PICKERING -- Whitby resident Mark Wood-
ward won’t get his cracked windshield
repaired just yet.
“I’m not going to fix it until they’re done
(resurfacing Hwy. 401) now,” he said.
He sent one of about 400 e-mails Pickering
Ward 2 Regional Councillor Bill McLean
has received about damages to windshields
resulting from poor conditions on Hwy. 401
throughout Ajax and Pickering. Coun. McLean
had to replace his own windshield and asked
people with similar damages to speak up.
Mr. Woodward, a Toronto District School
Board head caretaker, travels from Whitby to
Toronto each day, and has felt the aftermath of
driving along the troubled stretch between

Steep tuition increases unlikely

DURHAM -- Taking a Canadian think
tank’s suggestion to drastically increase
tuition just isn’t possible, said Durham
College’s president.
The suggestion, part of a recent report
by the Education Policy Institute (EPI),
says drastic tuition hikes must be part of
a recession survival plan to avoid dilut-
ing the quality of education.
It predicts increases of up to 25 per
cent in the next couple of years, which is
similar to what occurred during the last
recession.
But adding such increases to what stu-
dents are already shouldering would be
devastating, said Don Lovi-
sa, Durham College presi-
dent.
“Can you imagine?” Mr.
Lovisa said.

deserving people to attend,
said Ronald Bordessa, pres-
ident of the University of
Ontario Institute of Tech-
nology (UOIT).
“You want to improve
chances to come to the uni-
versity, not lower them,” Mr. Bordessa
said. “So I’m absolutely opposed to mak-
ing fees too high.”
There are ways the university tries to
mitigate student’s share of their educa-
tion, providing bursaries and scholar-
ships. But higher tuition costs increase
demand and competition for the money,
and limit the amount available. As a new
university, the UOIT doesn’t have
the large endowment funds of
other schools yet, he added.
Colleges are crown corporations
and don’t have the same mecha-
nisms for endowments; univer-
sities are independent corpora-
tions.
In Ontario, tuition increases are
legislated by the Province and a
25 per cent hike wouldn’t be pos-
sible, Mr. Lovisa said.
With all reports, there needs to
be some form of sensationalism
to get people to read them, Mr. Lovisa
added.
What this particular document does is
get people discussing some of the issues
facing post-secondary schools across the
country, which is good, Mr. Lovisa said.
A lot of the report isn’t applicable to
colleges, but it is correct about the reduc-
tion of apprenticeship opportunities.
There aren’t as many positions available
because of the job cuts at places such as
General Motors, where mechanics and
electricians would be employed.
Colleges are in discussions with the
government right now on how to address
these issues, perhaps by offering more
simulation work to provide them with
apprenticeship hours.
In response to the report’s suggestion
of the system being diluted without the
increases, it’s always a balancing act, Mr.
Bordessa said.
“I don’t think I would say if you don’t
have a 25 per cent infusion from that
source, the quality will go down,” Mr.
Bordessa said.
The problem in this economy is they
know the grants they’ll be getting this
year are flat-lining, but there is still infla-
tion, causing pressure to deliver more
with less, Mr. Bordessa said.
“We’re going to have to eat all the infla-
tion,” Mr. Bordessa said.
They might be able to absorb some of
it without impacting quality, but eventu-
ally, resources need to increase, he said.
Salaries are the biggest cost to both
Durham College and UOIT.
At Durham College, teaching and sup-
port staff are unionized and negotiate
collective agreements.
While wages have increased about 3.5
per cent a year over the last few years,
grants have only gone up about 1.5 per
cent, Mr. Lovisa said.
The UOIT isn’t unionized, but has to
keep salaries competitive with what
other universities are offering, Mr. Bord-
essa said. T
he school has a hiring freeze on because
it’s not sure how hard it will be hit, he
said.
Durham College, which is running a
deficit, is also cutting back.
It’s looking right across the system to
cut costs such as staffing, class sizes,
travel, and professional development.
But the government needs to invest
more too, Mr. Lovisa said.
Ontario’s college grants are the lowest
in the country, Mr. Lovisa said.

DURHAM -- The Region doesn’t
want any jobs lost due to the har-
monization of federal and provin-
cial sales taxes.
Durham Regional councillors
approved sending a letter to the
Province requesting any job loss-
es caused by harmonization be
replaced by other jobs.
The recent provincial budget
included rolling the provincial
sales tax (PST) and the federal GST
together, into a harmonized sales
tax (HST).
The issue came up at the Region-
al council meeting on Wednesday,
when councillors dealt with a staff
report on how the provincial bud-
get could affect Durham.
The staff report noted it’s pos-
sible budget measures could cost
the Region millions of dollars.
Municipalities would have to pay
the PST on items that were previ-
ously exempt, such as gas, fuels
and electricity. Those energy costs
will cost the Region about $4.1 mil-
lion a year.
The actual amount Durham
would have to pay would dif-
fer, under a rebate program to be
offered with the HST.
The staff report noted the har-
monized tax would be adminis-
tered by the federal government.
That could affect provincial minis-
try of revenue employees working
in Oshawa, Whitby and Pickering
who deal with the PST.
The federal government has said
it would try to retain jobs in Ontar-
io to help administer the tax.

Company drops video sign from plans
PICKERING -- The City won’t
be host to a large video sign after
all.
At council’s last executive com-
mittee meeting, members heard
plans to construct a large sign
featuring video outside of a pop-
ular Pickering shopping cen-
tre along Brock Road. As part of
rebranding efforts in changing its
name from the Pickering Home
and Design Centre to Shops
at Pickering Ridge, the owner
applied to the City to construct
three 10.6-metre signs fronting
Hwy. 401, Pickering Parkway and
Brock Road, with video at the lat-
ter location.
The committee expressed con-
cern it would distract drivers,
and by the time the application
reached council, the applicant
changed the proposal to drop
the video component of the sign.
Another sign will go on the roof
of the former Papp’s restaurant,
which is under new ownership.

Blame for trouble rests
with opposition parties
To the editor:
Re: We need leadership from the top, Thomas
O’Brien letter, March 26.
Thomas O’Brien is obviously very mistaken
with his claim that Prime Minister Stephen
Harper prorogued Parliament twice.
The PM had no choice since the three
stooges of Canadian politics wanted to claim
leadership when it was obvious that none of
the three had any leadership skills.
It’s obvious which side Mr. O’Brien is on.
If anyone is treating our democratic institu-
tions like a political football, it is the NDP and
the Liberals, two parties that will not stop at
anything to gain power. Imagine the mess we
would be in if Stephane Dion, Jack Layton
and Gilles Duceppe were leading the coun-
try now. Mr. Dion would be mumbling along
with Mr. Layton pulling the strings in an
attempt to socialize all aspects of Canadian
society and Mr. Duceppe doing his utmost to
destroy the country.

Don’t change UOIT name
before seeing what it can do
To the editor:
Re: Name game will provide school solution,
James McGillawee, letter, March 27.
I don’t understand the need for changing
the name of the University of Ontario Insti-
tute of Technology within a few short years of
the university being established. I agree with
James McGillawee that if anyone needs to
change a name, it would have been MIT.
Over these many years, MIT is still Mas-
sachusetts Institute of Technology. To the
point, we can change the name as much as
we want, but it is the quality that matters.
No matter how many times we change the
name, if the quality is not there, there is no
use for the changes.
I went to Queensland University of Tech-
nology (QUT) in Brisbane, Australia. It was
established as Queensland Institute of Tech-
nology in 1965. It was not until 1989 that it
was approved to become Queensland Uni-
versity of Technology. And in 1993, it was
awarded Australian University of the Year.
My dean mentioned on several occa-
sions that for every one overseas student
they brought in, it opens up two more seats
for Australian students. So if UOIT wants to
make itself a name to be recognized, why not
run a business model where it becomes self-
sustainable by recruiting overseas students
and charge them a high tuition price? They
will pay any price to attend a university/insti-
tute that is reputable. My parents paid close
to AU$6,000 in tuition fees alone and the last
time I checked, QUT now charges overseas
students more than AU$10,000 per semester.
Let’s establish what UOIT can do and
achieve, before we start thinking about
changing the name.

Other problems will
arise from pesticide ban
To the editor:
The Canadian Government does not
believe that if cosmetic pesticides are used
properly, they will be a danger to one’s
health or put little children at higher risk
for cancer.
There is no data that indicates there is a
rise in children’s cancer due to the use of
selective herbicides.
This is just another example of the Liber-
al program for making the public feel good
about themselves in the environmental
movement. The bigger problem from not
using weed control chemicals will be the
increased incidence of allergies and asth-
ma attacks.
These are proven facts, yet dealing with
obvious facts has not been a Liberal strong
suit.

Get all the facts before heading to that tanning bed
A nice deep tan in the middle of winter
-- it’s something you’re not going to get
unless you take that proverbial trip to a
southern getaway -- or hit a nearby tan-
ning bed.
The cheaper alternative is of course the
latter choice and it’s one the younger set
has been relying on in greater numbers
in recent years.
The urge to look healthy and tanned
year-round is a chic Hollywood staple
and it’s irresistible to many in the teen
set who want to be fashionable.
But, according to the Canadian Can-
cer Society, that desire to be bronzed and
golden when it’s snowy and chilly outside
can have long-term devastating effects.
Stephanie Murray, senior co-ordina-
tor of public issues and public affairs at
the Canadian Cancer Society, says ultra
violet rays are a human carcinogen and
exposure to them before the age of 18
can increase the risk of skin cancer ear-
lier and later in life.
And Elaine Williams, a Durham Region
Health Nurse, said skin cancer is the sec-
ond most common cancer in those aged
15 to 34. She adds those teens who go to
a tanning bed twice a week or more have
a 65 per cent increased chance of getting
skin cancer.
On the surface, those are pretty omi-
nous numbers and give weight to the
society’s desire to have the Province ban
the use of tanning beds by anyone under
the age of 18. But a tanning association
is not taking the society’s challenge lying

the society’s figures.
He claims a little bit of tanning bed
exposure can help prevent sunburn,
which he says is the real danger, and adds
those with very fair skin -- Skin Type I -
- as they’re known -- are not allowed to
use tanning beds.
Ultimately, both sides in this issue have
valid points to make. And the decision
of whether or not to use tanning beds
for those who are 16 or 17 has to come
down to common sense and knowing
any health risks that might be involved.
There should be a wealth of information
out there accessible to anyone who wants
to access it.
For those under 16, informed parental
consent is a must.
And there is also an onus on the opera-
tors of tanning salons who have a respon-
sibility to make sure young people are
using their services in moderation.
Which is what it comes down to in the
end -- moderation and education.

No cause yet on Pickering farmhouse fire
Damage estimated
at $200,000

PICKERING -- Fire investiga-
tors will comb through a vacant
Pickering farmhouse, looking for
the cause of a fire responsible for
about $200,000 worth of damage.
Pickering Fire Services respond-
ed to the call at 2710 Brock Road,
just south of Taunton Road, at 2
p.m. on Sunday.
“It was an old historical farm-
house on the west side of Brock
Road,” said Deputy Chief Gord Fer-
guson. The house is owned by the
City.
With help from neighbouring
Ajax firefighters, crews were on
scene until 6 p.m. Deputy Chief
Ferguson said the fire department
had to rely on tankers to fight the
fire since there are no hydrants in
the area. The main building, a stone
farmhouse thought to be about 150
years old, was saved, though a more
recent attachment burned down.
“It was vacant at the time,” said
Deputy Chief Ferguson. “We’re
putting an overall damage estimate
on it of $200,000, but that will be
adjusted once we get into it and find
out what happened.”
There was extensive smoke dam-
age in the main building.
He’s not drawing any links
between this fire and another one
in an abandoned house near Clare-
mont in late March.
“I guess the only commonality
between the two is they were both
vacant,” said the deputy chief.

the chance to dig into free compost.
To thank residents for participating in its
green bin, and leaf and yard waste organics
collection programs, Durham Region is giv-
ing away compost. A giveaway is being held
in each community in Durham over the next
few weeks.
Those attending are asked to take their own
shovel and container. Quantities are limited.
Green bins, blue boxes and backyard com-
posters will also be for sale at the events.
On Saturday, April 18, there will be give-
aways from 8 a.m. to noon at the Scugog Com-
munity Centre, 1655 Reach St., Port Perry,
and the Town of Whitby Operations Centre,

The Oshawa giveaway is on Saturday, May
2 from 8 a.m. to noon at Lakeview Park, on

Township from 8 a.m. to noon at the Sunder-
land Arena, 20 Park St.
Also on May 9, it’s being held from 9 a.m. to

DURHAM -- Tips about an Inter-
net predator coercing young
people into performing sexual
acts for a shady website have led
to the arrest of a suspect whose
alleged victims include Durham
residents.
A joint investigation by Durham
and Ottawa police has resulted in
numerous charges, including sex-
ual assault and making and distrib-
uting child pornography, against
an Ottawa man.
“We’re encouraging anyone
who’s had contact with this person
or the website to contact us,” Dur-
ham Detective Randy Norton said
Tuesday.
So far 18 alleged victims -- three
of them from Durham -- have been
identified. Allegations against
the Ottawa man highlight a trou-
bling and growing trend among
young Internet users who might
be exploited by predators, Det.
Norton said. Police allege the sus-
pect coerced females between the
ages of 14 and 21 to perform acts in
front of webcams; the images are
alleged to have been reproduced
on a website titled Talen’s Play-
ground, police said.
Ryan Earl McCann, 19, of Otta-
wa was scheduled to appear in
court Tuesday on charges of sexu-
al assault, extortion, fraud, uttering
threats, making and distributing
child pornography and invitation
to sexual touching.
Durham police continue their

Scarborough resident Rosanne Sutanto is a fi sh and chip
connoisseur. She has been to them all - from Duckworth’s
to Chippy’s, the darling new boite of the Queen Street West
crowd. So when she recommended Port Union Fish and Chips,
it drew my attention.
Port Union Fish and Chips is comfortable and is certainly
geared toward family dining. Artwork designed by budding
little Picassos is mounted on the sea blue walls among fi sh
paraphernalia.
Combo platters are worth a look. A shrimp trio ($13.99)
features lemon, Cajun and popcorn shrimp. A captain’s plat-
ter ($10.49) serves up fi sh, popcorn shrimp and clam strips. I
went for the basics - a piece of halibut and fries ($9.49). What
a treat! The fi sh was among the best I have sampled. The fi sh
was the star, and the batter was as thin as paper. Snowy white
and dewy, the halibut was a beautiful specimen. Fries were
homemade and absolutely delicious.
The chef fries at proper temperatures with clean oil, so there
is not a trace of grease on the plate.
A bonus, I also received a small cup of crisp, creamy cole-
slaw. We also tried the fried scallops ($8.99), which were as
fresh as the fi sh with the deep sea sweetness unique to this
bivalve. Specials here offer excellent value. All-you-can-eat
fi sh and chips on Tuesday are only $8.99. For lunch, have fi sh
and chips for $5.99, and add a cup of soup for $1.99. Seniors
can have the same for just $3.99, and that includes coffee or
tea and coleslaw.
Those counting calories can have their selections grilled or
pan-fried. Sutanto has done the research, so now we can all
reap the benefi ts.

brave struggle with cancer, this wonderful
woman closed her eyes peacefully and left
this world on 4/2/09. Adored wife of Gary for
25 years, loving mother of Cameron, Craig
and Ian. Cherished daughter of Lois and
Marshall (predeceased) Sparling. Daughter-
in-law to Mina and Jack (predeceased)
Watters. Lovingly remembered by sisters
Deanna (Hans), Brenda (Gary), Suzanne
(Lloyd) and brothers Leonard (Jackie), Edwin
(Wendy) and their families. Denise will be
sadly missed but never forgotten by many
that have given tremendous support to Gary
and the boys. The family would like to extend
their thanks to the wonderful nursing staff on
Floor 8 at Lakeridge Hospital in Oshawa. The
family received friends at the McEACHNIE
FUNERAL HOME, 28 Old Kingston Road,
Pickering Village (Ajax), 905-428-8488 from
1-4 p.m. & 6-9 p.m. on Sunday April 5.
A funeral service was held at The Pickering
Village United Church on Monday April 6 at
1:30 p.m.
