The 70 per cent target, by 2010, was ad- opted by council in January. Whitby has the highest diversion rate at 61 per cent. The regional average is 53 per cent. “It’s not going to be easy, we’re going to have to use every trick in the book to get there,” said Cliff Curtis, Durham’s commis- sioner of works, at a committee meeting on Wednesday. Plans include reducing the number of bags picked up every two weeks from the current four to three in April 2009 and two in January 2010. Additional bags would require tags. Residents now are allowed four bags biweekly or three bags per week, depending on the municipality. As well, the Region is looking at requiring clear bags for garbage, as opposed to the current black or green ones, starting in Oc- tober 2008. Mr. Curtis said Nova Scotia saw a 30 per cent jump in the amount of waste diverted from landfills after switching to clear bags. “This is quite a significant way to increase recycling and diversion, but it won’t be pop- ular with a lot of people.” Whitby Councillor Gerry Emm said a 70 per cent diversion target was well received in his community, but had questions about the clear bag system. “How would a homeowner handle those personal items that get thrown out, you know what I’m talking about,” he said. Mr. Curtis responded that one opaque grocery bag would be allowed in the clear bag. As well, people with medical conditions could ask for tags and use regular bags. Other plans include adopting a region- wide uniform property tax rate for waste. Each municipality now pays for the costs in their own municipality, though the overall system is administered by the Region. In the 2008 budget, some municipalities like Ajax will see increases in the waste portion of their tax bill and some, like Scugog, will see decreases. During the meeting, Ajax Mayor Steve Parish said he felt Ajax was being penalized for growth and increasing waste diversion. Finance staff will prepare a report on a uniform policy. It would also curb scavengers who remove material from blue boxes. “We’re having an ongoing problem with people going around on blue box days steal- ing the material,” Mr. Curtis said. “When people take things out of the blue box, it’s costing all the taxpayers money.” That’s because the cost of the recycling program is offset by selling the material. Regional Chairman Roger Anderson raised concerns about the enforcement of the bylaw, especially in Whitby and Osha- wa, where the municipalities run their own waste collection. “I’ve got the strong feeling that we’re all pretty supportive of these clear bags, but four people here won’t have to implement them,” said Mr. Anderson, referring to the four councillors from Whitby and Oshawa at the meeting. As a result of the concerns, the bylaw and waste diversion plan, including the clear bags, was endorsed in principle by the com- mittee. A report on the issue will come back to committee in April. On the capital side, big-budget items in- clude $1.45 million for the remediation of the Brock and Oshawa landfills and $2.4 million for Durham’s share of the energy- from-waste environmental assessment and site studies. A business case for the proposed incin- erator will be presented in April. Gardeners, pull out your shovels! Price Senior Financial Advisor At least 36 teachers won’t have contracts renewed next year By Josie Newman jnewman@durhamregion.com DURHAM — The Durham Cath- olic District School Board plans to begin cutting some jobs in the 2008/2009 school year to balance its budget, despite reduced expen- ditures in several areas this year. At least 36 teachers will not have their contracts renewed due to de- clining enrolment while others may need to be cut in an attempt to balance a predicted shortfall of $6.3 million, business superin- tendent Ryan Putnam said after a public consultation meeting Tues- day. The meeting, which only drew about 10 members of the public, marked the first time the DCDSB opened its budget process so early to the public for comment. Mr. Putnam will give another presentation to the DCDSB’s board meeting on April 14, to give an overview of the Ministry of Educa- tion grants expected for the 08/09 school year. By June 9, the first draft of next year’s budget should be presented at a board meeting and by June 23 the finalized ver- sion should be ready, he said. The DCDSB has reduced regular teaching staff by 28 during the cur- rent school year, special education teachers by 12, special education assistants by 10, custodial staff by 11, and laid off the equivalent of 2 1/2 elementary vice-principals and a half-time secretary. The board also didn’t renew the con- tracts of six literacy coaches. “We’re a board in decline, but that’s not unique in the province,” Mr. Putnam said. “A declining birth rate, emigration to Alberta from Ontario, plus the fact that only 20 per cent of immigrants to Ontario are Catholic now, whereas before they comprised 40 per cent, are all contributing factors to that. Plus we give more per pupil funding than many other school boards.” The board has to reduce the number of teachers it employs be- cause of the fairly recent increase in Catholic teachers’ salaries to comply with Ministry of Educa- tion guidelines for teacher pay, he said. The three major areas the Catholic school board is targeting to try and balance its books are reduc- tions in teachers, special educa- tion costs, and in the number of Catholic schools in Durham Re- gion, Mr. Putnam said. Recent cuts have eliminated $1.5 million of the board’s $3-million goal for special education reductions. “We’re 10 schools too heavy,” he said. “Oshawa is only the start of that process -- we still have prob- lems in other pockets of the re- gion.” The board saved $400,000 through energy conservation and purchasing hydro in volume in conjunction with 40 other school boards, he said. Funding for computers and other technological equipment needs to be increased to replace equipment that wears out. The budget only allows for payment of day-to-day costs, like Internet ser- vice providers, Mr. Putnam said. ”We need to rebuild, to look at priorities and dig deep, rather than look at how and where we cut,” Paul Pulla, the board’s di- rector of education, said during a question-and-answer session following the meeting. “We need to look at what’s working in the classroom and what’s not.” • Do you have a desire to work with the elderly or disabled? • Are you interested in supporting people to live independent lives? • Have you considered a job in community health or a nursing/retirement home? Overall, $1.4 billion in permits were issued last year, down eight per cent from 2006’s $1.5 billion. The value of non-residential permits was the second-highest in Durham’s history, up 9.3 per cent from last year for a $524-million total. The high was helped by several significant government projects such as the new $80-mil- lion provincial courthouse currently under construction in Oshawa and a $40-million ad- dition to the Rouge Valley Ajax and Pickering hospital. A $75-million addition to General Motors in Oshawa also helped. The number of new residential units was down to 3,738 last year from 5,244 in 2006. The value of the permits dropped 15.7 per cent to $900.9 million in 2007 from $1.1 billion in 2006. “Prices of houses have gone up, interest rates have gone up, so there may have been market resistance to new house purchases,” said Nestor Chornobay, director of strategic planning for the Region. He added that resales were strong, with existing homes perhaps pro- viding better value for buyers. The biggest change was in Ajax, which saw a 39.2 per cent drop in the value of permits. Still, the Town continued to issue the largest share in Durham, representing a quarter of all permits in the Region, worth $229.2 million in 2007. Scugog and Oshawa were also down, 33.6 per cent and 17.4 per cent, respectively. Pickering saw the biggest increase at 46.2 per cent, increasing its share of all permits in the region from four per cent to three per cent. Mr. Chornobay said numbers were close to what the Region expected. In 2008, he expects new homes to come in somewhere around the historical average of about 4,000 units per year and is hoping strength in the non-residential permits will continue. The GTA as a whole hit a record high with $14.4 billion in building permits issued. Peel Region recorded the highest overall growth in the value of permits with 39 per cent more than in 2006. The City of Toronto continued to have the largest share of permits issued, with 30 per cent. Durham claimed 10 per cent of the total GTA pie. Except, of course, last Friday and Sat- urday at All Saints Catholic Secondary School in Whitby, where standing-room- only crowds came to War of the World- views to hear four separate debates pitting Christianity against, in turn, Hin- duism, Atheism, Islam and creationism versus evolutionary theory. All four belief systems are firmly entrenched around the world and have millions -- in some cases, billions -- of adherents who fall along a spectrum ranging from casual follower to full- blown fundamentalist. That none are necessarily right or wrong is part of what makes our world go round. But it must be said, religious persecu- tion and battles over belief have also caused men to take up arms and do great harm to each other in the name of faith. While history is full of examples of the beauty of faith -- think of some of the greatest works of art ever created -- and the misery which has been done in its name, that’s not what the War of the Worldviews was all about. It allowed learned experts of each belief the chance to explain what they stand for and how it differs from anoth- er’s belief system. And, most important- ly, it gave those in attendance the oppor- tunity to hear about and assess various world religions. It’s not clear whether any minds were changed after hours of listening, but that’s not really the point. The beauty of the Friday-Saturday debates was that they allowed speakers the chance to express their views in a civil and respectful forum where free- dom of religion is prized above all. The Charter of Rights and Freedoms protects all Canadians in that it guarantees free- dom of religion. We are free to believe -- or not to believe. It is up to each of us. And that is the most important lesson to take away from this exercise. I am shocked and saddened by the amount of time the media and our MPPs are giving this issue. This time would be better spent deal- ing with issues that affect the quality of our lives. Thousands of Ontario families are living in poverty due to the McGuinty government failing to live up to its promise to give the Family Responsibility Office the power to deal with deadbeat parents that avoid pay- ing their child support payments. Would it not be a better use of time and energy to deal with these types of problems? Suzanne Burkholder Whitby W hen Regional Council approved a Courtice site as the preferred site for incineration in January, they added a quick amendment, setting a waste diversion target of 70 per cent by 2010. Compared to a meeting that ran 13 hours, that amendment passed quite quickly. Now, as the Region plans its waste col- lection strategy for the next several years, that quick amendment is going to make for some big changes in a short time in some parts of the Region. While it’s easy to imagine Whitby, with a 61-per-cent diversion rate last year, hit- ting 70 per cent fairly easily, it may be a lot more difficult for others. The three northern municipalities and Clarington are in the low-to-mid 40 per cent range. They’re receiving weekly garbage collec- tion, with up to three bags per week. That’s 12 bags per month. Ajax, Pickering, Whitby and Oshawa get four bags every two weeks or eight bags in the average month. The plan council is currently considering calls for a three-bag limit every two weeks starting in April 2009. That would drop down to two bags bi-weekly by January 2010 for four bags total per month. Residents will have to pay if they want to put out additional bags. That’s a great incentive to get people put- ting recyclables in to the blue box and the kitchen waste into the green bin, both of which will be collected weekly, at no addi- tional charge. And, a four-bag monthly limit may also encourage some folks to make smarter purchasing decisions, perhaps forgoing products with excessive packaging. As well, if the plan is approved, and it likely will be, residents will have to switch from the standard green or black garbage bags to clear ones. Works commissioner Cliff Curtis says that switch increased waste diversion by 30 per cent in Nova Scotia. There are two reasons clear bags will make us more likely to separate our kitchen organics and recyclables from our waste. First is the threat of fines. Durham is considering a region-wide waste bylaw that would create penalties for those who break the rules. Clear bags will make enforcement relatively simple. Though not everyone’s bag will be checked every time, there’s the potential that it might be you this week. For others, it would be an issue of shame, they don’t want their neighbours to know they’re too lazy to toss that soup can or flier into the recycling. It’s like the people who only scoop up after their dog when someone else is watching, in this case everyone in the neighbourhood will be. Of course that raises the issue of privacy. A person’s garbage says a lot about them and that’s why clear bags are going to be unpopular with many residents. One opaque grocery-type bag will be allowed per clear bag, containing those personal hygiene items no one wants to display. And those with medical condi- tions will be able to ask the Region for tags for regular garbage bags. But, beyond that, everything will be visible. And we’ll just have to get used to it, because the closer we get to that 70 per cent, the tougher it’s going to be. Even if all of our municipalities don’t get there by 2010, it’s going to be difficult for four of them, and it’s essential that we have a plan in place that gets everyone there as soon as possible. Region gets tough on trash Reka Szekely City to develop strategy to work with First Nations By Kristen Calis kcalis@durhamregion.com PICKERING — A couple of Pickering residents have re- cently challenged a local activ- ist’s request for funding from the City. In December 2007, the News Advertiser printed an article when activist David Grey Eagle Sanford requested funding in a letter to the planning and devel- opment department so he could put together a team of First Na- tions’ leaders and lawyers for consultation on the Pickering Official Plan. In 2006, Mr. San- ford, along with representatives from seven First Nations’ bands, argued in court they were not consulted during the class en- vironmental assessment of the Seaton land exchange and that a full environmental assess- ment with complete consulta- tion should be undertaken. The Huron-Wendat Nation was not one of the seven bands chal- lenging the Province. The On- tario Superior Court of Justice Divisional Court dismissed the appeal in February, 2007. Pickering resident Terry Nuspl wrote a letter to the City regarding an affidavit present- ed during the trial from Max Gros-Louis, grand chief of the Huron-Wendat Nation, a mem- ber of the Founding First Na- tions Circle. She also included a copy of the affidavit. In it, the grand chief called Mr. Sanford “an imposter,” after Mr. Sanford had previously stated he was a “representative of the Huron- Ouendat Nation.” “The circle consists of seven Chiefs and the Province has been consulting with them as the official representatives for the Seaton Lands,” Ms. Nuspl wrote. She added the court also recognized the Founding First Nations Circle as the body to speak on behalf of First Nations regarding Seaton. In the affidavit, Grand Chief Gros-Louis states, “I can speak no more clearly: Mr. Sanford does not speak for the Huron- Wendat Nation.” Don Harvey, a representa- tive of the Cherrywood District Residents’Association, came to council to contest Mr. Sanford’s request. He explained the court determined the Huron-Wendat Nation had the most signifi- cant connection to the Seaton lands. “I think the court documents indicate that Mr. Grey Eagle Sanford is not one of those people as far as Seaton is con- cerned,” he said. In an interview, Mr. Sanford’s lawyer, Nicholas Tibollo, said there’s another side to the story and that he cross-examined Chief Gros-Louis and the tran- scripts would “suggest some- thing different. “Council should be aware that there is a response to that affidavit, one, and two, there’s a cross-examination to that chief,” he said. “So they ought not just limit their review to that affidavit because there were many, many questions asked about the contents of that affidavit and answers received.” He added Mr. Sanford did formerly represent the Huron- Wendat Nation in the past. Also in Council correspondence was the letter from Chief Wellie Picard, Grand Chief of the Huron-Wendat Nation in 2003, stating that he supported Mr. Sanford’s representations per- taining to a different site, the Milroy site within the Rouge Valley. In Chief Louis-Gros’ affi- davit, he noted he understands support for Mr. Sanford to act on behalf of the Huron-Wendat Nation since then has halted. City solicitor Andrew Allison wrote in a memo, “Essentially neither the Court nor the Prov- ince has recognized that Mr. Sanford is the official represen- tative of any First Nation with an interest in the Seaton lands.” He further noted the City will work with consultants to de- velop a strategy to identify and consult with all First Nations that have treaty rights or ab- original rights in any land in Pickering and it will continually invite Mr. Sanford to give his input on the process, whether or not he represents any First Nation. Here are a few of the most common problems that cause students to struggle in Mathematics. 1) Skill Gaps: These are gaps in his skill base that prevent him from learning and understanding the next concept. For example, you cannot truly under- stand division until you understand multiplication. Have him assessed for cur- rent skill gaps in his math skills. 2) Reading Comprehension: Actually, believe it or not, this is a common rea- son. Many kids cannot read a math problem and understand what is being asked. Check his reading comprehension level to make sure it is at grade level. 3) Problem-Solving Strategies: Many (read most) students do not know how to problem-solve. They rely on memory to tell them what to do in a specifi c sit- uation. When faced with a challenging mathematical problem, students must apply a specifi c process of problem-solving. If he does not, he will struggle. Make sure he learns how to problem-solve. 4) Study and Work Habits: Did he hand in every assignment? Did he complete his homework on time? Did he cram for tests or was he doing a little review along the way? When students have diffi culty with a particular subject, they often leave it to the last moment rather than face the unpleasant task. This is a major mistake. The harder the subject, the more regularly it MUST be reviewed. 5) What are his expectations? Does he hate the subject? Is the teacher unfair? And so on. What we are after here is to discover his state of mind. Students who expect to fail, often transform themselves into victims. This is a nega- tive failure chain and becomes a self-fulfi lling prophesy. Most failure is really mental meltdown not just a skill shortage. Be sure to consider his attitude and help turn this around in order to help him be able to succeed. In order to answer these questions, you may need to work with an expert to obtain a complete assessment of your child’s current skills as well as his/her future potential. Once you have identifi ed the root problem(s), then you can begin to really help you child learn how to succeed. Th e most signifi cant change for retir- ees will be income splitting. Introduced in 2006, income splitting will impact this year’s tax return. Th e new rules allow retirees to split up to half of their eligible income with a spouse or common-law partner. Where there is one spouse with very little in- come, the tax savings will be substantial. For higher-income taxpayers, it could also result in a reduced clawback of Old Age Security benefi ts and the age amount. Th e types of income that may be split are those that qualify for the pension income amount. Th is includes most pe- riodic pension and superannuation pay- ments. If you are 65 or older at the end of the year, it also includes annuities and payments from a Registered Retirement Income Fund. Old Age Security, Canada Pension Plan or provincial benefi ts are not eligible. However, there are rules that could al- low you to split Canada Pension Plan re- tirement benefi ts, although the amount you can split depends on how long you were living together during your con- tributory periods. If you think you could qualify, you have to apply to Human Re- sources and Social Development Canada. It cannot be done when you are prepar- ing your tax return. Th e last federal budget also brought changes to Registered Retirement Sav- ing Plans (RRSPs). Th e age limit for be- ing eligible to hold RRSPs has been in- creased to 71 from 69. Now retirees can wait another two years before switching to Registered Retirement Income Funds (RRIFs). If you turned 70 this year, you may want to check the guidelines for holding RRSPs. Th e government has made provisions for retirees who are between 69 and 71 in 2007. Retirees are eligible for a number of deductions and cred- its that help reduce tax payable. If your spouse is unable to com- pletely off set their age amount, pension income and disabil- ity amount against tax payable, they may transfer the unused portion to your return. If you live with your chil- dren, they may be able to claim a caregiver amount for you if your income is less than $13,726. Medical expenses can also be eligible for a credit. It is important to keep receipts and records of any medical expenses even if some of it was covered by a private or government plan. If you had to drive more than 40 kilometres to receive medi- cal treatment, you may also be able to claim transportation ex- penses. Charitable donations are an- other popular tax credit, with the fi rst $200 being worth a 15.5-per-cent credit and over $200 worth 29 per cent. Spouses can combine contributions to help maximize their returns. Th e government also intro- duced a new program in 2006 that allows Canadians to donate stock to charities without having to pay tax on the capital gains. It might be worth reviewing your donations to see if it is more tax advanta- geous to donate stock rather than cash. The leader of the Walkerton health study says people may actually be dam- aging their kidneys by drinking too much water. “We are urging people to slow down until we know,” he says. Final evidence should be available in about 18 months, but early study re- sults have raised red flags, suggesting that eight or more glasses of water a day has no health benefits and that for people with kidney damage, drinking large volumes of water may add to the problem. “Flushing your kidney actually ac- celerates the rate of loss of kidney function,” Clark says. How much water should people drink? Drink when you’re thirsty, he advises. “You have to trust your brain. It’s pretty good and has worked well over the millennia.” KIDNEY MONTH Water wisdom not all it’s cracked up to be By Melissa Mancini mmancini@durhamregion.com DURHAM — Infrastructure is not getting the attention and fund- ing it deserves, said federal Liberal deputy leader Michael Ignatieff last Wednesday night. “Every municipality is struggling with infrastructure,” said Mr. Igna- tieff at a press conference at Tosca Banquet Hall in Oshawa. Infrastructure should be a pri- ority for surplus federal funds he said, because it is crucial to eco- nomic growth. “I am deeply distressed by the lack of attention this region is receiving,” said Mark Holland, Ajax-Pickering MP. He said infra- structure is the biggest issue facing municipalities today. That sentiment was echoed by Liberal MPs and federal candi- dates from neighouring regions. “We want safe roads and safe bridges when our kids go to school and we know today that this just isn’t the case,” said Paul Macklin, former MP for Northumberland- Quinte West who is running for the Liberals in the next federal election. In more rural areas, Durham in- frastructure funding isn’t only im- portant for commuters, said Bryan Ransom, the Liberal candidate for Durham riding. In these areas the roads are essential for transport- ing food from farms to local stores that want fresh goods, he added. Tax cuts and decreased federal spending on infrastructure means the “cupboard is bare” said Sean Godfrey, the Liberal candidate for Oshawa riding. Local Liberals and Mr. Ignatieff toured General Motors in Oshawa on Wednesday. During the visit Mr. Ignatieff said they were able to see fuel cell technology and new hybrid automobiles. He said the plant is a world-class place of in- novation. After visiting the plant, Mr. Igna- tieff said he was “optimistic about the future.” Durham is a world leader with world technology, said Dan Mc- Teague, MP for Pickering-Scarbor- ough East. Prime has decreased by ½% and first mortgage rates are still 30 basis points higher than before prime decreased (1/2%=50 basis points). The Ajax resident almost sin- gle-handedly led the Colgate Uni- versity women’s hockey team to an upset win over Harvard University. Plenderleith faced 27 shots as the Raiders dropped a 3-2 decision to the Crimson. Harvard went into the game sporting a perfect 21-0 record in East Coast Athletic Conference play. The win would have been even sweeter for Colgate, as the Raiders had come back from a 2-0 deficit to tie the game before Harvard netted the winner while shorthanded and with less than three minutes remaining. Plenderleith, a freshman, was particularly brilliant in the third period, as Harvard peppered her with 13 shots. The game was played Feb. 22. The following day, Colgate faced a strong Dartmouth team and again Plenderleith was strong on another busy night. Dartmouth, the num- ber-10 ranked team in the nation, prevailed 4-1 as Plenderleith faced 27 shots. Felicien leaps to silver medal in Belgium March Break basketball camp AJAX — The Durham City Bas- ketball Association’s basketball camp is March 10 to 14 at J. Clarke Richardson Collegiate in Ajax. The camp will be directed by certified NCCP coaches and community volunteers, focuses on fundamental training, and includes fun competitions and league play. The camp is open to boys and girls ages 7 to 14. The camp starts at 9 a.m. and ends at 3 p.m., the cost is $75 and all players receive a T-shirt. House League registration is open to girls and boys ages 4 and up. durhamregion.comA/P PAGE 14 THE NEWS ADVERTISER, March 2, 2008 Durham Lords hoopsters bounced from playoffs Men’s basketball team drops OCAA qualifier to Fanshawe LONDON — The season came to an end for the Durham Lords men’s basketball team on Sunday afternoon as they dropped a 90-75 decision to Fanshawe College in the qualifying round of the OCAA Championships. The Lords, who won six of their remaining seven games to qualify for the playoffs, could not continue their dream run at a champion- ship as they were unable to defeat the defending OCAA champions in London. To begin the game, Durham came out of the gates firing as they managed to pull out to a 19-9 lead. With his team up against the ropes, Fanshawe head coach Glenn John- ston, in his 32nd year with the Fal- cons, switched to a zone defence. This strategy paid off as the Falcons soared back to take a 38-37 lead into halftime. The Lords also suffered a blow midway through the first half as freshman forward Nick Brown of Pickering went down with an in- jury. The team played well dur- ing the second half, but with top players Liam McMorrow and An- thony Batchelor running into foul trouble, the Lords could not mount a comeback. Evan Browne paced the Lords offence with 18 points while Sean Maingot of Ajax added 16. After winning a national cham- pionship in 1997 and making a final four appearance the follow- ing year, the Lords have not been able to find their way back into the OCAA Championship tournament, going 0-4 in the OCAA qualifying round. The Lords finish the season with an overall record of 17-14 (10-10 conference), marking only their second time finishing over .500 in the past 10 years. Despite missing out on the pro- vincial championship, there have been many positive moments dur- ing the season for Peter Gordon’s team, most notably Anthony Batch- elor becoming the OCAA all-time career scoring leader with 1,524 points in his four year career. The majority of the line-up will be returning as the team has only two graduates (Batchelor and Mi- chael Savage). The young team gained some valuable experience down the final stretch, which they will benefit from heading into next season.
