The Annual Meeting and election of
officers for the West Rouge Community
Association will be held in the
Rainbow Room at the West Rouge Plaza
on Wednesday, June 6 at 8:15 p.m.
Following the election of the
twelve member executive the President,
Vice—president and Treasurer will be
elected from their number.
Reeve Sherman Scott is planning to
attend and will be available to
answer your questions regarding local
and township matters.
H WERS NEARING COMPLETION
The installation of the sewer lines
in West Rouge is expected to be com—
pleted within two weeks time, How—
ever it will likely be late August or
September before they are actually in
operation. There has been some delay
in the construction of the pumping
station west of Frenchman's Bay, and
in securing certain easements for the
trunk line through private property,
ROADS TO BE RE —BUILT
Rough and dusty roads have taxed the
patience of West Rouge residents this
spring while the sewer construction
has been going on. As soon as this
work is completed the Township Roads
Dept, is planning to start rebuilding
the roads, first removing the clay
base and replacing it with gravel, and
then surfacing them with colas and
limestone chips. "We're going to
build them to last" says Reeve Scott.
When questioned about the costs in—
volved he stated "We have some funds
set aside which were provided by the
subdividers, and the balance will be
charged against the township roads
budget. We do not anticipate any
local improvement levies."
Asphalt surfacing will not be applied
to any but the most heavily travelled
roads in the immediate future,

PETITION PRESENTED TO SCARBOBIO
The petition to amalgamate with
Scarborough, which was signed by
approximately 80% of our home owners,
was presented to Scarborough Council
in March,
The West Rouge delegation, led by
president Alex Breen, received a
courteous but non—commital hearing.
The Council moved to have the finan—
cial ramifications of the idea stud—
ied by their own officials, and to
ask the Metro Planning Board for its
opinion.
The latter body includes a Picker—
ing representative, and they declined
to take sides at this point. Instead,
they suggested that Scarboro should
make up their minds whether they
wanted us, and if they did the Board
would then consider Scarboro's formal
application. Final approval, of
course, would rest with the Ontario
Municipal Board and Provincial
authorities.
None of these bodies is noted for
the speed of its deliberations, and
it may be some time before West Rouge
residents know the fate of their
famous petition,
TAXES REDUCED FOR MANY
The re —assessment of land values
(which your Association advocated
last year) has brought lower tax bills
for the majority of West Rouge resid—
ents for 1962, Although individual
assessments are higher, there is a
reduction of almost 20 mills in the
tax rate, resulting in a net saving
for the average householder.
Readers will recall that we
criticized the practice of assessing
buildings at approximately one third
of their market value, while land
was assessed at about one tenth.

successor to carry on next season. If
any reader feels that he or she can
help the Association in this depart-
ment the new Executive would undoubted-
ly welcome any offers of assistance.

Some people apparently took our
Scarboro petition as an expression of
non -confidence in Reeve Scott. We
doubt very much thst many of the pro-
Scarboro enthusiasts had any such
thoughts. This observer believes
that Sherm Scott's stock among his
neighbours is as high as.3t ever was.

Now that the delicate aroma of
imperfect septic systems floating on
a summer evening's breeze is about
to fade into nostalgic memory, we
can look forward to savouring the
full fragrance of Johns-Manville's
smoke stack. If their industrial
assessment were of any benefit to us
their fumes would smell much sweeter.

At least half of this year's WRCA
Executive have indicated that they
will not be available to serve again
in the coming year. We have our
fingers crossed hoping that there
will be enough public -.spirited people
on hand Wednesday night who are will-
ing to take their turn at serving their
community. How about YOU?

We wonder how many West Rouge voters
know what federal riding they are in,
or who their candidates are. Except
for one brief visit by a sound truck,
we haven't seen any evidence of elec-
tion fever here yet. Meanwhile; don't
forget our own election on June 6;

We're all quite pleased when he tunes in
With a tone that's sweet and mellow.
But one near by sounds like a snare drum
A fearful thing to hear,
We're all darn glad you bet your boots
When that guy stops for a beer.
So city folks don't you wish that you
Could enjoy our concerts grand
And live out where the air is pure
And mow to the tune of a band.

T. 0. JEFFERSON RESIGNS
The Township Engineer, Mr. Tom Jefferson,
who has been a resident of West Rouge,
has resigned his position and will be
leaving shortly to take up similar re-
oponsibilities for the city of Woodstock.
Mr. Jefferson has carried a heavy re-
sponsibility here with the development
Of Bay Ridges and the installation of
water and sewage facilities. His many
friends in Vest Route wish him well in
his new position.
The Township is advertising fol R

The Community is buzzing; with
activity these days and we hope there
have not been too many missing; muff-
lers, broken Fprings or leaky gns
tanks but pray we do not have a nice
rainy June. A horse might be a good
investment right about now for
travelling.
The lads in the district signed up
for Baseball with the Sports and
Recreation Association Sat. May 26th
and are just waiting for "TI,e Play
Ball" signal, but we are told the
league is in need of Managers, Coaches,
Umpires and whatever anyone could help
to make this a good season.
The Girls Volley Ball is ready to get
rolling, trunks to the wonderful organ-
ization of Mrs. Val McIntyre, Rouge Hill;
Dr. who has kept the league rolling for
the past two seasons and expects this
one will be even better.
Sixty Children were registered for
Kindergarten last week and several more
are expected before the end of the term.
Compared with a registration of twelve
in Kindergarten when the school opened
in 13E;4, eight years ago this may give
the residents an idea of how the com-
munity has Frown in such a short time.
The School Band under the direction
of Mr Kerry, has become quite popular
in the Area.. They played for the
Ce rmoniea at The Laying of the Corner
Stone at the Beyview Heights School by
our M.P. Labour Minister, Micheal Starr,
on May 25th. Several other celebrities
were present at the event. The Band
also played at The Home and School
Council Dinner at Dunba.rton Public
School Tue. May 29th.
Although June is called the month of
weddin•s t.4ay was very popular with
several of our young; people. Sandra.
Morris, Westpoint Cres. and David Emery,
Highland Creek were married Sat. Lia.y
19th by Rev. Fulton, at Grace
Prestbyterian Church Viense.
Charles Lennox, Ridgewo w Rd. took
his vows with Diane Hyland, Islington,
in Our Lady of Peace Church, Islington,
May 26th.

The sanitary sewers are nearing com-
pletion but the force main, pumping
stations etc. may require name tir,se
so that it may be a few months be-
fore the whole system is ready.
However a few words about the sub-
ject seems timely at this moment.
In the very near future a letter will
be sent you from the Plumbing Inspec-
tor's office of Pickering Twp. tell-
ing you what is involved, no thvt this
item is by way of being; advance in-
f ormat ion.
The street sewer in front of your
house has been laid at a sufficient
depth so that as far as we can find
out all cellars can be drained, so that
not only can we say goodbye to our old
enemy the septic tank but also our old
faithful sump pump. This will mean
ordinarily ripping up a piece of your
concrete cellar floor, but then the
cellar drain and laundry tubs can be
taken care of, and if you wish a base-
ment toilet ca.n be installed.
You will require a permit for the sewer
connection which will be issued without
cost if you fill out the forra and send
in a drawing of the work. Also a plumb-
ing permit will be needed if you add
any additional plumbing. It is import-
ant that the work be inspected before
being covered up or backfilled. Any
of the standard types of sewer pipe
can be used viz. vitrified clay or con-
crete tile, cast iron soil pipe, no -
corrode, plastic or transits. The
general opinion is that any of the
latter is to be preferred because of
fewer joints and easier connection.
Where as in most cases a twin connec-
tion has been made to the street sewer,
two lateral sewers are to be laid on
either side of the property line be-
tween you and your neighbour. The
double connection saves you money as
does also the common trench.
Most important is to see that the
grade or slope given the sewer is ad-
equate and a minimum of J" per foot.
After all that sewer has to run satis-
factorily for umpteen years so a good
installation is a must.
