PICKERING -- The DJ has been booked,
the flowers ordered, the temple and the
reception venue set, and the invitations for
Andrea McGowan and Omar Sahi’s wed-
ding were mailed out long ago.
Everything was ready for the couple’s
wedding, set to take place Saturday, Sept.
18.
That was until Sept. 5, just 13 days before
the big day, when they learned that Papps
Casual Dining and Banquet Hall, where
they were holding the reception, had been
shut down due to outstanding rent pay-

Durham headquarters
demolition cost rises
Asbestos removal adds
thousands to project
DURHAM -- Tearing down the former
Regional headquarters and courthouse is
going to cost almost $200,000 more than
originally budgeted.
About $147,500 of the extra cost is
for removing more asbestos than was
expected.
The Region had set aside $905,000 for
the project.
The original tender, awarded to
Salandria Ltd., came in at $482,500.
However, an extra $196,600 is needed
to finish the work, Regional council’s
finance committee heard on Wednes-
day.
Regional Chairman Roger Anderson
said the original tender “came in sub-
stantially lower than what we thought.
That’s a good thing.”
When Salandria began the work, “as
they started moving things, they found
more asbestos, more things,” Mr. Ander-
son noted.
A consulting company retained by the
Region “should have known there was
more asbestos. The contractor, as they
went through the building, found more
and more asbestos,” Mr. Anderson stat-
ed.
“It’s the works (department) posi-
tion the consultant should be respon-
sible for some or all of the (extra) costs.
Where they found asbestos, the consul-
tant should have known,” he added.
Even with the extra cost “a big hit,” the
project is still “well within budget,” Mr.
Anderson noted.
Works Commissioner Cliff Curtis said
given the age of the building, it was
known asbestos was there.
Asbestos was also found in floor tiles,
ceiling tiles and the concrete canopy,
Mr. Curtis stated.
The asbestos “isn’t dangerous, as long
as it doesn’t get airborne,” he added.
The finance committee approved
spending the extra money.
