MEETING
Wednesday evening, May 8th, at 8 oiclock in the evening, Rouge Hill Restaurant,.
Due to the amendments to the Assessment Act, it now appears that homeowners
in the West Rouge and in Bay Ridges will be paying more than their fair share
of taxes. As reported in the last issue of the "Fairway" you can now expect
the tax increase. The meeting of May 8th is to discuss the Assessment Act
amendments and how they affect homeowners and what, if anything we can do
about it. We expect two guest speakers - H. Wank, your Councillor and a
representative of the School Board for Area 2.
PRESIDENT'S REPORT
TAXES - They will go up. Why? The Assessment of the bulk lands in the Town-
ship has been reduced considerably due to the Assessment Act amendmentst
This means that more of the tax money must come from the West Rouge and Bay
Ridges etc. The problems will be discussed in full at the May 8th meeting
at the Rouge Hills Restaurant.
STOP LIGHTS - Sunday traffic will make egress from the West Rouge next to
impossible. We have been negotiating with the Municipality of Metropolitan
Toronto Engineering & Roads Dept. for 3 months and still have not received
a satisfactory answer. A petition will be presented to homeowners for
signature on this point during the Membership Drive.
LIQUOR STORE - Whether you believe in the use of liquor or not, it must be
accepted that the placing of a Liquor Store in the West Rouge Plaza will be
good for business and thus good for taxes. We have been writing to the
Honourable Liquor Commissioner for some time in this regard and now feel
that a petition is our only answer. The petition will be presented for
signature during the Membership Drive.
ROADS - We have been promised that East Avenue and Island Road will be re -
paved and that the other roads in the West Rouge will receive a cold -chip
finishing which will at least keep down the dust. When, is anybody's guess.
PARK PROGRAM MOVES AHEAD
You know, it's a funny thing but in spite of the many articles that have
appeared in previous issues of "THE FAIRWAY" many folks in West Rouge don't
seem to realize that we have an embryo park in our Village. The acre of
land at the corner of East Avenue and Kirkdene has been set aside as a. park,
and a big sign indicates this. True, the local Park Board hasn't been able
to lack of funds to mako much impression, but this spring keep looking and
you will see street trees, shrubs, and park trees planted as the Park Board
are going to let a contract to a local nurseryman to do this. The Board
has a plan that shows not only the planting but also a walkway across the
park to facilitate school children going to and from school; also, a watering
system to keep the park lawn green; a drinking fountain; a small office and
tool storage; and then of most importance, a. playground for pre-school
kiddi:_s. tennis court has been suggested for teenagers, and this having

consideration if sufficient people indicate an interest.
The ladies' Club and the Kiwanis have hitherto shown keen interest and have
given strong financial support to the project. It is to be hoped that
during the forthcoming canvass for membership in the COMMUNITY ASSOCIATION
that everybody will know about the park, and that many will contribute to
its completion.
As the Township (a.s far as we know) is retaining the "dollar for dollar"
arrangement, we can count on Township money only so far as we contribute
ourselves. To complete the items mentioned above we will need several
hundred dollars. For example, if we can raise $ 400.00, the township's
grant will be another $ 400.00 and this $ 800.00 would pretty well complete
most of our work. Of course, the park won't run itself. The grass will
have to be mowed and watered, the children's playground should be super-
vised during at least three afternoons a. week, and so on. So we will need
some money for operation, but of course not so much as for getting started.
NOW IS THE TIME FOR ALL GOOD PEOPLE TO COME TO THE AID OF THE PARK.

BEAUTIFY WEST ROUGE
Now is the time to plant some trees, flowering trees or shrubs on your
propnrty to help in beautifying West Rouge. The following is a selection
of suggested plantings for the West Rouge, with a brief description and
price. This information is submitted by Pickering Nurseries Regd. located
on Highway #2 in the Township of Pickering. The following are good
varieties for the average modern suburban property; useful as shade and
ornamental trees, they greatly enhance the landscape around your home.
TREES
CHINESE ELM - The tops of these are ball -shaped; the trunks are sturdy,
from 4 to 6 f t . tall, giving the effect of "Umbrella trees". Si-ze : 4-5f t .

CUTLEAF WEEPING BIRCH - A stately tree with finely cut foliage. Size:6-8
ft. Price - $ 7.75.
MORAINE HONEY LOCUST - New. Not to be confused with the native Locust:

MOUNTAIN ASH - EUROPEAN - Its' leaves, blooms, and colourful red berries
all contribute to it being one of the most ornamental trees.

SCHOOL BOARD COSTS
Having regard to the fact that the better part of your tax dollar is used to
support the schools in the West Rouge, we are printing below an extract from
the Minutes of the Meeting of the Board of Trustees held at the Board Offices,
Rosebank Road School on Tuesday, March 12th, 1963.
"FINANCE COMMITTEE"
The Secretary reported that revised figures had been obtained from the
Superintendent of Public Schools indicating that the amount of Provincial
Grants estimated receivable by the Board during the year 1963 would be
$354,922.77 instead of the previous estimate of $ 340,000.00. This infor-
mation had already been submitted to Township Council in order that the
Board's Requisition could be revised accordingly.
A request from Township Council was submitted asking the Board to consider
the deletion of the following items from the 1963 Estimates:

Provision for Additions to School Sites and Engineering Reports,
Bayview Heights Contingency,
Other Contigencies.
It was further suggested by Council that in the event that these expendi-
tures had to be made, the Board would operate on the basis of a deficit.

THAT
After duly considering the request of the Township Council for deletion of
certain Budget items, BE IT RESOLVED that if this Board is to operate in a
businesslike and farsighted manner, and carry out its functions properly,
the suggestions of the Township Council for deletion of certain items from
the 163 Estimate cannot be complied with. CARRIED

1. $ 1.00 for your annual membership in the West Rouge Community Association.
2. $ 1.00 toward the Park Fund.
3. You will be given the opportunity to sign 2 petitions dealing with the
liquor store & the Highway access problem.
Canvassers are required immediately to assist in this undertaking, so why
