After all diversion efforts like the green bin and blue box have been utilized, Durham Region manages its remaining garbage primarily through energy recovery at a facility in Clarington. The Durham York Energy Centre (DYEC) is a waste management facility that safely produces energy from the combustion of garbage. The DYEC generates enough electricity to power approximately 10,000 homes a year, captures residual metals and reduces the volume of garbage going to landfill by up to 90 per cent. The DYEC is jointly owned and processes 140,000 tonnes of residential garbage per year. Durham Region owns 78.6 per cent or 110,000 tonnes of processing capacity and York Region owns 21.4 per cent or 30,000 tonnes of capacity. COVID’s effect on waste and the environment Municipalities across Ontario, saw an increase in household garbage as a result of the COVID-19 pandemic, including Durham and York regions. In response to the increase in Durham’s garbage an Emergency Environmental Compliance Approval Amendment was issued for the DYEC increasing the maximum annual waste processing rate from 140,000 tonnes to 160,000 tonnes for the 2020 calendar year. In 2020, the DYEC processed 144,798 tonnes of garbage, while recovering approximately 4,168 tonnes of metal and generated approximately 107,243 MWh of electricity for sale to the provincial grid. The DYEC safely processes residential garbage from Durham Region and York Region using pollution control systems and proven, reliable energy from waste technology. The DYEC meets stringent environmental standards and significantly reduces greenhouse gas emissions compared to the other existing landfill options. In addition to continuous emissions monitoring, stack tests to monitor all emissions from the stack were conducted in June and November 2020. Results from both testing periods demonstrated the facility is currently operating well within the DYEC environmental compliance approval requirements set by the Province. Monitoring activities in place for groundwater, soil, odour and ambient air conditions, did not indicate any impacts from DYEC activities in 2020. Ambient air testing measures concentrations of pollutants in the air and the measurements in 2020 improved significantly. Vehicle traffic is a key component of air quality in the area. The COVID-19 pandemic has resulted in far less vehicle traffic in the area during 2020. This significant change demonstrates the impact vehicle traffic has on the ambient air conditions surrounding the DYEC. As demonstrated during the past year, the facility, as it exists, can safely process additional garbage tonnage while meeting the strict emissions limits set by the Ministry of Environment, Conservation and Parks. The Region continues to effectively manage much of our waste within our own municipal boarders. To cut down on litter, Durhamregional council will consider whether it's possible to make lidsfor blue boxes mandatory at thecurb — including possible en- forcement and fines for not com-plying.A long-awaited update on theblue box lid pilot program will come to Durham council in June,after Ajax regional Coun. Mari-lyn Crawford and Mayor Shaun Collier championed the requestat the April 28 meeting."It is a serious problem. It'ssomething we need to do," said Mayor Collier.Regional staff were asked toinvestigate and report back onthe possibility of amending thewaste management bylaw tomake it mandatory for all resi-dents to set out blue boxes at the curb with a lid to prevent litter.Staff will also investigate en-forcement and fines for not com-plying. The Durham Region works de-partment began testing lids onblue boxes in 2019. The pilot pro- ject ran in parts of Ajax, Whitbyand Clarington, providing home-owners with blue box lids made of recycled tires. "These lids work very verywell. To me, I think it's a no-brain-er. For some reason it's gone on for two years now," said Collier. The lids aim is to reduce recy-cling paper, cardboard and plas- tic being blown out of the blueboxes on windy days. Litter con-tinues to be an issue. Residentsstaying home during the CO- VID-19 pandemic are putting outmore household recycling for col-lection each week, which increas- es the likelihood of litter. "I'll give you an Ajax number;we are just shy of a million dol-lars a year in litter clean up. The majority of that is items that blowout of blue boxes. So we're collect-ing this," said Collier. "That's justour municipality. I don't knowwhat cost the other municipali-ties are incurring."Durham staff have been asked for an estimated cost to provide anew large blue box to every resi-dent along with two blue box lidsand any other information coun- cil may need to make a proper de-cision on this initiative. Staff willalso try to secure a sponsor for advertising on the lid to reduce oreliminate the costs of providingthe lids to all residents. Some sightings are so special, you just have to tell someone, and I guess Alex Hegarty couldn't think of anyone else to call when a red-head- ed woodpecker showed up athis place near Orono. Or he may have already told everyone he knew, and I was last on his list. In any case, I shared his excite- ment as he described it fly- ing from tree to feeder andback again for much of the day. Alex was glued to the window, captivated by what's truly the most stun-ning woodpecker in Cana- da. Maybe the world. Clean, crisp and dra-matic, they have a brilliant red head, a coal-black back with big white wing patch- es and pure white under-parts. Their chisellike bills are ideal for hammering at trees for grubs and for ex-cavating nesting cavities, as well as for snapping up insects as they "fly-catch" from exposed perches. They rarely overwinterhere at the northern end of their range, so Alex's bird was likely a migrant on a hunt for a big dead limb or trunk to carve out a nest in. Our short-sighted practice of removing every ailingtree and stub is a prime fac- tor in the steep plunge of red-headed woodpecker numbers in Ontario — adrop of 70 per cent since 1966, according to Birds Canada. Being struck bycars as they feed along roadsides is another, as is having their nest holes tak- en over by aggressive Euro-pean starlings as soon as the hard work is done. The last red-headed woodpeck- er I watched painstakingly chipping out a nest cavity suffered that fate, more than 20 years ago. So Alex's sighting was an extremely lucky one. After chatting about woodpeckers, our conver- sation turned to Ireland, another topic dear to both of us, as it turned out. Imust have commented on Alex's fine accent, and we soon found we had a mutu- al love of Glencolmcille, a small village on the coast of Donegal in the Gaeltacht, where I'd once spent a fort-night learning Irish, ex- ploring the ancient stone circles and spectacular scenery and checking outthe birds, and where Alex and his wife went on hon- eymoon. We know you agree, journalism is essential to democracy. And we’ve been reminded during this terrible pandemic how journalism is essential to our very lives. In the last 14 months, journalists have analysed and reported on the containment of community spread, the challenges of the vaccine rollout and the tragedy in long-term care homes. Imagine where we’d be without news organizations sounding the alarm across the country. But Canadian journalism is under dire threat. Not from government oppression, but from the financial ruin visited on news organizations by Google and Facebook’s outrageous monopoly over digital ad dollars (80% of the market) and their domination of the biggest distribution networks for news, namely their own platforms. The salt in the wound is that Google and Facebook scrape online news content from Canadian news organizations - without permission or by dictating one-sided terms - to feed their endless appetite for personal data and the gigantic ad revenue that comes from that. Mr. Premier, as an MPP who meets with the Queen’s Park press corps every day, you know that news organizations have been shrinking year after year. Journalists can’t break news if they are laid off and there are 45% fewer Canadian journalists today than there were in 2014. Safe as the Silicon Valley monopolists think they are behind American borders, sovereign governments are fighting back to save journalism. Australia recently adopted tough rules requiring Google and Facebook to negotiate with Australian publishers and broadcasters, subject to binding arbitration. Facebook and Google’s notorious attempt to bully the Australian government into withdrawing the law failed. 1 Australia’s legislation has resulted in a more equal revenue split between Big Tech and news organizations. 2 Canada can do it, too. The federal government says it’s ready to act. It must be a non-partisan effort or we risk Google and Facebook’s divide and conquer tactics will win out. We ask you as the leader of our nation’s biggest province to put your shoulder to the wheel and speak out in favour of a fair deal for journalism.
