DURHAM — George Smitherman
had plenty of practise in the past
week turning sod.
The provincial health minister
was in Ajax Thursday for the ground-
breaking on the expansion and
renovation at the Rouge
Valley Ajax and Pickering
hospital. It was the third
such event Mr. Smither-
man has taken part in in
the past week.
The ceremony attracted
about 200 people, including politi-
cians from all levels of government,
hospital staff and administration,
foundation and auxiliary members,
along with donors and others inter-
ested in the project.
The work includes building
80,000 square feet of new space and
renovating another 60,000 sq. ft. for
a total of 140,000 sq. ft. Once the
work is complete, the hospital will be
about 330,000 sq. ft.
The project includes an expanded
emergency room, diagnostic imag-
ing department, ambulatory care
unit, complex continuing care unit,
laboratory and mental health ser-
vices.
Mr. Smitherman said, “The best
health care services you can find,
you can find locally.”
In the past week, he’s attended
three ground-breaking ceremonies
“on a similar scale. It’s the single
biggest health care renewal in the
province’s history.”
He pointed to “important
players, our regional part-
ners and our federal MPs.
When it comes to health
care, we’re all in it togeth-
er. We’re all delighted to
be a partner of this project.”
Tom Atkins, the chairman of
Rouge Valley Health System, said to
Mr. Smitherman, “George, there’s a
lot of competition for your dollars.
We’re grateful for your help.”
The work at the Ajax site will cost
about $80 million.

to help pay for transit

DURHAM — If Regional depart-
ments stick to guidelines laid out
by finance staff, taxpayers will be
looking at an increase of 4.4 per
cent or $77 for a $280,000 home
plus an average 0.5 per cent in-
crease for transit.
Regional departments make up
1.5 per cent of the 4.4 per cent
increase, while police make up 1.7
per cent, and roads rehabilitation,
growth and bridge work make up
the remaining 1.2 per cent.
It will be a challenging budget,
according to Scugog Mayor Mar-
ilyn Pearce, chairwoman of the
finance and administration com-
mittee.
The challenge, she said, will be
trying to keep Regional depart-
ments to the level recommended.
“Whether it is public health or
roads or our own Regional op-
erations we are under tremendous
pressure to meet a 1.5 increase,”
she said.
If all that Durham needed to
deal with was regional operations
then, Mayor Pearce said, the in-
crease would be a mere 1.5 per
cent. She said municipal govern-
ments don’t see the necessary
support from other levels of gov-
ernment.
“The federal government had
a great opportunity to invest in
cities. They didn’t. They chose to
give it back to people on their
income tax,” Mayor Pearce said.
“What good does that do to people
when we have to increase prop-
erty taxes.”
Announcements made recently
by the federal government mean
that income taxes will be reduced
by more than $400 for a typical
two-income family.
“I am so frustrated with one
level giving it back and then we
don’t have the money,” she said.
“That lovely little bit of money you
just got back you are going to have
to pay for it on your municipal tax
bill.”
The staff recommended guide-
lines for the 2008 budget were
received by Regional Council on
Oct. 31.
“It gives you a flavour of the
impact on your municipality,” said
Commissioner of Finance, Jim
Clapp.
When setting the 2008 tax
guideline, Mr. Clapp said taxpayer
affordability was taken into con-
sideration, as well as Regional
Council priorities, economic fac-
tors and risk, base budget impacts
and provincial impacts.
“We are always being dictated to
and standardized by the provin-
cial government,” Mr. Clapp said.
A major priority is roads capi-
tal projects, Mr. Clapp said, not-
ing $28.6 million will be spent in
2008 as compared to $25 million
in 2007.
“A new piece is the bridge rehab
levy,” he explained. “We need
to ratchet the amount of dollars
being dedicated to that (bridge)
rehab.”
The recommended police ser-
vice guideline is $131.6 million or
$7.6 million more than 2007.
The estimated transit tax impact
varies by community and ranges
between $88 in Uxbridge and $204
in Oshawa.

for this community. Truly, this is going to
be a big improvement for this site.”
Pickering-Scarborough East MPP
Wayne Arthurs noted the expansion was
a “long time coming. I told the minister I
wanted to do this in mid-September with
a red shovel, but I was told that might be
a little partisan.
“It really happened because it wasn’t
about the political process but commit-
ments, by stakeholders, the auxiliary, the
foundation and the board,” Mr. Arthurs
stated. “Those types of commitments
allow us to get to where we are today.”
He joked about new Ajax-Pickering
MPP Joe Dickson, saying he can “share
the accolades but also some of the pain.”
Mr. Dickson said, “I’ve lived here for 60
odd years and I’ve been wanting to be
here for 20 some years.”
Following the ground-breaking cer-
emony, Mr. Smitherman noted in an in-
terview, “we have 77 million bucks in this
facility.”
The government has earmarked “$100
million to enhance growth funding, prin-
cipally here in the 905, so people should
expect the government to continue to
fund resources.”
The health care funding formula
doesn’t just “recognize the number of
people living in the area, but those un-
derlying needs. A good example of the
funding formula that works very, very
well for the residents of Durham,” he said.
“The government of Ontario is respond-
ing to the desires of the local community.
Over time, the LHIN (Local Health Inte-
gration Network) will co-ordinate more
of that.”
People will still have to travel for more
specialized health care needs, Mr. Smi-
therman said, but noted, “That’s why
we built the regional cancer centre in
Oshawa. LHINs were designed to address
that care. The best health care is closest to
home.
As for a new hospital in Whitby, Mr.
Smitherman said, “I haven’t committed
to a new hospital. If the people in Whitby
want a new hospital, they should get the
money from Jim Flaherty. He was the one
who closed it.”

CLAREMONT — Parents of Claremont Pub-
lic School students voted overwhelmingly
to designate Uxbridge Secondary School as
their high school over the current Ajax-based
J. Clarke Richardson.
In September, a survey was sent to each
family registered at the public school. In total,
131 surveys were distributed, with 108 re-
turned. Of those, 92 respondents voted to
change the high school designation to Ux-
bridge, 14 to stay at J. Clarke and 2 had no
preference.
On Thursday, a public meeting was held at
the elementary school to discuss the survey
results and to talk about what a re-designa-
tion would mean to each of the schools.
About 60 people attended.
Though it was a group of parents that
requested the board look at changing the
boundaries, J. Clarke boundaries are set to
change anyway in 2008 with the opening of a
new addition to Pickering High.
“When the request came from the com-
munity to look at Claremont’s designation,
it seemed reasonable,” said Brock/Uxbridge/
Scugog superintendent Gloria Schwabe.
If the board of trustees votes for the change
at its Jan. 21 meeting, following the public
consultation, it would only affect students
currently in public school, starting with this
year’s crop of Grade 8 students.
“Students in the Claremont area who cur-
rently attend J. Clarke will continue to receive
busing to J. Clarke until the end of their
school career,” said Ms. Schwabe.
Students in Grade 8 who have siblings at
the Ajax high school would have the option of
going to J. Clarke. Subsequent classes would
be designated for Uxbridge.
That means the board would run two buses
in Claremont for the next four years.
Students who now attend Uxbridge and
are driven to school by their parents would
receive busing as well.
“We’re not going to be busing to both
schools forever,” said Ajax superintendent
John Bowyer.
Even with a boundary change in Clare-
mont and the Pickering addition, J. Clarke
Richardson would be about 450 students over
its rated capacity in 2008 whereas Uxbridge
Secondary School would be about 260 stu-
dents over its capacity with the additional
students.
Though the population at J. Clarke is ex-
pected to drop in 2011 to about 175 students
over capacity with the boundary change,
board staff pointed out that new subdivisions
in the town could change that projection.
If the designation is changed and parents
want their children to go to J. Clarke, they
could still apply to the board for permission.
“The principals will look at that in consul-
tation with the superintendent and they’ll
make a decision based on availability and the
information you put down,” said Mr. Bowyer.
Board planner Christine Nancekivell said
demographic changes will mean designation
changes throughout the region in coming
years.
“I was in front of the community seven
years ago when we were doing the designa-
tion for J. Clarke Richardson and saying we
would be back in five years,” she said.
As well as the addition to Pickering High,
the board is breaking ground for a new high
school in Oshawa this week. And, a high
school proposed for the Seaton area will
eventually change the picture as well.
Ms. Nancekivell said changing the designa-
tion to Uxbridge Secondary would mean the
high school would require an extra portable
in 2008 and a maximum of three extra por-
tables by 2011.
Though not a done deal, much of the dis-
cussion was about the logistics of changing
the designation as opposed to whether it
should be changed at all.
“Staff are supportive of anything we could
do to alleviate pressure at J. Clarke Richard-
son and we would be re-drawing it anyway
with the addition at Pickering High School,”
said Ms. Schwabe.
Dawn Tyson, who has two children at Cla-
remont Public School, said the bottom line
was simple for her.
“I don’t want my child going to a school
that’s overcrowded. To me it’s a no-brainer.”
Transportation was a big issue at the meet-
ing. Currently, J. Clarke doesn’t run late buses
for students participating in extracurricular
activities, while Uxbridge does some days a
week.
“If this change is passed by the board, you
would receive late buses to Claremont, just
like Leaskdale, Zephyr and all those wonder-
ful small communities,” said Ms. Schwabe.
When parents asked why there isn’t a late
bus from J. Clarke, board staff responded
that it’s because the Ajax school is primarily
an urban one, while Uxbridge serves a rural
community.
Some parents talked about their satisfac-
tion with J, Clarke.
“I just wanted to say our experience at
J. Clarke has been wonderful and I think J.
Clarke has been enriched by having a small
rural community enriched their school,” said
Gerry Thomson.

Performer a
shining example
for Abilities Centre
Justin Hines shows what can
be accomplished with hard work
To accomplish a big dream you have to dream big.
That was the message at this year’s ambitious Dream
Gala for what will surely be the spectacular Abilities Cen-
tre in Whitby.
And, organizers pulled out all the stops to make the Nov. 1
charity event at Deer Creek Golf and Banquet Facility in Ajax a
truly memorable night.
They brought in an entertainer who showed one and all that
a physical impairment is no barrier to showing the ability you’ve
been blessed with.
Mr. Hines, 25, was born with a rare genetic joint disorder
called Larsen Syndrome. He hasn’t let his disorder limit his op-
tions and has signed a record deal with a major label. He says the
label, Orange Lounge Recording Company, took a big chance on
him. “It’s not easy marketing a guy in a wheelchair,” he said.
But, his talent and drive to succeed stands as the perfect ex-
ample for what the Abilities Centre will represent.
The $20-million project will see a 100,000-square-foot facility
built adjacent to the Iroquois Park Sports Centre. It will serve as
a beacon of hope for those seeking full accessibility for all man-
ner of activities and will draw those with disabilities from across
Durham Region and beyond.
Last year’s fundraiser for the centre brought in $500,000 and
was attended by Prime Minister Stephen Harper.
This year’s event, fittingly enough, featured new Lieutenant-
Governor of Ontario David Onley, the perfect symbol for what
can be accomplished when a person refuses to be impeded by
disabilities. The former City-TV broadcaster uses a scooter to get
around after suffering from polio as a child.
Still, the focus was on Mr. Hines and his performance in which
he played songs from his new album, Sides. The entertainment
he provided showed area people what can be done when a per-
son has a dream and will stop at nothing to reach his goal.
Organizers aimed to reach that $500,000 goal again this year.

Grocery store tribute not soon forgotten
To the editor:
A year ago on Nov. 11 I was shopping in one of Scarborough’s
large grocery stores.
At 10:50 a.m. a voice on the P.A. announced “We will observe
two minutes of silence at 11 o’clock to remember our Canadian
men and women who have served and those who are still serv-
ing in the armed forces.”
At 11 o’clock the lights were dimmed and not a sound could be
heard in that busy store. It was most impressive and something
one would not soon forget.
It is to be hoped that more places of business will take two
minutes to “remember” on Sunday, Nov. 11.

When the public school board passed on
re-opening the debate on school uniforms,
they made the right choice.
Pickering trustee Chris Braney raised
the issue last month. At Monday’s standing
committee meeting, he put forward a mo-
tion that would have started the consulta-
tion process.
Only fellow Pickering trustee Sherry Cro-
teau supported Mr. Braney’s motion. The
rest of the trustees didn’t waste their time
debating the issue, they simply and swiftly
voted it down.
Good call.
A consultation on uniforms in public
schools would have taken a year and wast-
ed a lot of time.
The board’s rules make it next to impos-
sible for a school to institute them. That’s
because 80 per cent of the families in the
school must vote in favour of it. Not 80 per
cent of the voters, 80 per cent of all families.
It would be difficult getting that many fami-
lies to simply return their vote.
Though not explicitly stated, the debate
on uniforms applies to high school students
only. They’re not practical for the parents
of elementary school students. Pricey uni-
forms for young kids who quickly outgrow
and wear out clothing doesn’t make sense.
I’ve heard the argument that when high
school students wear uniforms, it’s a lot
cheaper for parents because they don’t
have to buy their kids designer brands.
But these kids have an after-school life.
If they’re the type to demand high-priced
items, they’ll demand them regardless
of what they’re forced to wear to school.
They’ll also do their best to accessorize and
individualize those uniforms. The kids who
are fashion plates will be fashion plates in
uniform. Those who like pricey sneakers
will still wear them, as the Catholic kids do.
And anyone who’s seen some of the kilt
lengths Catholic school girls sport knows
that uniforms don’t guarantee modesty.
There are some arguments for uniforms
that have merit, such as wealth distinctions
between students are less apparent and it’s
easier to identify strangers in the school.
But overall, that’s not enough pros to
outweigh the cons.
Oshawa trustee Kathleen Hopper made
a good point. The board’s policy said that if
a family disagrees with the dress code, they
can apply to transfer to another school.
With the distances between schools being
what they are in parts of the region, that
could mean a fair commute for some stu-
dents. And transportation would be up to
the parents.
Trustee Hopper said she didn’t think stu-
dents should be forced to go to another
school because they disagreed with school
uniforms.
And some parents might have serious
objections. Our public schools are a blend
of different faiths and it could be tough
to create uniforms that meet everyone’s
religious and cultural requirements. Ex-
ceptions to the uniform would surely be
required. So why implement them in the
first place when our schools already have
adequate dress codes?
Besides, every social group in a high
school already has an unwritten uniform.
The difference is it’s created by the kids
themselves.

DURHAM — The Province’s ‘A’ list
opened up its pocketbook last Thurs-
day night raising close to $350,000 at
the second annual Dream Gala for
Durham’s Abilities Centre.
It was an evening aimed at removing
physical and attitudinal barriers, with
such big names on the guest
list as Ontario Lieutenant
Governor David Onley and
Philippe Delacroix, France’s
Consul General.
Canadian Finance Minis-
ter Jim Flaherty gave up his
lime green tie, worn recently during
his federal tax cuts announcement, for
the cause. It fetched $3,750 as a last-
minute live auction item.
“We’re really pleased with the con-
tributions both within the community
and from outside the community,” said
administrative director Jennifer Ayo-
tte.
Organizers say they’re about halfway
towards their goal of raising $20 mil-
lion for the Abilities Centre, expected
to break ground next spring and open
approximately two years later.
Mr. Onley, a former City-TV anchor
who suffered polio as a child, congrat-
ulated the concept of creating an inter-
national centre for recreation, sports
and performing arts for adolescents
and adults of all abilities.
“Quite frankly, I’m unashamed to
admit I’ve always been a dreamer,” he
told guests as a woman signed beside
him.
“As a child with polio I’ve never been
afraid to dream big,” he added. “But
the reality is dreams are not enough if
there is no opportunity to realize one’s
potential.”
Making accessibility one of his core
mandates, Mr. Onley said the Dream
Gala was the first speaking engage-
ment he agreed to take as Lieutenant
Governor designate.
“Accessibility is a civil right. Acces-
sibility is right,” he added.
Recognizing the need to be more
inclusive, the project’s board of direc-
tors have expanded the Abilities Centre
beyond just a recreational facility to
also include a performing arts centre, a
library, lounge, cafe and other ameni-
ties, said vice-chairman Leo Plue.
“There’s a lot of people in our com-
munity who are cognitively-delayed
and may not be interested in athletics,
but are more interested in comput-
ers, art or music,” he explained. “We
want to provide a total experience for
them.”
Whitby-Oshawa MPP Christine El-
liott, co-founder and a board director,
said she likes the “seamlessness” that
will exist for clients when the Abilities
Centre of more than 100,000 square
feet is built adjacent to the Iroquois
Park Sports Centre in Whitby.
“We wanted to have that physical
closeness,” she said in pointing to the
covered walkway connecting the two
facilities. “If clients want to rent pool
time or watch a hockey game they can
go to Iroquois Park.”
Plans call for an impressive entrance
way into the fieldhouse, which includes
a series of long ramps, Ms. Elliott said.
They will serve as a backup to elevators
but also demonstrate what the Abilities
Centre is all about, she added.
Designing a facility that accom-
panies such a wide variety of special
needs, both physical and cognitive,
was challenging but a labour of love
for the group, Ms. Elliott said.
Among those waiting for the centre
to be built is Chloe Scott, who
was just one day old when
she suffered a massive stroke
that left her brain-damaged.
Her profile on display at the
sold-out event said the 17-
year-old, today, loves to swim
and ride her bicycle.
Hisham Mohammad, 11, of Whitby
was at the gala. He won a gold medal
in the 100-metre wheelchair race at the
Ontario Summer Paralympics.
Organizers also acknowledged the
contribution of corporate sponsors
Scotiabank ($200,000), and Ontario
Power Generation ($110,000). Engi-
neering firms Sernas Group and Totten
Sims Hubicki have also donated in-
kind services to the project.

AJAX/PICKERING — Like St. Nick himself,
Santa Claus Fund organizers are hard at work
long before the holiday season.
In fact, the gifts are chosen in February, the
workshop is secured and set up over the sum-
mer and the packing of gift boxes for delivery
to households begins in October. Thousands
of volunteers, including Girl Guides, Scouts
and service club representatives, deliver the
boxes to kids in need.
Fund helpers take the boxes to families
having money problems, or perhaps dealing
with income-earners in poor health. They
often receive a heartfelt thank you or even a
tearful hug, not just for the gift box, but be-
cause someone is thinking of them, whether
or not the family celebrates Christmas.
“Taking part in the Santa Claus Fund is a
very rewarding experience for our staff,” said
Abe Fakhourie, distribution manager for the
News Advertiser.
“This is our fourth year taking part in the
Santa Claus Fund and each year the rewards
increase,” said Tim Whittaker, publisher of
the Metroland Durham Region Media Group
which includes the News Advertiser. “De-
livering the gift packages across Ajax and
Pickering for the past three years has re-
minded our employees just how important it
is to give back to the community.”
Established by Toronto Star founder Jo-
seph E. Atkinson, the fund celebrated 100
years last year. One of eight children in a
family of modest means, a stranger bought
the young Joe Atkinson a pair of ice skates
after watching him observe other youngsters
on a pond and asking why he wasn’t skating.
Touched by the gift, he later used the Star to
tell the stories of less-fortunate kids, asking
readers to donate money to buy them gifts.
The News Advertiser is involved for a fourth
year, aiming once again to deliver 1,000 gift
boxes to children in Ajax and Pickering. On-
tario Works and more than 60 special ser-
vice agencies in the communities submit
children’s names to the Star.
Every dollar raised is used to purchase the
items contained in the gift boxes, which go
out to kids up to 12 years of age. Each box
holds a warm sweater, socks, mittens, a hat,
book, toy, candy and, beginning this year, a
toothbrush and toothpaste for kids four to 12.
Babies receive two sleepers, candy for mom
and dad and a small toy. The items are all
new and bought directly from manufacturers
at great cost savings.
To finance last year’s Santa Claus Fund ef-
fort, a record $1,509,149.20 was raised. The
Star covers all administrative costs of the
program, ensuring that donations go directly
to gifts for children in need.
The Santa Claus Fund has its origins in
the young Joseph Atkinson’s own childhood
deprivation. The future publisher of Canada’s
largest newspaper was sitting forlornly on the
edge of a skating pond watching the other
kids spinning and racing about on the ice
when a woman passing by asked Joe why he
hadn’t joined them. Atkinson said simply
that he had no skates.
And this kind stranger immediately bought
him a pair. It was an act of generosity that
would influence Atkinson’s half-century
stewardship of the Star, manifesting itself in
the Atkinson Principles of social justice that
guide the paper to this day, and initiatives
such as the Santa Claus Fund and the Fresh
Air Fund, which provides needy children
with a getaway to a summer camp.

1. PURPOSE OF THE FUND
The purpose of The Toronto Star Children’s Charities [the “Fund”] is to
provide gifts at Christmas through the Santa Claus Fund and to provide
the summer camp experience through the Fresh Air Fund to
underprivileged children.
The Fund qualifies as a charitable organization under the terms of the
Income Tax Act (Canada). For fiscal 2006, the Fund has met the
disbursement quota requirements to maintain its status as a charitable
organization under the Income Tax Act (Canada).
2. SIGNIFICANT ACCOUNTING POLICIES
The financial statement of the Fund has been prepared in accordance
with Canadian generally accepted accounting principles. The Fund
follows the restricted fund method of accounting. Donations, the use of
which is stipulated by the fundraising appeal, are recorded as revenue
when received or receivable if the amount to be received can be
reasonably estimated and collection is reasonably assured. Those
amounts where the donor requires that the principal be maintained on a
permanent basis are recorded as revenue in the capital fund.
Contributed services are not reflected in this financial statement.
Contributed materials are recognized as revenue and expensed at their
estimated fair value. Cash and short-term investments consist of cash on
hand and short-term investments with remaining maturities of less than
12 months at the date of acquisition. Investments in bonds are recorded
at cost. Investments in stock are recorded at market. Income and
disbursements are recorded on the accrual basis of accounting.
Administrative expenses incurred in the operation of the Fund are
absorbed by Toronto Star Newspapers Limited. Capital assets are
recorded at cost less accumulated depreciation. Depreciation is
determined on a straight-line basis over the estimated useful lives of
the assets.
3. STATEMENT OF CASH FLOWS
A separate statement of cash flows has not been presented as the
information is disclosed elsewhere in the financial statement.
4. CAPITAL FUND
The Capital Fund is made up of donations that will be transferred to the
operating fund and disbursed in future periods. It contains restricted
donations that will be used as stipulated by the contributors, and
unrestricted funds that will be used at the discretion of the Board
of Trustees.

learning in the classroom is the best-known way to help
a student really understand the material. When a stu-
dent really understands the material, then studying and

The earlier kids develop an active learning approach

Active learning is not that complicated. Students
may already be using some active learning skills in the
classroom without knowing it. Active learning simply
means paying attention to the teacher, taking good
notes, and asking questions. Being
actively engaged in the learning pro-
cess – at school and at home.
Asking questions is one of the
best ways to help assimilate infor-
mation fi rmly into the brain. A stu-
dent should ask questions both of
himself,
• Do I understand this?
• What facts do I already know that
support this?
• How do I feel about this lesson?
Active Learning - The Oxford Difference
Twenty-four years feels like a long time. Remem-
bering the fi rst day of opening with 25 students and the
excitement of a new undertaking, no one thought fur-
ther than making that fi rst day count for the students.
One young lady, whose mother would be working
part-time at the school and had learned of the valid-
ity of the Montessori method, confi dently transferred
her 6-1/2 year-old daughter from the public school in
Scarborough that she was attending, to the Montes-
sori Learning Centre of Pickering. Cathy thrived in the
Montessori environment. Socially confi dent she began
hesitantly in her new academic setting. Within months
Montessori magic captured her interest. The colourful
and exciting materials, the ability to work with them
independently and the interaction with staff and peers
brought Montessori’s theory, philosophies and prac-
tices into her daily routine. The Practical Life exercises
taught her valuable lessons in independence, and the
Sensorial materials gave her scope for problem solv-
ing and rationalizing. The Language materials opened
up the world as sounds and phonograms, parts of
speech and sentence structure criss-crossed the cul-
tural curriculum and all the life sciences it offered. The
bank game, stamp game and bead frames, with num-
bers into the tens and hundreds of thousands opened
the avenues of addition, subtraction, multiplication and
division and all the variations with numbers they allow.
Daily French, weekly music, computer, phys ed, civics,
art and home economics exposed her to a comprehen-
sive foundation in academics balanced with an excite-
ment and love of learning. She moved on after Grade
4 – the highest grade level MLCP offered at the time.
We had news of her on and off over the years from
her mother. Drivers license, fi rst “real” job, marriage,
fi rst house ... the baby! Our fi rst student had become
a student of parenthood, and how well she seemed to
do it. Calm, encouraging, supportive, brave and confi -
dent. We at MLCP were thrilled when we learned that
Koen — the baby —would share his beginning years
with us. Many staff members have had children who
have shared their educational beginnings at MLCP
but this young man is our fi rst “grandchild” – our fi rst
testament to generational Montessori. Now with stu-
dents leaving in Grade 8, we have many visits from
graduates as they drive themselves through the gates
for the fi rst time or complete their community service
hours or bring in their university acceptances or share
their diplomas.

DURHAM — After 32 years
of serving as a teacher, prin-
cipal and administrator, Dur-
ham District School Board su-
perintendent Sally McIlveen
is retiring.
Ms. McIlveen will leave her
position as superintendent of
education/employee relations
on Dec. 31.
She began her teaching ca-
reer with the board in 1975
and went on to become prin-
cipal of Pine Ridge Secondary
School and Anderson Colle-
giate.
She moved into adminis-
tration and has served as a
superintendent since 2001.

Crawford announced Ms. Mc-
Ilveen’s retirement at Mon-
day’s board meeting.
“I want you to know it’s
going to be a very sad day for
our board. I’ve enjoyed work-
ing with you,” said Trustee

gotiation table and you’re an
animal when you need to be
and you have a great sense of
humour when you don’t.”

Revitalization
Index Energy is owned by Index
estate AB which is a private equity
fi rm that is based in Stockholm
Sweden. Index Energy plans to de-
velop a $50 million state-of-the art
cogeneration/district energy facility
in Ajax, which will generate elec-
tricity, steam, hot water and chilled
water from wood biomass, a renew-
able energy source. District energy
involves the utilization of one heat
source to heat multiple buildings.
Cogeneration involves the produc-
tion of electricity and useful heat en-
ergy simultaneously from a common
fuel source.

Development
Potential
The cogeneration/district energy
facility has the potential to generate
up to 50 megawatts of electricity uti-
lizing wood biomass as the primary
fuel source and natural gas as a back-
up fuel source. The Town of Ajax
has a present electricity demand of
approximately 80 megawatts. There-
fore, the proposed cogeneration dis-
trict energy facility has the potential
if fully developed to provide the
Town of Ajax with a substantial por-
tion of its electricity demand from a
renewable energy resource. More-
over, given the forecasted shortage of
electricity in Ontario, which is fur-
ther magnifi ed as the province phas-
es out its coal generation, the Town
of Ajax would benefi t signifi cantly
from having such a development in
its midst. Moreover, Index Energy is
prepared to sell a portion of its elec-
tricity to the Town of Ajax to ensure
adequate electricity supply to the
Town and to provide back up elec-
tricity in the event of an emergency.
“We anticipate that the electricity
generated from our facility will be
classifi ed as a green energy source
(the facility needs to be eco logo
certifi ed).” The Ajax Steam Plant
has previously qualifi ed for carbon
credits in the past and we expect that
the new cogeneration/district energy
facility will qualify as well.
Emission Control
Index Energy will be incorpo-
rating the latest emission control
technology to meet the most strin-
gent emissions standards in Ontario
today. Index Energy offered to con-
duct a joint study with the Town of
Ajax to determine the most suitable
emission control technology. Index
Energy remains hopeful that the
Town will decide to participate in
this study. The facility will utilize
wood biomass as its primary fuel
source, which is a renewable resource

that has been strongly promoted by
the Kyoto Protocol as a clean fuel,
carbon neutral alternative. The rea-
soning is that the carbon dioxide ab-
sorbed by trees is released when the
tree is burned. Moreover, methane
gas is released in addition to carbon
dioxide if a tree is left to decom-
pose in a landfi ll, which is another
‘Greenhouse Gas’ that is contribut-
ing to global warming. A case can
also be made that by using wood
biomass as a fuel source reduces car-
bon emissions as it reduces the over-
all dependency on electrical energy
generated from other sources, like
coal, oil and fossil other fuels.
On-site
Cogeneration
In Sweden entire towns benefi t
from the operation of cogeneration/
district energy facilities both in resi-
dential and commercial applications.
Index Energy is committed to real-
izing this objective in Ajax so that
the development of the facility will
benefi t both residents and businesses
and result in a reliable energy supply
at a reduced cost and generated from
a renewable energy source. As part
of realizing this objective Index En-
ergy is actively engaged in develop-
ing onsite cogeneration opportuni-
ties in Ajax. On-site cogeneration is
only possible with infrastructure in
place such as a cogeneration/district
energy facility (Ajax Steam Plant).
The benefi t to the Town of Ajax by
implementing onsite cogeneration
would be enormous and change the
energy market in Ajax signifi cantly
for the benefi t of local businesses
and residents. A royalty has been of-
fered to be paid to the Town of Ajax
in connection with the steam lines,
which would provide the Town with
another source of revenue.
Since we will be generating the
electricity from high pressure steam
at the Ajax Steam Plant and the re-
sidual low pressure steam is deliv-
ered to our customers, which in the
case of onsite generation results in
the steam being used again to gener-
ate electricity and then the exhaust
thermal heat exiting the back end of
the turbine can be used for heating,
the resulting effect is that the steam
is used three times or tri-genera-
tion. This process can benefi t both
industry and residents in factory
and apartment type applications by
insulating them against the high
cost of natural gas and electricity, as
a small turbine can be installed in
such settings and pass on the benefi t
of higher energy effi ciency directly
to the consumer. Index Energy will
use its engineers to manage and
maintain the turbines installed at its
customers’ facilities for on-site gen-
eration.

Club rink finished atop the field
at the annual Annandale Little
Rock Bonspiel last Saturday.
A full draw of 16 teams, includ-
ing eight from host Annandale
Golf and Curling Club and eight
from other clubs participated
in the all-day age 12-and-under
event.
Andrew Bradley’s foursome of
James Harris, Sarah Avery and
Niki Sennik from Toronto’s Bay-
view Curling Club captured the
bonspiel title over a Whitby Curl-
ing Club rink skipped by Michael
Sheppard.
An Annandale entry skipped
by Emily Flett, including Bran-
don Moe, Sabrina Zaczek and
Brooke Carroll came in third.
April Risto served as the conve-
ner again this year. She acknowl-
edged the many volunteers who
ensured the event ran smoothly
and also the generous sponsor-
ship of Frito Lay.

’spiel received a prize as well as

as lead, are the reigning champi-

Panthers’ MacQueen named conference player of the month

PICKERING — A high-scoring
Pickering Panthers forward has
been recognized as the OHA On-
tario Provincial Junior ‘A’ Hockey
League’s South Conference play-
er of the month for October.
Jamie MacQueen scored eight
goals during the month and is
currently tied for sixth place in
overall OPJAHL scoring with 15
goals in 19 games with the Pan-
thers.
Although the Panthers went 2-
7 in October, MacQueen’s lead-
ership and commitment to dis-
cipline was evident, recording
only one minor penalty in nine
games played.
MacQueen, in his second sea-
son with the Panthers after com-
ing over to the team in a trade
with the Au-
rora Tigers
midway
through the
2006-07
season, has
played in all
situations,
logging
minutes on
the power
play and is
also utilized as a penalty kill-
ing. In fact, he’s amassed seven
points while playing on special
teams, including two power-play

DURHAM — The Ajax-Pickering Dol-
phins atom football team will attempt to
repeat as league champs today (Sunday).
The Dolphins play familiar rival Burl-
ington Stampeders in the Central Ontario
Minor Football League atom champion-
ship at Scarborough’s Birchmount Sta-
dium at noon.
The Dolphins earned the right to de-
fend their COMFL championships after
running past the York Simcoe Young
Bucs 36-8 in semifinal action at Picker-
ing’s Kinsmen Park last Sunday.
The atoms aren’t the only Dolphin
team going for COMFL pigskin glory
on Sunday. The tyke squad will join the
atoms in its pigskin pursuit of a cham-
pionship after winning their semifinal
28-0 over the York Simcoe Young Bucs at
Pickering’s Kinsmen Park last Sunday.
The Dolphins’ tykes face the Scarbor-
ough Thunder in the title game at Birch-
mount Stadium on Sunday at 9:30 a.m.
Meanwhile, the Dolphins’ peewees
ended a strong campaign after a 17-0
semifinal loss to the Oshawa Hawkeyes at
the Oshawa Civic Stadium last Sunday.
Dolphins’ atom head coach Dan McIl-
ravey is expecting a close contest against
Burlington, as the two teams split games
during the regular season. The Dolphins
beat the Stampeders 24-6 in the first
game, but Burlington turned the table in
the second meeting, winning 16-6.
In the semifinal game, the atom Dol-
phins got a big boost from their defence,
limiting the Young Bucs to eight points
-- all scored late in the final quarter.
Dolphins’ defensive ends Shakir Lewis
and Carmen Scala, halfbacks Ben Pat-
erson and Justin Ross and cornerbacks
Michael Glibbery and Matt Boatang did
a great job of shutting down the sweep.
Stand-out players on defence were safety
Cole Belec with an interception returned
for 45 yards, and Justin Ross with an in-
terception returned for 25 yards.
The offence, led by quarterback Da-
mien White, dominated the Young Bucs
rushing for more than 350 yards on the
day. Fullback Rae Grant scored four
touchdowns and ran for 190 yards. Run-
ning back Ben Paterson carried for 120
yards in a classic ball control offence.
Quarterback White scored the fifth and
final Dolphins’ major on a quarterback
keeper from the three-yard line.
The point-after team led by kicker
Shaquan Williams, holder Carmen Scala
and long snapper Hayden MacNamee
were 3-for-5 on the point-after-touch-
down attempts, accounting for six of the
36 points scored.
Top offensive players were linemen
Hasson Abbas, Nat Vaikla, Yasean Ste-
itieh, McNamee and Carmen Scala. Top
defensive players were linemen Shakir
Lewis, Hayden McNamee, Raekwon

DURHAM — Regional Council has
reverted back to its original 10 a.m.
start time.
Council passed a bylaw last May to
change the start to 9 a.m. from 10
a.m. The change went through without
discussion, but at the next meeting
Pickering Councillor Rick Johnson in-
troduced a notice of motion to switch
the time back.
A call went out for public input, but
Regional Clerk Pat Madill said she
didn’t receive any correspondence re-
garding the subject. The bylaw chang-
ing the time back to 10 a.m. passed at
the Oct. 31 meeting of Regional Coun-
cil.
But, according to Oshawa Regional
Councillor John Henry, who intro-
duced the original motion to have
meetings begin at 9 a.m., the Region of
Durham is the only regional council in
the Province that begins its meetings at
10 a.m.
“I don’t know any other business
that starts at 10 a.m.,” said Coun. Henry
said. “I am disappointed that we are
not coming across as the business we
should.”
He said he is frustrated that his origi-
nal motion passed unanimously and
without discussion only to be recant-
ed.
“Imagine the time and money and
cost that was wasted on this,” Mr.
Henry said. “It took the clerk’s time
and the time it took during the council
meetings.”
He maintains that starting the meet-
ings at 9 a.m. is a good idea.
“The last four meetings (that started
at 9 a.m.) we have gotten more done
and been more productive,” Coun.
Henry said. “If you watch future coun-
cil meetings we won’t be out until 6
p.m. in the evening.”
The next council meeting, Nov. 21,
will begin at 10 a.m.

council meetings are back on again
