What a bright moment at this darkest time of year -- hear- ing a winter wren singing at dusk on Dec, 11, the very day I put Christmas lights on our mulberry tree. The tiniest bird singing the longest song, a breath- less string of jumbled notes that's one of my favourite sounds of spring. Now, in deep December, it sang just twice, breaking the winter silence and instantly put- ting me in the mood for one of the best parts of the holi- day season -- Christmas Bird Counts. The Christmas Count story shows how far we've come culturally and ethical- ly in North America. A cen- tury ago, hunters in some parts would get up from Christmas dinner, choose sides, go out in the back 40 and see how many birds of any species their team could shoot (while women stayed home and did the dishes, presumably). Trou- bled by the needless, sense- less slaughter of already de- clining bird populations, Frank Chapman, an orni- thologist with the brand- new Audubon Society, sug- gested counting birds in- stead of killing them. On Christmas Day 1900, 27 bird- ers went out and did 25 counts, including one in To- ronto. That began an annu- al tradition that's mush- roomed across the conti- nent and beyond, growing into a massive and impres- sive citizen science effort. One-hundred and twenty years of collected data paint a valuable picture of bird populations over time, priceless information for their conservation. Mourning doves, chicka- dees, woodpeckers, juncos and sparrows -- all the com- mon birds need to be tal- lied. As well as wintering raptors like red-tailed hawks, Cooper's hawks and merlins, and waterfowl on any open water. Adding spice is the possibility of finding lingering birds that should be way down south by now, like kingfishers. These days the Christ- mas census season stretch- es from Dec. 14 to Jan. 5, with each day-long count taking place in a 15-mile-di- ameter circle sketched on a map. Group gatherings of rosy-cheeked birders won't happen at day's end this COVID year, of course, re- placed by Zoom and email reports. But the fun and satisfaction of spending a whole day in the open air searching for birds will make up for that. By the time this paper comes out Dennis and I will have taken part in the Huntsville, Minden and Oshawa counts, racing around in our allotted sec- tions -- in and out of the car, and maybe even the canoe -- counting every bird we see and hear. But CrossFit Pickering will have no choice but to do as it did during the first lockdown. "We lend out all of our equipment and have Zoom classes," she said. But it isn't possible to re- main as busy as it has in the past few months, with clas- ses full and in high de- mand, and Blaze even turn- ing down potential clients from Toronto. "The problem is a lot of people don't have equip- ment," she said. "We only have so much equipment to lend out. And working out in a basement or a garage can be tough for some mem- bers. "They look for commu- nity, even if they're masked and 10 feet away from peo- ple," she said. She said anxiety is high among fellow small busi- ness owners. Lisa Bugeja, owner of Flour Confections in Pick- ering, a bakery supply company, said with the lockdown in March, the business closed its physical doors to the public but still operated. It offers free de- livery on orders more than $90 and provided safe pick- up options. "We are lucky," she said. "We always had the online business there, so when we had to do the lockdown in March, it was very easy to transition." But there are still many unknowns in regards to the upcoming lockdown. Since the business pro- vides baking supplies to its customers, Flour Confec- tions' success largely relies on the success of the com- panies that buy their sup- plies there. "We're really not sure how we would do," Bugeja said. Chris Argiro, general manager of Chúuk Bar and Restaurant in Pickering, has had to lay off staff to cope with the previous changes due to COVID-19. Chúuk has already limited its menu to its most popu- lar items to avoid wasting inventory. It stayed open for takeout during the last lockdown and plans to do so again. "We kind of do our best but it's basically trying not to lose money," he said. "You're just trying to stay open at that point." Argiro said Chúuk will have to go with the flow, since the family's money is in the business. "There really isn't an- other option," he said. When asked why Onta- rio is not shutting down un- til Dec. 26, Ford said busi- nesses that have massive inventory must be able to prepare. "They need to get ready, they need to hunker down," he said. "We're going to go full steam at this as of Dec. 26." Ford announced there will be additional financial support for small business- es to help them during this new lockdown. Rouge Park Bridges Transportation Master Plan Municipal Class Environmental Assessment - Notice of Study Commencement Background The City of Toronto is undertaking a Transportation Master Plan (TMP) that will study five bridges within the Rouge National Urban Park (RNUP). Many of these historically and architecturally significant bridges were built in the 1900s and now require repairs. The bridges provide crossings over the Rouge River and Little Rouge River. Additionally, there are two CP Rail corridor underpasses in the RNUP that will also be considered as part of the TMP. As part of the agreement with Parks Canada, the agency responsible for the Rouge National Urban Park, the City of Toronto owns and manages transportation infrastructure within its boundaries and provides basic municipal services, such as Police, Fire and Emergency Services and winter maintenance among others. A Pickering couple is bringing a Karma Christ- mas to Pickering this sea- son. For the past five years, Alex Petrogiani and his fiancée Jaime Carney have been supporting an orphanage in Peru. In these unusual times due to COVID-19, they cannot visit the orphanage this year, and decided to switch things up. They are not only supporting their usual cause, but also help- ing those living in Dur- ham. "Basically, we received about 10 skids of clothing, an inventory of around $50,000. It's amazing stuff," said Petrogiani, di- rector of Karma Projects. Brand-name clothing with their tags, such as Ni- ke, Oakley and unprinted apparel, were donated to the couple when a compa- ny was forced to close due to COVID-19. Karma Projects gifts the practice of yoga to the girls of Centro Nanay in Cusco, Peru, an orphan- age run by a well-loved woman and mentor named Carmen Munoz. Many of these children are victims of human traf- f icking and abandon- ment, and Petrogiani, a yoga instructor, and ex- plained through yoga, they learn how to recon- nect and trust in them- selves. "It's pretty incredible," said Petrogiani. "The pro- ject has grown." All funds raised from the bags will go toward helping the girls in Peru. Carney is currently packing up bags which typically contain a hoo- die, trackpants and t- shirts. Bags specifically for children, men and women will be available. "I'm the literal elf that's rolling t-shirts, sweat- shirts, putting bags to- gether," Jaime said. The bags were avail- able to the public on Wednesday, Dec. 23 in a drive-through style event at the couple's home. "We're just taking cash donations — whatever anyone can afford at this time," Carney said. The bags make great Christmas gifts, or dona- tions to charity or some- one in need. "This is all out of love," said Petrogiani. Ward 1 city councillor Maurice Brenner and Ward 2 regional councillor Bill McLean introduced a motion on Monday, Dec. 14 that asked the government to repeal Schedule 6 on Bill 229. The new legislation that was passed on Dec. 8 will result in a number of changes to the Conserva- tion Authorities Act that will remove or significant- ly hinder the ability of con- servation authorities in regulating development, the permit appeal process and engaging in review and appeal of planning and applications. "I haven't always agreed with everything the (To- ronto and Region Conser- vation Authority) TRCA does, it's no secret," said Brenner. But he said it provides a valuable service of the checks and balances which are outside of the realm of politics. Ward 1 regional council- lor Kevin Ashe, who sits on the TRCA board of direc- tors, said he sees little val- ue in passing this motion now and suggested it be ta- bled, to which council agreed in a five-to-two vote. In order for the motion to be brought back for con- sideration, council would have to vote on it. Five members of the public spoke in opposition to the bill. Jane Stone said once the natural environment is af- fected, there is no going back to correct it. She said yes, it might be too late to change the situation. "However, silence is consent and I feel that peo- ple need to let the govern- ment know that they don't consent," she said. When Coun. Brenner asked staff about the ex- pertise Pickering has ac- cess to in regards to envi- ronmental matters when it comes to development ap- plications, Pickering's chief planner Catherine Rose said, Pickering has a wealth of expertise at its disposal when it relies on the TRCA. "If we had to hire all of (that) expertise on our own or go to different consul- tants it wold certainly be a burden on the municipali- ty," she said. Brandon Underwood went to university for envi- ronmental science and was disappointed to learn about the bill. "There is no doubt about it, Schedule 6 gives preference to developers who are looking to make more money and ignores the concerns of everyday constituents who live in the local neighbourhoods," he said. Those who have con- cerns regarding the pro- vincial government's granting of Ministerial Zoning Orders (MZOs) - which allows the Minister of Municipal Affairs and Housing Steve Clark to rule how a piece of land is used - have similar con- cerns with this new legisla- tion. Helen Brenner said she's been following local developments such as Pro- ject Lonestar that will al- low development on the wetlands, which was ap- proved through an MZO. "As an elected politician you have a moral obliga- tion to protect our democ- racy by choosing a way for- ward that respects the voice of the people while al- so safeguarding the re- gional and local planning processes that you have tirelessly and democrati- cally developed together with those living in this community," she said. The Ebony Bites food truck is stationed at an Esso station on Hwy. 7, just east of the hamlet of Brougham. Joan Mahaffey operates the food truck, starting at the loca- tion at the end of August. Before that, she had set up at micro- breweries around the Region. She had planned to close over the winter, but some of her cus- tomers urged Mahaffey to stay open. The truck will be open Thursdays to Saturdays from noon to 5 p.m. The truck offers Caribbean and Jamaican food, with such en- tries as jerk chicken, vegan stew and jerk chili. "A lot of the people who come here really enjoy the spicy," she said. "It's flavourful." She also does rum cakes and lotus blossom cookies. Mahaffey joked that she hasn't been making as many cakes this year because of the cost of the rum in Canada. "I can buy three bottles in the U.S. for $33. It's the large bottles. For one bottle here, it's like $60 or $70. It's crazy and it never goes on sale in Canada," she said. Mahaffey bought the truck in July 2019 with the hope of getting it on the road quickly. However, she was delayed by "red tape" and it was October before she opened. She "tried to hit up festivals and events" last year and then was stymied by COVID-19 this year. Mahaffey started up again at the beginning of June at the All or Nothing Brewhouse and Distill- ery on Ritson Road in Oshawa. Falcon Brewing on Barr Road in Ajax asked her if she could set up there as well. She would do All or Nothing one weekend and Falcon the next week. "They wanted people who come to the patio over the sum- mer, there was food. So, that's what we did," Mahaffey said. Mahaffey had been working in Halton Hills when she decided to move to the east end. "It's something I always want- ed to do for quite a while. I just wanted to do something for my- self," she said. "So far, so good." The man who owns the Esso station is putting in a patio area next summer. The station is the only one between the Ninth Line in York Region and Brooklin. "A lot of the truckers call and order and as they come through, they collect their food," she said. Customers can order and pay online and then pick-up their or- der. The latest results bring to 36 the num- ber of people charged with impaired driv- ing during the first month of this year's campaign, Durham police said.
