a violent impact.Lindsey, 50, was found without vital signs and pronounced dead at hospital. St. Louis, whowas extricated from her vehicle by firefight-ers, was also injured and taken to hospital. She was released on bail a day after the crash. St. Louis, a G1 licence holder who was pro-hibited from driving with any alcohol in hersystem, had rebuffed efforts by friends to keep her from driving home that night, courtheard.During the sentencing hearing RobertLindsey told St. Louis that in spite of her ac- tions, he has chosen to forgive her. Still, hesaid, the nation needs a stronger frameworkof laws and sentencing provisions to address the ongoing issue of impaired driving.“I’m calling on the prime minister to haveasit down with me so I can urge him tochange the law in my brother’s name,” Rob- ert said WOMAN SENT TO PRISON FOR DEADLY DRUNK DRIVING CRASH JEFF MITCHELL jmitchell@durhamregion.com Richard Lindsey on left here with twin brother Robert, died in a crash involving a suspected drunk driver in Ajax.
