The signs extend existing limitations by an extra 50 metres on both sides of Glenanna Road, in front of Forest- brook Park. With restrictions already in front of the school and on a side street, parents find it tough to pick up their kids. “All they did was put more money in the City’s pockets because people are getting ticketed because they have nowhere to park,” said parent and school community council member Nikki Ilkov. Police also seize $16,000 worth of prescription and illegal drugs while nabbing drunk driver Jeff Mitchell jmitchell@durhamregion.com DURHAM -- A woman exceeding the speed limit by 65 kmh and a man found with $16,000 worth of drugs were among 10 motorists charged by Durham police with impaired driving offences over the Easter weekend. The charges were laid between Fri- day night, March 25, and noon Sunday, March 27, police said. Cops continue to arrest impaired driv- ers in spite of ongoing information cam- paigns and high-profile court cases, Ser- geant Bill Calder observed. “You can’t say the message isn’t out there,” he said. “This is about people not planning ahead -- or, they’re ignoring the message.” In one incident, officers in Brock Township clocked a vehicle travelling at 145 kmh in an 80 km zone on Hwy. 12 at about 9:30 p.m. on Good Friday. The Air 1 police helicopter was called in to track the vehicle, which was stopped safely. Rachel Comiskey, 23, of Wagg Road in Uxbridge, is charged with exceeding the legal blood alcohol limit and racing. On March 26, officers responding to reports of a pickup being driven errat- ically tracked a suspect vehicle to Bowmanville, where they saw the driver smoking from a pipe. Police seized more than $16,000 worth of prescription and illegal drugs. “We’re talking about everything from crack cocaine to fentanyl patches,” Sgt. Calder said. Daniel Hume, 36, of Division Street in Colborne, is charged with driving while impaired by a drug and other drug offences. Durham officers will be conducting a regularly scheduled RIDE blitz in the region Thursday night, March 31. DURHAM -- $2,266,656.49 That’s what politicians and Regional appointees to various committees cost tax- payers in 2015. Durham Chairman Roger Anderson received a total of $270,946.30 in salary, mileage and expenses for serving on coun- cil, as a board member with the Federation of Canadian Municipalities and a member of the Durham Regional Police Services board. The cost for Regional councillors was $1.9 million, including salaries, mileage and expenses for serving on council and different advisory boards and committees. A Regional councillor’s salary is $53,264.12, while the head of one of the four standing committees receives an extra $5,979.22. Regional councillors were also eligible for a payment in lieu of a pension and 21 took the payment. The payments ranged from a low of $397.18 to a high of $8,768.18. Councillors are also eligible for a sever- ance if they resign or lose in an election and severance payments totalled $228,959.91. In addition to compensation at the Region, councillors also receive salary and expenses at the local level. Pierre Trudeau was prime minister of Canada and Allan Pilkey the mayor of Oshawa. And it was the first day I set foot in Oshawa This Week as a placement student from the Durham Col- lege journalism program. On the preced- ing Friday, Feb. 27, John Baxter , presi- dent of Metrospan Community News- paper Limited, announced the purchase of a 51 per cent controlling interest in Inland Publishing Company: Metroland Media Group Ltd. was born. So I guess you could say I was there when Metroland was formed with just 29 newspapers, including Oshawa This Week. May 9, 2001. It was a Wednesday. The political stars aligned for greatness in Durham Region. Jim Flaherty was MPP for Whitby-Ajax, finance minister and deputy premier. Janet Ecker was MPP for Pickering-Ajax- Uxbridge and provincial minister of educa- tion. All eyes were on Queen’s Park when the news came that the Government of Ontario had announced plans for a new university to be built in Oshawa. It would be the first new university in the province in 40 years. Aug. 14, 2003 It was a Wednesday. At 4:11 p.m. I was in the chair at the hairdressers when the power went out across much of east- ern North America. More than 50 million people were plunged into darkness for upwards of 48 hours. It was one of the most exciting experiences I’ve had to date as a journalist. We operated by candlelight, and then by generator. As the cellphones died, we counted on the smarts of our journal- ists to do what needed to be done -- and they did. With the power out at all of our printing plants, we missed our only sched- uled publication day ever. Eventually, using power converters and generators to feed our computers, we were able to ship a paper, which eventually won national accolades for our coverage of the Blackout of 2003. August 9-24, 2008 It was two weeks of 24-hour days and the most fun I’ve ever had as a journal- ist. With chief photographer Ron Pietron- iro and sports editor Brad Kelly in Beijing, the rest of the newsroom backing them up at home, we covered the Summer Olym- pic Games day and night. We produced content for all of Metroland’s newspapers including dozens of pages for our papers in Durham Region. Brad and Ron were there when Priscilla Lopes-Schliep threw her arms up in celebration of her bronze- medal finish in the women’s 100m hurdles. Back in the newsroom, we sat glued to the television celebrating right along with them. It was the best! April 10, 2014 It was a Thursday. The warm spring day was shattered early with the news former minister of finance Jim Flaherty had died. Just weeks after announcing his retire- ment from politics, Mr. Flaherty died of a heart attack. He was 64. In the newsroom there were tears as we scrambled to cover the story, much of which became remi- niscences about Durham Region’s best- known politician and beloved community member. It was the worst. April 1, 2016 It will be a Friday. I’m sure there’s a joke or two out there around the fact April Fool’s day will be my first day in a new job. Many thanks to my publisher of 35 years, Tim Whittaker, for taking a chance on a 19-year-old kid from Oshawa: I’ve had a wonderful time. That’s not always the case. Lakeridge Health Oshawa’s emergency department has been getting some negative attention recently and is making major efforts to deal with it. The busy ER got bad press when two Durham moms created a storm on social media about their daughters’ treatment, or lack of it, at Lakeridge Oshawa. Both seri- ously ill girls were sent home from the ER and their stories spread on social media and regular media too. In one case, a child had swallowed a but- ton battery, unbeknownst to her mom, and it took several visits to ERs in Oshawa and Markham-Stouffville, a doctor’s office and walk-in clinic before an X-ray was taken at Ajax hospital and the problem discovered. In the other, the girl was admitted to Sick Kids hospital, where she spent three weeks being treated for Kawasaki disease, after being sent home with antibiotics and not improving from the Oshawa ER. None of this played well on social media, of course, and a Facebook page, ‘What happened to you at Lakeridge Health Oshawa??’ was started. It had roughly 700 members two weeks ago. Now, Lakeridge Health has announced it’s reviewing its ER and how staff commu- nicated with patients. Three experts will be appointed to review the patient experience in the ER, how the hospital responds to issues over social media and how improve- ments can be made in followup to patient issues. “We’ve had a heads-up from our patients here that we can do better,” said Tom McHugh, executive vice-president at Lak- eridge Health. He said there has been a negative feed- back trend regarding the Oshawa ER and the hospital wants to address it within the department, program or even organization wide. “I think we have seen a pattern around communication in the emergency room, we’ve seen a pattern of people who raise concerns with us ... even if they got good care, the perception of their good care was coloured by the fact that communication wasn’t the best.” He also wants to make sure the commu- nity doesn’t lose faith in Lakeridge Health. “These people who work in Lakeridge Health want to do a good job, we want to learn, there are many caring and profes- sional people who work here and we take our job seriously.” Lakeridge has seen the writing on the Facebook wall and decided to act. That’s to its credit. Let’s hope the review will be exhaustive and transparent and result in positive, practical suggestions which will be acted on quickly. She noted buses block access to dis- abled spots on school property. Richard Holborn, director of engineer- ing and public works, said the City’s accessibility co-ordinator “didn’t see any failure to comply with accessibility standards regulation.” The signs stemmed from local residents with safety concerns and were approved by council in the summer, along with ‘no u-turn’ signage. Ward 2 Regional Councillor Bill McLean said allowing people to park across the street is dangerous since they run across Glenanna with and without children, but restrictions could be lifted on the stretch of curb that sides onto the park. Parent Debra Zalter, who has back problems, said much of the problem lies with the school. “The school is overpopulated, that’s the main issue,” she said. She agrees the signs should go, and suggests moving William Dunbar’s gifted program to another school to help ease the population of nearly 700 students. She said the school’s kiss-and-ride is chaotic with long waits, causing parents to park on the street. Mr. Holborn said a letter was sent to residents living within the extension zone and the vice-principal and princi- pal at the time were on board with the plans. But to Ms. Ilkov, it wasn’t enough con- sultation. “It’s the City that did not do their work properly as far as communicating with the community and telling them this is a problem,” she said. Coun. McLean said the City should re-jig the parking lot to make it safer. School principal Jeff Rousell said current plans to resurface the lot and repaint the lines won’t necessarily mean many more spots since space is limited. “I can empathize with both sides but what hap- pens off school property is not my juris- diction,” he said, but added he’s willing to work with the City. He hasn’t noticed issues with the kiss- and-ride, and doesn’t find buses take up accessible spaces. Mr. Holborn hasn’t been instructed to remove the signs. “However, through the CAO and myself, we’ve made a commitment to work with the (Durham District School) board on trying to resolve some of those issues on the school site and adjacent road to make it better,” he said. To the student’s surprise, it wasn’t to assign her a story; instead, she was offered a full-time position at the paper. She eagerly accepted. “I did my exams,” Joanne Burghardt recalled, “and that was it.” So began a career in community journal- ism that has seen Ms. Burghardt, an Oshawa native, rise through the ranks from rook- ie reporter to editor-in-chief of Metroland’s Durham Region division. And her career arc continues: Ms. Burghardt is leaving Durham, where for the past 25 years she’s held her cur- rent position, to become regional editor-in- chief of the company’s newly-formed Central Division, a diverse and sprawling constitu- ency that encompasses communities from the GTA to Muskoka and includes 40 news- papers, eight websites, and an editorial staff of more than 100. The new job represents an enormous chal- lenge, but Ms. Burghardt’s decision to accept it will come as no surprise to those who know her. Her tenure has marked a period of remark- able and even shattering change in the indus- try. Newspapers have been nudged from their golden era, when their influence and ubiquity were undeniable, into a turbulent and often uncertain digital age. Casualties have been many; adaptability and courage are key to survival. “You have to embrace change in this indus- try,” she said. “If you don’t, you won’t survive.” Change has been a constant throughout Ms. Burghardt’s career. Her first day as a full- time reporter coincided with the formation of Metroland. The novice reporter, age 19, was immediately enamored with the industry, but like all of us, had her rookie moments. “One of my first assignments was cover- ing a visit by Ed Broadbent,” Ms. Burghardt recalled. “I came back and had only about a four-inch story – I didn’t know what to ask him.” She quickly found her way, working a number of beats including municipal poli- tics, crime and courts. Five years in, she was appointed Community Editor – and knew she’d found her niche. “I enjoyed the reporting, but when I started into management – the strategic planning, the thinking ahead – I really liked it,” she said. Tim Whittaker was publisher of the paper when Ms. Burghardt was hired, and retains the position today. He has worked with Ms. Burghardt for the entirety of her tenure with the division, and realized early on she had the qualities required of a newsroom leader. “Joanne got the position because she was bright, very hard-working and organized,” he said. “She had the attitude that we could do anything. Her benchmark has always been that she and her team would be the best at whatever they pursued.” Her time as newsroom chief has seen the advent of the computer age, which began with the introduction of digital photography and ultimately redefined the way in which news is processed and disseminated. Our website, durhamregion.com, now draws an average of 1.2 million visits per month. Face- book has provided an interactive platform for readers to discuss and even expand on the stories we report. Ms. Burghardt has passed along her enthu- siasm and vision to dozens of reporters and editors who’ve toiled in her newsroom, encouraging them to embrace the potential of community journalism. That commitment to go farther, dig harder, and report better has paid off: Under her leadership journalists, photographers and newspapers in Durham and Northumberland have received some 600 awards for excellence in writing and pho- tography from provincial, national and North American industry associations. Ms. Burghardt has been named Editor of the Year by both the Ontario Community News- paper Association and the Local Media Asso- ciation (the LMA represents more than 2,400 media organizations across North America). In 2010 the Durham division was named recipient of the Canadian Journalism Foun- dation’s Excellence in Journalism Award, an unprecedented honour for a Canadian non- daily newspaper. Over the years Durham’s newsroom has also welcomed dozens of journalism students as interns, providing them with an opportu- nity to gain real-world experience. Parvaneh Pessian, now a full-time reporter with the Durham division, served a six-week intern- ship in 2007. “I’m extremely grateful to have been given this opportunity as it allowed me to see first- hand how a newsroom operates, work along- side seasoned reporters, and actually write several stories that were published in the paper,” said Ms. Pessian. Defining Ms. Burghardt’s career has been a commitment to the integrity and viability of community journalism. “What I really care about going forward is journalism, and journalists plying their trade,” she said. “We have to heed different signs, and react to them. It’s our responsibility to hold up a mirror to the community and reflect what’s happening, but we also have to reflect what they’re interested in.” “What we do is no longer limited to the doorstep we deliver to,” she said. “It’s world- wide.” Her leadership has been defined by a hard- driving, clearly-stated focus: to produce the best community journalism possible. Police make second arrest in murder of Deshane Nelson in Pickering Brampton man died after a confrontation at a house party in July 2015 DURHAM -- Police have arrested a second male in the murder of a young man who was stabbed to death at house party in Pickering in July last year. Dionecio “Deshane” Nelson, 25, of Brampton, died after a confron- tation with two men outside a res- idence in the Glenanna Road and Huntsmill Drive area at about 2:35 a.m. July 2, 2015, Durham police said. Cops said at the time the incident may have been a random encounter that led to deadly vio- lence. On March 25 this year, police arrested Alexander “Poppie” Mitch- ell, 20, of Pickering on a charge of second-degree murder and two counts of assault with a deadly weapon. Mr. Mitchell was held for a bail hearing. The police had arrested Nathaniel Findley, 20, of Longbow Drive in Pickering, earlier in the week on a charge of second-degree murder. One in four students in the DDSB has special needs and funding hasn’t kept pace with increase Shane MacDonald smacdonald@durhamregion.com DURHAM -- One in four students in the Durham District School Board has spe- cial needs and the board says it doesn’t have enough special education funding to properly support those students. To bring attention to the issue, DDSB launched the Fund the Need campaign at its March 21 board meeting. It’s shar- ing a video online explaining the need for special education funding and asking parents to sign a petition to be sent to the Ministry of Education to ask for more help. Donna Edwards, chairwoman of the special education ad-hoc committee and DDSB trustee for Ajax ward 3 and 4, says the boards has done all it can with the current funding but added if more assistance from the Ministry of Educa- tion isn’t received, it could affect service delivery to other students. “The number of students with special needs is on the rise yet the funding we receive for special education is declin- ing,” Ms. Edwards said. “We can’t see how we are going to meet the increasing needs without cuts to service.” Ms. Edwards says an example of the issue can be seen in the number of spe- cial incident portion claims the board has made. A SIP claim is filed for every stu- dent who requires two or more staff for assistance. With each approved claim, the board receives $27,000, which Ms. Edwards says doesn’t even cover the cost of an educational assistant. In the 2014-15 school year the board had 119 approved SIP claims. Since 2006, the number of SIP claims has tripled. She notes the one in four students who have special needs from kindergarten to Grade 12 equates to about 15,000 students across the school board. Thomas was the loving husband of Bernice for nearly 62 years. Devoted father of Glen (Christina) and Lynn (Mark Pankhurst). Thomas was the cherished Didi of Nicole, Riki-Lynn, Brittany, Karsten, Brock and Kristy-Lynn as well as many others who loved to consider him their own Didi too. Thomas will be remembered as an avid sailor and a very insightful man who taught his family how to build a great life through hard work, dedication and commitment to family.
