Organized by the Ontario Au- tism Coalition, the protest rally was one of several held in various Ontario communities, following autism support funding changes announced earlier this month by the Ontario Ministry of Children, Community and Social Services. The new funding plan includes annual maximum payments of $20,000 for children under the age of six to a lifetime maximum of $140,000, and $5,000 for those above six to a lifetime maximum of $55,000 at age 18, with funding clawed back for families with an income above $55,000 annually. Bethlenfalvy, also president of the Ontario Treasury Board, went outside to speak to the pro- testers. "It's obviously difficult, and I feel for the families," he said. "People need to be heard, and I'm here to listen." Four or five parents accepted his invitation to continue the con- versation in his office, he said. "They're all suffering, and I feel for them." The autism support program the current Progressive Conser- vative government inherited isn't working, said Bethlenfalvy, and the government has increased the amount of funding to help families on waiting lists get ser- vices they need, he said. Clearing the wait list is "an important step in the process of fixing what was broken." The new funding model com- mits to doubling funding for the province's five diagnostic hubs to help ensure children get a timely diagnosis, the ministry has said. "They're defunding the pro- gram," said Tia Riopel, the OAC's Pickering-Uxbridge regional or- ganizer. Funding should be based on need, which is different for ev- ery child, she said. Breugem, who spoke to Pre- mier Doug Ford on the issue dur- ing a family skate day in Port Per- ry earlier this month, says her 10- year-old son, who has autism, spent six years on various wait- ing lists and has been in therapy for seven months. "He's doing amazing, and in three months, the funding will be gone," she said, adding the thera- py costs $5,000 per month. The government says its new funding model will clear a wait- ing list of 23,000 children within 18 months, but the ministry is in- correct in saying there are that many children on an indefinite waiting list for autism services, says Riopel. "It's a rotating wait list," she says. "Some had received servic- es, and went back on a wait list to receive more services." Parents of children on waiting lists aren't happy with the new funding plan either, adds Riopel. "The whole system is being de- stroyed." Joining parents at the protest Friday was Elisha Chesler, direc- tor and senior therapist at the Sunshine Learning Centre in Ajax, which serves 30 families with children on the spectrum, and has its own wait list. She says there are various service streams with waiting lists, and the minis- try has likely counted children more than once. "I haven't met a parent who's happy with these changes," says Chesler. "We all realize wait lists are an issue, but they're clearing the wait list without giving them access to services ... Families are devastated." She says the Sunshine Centre will attempt to offer packages, working with a family's budget. "They've created a system that only a very small percentage of the population is going to be able to access ... This is a funding cut. Any way you look at it, it's a cut." Elizabeth Wallis of Ajax has two children with autism and says her husband was laid off from his job. "I'm on my fourth stress leave from work," she said. "We're worried about our financ- es." Her family income level will mean they don't qualify for gov- ernment support for autism ser- vices, she adds. "Our family is in crisis. For six years, we have re- ceived little support." DURHAM - A new report outlines what the Durham District School Board is do- ing to address violent inci- dents targeting school staff - and makes recommenda- tions for more action. At the DDSB's Feb. 19 board meeting, trustees got an update from an ad hoc committee that has been working on the hot-button issue since November 2017. The report says several "major" initiatives are al- ready in place, including a pilot "intensive support class" at Grove School for students with complex needs, and a pilot model that sees more educational assis- tants in schools at the begin- ning of the school year - a time when the data shows there are more violent inci- dents. "The additional interven- tion does work and it shows us that we're on the right pathway," says DDSB chair Michael Barrett. Between September 2017 and May 2018, DDSB em- ployees filed 3,570 violent in- cident reports. Officials stress that is "raw data" that doesn't nec- essarily reflect the number of incidents, because more than one employee may file a report on the same incident. In the 2017/2018 school year, 11 per cent of DDSB staff submitted a violent in- cident report, and 59 per cent of reports were related to the primary grades. Fifty per cent of reports were submitted by educa- tional assistants and 17 per cent came from early child- hood educators. Updated numbers for this school year will be re- leased in June. DDSB acting superinten- dent John Bowyer says gath- ering data on violent inci- dents has allowed DDSB staff to spot trends and pat- terns. For example, data shows the beginning of the school year - September to Novem- ber - sees more incidents re- ported - as well as periods af- ter students return from a break. "When we see that there are issues and we put inter- ventions in place, we actual- ly see a decrease in the num- ber of incidents," Bowyer notes. Actions recommended in the new report include pro- viding schools with "tool kits" on self-regulation and well being; increasing train- ing and resources for educa- tional assistants, early child- hood educators, primary grade teachers, principals and vice-principals; and working with community partners to provide pro- grams for parents. "The trustees see this as important, they understand that there are concerns, and they're working to mitigate those concerns," Bowyer says. WHAT IS THE DDSB DOING TO CURB VIOLENT INCIDENTS IN SCHOOLS? JILLIAN FOLLERT jfollert@durhamregion.com NEWS DURHAM - A debate over whether the Durham District School Board should "ensure" a safe school environment or "promote" one, ended with different language all to- gether. At the Durham District School Board's (DDSB) Feb- ruary board meeting, trust- ees approved a wording change for the board's poli- cy and regulation on stu- dent code of conduct and discipline - it now includes the "the right to be safe." The introductory para- graph previously stated "it is the policy of the Durham District School Board to support practices that en- sure a safe and positive en- vironment that is inclusive and accepting of all individ- uals in schools." In January, school board officials recommended a change to "it is the policy of the Durham District School Board to support practices that promote a safe, inclu- sive and accepting school climate in all schools." The suggested reword- ing sparked concern from the Durham local of the Ele- mentary Teachers' Federa- tion of Ontario, as well as trustees and parents, who worried the school board was trying to dodge liability for safety. At the February meet- ing, several trustees raised concerns about "softening" the language. Trustees ultimately ap- proved new wording moved by Whitby trustee Niki Lundquist, which reads "the Durham District School Board is committed to the development of posi- tive school climates in schools in which all mem- bers of the school commu- nity have the right to be safe and to feel safe, included and accepted ..." "Every person in our schools has an absolute right to be safe," Lundquist said. "Heaven forbid some- thing terrible happens ... that doesn't change the fact that the policy should be what we strive for." Board chair Michael Barrett supported the change, but expressed con- cern that a narrow focus on safety could "sacrifice the rights of the most vulnera- ble," - a reference to stu- dents with special needs. "I just get concerned when people use language in order to be able to justify the interruption of the rights of other individuals," he said. "Safety, to me, is not the only priority of this board." Most readers know the his- tory which included: Ottawa's Ministry of Transport (MOT) expropriating about 16,000 acres of land; starting con- struction only to be laid low by a very vocal and able citizens' group (People or Planes) led by the estimable Dr. Charles God- frey; limiting remaining farm- ers to 1-year renewable leases; eventually giving about half the land to Parks Canada as part of the Rouge Urban Park; hiring a local yokel in 2015 to do a Report on community percep- tions, strategic opportunities and possible partnerships, published in June, 2016; award- ing a different contract to KPMG soon thereafter, primar- ily to assess market need, which is either finished or al- most so (of course, the Govern- ment owns the content and the release date is election-sensi- tive) - which is ALWAYS the way, regardless of which party is in power; I'll speculate on the KPMG data in a subsequent ar- ticle. I was the "local yokel" re- ferred to above. I was driving one day when the phone rang and a young man asked on be- half of the Minister of Transport if I'd be interested in writing a report on the Pickering Devel- opment Lands including the po- tential new airport. I was star- tled and confessed I disliked fly- ing, knew nothing about air- ports and typically avoided them (except Billy Bishop). "That doesn't matter", he re- plied. "We polled a wide swath of regional leaders and all agreed you're the best person for the job." I promised to do some due dil- igence and get back to him, wanting to assure myself that the project was impactful enough to warrant 18 months at that stage of my life (I'm now 77). Most of my diligence focused around Pearson - its capacity, its variety of services, the market demand for each service, its em- ployment and budget data, and its apparent impact on Missis- sauga and Brampton. I was shocked. I had no idea of the magnitude. Everything was measured well into the billions. So, I agreed to give it my best try. I was assigned an extremely capable person from MOT as E.A. and two interview offices, one in Claremont where most in- terviews took place, and the oth- er in the federal building at 4900 Yonge St. As well, several inter- views were hosted by the inter- viewee (e.g. Hazel McCallion) out of convenience and respect. Sixty-four interviews were conducted involving about 134 individuals. The next articles will highlight the results of those interviews, following which I'll conclude with my over- arching impressions, recom- mendations and conclusions.
