Our 68-69 Hockey Season started off well
this year. The buses all arrived on time and
left Cannington as scheduled, with no trouble
at all. The boys were all anxious to get on
the ice, and put on a splendid display during
the practice gam -es. The Bay ridges boys were
very well behaved, which made the first day
go smoothly. Only one mishap occurred however,
when some of the Cannington boys, playing foot-
ball in the park next to the arena, broke a
hydro line with their ball. Hydro was restored
and the games carried on with no problems
except for some loss of time. We would like
to thank all the parents who made the trip
to Cannington to watch their boys play and hope
you can come up again soon. An expert skate
sharpener has been made available for the boys
by the Cannington Arena Managers. His fees
are 350 for children and 500 for adults.

Financial Chess
Two things are abundantly clear. All levels of
government are faced with com mittments rising
faster than revenues, and all three levels have
only one main source to squeeze for further
taxes - you and 1. No matter how the tax revenue
pie is cut there is, in the end, only one pie to
slice.
Because of this a very familiar financial chess
game has begun between Ottawa and the prov-
inces. Premier Robarts (his chess men are black
like his mood) has moved seveeal pawns around
the chess board, and he has sent provincial
treasurer, Charles MacNaughton, into the prov-
ince proclaiming the coming of doom unless the
province wins further tax concessions from
Ottawa. 11rimeMinister Trudeau (his chessmen
are white denoting how pure Ottawa is) has re-
acted to Premier Robarts. He has countered
with a few pawns of his own and he has sent Mr.
Edgar Benson around the country with the clear
message that Ottawa has no intention of losing
this chess game by default to Mr. Robarts. The
Prime Minister has said that if Mr. Robarts
wishes to pay his bills then itsupto Mr.Robarts
to hit the Ontario taxpayer. To quote Mr. Ben-
son: "Ottawa is not a well that anyone can dip
into."
The last time Ottawa and Queen's Park played
this game, the province came off second best.
The federal government gave a slight increase
in tax abatement to Ontario, and then in a rapier
thrust hurled a knight into the game by raising
the federal income tax. The province was check-
mated. It was soon to be an election year for
Premier Robarts and no politician in his right
mind would increase provincial taxes on top of
a federal increase with an election approaching.
However, this tim? Mr. Robarts can afford to
be bolder for there is no election in the wind.
Besides, he really has no choice. Unless Ontario
receives a healthy increase in income tax abate-
ment from Ottawa, the province will face, ac-
cordin,q to Mr. MacNaughton, "a fiscal night-
mare. Estimates indicate that under the cur-
rent tax sharing system provincial revenue
will only increase 401,;, by 1973 whereas expend-
itures will rise 74�, In these estimates no new
spending programs are contemplated so it is
easy to see Ontario is headed for trouble unless
it does something - or unless Ottawa becomes
very generous.
To meet this crisis without Ottawa help the
province would be forced to borrow right up to
the limit of what is prudent and in addition, it
would have to raise its own taxes, possibly the
sales tax, possibly a personal income tax or a
combination of bosh. According to Premier Ro-
barts, the shortfall between revenue and ex-
penses means an additional 24 points of per-
sonal income tax, 28 points of corporate tax -3r
7 points of sales tax. The present sai�s :s 5/,
A provincial cabinet committee is now applying
a priority rating list to proposed expenditures
for the 1969-70 fiscal year. Some hitherto sacred
cows such as education, highways, health and
municipal aid programs are in danger of being
cut.
As a player in this chess game, Premier Ro-
barts is an old hand and he knows how to apply
the pressure. Ottawa is playing it cool. Ont-
ario's chances of raiding the federal treasury
are quite slim.
In 1966 former finance minister Sharpe slam-
med the door on the provinces, and he made it
quite clear that from that time forward the
provinces were free to strike their own income
tax rates, and tax directly at the provincial
level. Mr. Benson is now playing the same rec-
ord and he has told Mr. Robarts that the latter
must accept responsibility if Ontario is spend-
ing more money than it is bringing in.
Since 1961 the federal government spending on
shared cost programs has tripled and it may
double again (compounded) in the next four years.
I'hese shared cost programs (major ones are
health, education and welfare) have now reached
the point where the problems of cost cannot be
ignored. In the federal government balance
sheets they are referred to as "uncontrollable"
items and they have pushed the federal budget
from a near balance to a 5500,000,000 deficit.
Looking at the problem, Prime Minister Tru-
deau, in a speech before the Canadian Chamber
of Commerce said, "The real lesson of the new
(federal) spending estimates is that Canadian
government of all levels must demonstrate that
they can jointly bring their costs back to man-
ageable size."
It sounds like our Prim. Minister is an old
hand at chess himself. To date all this talk
back and forth has been a little far removed
from the average man in the street. Mr. Mac -
Naughton is now attempting to correct this flaw.
He is hoping to stir up a storm by getting public
opinion on his side. His method is to scare us.
He chose an address to a municipal housing
workshop in Port Arthur as his launch plat-
form. According to his remarks, Ontario may
not be able to give any more help to municipal-
ities unless it gets substantial new revenue
sources from the federal government. fie es-
timated the province would have to trim $300,

the 1969-70 fiscal year. He said:
"This $300 million represents the equivalent of
all the money we are now spending on subsidies
to municipalities for road construction, for
health services, children aid societies and homes
fo< the aged, for urban renewal projects, for
construction of vocational schools, our annual
expenditure on protecting our valuable forests
and on traffic safety, and our total investment
in housing during the current year."
Mr. MacNaughton conceded that if he cut the
above programs it could lead to a "devastating"
increase in local taxes.
The intent of these remarks is obvious. Every
Ontario resident is supposed to get emotional
and cry "For shame!' Somehow I suspect Mr.
MacNaughton has overplayed his hand. He moved
the King when another pawn would have been
,just as good.
No doubt his figures are correct but to equate
provincial cuts to the municipal level is crying
wolf. Its like attempting to influence public op-
inion with a large club. He may break our arm
but its unlikely he'll get our support.
Thus as matters now stand it seems Ottawa is
winning this game of chess.
One thing appears to have escaped both play-
ers. I don't know why Ottawa and the province
are trying so hard to blame each other when
they a ready-made scapegoat - the municipal
politician. In the last four years the taxes on a
man with an average family earning $5200 per
annum have risen 5.7% at the federal level,
35.6% at the provincial level and 637, at the
municipal level.
Blaming somebody for tax increases is merely
a matter of timing. It is a psychological fact
that the average taxpayer will blame tax in-
creases - no matter from what source - on that
level of government which taxes him last. Also
the taxes he sees, such as the yearly municipal
mill rate and the friendly note from his mort-
gage company asking for an increase "because
of increased tax-ts,' has a marked impact on
him.
The federal budget is struck first, then the
provincial budget and the municipal budget is
last. Any cutback in federal and provinciai pro-
grams is likely to increase municipal taxes.
Thus on both counts the municipal politician must
lose. As a municipal politician I am a fatalist.
No matter who wins the Ottawa -Ontario chess
game I fully expec� to be blamed.

Prepare the sauce as

Panfry ham until

poach the eggs, being

the yolks.
Split and toast the
English muffins; but-

SAUCE
1/4 cup butter
2 well beaten egg yolks
1 tablespoon lemon
juice
1/3 cup boiling water
Few grains salt
Melt butter in top of
small double broiler.
Blend in the beaten
egg yolks, then slowly
stir in the boiling
water. Cook over not,
not boiling, water,
stirring constantly un-
til mixture begins to
thicken. Remove from
heat.
Beat in the lemon
juice and salt, using a
rotary beater. Cover
and keep over hot

Easy Hollandaise
Sauce (See recipe be-
low )
4 thin slices fully -
cooked boneless ham
4 eggs
2 English muffins
Butter Salt and Pep-
per
Prepare the sauce as
directed below.
Panfry ham until
golden brown and
poach the eggs, being
careful not to break
the yolks.
Split and toast the
English muffins; but-
ter.
To serve, place a hot
ham slice on each
toasted muffin half.
Top each with a
poached egg and sea-
son with salt and pep-
per. Spoon on hot
Hollandaise Sauce.
Serve at once.
Makes 4 servings.
EASY HOLLANDAISE
SAUCE
1/4 cup butter
2 well beaten egg yolks
1 tablespoon lemon
juice
1/3 cup boiling water
Few grains salt
Melt butter in top of
small double broiler.
Blend in the beaten
egg yolks, then slowly
stir in the boiling
water. Cook over not,
not boiling, water,
stirring constantly un-
til mixture begins to
thicken. Remove from
heat.
Beat in the lemon
juice and salt, using a
rotary beater. Cover
and keep over hot
water until needed.
If mixture should
separate, beat with a
rotary beater until
smooth.

Glad to report Mrs. June Jackson is home
with her family again after a serious operation.
Two more people in West Rouge are wearing
casts. Harry Turcotte has a broken leg and
Bill Carroll a broken arm. Hope they will
soon be back in action at the football games
and elsewhere.
Best Get Well Wishes to Kevin Turcotte who
has been in Scarborough Centernnary Hospital
for an ear operation. Kind thoughts also to
Mrs. Ruth Gainer who is in the same
hospital to lose a gall bladder.
Do you get the feeling that West Rouge is
trying to fill the hospital? Hope all will soon
be in fine shape again.
CURLING
The Thursday morning group of ladies who
curl at Tam O'Shanter Club commenced a new
season on Oct. 3rd. The ladies enjoy a morning
of fun and good excercises and pre-school
youngsters are well taken care of in a sup-
ervised nursery.

There are active Cub and Scout groups in
West Rouge and if more leaders and coun-
sellors could be found, it is just possible the
boys on the waiting list could be enrolled
too. After all Cubs must have two eyes open
before they leap up to become Scouts. Did you

This year "A" Pack meets at 7.00 p.m.
Tuesdays at Grace Church under the leadership
of Cub Master M. Babin and his assistant,
Dave Allen. "B" Pack meets at 7.00 p.m.
Thursdays at Wm. G. Davis School with Mrs.
Alex Stashans as Cub Mistress and Andy Simpson
assisting.
The 1st West Rouge Scout Troop meets on
Mondays at 7.00 p.m. at Grace Church, with
Mr. Alex Stashans, Sr. as Scoutmaster.
Mrs. Stashans would like to form a Ladies
Auxilliary and all mothers who could spare
a little time to assist these boys is asked
to call her at 282-2894.
LADIES CLUB
Members of the West Rouge Ladies Club are
busy planning and working for their Annual
Bazaar which will take place in the Auditorium
of West Rouge School this year. The date is
Sat. Nov. 2nd. More about this later.
SATURDAY MOVIES
The first film to be shown at West Rouge
School on Sat. Oct. 26th is "Charlie the Lonesome
Cougar". Remember admission is 35 cents
this year and the show starts at 2.00 p.m.
Pop and popcorn - so give the kids half a
dollar or so, Dad. Mom likely will be busy
picking up bargins at the Grace Church Rum-
mage Sale to balance the budget.
VOLLEY BALL
A Ladies' Volley Ball League will start at
West Rouge School on Mon. Oct. 21st. The
Pickering School Board has graciously consented
to make the school available for this sport
and there will be no fee. All interested ladies
are asked to be at the school at 7.30 p.m., or
call Mrs. Val McIntyre, 282-5605 for futher
information.
STRIKES AND SPARES
Is bowling your sport? There are leagues for
girls and boys on Saturday mornings, groups
for ladies only in the afternoons, and mixed
leagues for men and women who like to spend
an evening bowling. Get on a team and bowl
for fun and good excercise.

On Mon. Oct. 7th, the House of Commons
unanimously agreed to immediately set up a
standing committee on External Affairs and
National Defence, with specific instructions
to hear evidence on the situation in Nigeria
and Biaf ra.
I was honoured to be chosen to sit on this
committee which has been meeting from early
morning to late at night every day since that
time.
Testimony has been heard from Mr. G. R.
Harman, head of the Africa 1 section of Exter-
nal Affairs, Major General A. E. Wrinch,
National Commissioner of the Red Cross So-
ciety. Mr. Arnold Smoth, the Secretary General
of the Commonwealth, Mr. McNiel of CUSO,
David MacDonald, Andrew Brewin, and the
Minister of External Affairs, Mitchell Sharp.
Testimojty indicates that there is no evidence
of genocide in Nigeria although there is no
question that atrocities have occurred.
There is no doubt that there is a desperate
need for food in both Nigeria and the rebel
territory of Biafra. It is estimated that six
to eight thousand people a day are dying of
starvation.
It is evident from testimony that Canada's
most important contributior is in the supplying
of Hercules Aircraft, which is desperately re-
quired to transfer food into this war torn
territory.
It is with a sense of deep satisfaction and
pride that we see the Canadian Government
reacting in a humanitarian manner to supply
these much needed aircraft.
The situation, according to evidence received,
will become increasingly more desperate. and
I am cunfident that our committee will recomm-
'end positive and meaningful steps to assist
these people in their hour of great need.
