More residents will mean more organic waste, recyclables, and garbage to manage. To plan for this growth, the Region is developing a Mixed Waste Pre-sort (MWP) and Anaerobic Digestion (AD) facility that will convert organic waste into a renewable natural gas which will be a valuable resource of renewable energy, and digestate (a compost-like product), a beneficial agricultural fertilizer. To help reduce transportation the new facility will be located next to the Durham York Energy Centre (DYEC) in Clarington with operations planned for 2024. The MWP part of the facility will remove materials—such as food scraps and recyclables—from garbage collected at the curb and from multi-residential buildings. This will not replace or eliminate the current Green Bin or Blue Box programs. Instead, the MWP will sort out organics and recyclables from the garbage bags that should have gone into into the green bin or blue box. This will help Durham maximize diversion efforts. AD is a natural process that uses microbes found in the environment to break down waste in the absence of oxygen. This process naturally produces methane, which can be collected and cleaned for use as a renewable natural gas; essentially converting organic materials, such as food scraps, into a renewable energy source that can offset the use of fossil fuel. This will assist in our battle against Climate Change. It is important to know the facts when it comes to Mixed Waste Pre-sort and Anaerobic Digestion. Common misconceptions 1. Misconception:The Mixed Waste Pre-sort and Anaerobic Digestion Facility is a second incinerator. Truth:There is a mistaken belief that the Mixed Waste Pre-sort and Anaerobic Digestion facility is a second incinerator. It is not. The facility is a series of sorting technologies that will operate indoors to separate garbage, organics, and certain recyclable materials from Durham resident’s garbage. After sorting, the facility will process the organics to make fertilizer and renewable natural gas. There is no incineration involved with sorting or anaerobic digestion. 2. Misconception:The Mixed Waste Pre-sort and Anaerobic Digestion Facility will result in an increase in the amount of garbage processed at the DYEC. Fact:No additional waste is going to the DYEC, it will continue to be limited in the amount of garbage processed by its approval permit. In fact, the Mixed Waste Pre-sort and Anaerobic Digestion Facility will remove waste from the DYEC (that should have been composted or recycled) and thereby delay the need to expand the DYEC beyond 2030. 3. Misconception:There has been no opportunities for public input. Fact:The AD facility has been approved by Regional Council as the best option for getting organics out of the garbage stream and increasing processing capacity for the Regions organic waste. A Public Information Centre on the siting options for the facility was held in early 2020 to obtain public input. There is a dedicated webpage durham.ca/ADProject for the AD facility that includes links to all Council reports and Information reports, a FAQ section, and a dedicated email for the public to submit questions or comments to the AD technical team ADProject@durham.ca. 4. Misconception:There has been no open disclosure, or a full environmental assessment. Truth:The Environmental Assessment Act in Ontario does not require an environmental assessment for waste sorting or AD facilities. These types of operations are recognized as being low risk for environmental pollution and do not generate air emissions. The facility will obtain an Environmental Compliance Approval issued by the Ministry of Environment, Conservation and Parks that will establish the requirements on the quantity of waste the facility can receive each day, operating hours, waste storage requirements and monitoring obligations. Earth Day Canada Showwecare abouttheplanet “Let’s take care of the planet”is the theme of the Earth Day Canada 2021 campaign that runs until April 22, the global celebration of Earth Day. The message plays on irony, with images featuring animals cleaning up their own polluted environments. The goal of the nation-wide cam- paign is to raise awareness about the urgency of taking action for the environment and invites Canadians to take concrete action and dem- onstrate their commitment to the planet. For a second year, Earth Day Canada will also support municipalities in the promotion of environmental activities in their own communities as part of the Engaged Municipalities initiative. A full program is also planned for April 22, including the launch of a tree-planting relay and the broadcasting of “Earth Day Canada”. “Through this media campaign, we want to raise awareness of the urgency of the ecological crisis and encour- age citizens to take action. It is high time to take care of our planet. And the solutions exist.This new campaign will highlight citizens who are taking action in their communities to protect our environment, pandemic or not,”said Pierre Lussier, president of Earth Day Canada. “We are pleased to announce that the Engaged Municipalities initiative is con- tinuing for a second edition. Cities are real catalysts of change and are the best venue for citizen action. On Earth Day, whenwe should all be outdoors planting native trees, dig- ging up invasive species and clearing trash fromtrail sides and shorelines? Crazy, right? But every- thing "normal" is turned upside down these days, and I think watching one extraordinary television program, David Attenbo-rough's 'A Life on Our Plan- et', would be an ideal way to honour Earth on her very special day. My sister in Ithaca, N.Y. was so moved when she saw it that she phoned mein tears, insisting that I watch it. I don't have Net- flix, but luckily, just before the latest lockdown, wasgraciously welcomed into a neighbour's basement rec room, mask in place,for a viewing. Every bit as struck by the film as I was, my friend sent the link to both her children — oneliving in the Netherlands and one in Thailand — so they could watch it, too. I found out later that it's available for free on You- Tube. Why should this two-hour documentary be rec- ommended — even re- quired — viewing for all 7.8 billion of us humans cur- rently living on Planet Earth? Because it clearly and graphically exposes, inliving colour, what's hap- pening throughout the world, given the way we're manhandling things. Spoil- er alert: by not living in har- mony with the natural world, as species do in a bal- anced ecosystem, we'rewell on our way to a climate catastrophe and the sixth massive extinction of spe- cies. Maybe even our own.Grim as the message is, the film is exquisitely beau- tiful and incredibly appeal-ing. Sir David has been filming the wonders of na- ture all his life, and in- cludes heartwarming clipsof him as a young man with mountain gorillas, stun- ning birds of paradise in courtship display, leopards, lions, lemurs — all the glo- ries you'd expect from the world's top naturalist. Nowin his mid-90s, he tells a poi- gnant personal story of how in his long career he's witnessed wild places and their diverse inhabitants steadily disappearing as we cut and burn rain for-ests to pasture cattle and grow palm oil, over-fish our oceans and litter them with plastic, and keep burning carbon fuels, filling our at- mosphere with climate- warming CO2.Then he spells out steps we can take if we hope to re- verse the looming reality; adopting solar, wind andgeothermal power, more plant-based diets, and liv- ing standards that wouldmotivate populations to have fewer children. Let- ting lots of land go wild, so biodiversity might flour-ish once again. We're an intelligent spe- cies, no question. Surely we're wise enough to follow his advice for a happy end- ing? In these trying times ofCOVID, global warmingand opioid addictions,Farndon seems to have found a panacea to solveOntario's problems. His solution is so sim- ple, I am surprised nobodyelse has thought of it be-fore. We just revoke theBritish North America Act, the basis of the estab-lishment of Canada as asovereign country. Farndon speaks of a'blatantly discriminatory'education system but hasno problem denying hun- dreds of thousands of Fran-co-Ontarians their histori-cal rights and forcing theminto an education systemnot of their choice. Since the province allo-cates funding to school boards based on student enrolment, a forced unifi- cation will not save one dol-lar in funding or taxes.Farndon just has to look at the history of municipalamalgamations to see howmuch money taxpayershave saved on similar uni- fication plans. Farndon points to theGreen Party as the only po- litical party that supportshis opinion. That aloneshould tell him that in ourdemocracy, 98 per cent of the electorate do not sharehis view. I shudder to thinkthat Farndon also does notsupport the ideals of de- mocracy in the face of ex-pediency. When comparing Arch- bishop Denis O'ConnorCatholic High School and nearby Ajax High School, based on the Fraser Insti-tute rankings, the publicschool scores significantly lower in educational out-comes for their students.Archbishop Denis O'Con-nor — ranked in the top 38 per cent of Ontario highschools. Ajax high —ranked in the bottom 32 per cent. I for one do not supportlower quality educationaloutcomes to save dollars. "(Durham police) offi-cers will not be conductingrandom vehicle or pedes- trian stops in our commu-nity under this new legisla-tion," said the statement, issued Saturday, April 17. "We will continue to en-gage our community, edu- cate when appropriate andenforce when necessaryany breaches of the Emer-gency Management and Civil Protection Act (EMC-PA) or the Reopening Onta-rio Act (ROA)," Durham po- lice said.The province has sincerescinded the measure thatwould have seen police ar- bitrarily stopping people tocheck for compliance. "I realized he hadtouched me in a way -- hischaracter, his presence --in a way that I have not felt by any other subject," Cor-bet recalled in a phone in-terview. Prince Philip died onFriday, April 9 at age 99 atWindsor Castle."I was sad," Corbet said. "You expect it because ofthe advanced age. He al-ways told me he would nev-er make it to 100. He said,'You better hurry up, younever know.."The Duke of Edinburgh said this to Corbet as hephotographed andsketched him for whatwould be the last official portrait of Prince Philipfrom live sittings in Buck- ingham Palace.The pair kept in touchfor many years after-wards, "through letter of course."Corbet was born athome in Pickering and eventually became a paint-er. They talked freely about Prince Philip's uncleLord Mountbatten, whowas assassinated in 1979,and Corbet's own connec- tions to the Royal Family.He described PrincePhilip as relaxed."I have had a lot of peo- ple who were not as fa-mous but were more up-tight," Corbet said. They shared manylaughs. Despite a 'no thankyou' on Corbet's part,Prince Philip once shoved a handful of pistachios in-to Corbet's pocket, some- thing he described as"grandfatherly.""It was just a very warmexchange, it was a beauti- ful exchange," Corbet said.
