But Ward 1 city council- lor Maurice Brenner said there will be flexibility toblend new houses into es- tablished neighbourhoods. "Planning staff will belooking at plain-language wording that clarifies how homes will blend (transi- tion) but at the same timeensuring proper setbacksand streetscapes do not create crowding and issuesof drainage," he said. Conditions such asdriveway width and green space in the rear does notmean no double garages orrear patios, he said. It means that for environ-mental reasons there arepermitted maximums.Paul White of the Fair- port Beach NeighbourhoodAssociation said at themeeting the group is in sup- port of the plans, notingnew homes represent 25per cent of FairportBeach's total housing. "To say we have concernsabout how development istaking place would be an un-derstatement," he said. He said the neighbour-hood association is not an-ti-development. Pickering councillors are questioning why the City ofPickering gave The Picker-ing Markets a financialbreak if it was going to close anyway.The Pickering Marketsannounced it was closing on Dec. 28."After almost half a cen-tury of operating in Picker-ing, The Pickering Markets are closing their doors forgood," said a note from ThePickering Markets Familyon social media. It said "COVID-19 has tak-en its toll on so many smallbusinesses and we were no exception to its cruel ef-fects."But at the time of the clo-sure, the landlord, Invar, had a proposal submitted tothe City of Pickering to con-vert the building into a dis-tribution centre for logis-tics, commonly referred toas a warehouse. Before COVID-19, the popular market was home to400 vendors and attractedshoppers from across theGreater Toronto Area. In June, council agreedto charge The PickeringMarkets just $100 per operat- ing day rather than the$1,000 per operating day itregularly charges due to thefinancial burden of CO- VID-19. In late September,council agreed to extend therelief until the end of theyear. "Had council known, Ithink it would have been adifferent discussion," said Ward I city councillor Mau-rice Brenner. The first son of Jack and Leta Paterson, Jim had a determined constitution and overcame many hardships throughout his life. These included almost losing an eye at 13 to a bb shot when he was playing with friends and a motorcycle accident that left him unconscious for 35 days when he was 17. The resulting brain injury forever changed his young life but his strong determination to survive and stubborn independence helped him cope with the challenges he would face throughout his adult life. Having grown up in Ajax, Jim eventually settled into his own condo in south Oshawa where he lived until moving into long term care in Port Perry. He worked for many years at Fittings in south Oshawa until the plant closed and then at a variety of jobs until sidelined by continued unemployment. During his working career he was a dedicated blood donor. He donated over 100 pints for which he received and cherished an award certificate for his efforts. With his sense of humor and not one to ever miss an opportunity, Jim said it was a small price to pay for coffee and cookies. Jim was also an avid lover of Jazz and the Blues and through the years, amassed a collection of over 5000 albums. He was well liked and a very kind soul, willing to help who ever needed it. He will be missed by all who knew him. Jim is survived by his brothers Larry and wife Linda, John and wife Fran, and Glen and wife Donna, and his nieces and nephews, Christopher, Troy, Shannon, Alyssa and Neil, and a great-uncle to Liam, Jasper, Emma, Austin and Avery. He will also be sorely missed by many cousins and their families. The family would like to thank the doctors and staff at Port Perry Place for their loving care of the residents and their dedication to fighting this terrible virus. Send your waste related questions or comments to waste@durham.ca If you require this information in an accessible format, please call 1-800-667-5671 •durham.ca/waste Long-term Waste Plan – How have we engaged so far In 1999, Durham Region developed its first Long-term Waste Management Strategy, covering the period of 2000 to 2020. Now, we’re developing the 2021 to 2040 Long-term Waste Plan (Waste Plan) that will help shape how the Region manages the next 20 years. One of the most important parts of developing the Waste Plan is public consultation, which helps ensure feedback from the community and stakeholders is heard and considered. Last year, we consulted four groups, which included Regional staff, local area municipalities, Regional Advisory Committees and the public to get feedback on our current and potential future waste management challenges. While we initially planned these consultations to be done in-person, we shifted to hosting virtual sessions due to COVID-19. What did we hear? At the various consultation events, we asked the groups to share feedback on the guiding principles, vision and objectives the Region proposed. The feedback included: • Increasing promotion and education to encourage participation; • Maximizing reduction, reuse and diversion; • Introducing or enhancing policies and by-laws; • Increasing participation in diversion programs; • Encouraging more diversion in multi-residential buildings; and • Researching and developing new technologies and best practices. How are we incorporating your feedback? During consultation, over 70 per cent of participant groups supported the initial guiding principles of the proposed new Waste Plan. Feedback suggested that we clearly reference and include the concepts of “reduce” and “reuse” as a guiding principle. After reviewing and revising the guiding principles, the Works Committee also suggested adding “rethink” as well. As a result, staff propose an additional guiding principle to highlight the importance of “reduce” and “reuse” for effective waste management and to simplify the wording of the remaining guiding principles: • Emphasize “rethink,” “reduce” and “reuse” principles as the first steps in reducing waste generation; • Deliver cost effective waste management services to a rapidly growing and diverse population; • Work with producers of designated products and packaging to implement Extended Producer Responsibility (EPR) and adjust Region waste programs as required; • Apply innovative approaches to Region waste streams to manage waste as a resource in a circular economy; and • Demonstrate leadership in sustainability to address the climate crisis by reducing greenhouse gas emissions from waste management activities. Overall, 94 per cent of stakeholders expressed support for the proposed vision with multiple stakeholders suggesting the wording should be simplified. Based on feedback received, the following Waste Plan vision is recommended: Together, with our residents, we will reduce the amount of waste we create and manage the generated waste as a resource. We will build an innovative system, balancing financial needs and environmental sustainability Also, based on the feedback received during consultation, “rethink” will be formally added to the Region’s waste hierarchy to emphasize the importance of resident decisions prior to waste reduction. The following Waste Plan objectives are recommended: • Engage with residents to build an understanding and awareness of the 5Rs (Rethink, Reduce, Reuse, Recycle and Recover) and the Region’s waste management programs and services; • Reduce the quantity of waste we create; • Increase diversion of waste from disposal and support a circular economy; • Support the Region’s greenhouse gas reduction and climate change mitigation efforts; and • Protect or improve water, land and air quality in Durham Region. What are the next steps? From the objectives we’ve identified, some initiatives are already underway or being planned. For instance, the Mixed Waste Pre-sort and Anaerobic Digestion facility supports both the diversion of waste from disposal and climate change mitigation objectives. Some specific targets such as re-launching an enhanced Green Bin program for curbside collection could also increase organic waste reduction. Other initiatives include the transition of the Blue Box program to EPR. The transition will support the Region’s objective of increased diversion and enhancing the circular economy. Actions will be developed to support the smooth transition of this program. Further initiatives that will be considered as targets and actions in the Waste Plan include reducing single-use plastics, enhancing resident education programs and improving the accessibility of our Waste Management Facilities and diversion programs. The next round of engagement is due to start later this year.
