Fourth in a four-part series ONTARIO -- The answer to gridlock across Ontario’s long-term care system is an injec- tion of new money, elder advocates say. For nursing-home operators, a top priority is the fulfillment of a long-standing promise from the Province to fund more staff. Ontario’s Health Quality Council, a watch- dog agency, sees more assisted-living homes as a potential pressure relief valve for over- whelmed nursing homes. For thousands of Ontario families battling the system’s long waiting lists and cumber- some bureaucracy, any relief measure would do. “I think the first thing that is needed are more homes,” Denise Riekstins of Toron- to wrote in a typical e-mail response during research for Metroland’s special report. “The waiting lists are ridiculous, especial- ly for newer homes. I also think that more thought should go into how to improve home care, maybe make it more affordable, so the person can stay in their home as along as possible. Institutional homes are certainly not like home.” Health Minister Deb Matthews says qual- ity improvements are taking hold now in all nursing homes, with a focus on reducing traditional health risks such as falls and bed sores. Efforts to make more home care available as an alternative are in progress under a $1.1- billion program created in 2007. More short- stay beds are being created, to help reduce the number of seniors placed permanently in long-term care. Such “restorative” beds, as Ms. Matthews calls them, allow elderly peo- ple with short-term needs to be placed tem- porarily in nursing-home beds to regain their health, and then go home. But what exactly has to happen to pro- duce real change? “I think more time,” Ms. Matthews said. “I mean, it does take time to change a system.” In the meantime, attention has turned to making the nursing home a more palatable choice for the frail elderly, instead of a dread- ed “institution of last resort,” as the Canadi- an Health Care Association put it in a 2009 report on long-term care. Christina Bisanz, CEO of the Ontario Long Term Care Association, believes in a conver- sion that would see nursing homes become a “hub” for all types of care. With the right kind of planning, she says, Ontario’s existing 625 homes could feature day programs for the frail elderly who have dementia or chron- ic diseases, “to help them to live in the com- munity as long as possible.” Ms. Bisanz said nursing homes can become “more than just the residence where 24-7 care is given.” In some Ontario long-term care homes, that’s already happening. At Shalom Vil- lage in Hamilton, residents pump iron to help maintain functional mobility. Shalom’s health-club concept was originally regarded skeptically by potential funding bodies, said Pat Morden, the home’s chief executive. A long-term care home is traditionally viewed as a place of restful care. That’s changing. “They barely get in, but they’re down there lifting weights. And you see the difference,” she said. Experts in the field of gerontology say such workouts help prevent falls and other debili- tating mishaps, and can also improve cogni- tive ability. Attitudes about what long-term care set- tings should be like and what services they should offer are changing rapidly. Research- ers are looking at ways to incorporate brain- benefiting music classes and computer games, and body-strengthening practices such as yoga and tai chi, into daily routines to make the final years of life more rewarding, positive and healthier. “If we can help people to remain as cogni- tively well as possible and as physically active as possible, even if they’re in a long-term care setting, that still could have benefits not only for the individual, but on the caregivers,” said Pat Spadafora, director of Sheridan Elder Research Centre, part of the Sheridan Insti- tute of Technology and Advanced Learning. Under the motto From Lab to Life, the centre forms collaborative research proj- ects in the long-term care field, studying the impact of innovative dance programs aimed at improving mobility, or computer-gaming programs that encourage cognitive health. “If the individual can improve their balance, for example, through our dance program,” Ms. Spadafora explained, “and their flexibility and their range of motion and their muscu- lar endurance, then maybe they won’t need as much physical support from the caregiver to help them get in and out of bed.” At Shalom Village, Ms. Morden has wit- nessed the capacity of activities such as music to reactivate mind and spirit. One resident who had a musical background but was debilitated by Parkinson’s and demen- tia began to participate in the home’s long- standing drum circle. He hadn’t spoken for two years. “He was in the drum circle and he was drumming, and he was sobbing,” Ms. Mor- den said. “He just sobbed and sobbed. And then gradually he took over the leadership of the drum circle. Staff and the volunteer dog park working group have for years searched for the per- fect spot to allow Pickering’s dogs to run and socialize leash-free. A number of resi- dents in other proposed areas throughout the municipality were opposed to off-leash parks in their neighbourhood for various concerns, including increased traffic and noise. But now-retired chief administrative offi- cer Tom Quinn, another dog owner, was able to find the perfect location. “This is a very nice area,” he said at the opening. The large fenced-in area sits in the 41- hectare Grand Valley Park, just south of Third Concession Road and west of Val- ley Farm Road, It features two parks, one at the bottom of the hill in the clearing, and a smaller one on top of the hill, which is designed for those with mobility issues. The large park includes a recently-expanded parking lot, and also includes a number dog waste bins, a message board and a gazebo so residents can sit in the shade while their dogs run about safely without a leash. “It’s nice we don’t have to drive to Ajax anymore,” said dog park working group member Angela Sokol, referring to the trek many Pickering residents made in the past to enjoy an off-leash area. Arnold Mostert, Pickering’s landscape and parks development coordinator, explained before the change, the area, which is the head of the Seaton Hiking Trail, was basical- ly just mounds of top soil. The hidden area in which the park sits, and support from the Toronto and Region Conservation Author- ity, made the spot ideal. “It’s a little farther from the residents so there’s no issue with noise or other issues residents perceive with dog parks,” he said. Pickering resident Marilyn Hedge brought her dogs Ravenna and Ohio out for the launch. “They’re big, they need exercise,” she said. While Ms. Hedge lets her dogs run free in her own large back yard, and takes them on many walks, it’s important for them to expe- rience the social aspect of a dog park as well, she said. Karin Hiscock, the dog park working group’s coordinator, said the volunteers will respond to any concerns or complaints about the area. For example, if a fence is broken, or if owners are not properly clean- ing up after their dogs, e-mail the work- ing group, or find them by searching for Pickering Off-Leash Dog Park on Facebook. WARD 1 Mayor Ryan is a strong leader, and his grade improves this year because he is speaking more often on important topics at meetings, keeping his points clear and concise. He often looks at both sides before sharing his position, considering all options. He was quick to criticize the latest train derailment in Pickering, and arranged meet- ings with authorities and the transport minister. This initiated a new federal proposal on revamped safety legislation. He continues to push for more development and businesses. He tends to remain quiet on contentious issues, but was an important voice in opposing the York-Durham sewer system ‘ Big Pipe’ expansion. He pushes for sustainable development in Pickering, and jobs first in Seaton. B+ B B+ B Coun. O’Connell is passionate, well-spoken and has an opin- ion on almost everything. She takes on a number of issues, such as improving the waterfront and keeps a close eye on Seaton. She fights for what she believes in, but sometimes argues with Mayor Ryan when he tells her she runs on at meetings. She doesn’t let anyone off the hook easily on issues she deems important, whether they’re speakers or council members, which contributes to her grade improvement. And she has no qualms with challenging speakers at council, such as the time she grilled Regional Chairman Roger Anderson on his approval of the Big Pipe without consultation. She keeps a watchful eye on the City’s spending. He’s put forward a num- ber of motions this year, contributing to his improved grade, including asking the Region to hire a Durham-wide integrity commissioner, and to reinstate Pickering’s vote for the direct election of the Regional chair. He’s also asked Pickering staff to create an incentive plan to attract smart development to the city without decreasing Pickering’s revenue. Dickerson is up front with both those he agrees with and those he doesn’t at public meetings. He attempted to initiate an under- ground wiring policy around Duffin Heights and Seaton. Although council disagreed, it showed his commitment to sustainability. He’s been tough on the Toronto and Region Conservation Authority lately, as well as Ontario Power Generation when he felt Pickering was shut out from the decision to close the Pickering plant. It may seem harsh, but it keeps them accountable. He’s the second biggest spender, which is why his grade did not improve this year. Attendance: Council: 15/18 Executive committee: 15/19 Expenses: $25,107 DOUG DICKERSON CITY COUN. WARD 2 Mark ’10 Mark ’09 Coun. Littley has proven herself a strong councillor this year. She comes to meetings better prepared and gets her points across in a more direct way, contributing to her grade improvement. She’s not afraid to stand against council when she feels they’re in the wrong, such as dis- agreeing with Pickering’s desire to develop the northeast Pickering lands. Her views remain consistent with sustainability and she contin- ues to fight the Big Pipe, and was the only councillor to attend a press conference on the topic at Queen’s Park. She advocates for local farm- ing. Coun. McLean has the lowest expenses and advocates for transparency, which has improved his grade. He was quick to speak up on the diesel spill discovered just one week after the latest train derailment and made it clear the City must be reimbursed for the cleanup. He’s strongly opposed to the har- monized sales tax, and initiated a campaign to let the premier know, endorsed by a number of other municipalities. The real- tor in him often brings up Pickering’s appeal for potential home- owners, which played into his support of the off-leash dog park. Coun. Johnson is passionate about his job and the community. It’s unfortunate that his expenses keep increasing, and his grade drops as a result. He introduced a motion to ask that a Pickering resident be put on the Greater Toronto Airport Authority board. He was opposed to a referendum question on the airport because he felt it confusing and felt the answer would be convoluted. Council ended up voting to take it off the ballot in the end. Mr. Anderson has always opposed a directly elected chairman. It won’t matter this fall, as a change won’t be in place until 2014. He’s never been shy about expressing his opinion. Nor has he had a problem ruling over council, which is marked by plenty of forceful personalities. His mark remains the same as he’s kept the Regional council and staff focused. A Public Information Centre (PIC) will be scheduled later this year to present the public with background information and to answer questions regarding the project. First Major Series Lacrosse victory for Ajax-Pickering comes against Durham rival BRIAN MCNAIR bmcnair@durhamregion.com WHITBY -- Jason Mainer admitted to having a case of nerves heading into Monday’s Major Series Lacrosse match between his new team, the Ajax-Pickering Rock, and his old team, the Brooklin Redmen. They didn’t last long. Mainer scored the first goal 2:28 into the game at the Iroquois Parks Sports Centre, added another in the first period and later an assist to help lead the Rock to their first-ever Major Series victory, 10-7 before a quiet crowd of just over 200. “It means a whole lot,” Mainer said of getting the first win. “The guys have been working hard for the first six games and we’ve been so close. To finally get it feels really good.” The Rock have indeed been playing competi- tive games since making the move from Sr. B to the MSL this season. Including a pair of losses at home against the Redmen to start the season, the Rock have kept all but one of their games to within a four-goal difference. Rock coach Jim Veltman, a former star player in the league, admitted afterward it was a relief to finally get that first notch in the win column. “Yeah, you can’t imagine,” he said. “We’d gone six games in a row with losses, and every game but one we felt we were in the game. We just didn’t have whatever, the maturity maybe, to finish games off and that hurt us.” A combination of stingy defence, solid goal- tending from Tyler Carson and good luck enabled the Rock to finish it off on this night. The Redmen rang a few shots off the posts, appeared to score one that went unnoticed and had two others waved off due to crease viola- tions in what turned out to be a scoreless third period for them. The Rock, meanwhile, finally got a key goal from Neil Mayerhoffer with 4:08 remaining, his second of the game, then another by Jesse Guerin 2:44 later to increase the 8-7 lead they carried through two periods. “That’s all part of the game. We’re not com- plaining about that,” Redmen coach/GM Wayne Colley said of the third period misfor- tune. “Our guys didn’t play that well tonight and we didn’t bury the ball when we had our oppor- tunities. We got 10 goals scored against us, and we should have been right there in the thick of things.” The Redmen jumped out to a 3-1 lead by the midway point of the first period, but Mainer’s second of the game drew the Rock closer, and a pretty behind-the-back goal by captain Jordan Coffey gave the visitors momentum heading into the second.
